Outline
Ø Motivation for the Work Package
Ø Objectives and corresponding tasks
Ø Case studies
Ø Main challenges
Ø First activities

Paderborn University / C.I.K. 08.06.2016 ANYWHERE Kickoff Meeting Dr.-Ing. Jens Pottebaum
Some major terms…
Ø Self-preparedness§ Activities to limit own vulnerability and exposure§ Undertaken when no actual danger is perceived
Ø Self-protection§ Activities to limit own vulnerability and exposure§ Undertaken when an actual danger is perceived
3
Ø General public§ Citizens: Every person in the EU, being at home or in an organisation§ Organisations: Every organisation in the EU, existing for a certain purpose
• Companies/Enterprises (hopefully having business continuity plans) including, for instance, Critical Infrastructures
• Emergencies services and governmental institutions ensuringprofessional preparedness and response/protection

Motivation
Ø Citizens and companies want to rely on ‘official‘ information, but…
4
Ø If this is not available when they feel (potentially) endangered, they will utilise what they can get
Ø From WP1 to WP4 we will have knowledge, products and services ready
Ø How can they be used to support self-preparedness and self-protection,at least to raise awareness in both phases?
Ø How can we transfer this into new and additional business cases?

Quotations from the DoA
Ø Expected impact§ making available tailor-made informational products with high-resolution
information to the public and to the institutions with activities at risk§ empower the public and stakeholders to take their own responsibilities § include as a major axis the public access to reliable now- and fore-casting
predictions (information, at the end)§ create the adequate conditions favouring the emergence of
hundreds/thousands of online services (some of them mobile apps)§ radically enabling the preparedness and coordination readiness of the
citizenship and of the society at large
Ø How to measure this? We simply stated:Number of self-p* applications developed during the project§ 5 tools developed by ANYWHERE partners in WP5 § Up to 4 applications developed by third parties

Main challenges and first activities
Ø Understand the background and ambition within case studies§ Clarify intrinsic motivation and contribution to WP5§ Create structure with four case study sub-teamsà Initiate four specific implementation plans
Ø Detail the objectives of the overarching tasks§ Align with WP1, coordinate with focus on support for emergency servicesà Setup implementation plan incorporating case studies
à Identify the areas in which the available publicly-generated data and information has potential to create tailored made products
à Identify the legal and ethical constraintsà Identify communication patterns and distribution channels based on
current and previous projects (e.g., EmerGent, TACTIC, COSMIC, EPIC)à Identify communication needs of different user groups
(incl. vulnerability and risk assessment)

Research approach – Task 5.1
Ø Objective: § Reflect about interest of using channels and to allow the emergence of
services oriented towards self-preparedness and self-protection§ Show significant additional support to the emergency operations
and the response of the Civil Protection and legal authorities
Ø Activities§ identify the areas in which the available publicly-generated data and
information has potential to create tailored made products§ identify the legal and ethical constraints§ propose a framework in which to demonstrate that authorized stakeholders
can provide these applications to the interested organisations and citizens with no contradiction with the “single official voice principle” for the legal alerts
Ø Summarize as a list of guidelines (M15)
13
Paderborn University / C.I.K. 08.06.2016 ANYWHERE Kickoff Meeting Dr.-Ing. Jens Pottebaum
Research approach – Task 5.2
Ø Objective: § Achieve valid communication patterns integrating end-users information
needs with respect to their daily life space-time constraints and their ability to promptly and effectively respond to avoid dangerous situations
Ø Activities§ Identification of communication patterns and distribution channels based on
current and previous projects (e.g., EmerGent, TACTIC, COSMIC, EPIC) • between all actors • including all modes and types of media.
§ Identification of communication needs of different user groups incl. vulnerability and risk assessment
§ Derive recommendations and assess them through semi-structured interviews and on-line surveys
Ø Recommendations to be tested during the demonstration period in the selected pilot sites (documented in D5.1 in M19)

Paderborn University / C.I.K. 08.06.2016 ANYWHERE Kickoff Meeting Dr.-Ing. Jens Pottebaum
Research approach – Task 5.7
Ø Objective§ Summarize and analyse findings from case studies
Ø Activities§ Apply and test outputs of T5.1 and T5.2 within the four case studies§ Define the recommendations for citizens, enterprises, and other
organizations• best practices• lessons learned• strategies for innovative self-preparedness and self-protection.
Ø Recommendations to raise the self-preparedness and self-protection of the population (D5.3 in M37)
