SECTION V SPECIFICATIONS
SPECIFICATIONS
All items of work performed under this project shall be completed according to the latest
Pennsylvania Department of Transportation 408 Specifications, unless otherwise specifically stated.
0350-0121 SUBBASE (NO. 2A) (for BASE REPAIR)
This work consists of the placement of 2A subbase for base repair or minor shoulder widening. For this
project consider as incidental to this item the excavation and removal of up to 12 inches of existing pavement or
shoulder material. Ensure the area is compacted and place 6 inches of 2A subbase and 4 inches of binder course.
Also incidental all joints are to be sealed with an approved crack sealer prior to overlay.
This item will be paid for at the contract unit price per ton of 2A placed for base repari including the sealing
of all joints. Binder course will be paid by tons as indicated below.

This work shall be completed in accordance with the latest Penn DOT Publication 408. Specifications.
Special interest shall be paid to the following sections:
1.a. – A Job-Mix Formula Report must be submitted and approved in accordance with this section.
1.b. – UNIFORMITY – Perform tests for bitumen content and aggregate gradation as established in the
quality control plan in accordance with PTM NO. 1
1.c. – Acceptance of the Mixture (STANDARD) Certification to be submitted to the County following
quality control tests for bitumen determination, sieve analysis, and superpave volumetric tests of the mixture.
7. Spreading and Finishing
Provide one (1) certified Bituminous Field Technician on the project during placement of all WMA material. The
certified technician is to be instructed and trained to control the paving operations so that the Completed mixture
complies with the specified requirements.
9.b. Wearing Course
An optimum rolling pattern will be established by a licensed nuclear gage operator utilizing the procedure
established in this section
The 4xxx and 9xxx item numbers and separate items are only to designate park or parking lot paving
situations to distinguish the bid item from those used to pave the public roads.
Pavement courses will be paid by ton of material placed.
0460-0002 BITUMINOUS TACK COAT
This work shall consist of the conditioning and treating of the existing pavement surface with an application
of bituminous bonding material at a rate of 0.07 gal/s.y. as specified in the Pennsylvania Department of
Transportation Specifications, Publication 408. (PG 64-22)
This item will be paid for on a material used price per gallon. Line items to separate roads, parks, and public
work areas are established for tracking purposes.

This work consists of the milling of one and one-half (1½) inches or two and one-half (2½) inches of the
existing bituminous surface, using a milling machine, to the width and length as shown on the plans. The milled
material will be the property of the County, but will also be used as the material for the shoulder backup . Any
existing wedge curbs are to remain in place and not be milled unless they are deteriorated to the point of requiring
reconstruction. This will be determined at the initial project walk-through.
These items will be paid for at the contract unit price per square yard. Line items to separate roads,
and public work areas are established for tracking purposes.
4350-0121 SHOULDER BACKUP /DRIVEWAY ADJUSTMENTS WITH MILLED MATERIAL
PROVIDED FROM MILLINGS GENERATED BY PROJECT
This work shall consist of the placement and compaction of millings to be used as a shoulder backup and if
necessary driveway adjustments not being done with asphalt. Use milling from the project

0469-0022 ASPHALT JOINT AND CRACK SEALING FOR BITUMINOUS SURFACES
This work is the cleaning and sealing of longitudinal and transverse joints and random cracks in existing
pavement surfaces, in accordance with PennDOT Pub 408 Section 469.

WATERBORNE PAVEMENT MARKINGS
This work shall consist of simultaneously applying two 4 inch yellow parallel lines spaced 4 inches apart at
a wet-film thickness of 15 mils + 1 mil along with automatically dispensing glass beads at a rate of 7 pounds per
gallon of paint onto the painted surface by a pressurized glass-gun. Also, right and left 4 inch white edge lines shall
be applied at a wet film thickness of 12 mils± 1 mil along with glass beads at a rate of 7 pounds per gallon. All
materials and workmanship shall be in accordance with Section 962-Waterborne Pavement Markings PA DOT
Publication 408 (current edition), including reflectometer measurements.
This item will be paid for at the contract unit price per linear foot of line applied. Lines will be painted after
paving and a second time after installation of the center line rumble strip.
TRAFFIC PAVEMENT MARKINGS
This work is the furnishing and installation of hot thermoplastic pavement lines, markings, and legends of
the indicated type and color shown on the drawings with a surface application of glass beads. All material and
workmanship shall be in accordance with Section 960-Hot Thermoplastic Pavement Markings PA DOT form
408/latest edition.
This item will be paid for at the contract unit price per linear foot of line applied and the contract unit price
each legend applied.
RETROREFLECTIVITY
The contractor will be responsible for conducting retroreflectivity sampling in accordance with PA. Test
Method No. 431. A PTM-431 Documentation Form must be furnished for each individual road that is painted.
This item will be considered incidental to the contract unit price
0492-0001 DRIVEWAY ADJUSTMENTS
In some, but not all areas, the overlay will required transition from the paved shoulder or edge of the lane to
the existing driveway is to be of material the same or equal to the existing driveway material. Paved driveways and
lots requiring transition /adjustment must have a 2 ft. (min.) transition joint cut to a 1-1/2 inch depth to tie the
wearing surface into the driveway or lot. All pavement joints must be sealed with AC-20. The stone and
bituminous material needed for each driveway adjustment will be included for payment under the paving and
shoulder backup items. The lump sum payment for this item will include milling drives, sealing joints, and
additional labor needed to adjust driveways. Each driveway will need to be reviewed prior to resurfacing
operations
0608-0001 MOBILIZATION
This item shall follow the requirement of Section 608 of the Pennsylvania Department of Transportation
Specifications, Publication 408.
0901-0001 MAINTENANCE & PROTECTION OF TRAFFIC DURING CONSTRUCTION
This work consists of the maintenance and protection of traffic adjacent to and within the work area covered
by this contract, in accordance with Section 901 of the Pennsylvania Department of Transportation Publication 408,
and Publication 213.
The work on these areas will require advance scheduling for coordination with the affected parties. For the
work areas these conditions apply
Twin Lakes Park (main roads and pavilion access/parking) – coordinate with Engineer and Park staff as not
to conflict with any park events prior to establishing schedule. County Park staff will block off areas of
work in advance of the days necessary.
District Justice Office - coordinate with Engineer to confirm suitable schedule, must not conflict with court
operations.
Public Works Salt Shed – Coordinate with Engineer for suitable days/access.
Roads – Industrial Park and Nature Park - Coordination for the roads will also be necessary to ensure access
for industrial, institutional, and retail establishments along both roads.
It is the responsibility of the contractor to furnish, install, and maintain all traffic control signs and devices
and provide the necessary flagmen needed in order to maintain one unrestricted traffic lane for alternate two-
directional traffic around the work areas during working hours. The alternate two-directional traffic pattern will be
established in accordance with the 67 PA Code, Chapter 212. The contractor should restrict the length of the
alternate two-directional traffic movement to that length which is required to effectively perform construction
operations. During all phases construction vehicular and pedestrian access to all business and residences must be
maintained. It will be the contractor's responsibility to maintain a constant surveillance of the traffic control
operations and correct anything found ineffective to provide a safe and efficient flow of traffic during construction.
This item will be paid for as a lump sum.
INDIDENTAL - SANITARY SEWER MANHOLE AND / OR UTILITY VALVE ADJUSTMENTS
This work is the placement of manhole grade adjustment rings (to be provided by the utility) on sanitary sewer
manholes or utility valve covers located in the roadways and the berm of the roadway, as shown on the drawings.
This item will be considered incidental to the paving operation and so separate payment will be made for this work.
