Education and Youth Services Letters of Recommendation

I am pleased to submit this letter of recommendation on behalf ofMr. Ray Anderson. For the last two years, I had the pleasure to work with Mr. Anderson during his tenure as the director ofFederal Legislative Relations for the Chicago Public Schools. Theheart of his work involved securing millions of dollars to enhanceprograms within the CPS. However, his duties and support to theschools goes far beyond that. As a school principal, I havebenefited from several initiatives implemented by Mr. Anderson;one of which involved providing resources such as the STEMprogram. It resulted in five Frazier students attending SouthernMethodist University in Dallas, Texas under a full scholarshipduring the summer of 2011.

Additionally, Mr. Anderson is well known, liked, and respected inChicago’s education circles. He is also known nationally. He hasalso been a valuable resource to other schools throughout theChicago and metropolitan area by creating dialogue betweenseveral principals and the director of the Martin Luther King Boysand Girls Club in Chicago. Mr. Anderson’s primary objective is toexpose urban youth to research based programs and high qualityopportunities.

Finally, Mr. Anderson succeeds at everything he sets his mind toand his work improves the lives of hundreds of educators andthousands of children. I strongly recommend him wholeheartedlyand without reservation for future positions that would benefitfrom his vast knowledge of pedagogy, government relations, andpublic policy. He is a true asset.

If you have any questions regarding Mr. Anderson work, feel freeto contact me at (847) 370-8433.

Colette TeasleyRetired PrincipalFrazier International Magnet Academy

I have worked with Ray closely at Chicago Public Schools for over10 years. He has supported our efforts both on the Hill and withfederal agencies especially in respect to Medicaid and SpecialEducation funding and policy issues. His favorable reputation ona national, state and local level among politicians, agencymanagers and professional associations is due to his greatexperience, expertise and reliability. He is proactive inanticipating opportunities for showcasing our contributions inmandated areas such as special education and health care forstudents in order to support our requests for government fundingand programmatic policy changes.

As examples, he provided leadership in establishing a network ofIllinois school districts who participated at a joint pressconference and continue to lobby together for commoninterests. Likewise, he helped spearhead a consortium of largeschool districts and major health organizations to defeat a groupof very unfavorable CMS regulations. He coordinated many visitsby our CPS managers with members of the Illinois congressionaldelegation even including on one occasion the key CMS topofficial on the issue under discussion. Similarly he arranged forone of our key Congressmen to host a visit to two of our schoolsby yet another CMS top official and regional staff so that theycould see firsthand a wide variety of our school-based healthservices in action. Such meetings, tours and subsequent followup have had long-range benefits for achieving our legislativegoals.

I highly recommend Ray for your position.

Education and Youth Services Letters of Recommendation (continued)

I am happy to be a reference for Ray as I have valued ourrelationship throughout my professional career both on and offCapitol Hill. For four years I was a professional staffer at theHouse Education and Labor Committee. During that time, Idirected coalition building for the Chairman and Ray’s presenceamong non governmental organizations was always pronounced byhis well known capacity to accomplish so much for our nation’sthird largest school district. I’ve always known him to be anextremely well connected, and compelling—if not simplyconvincing—advocate for the Chicago Public Schools.

I have come to appreciate Ray’s abilities even more during mytime in Chicago since March, 2008 as the Director of GovernmentRelations at the Museum of Science and Industry. He was a vitalpartner in a collaborative effort that brought federal funding to aprofessional development program at the Museum that, to thisday, serves hundreds of high-need middle school CPS scienceteachers every year. I have no doubts that he would be avaluable addition to your team.

Please consider reaching me at your convenience.

It is my great pleasure to share a few thoughts with you about my colleague, Ray Anderson. I have known and worked with Ray forthe past six years and have found him to be thoroughlyknowledgeable and insightful when it comes to matters involvinglobbying, both within the Beltway and in the grass rootsarena. Ray is very well connected, particularly with the currentadministration, but retains the ability to work with those on theother side of the aisle. His work on behalf of Chicago PublicSchools was exemplary.

What is most significant about Mr. Anderson to me, however, isthe good counsel and direction he provided to me and a nationalorganization of more than 8,000 school districts in our battle tooverturn a regulation promulgated by the previous administrationthat would have crippled a much needed school health program.

I am pleased to be able to say that with the help of well-connectedindividuals like Ray, we were able to stop the regulation.

Please feel free to call on me for additional information about Mr.Anderson.

Education and Youth Services Letters of Recommendation (continued)

I have known Ray since 1995 when we both assumed leadershippositions within the Chicago Public Schools under its chiefexecutive officer, Paul Vallas. As the chief specialized servicesofficer in charge of managing special education services andsupporting the school system’s ability to receive reimbursementfor all eligible Medicaid services, I had the opportunity to workwith Ray during my CPS tenure through 2003 and after in myrole as a national consultant. While I was with Chicago, Iappreciated Ray’s knowledge and expertise as he led our effortsto inform our elected officials and governmental officials aboutrelevant issues and was impressed by his many valuedrelationships with congressional staffers and elected officials, governmental personnel, and leaders of relevant nationalorganizations.

Ray has an easy-going manner that makes him extremely easy tocommunicate with; and his responsiveness and attention to detailcannot be overstated. In addition, I have witnessed his ability tolearn complex new information and relate it in a manner that iseasy to communicate and report to others both in oral andwritten formats. Furthermore, Ray has developed an abundanceof knowledge and expertise about legislative and governmentalworkings that he uses to aid strategy and planning processes.

Without hesitation, I strongly believe that Ray would be avaluable and respected addition to your organization. Please feelfree to contact me at 773-405-3971 or [email protected] forany additional information.

Sincerely, Sue Gamm

I have worked closely with Ray Anderson for the past several yearswhile he has been the Federal Legislative Liaison for the ChicagoPublic Schools. I have been consistently impressed by both Ray’sattitude towards his work and his performance on the job. Hisinterpersonal and communication skills have allowed him todevelop strong working relationships within our district and on thebehalf of the district (especially at the local, state and federallevels). Ray possesses solid coordination and negotiation skillswhich have enabled him to establish key strategies on the behalfof the Chicago Public Schools and ensure favorable outcomes. Healso has the analytical skills to diagnose problems and deviseviable solutions. Even though Ray is a tremendous asset to ourorganization, his expertise, experiences, policy allies, and therelationships he’s developed make a prime candidate for yourposition.

I recommend him for a position without reservation.

Education and Youth Services Letters of Recommendation (continued)

Ray has a wealth of experience and knowledge of legislative affairsand policy at both the state and federal levels. I have known Raymore than three years. As a civil rights attorney at the NAACPLegal Defense & Educational Fund, Inc., I focus primarily on issuesof education; and over the years, Ray has been a greatresource. He has a wealth of contacts and information; inaddition, he has presented ideas for collaboration on efforts wherethere is often common ground. Besides clearly maintainingexcellent relationships with members of Congress and their staff,Ray clearly makes a point of doing the same with advocates (who,in some instances, may be seen as adversaries). Finally, Ray has anatural way with people. On each occasion that I have walkedwith him in halls of Capitol Hill or anywhere in Washington, D.C.,he is greeted by multiple individuals passing by.

I truly believe that Ray would be a tremendous asset to anyorganization. He is a zealous advocate with a great mind. If Imay provide any additional information at any time, please do nothesitate to contact me.
