Report of Radiation Tolerance And Design Basis Accident Testing

For Tennessee Valley Authority

Browns Ferry Nuclear Power Plant

The Radiation Tolerance Testing was preformed at the University of Massachusetts Lowell Radiation Laboratory. Testing was done in accordance with Tennessee ValIey Authority’s Contract #00010630 faxed on 08/24/04 (Section 2 of this Report) and Undenvater Construction Corporation’s Contract #04- 32Q faxed on 09/17/04 (Section 2 of this Report), UML Radiation Laboratory Document No. uML-12- 08-04PPG/TVA (Section 2 o f this Report), Keeler & Long PPG Purchase Order #700327 (Section 2 of this Report), and the requirements of ASTM D-4082 Test Method for Effects of Radiation on Coatings for Use in Light Water Nuclear Power Plants.

The Design Basis Accident (DBA) Testing was performed at Keeler & Long PPG NAS Testing Facility. CALIBRATION OF AUTOCLAVE

PRESSURE:

Before test - calibrate Ashcroft gage to Bristol Babcock Pressure Transmitter Series 2508 158-230- 212-000-100. Then remove Ashcrofl gage and replace with Helicoid pressure gage.

TEMPERATURE:

Remove Thermocouple from top cf Autoclave. Put Thermocouple in oil along wilh GAibrated thermometer and bring to high temperature range of test plus 10'F. If calibration is off, re-calibrate temperature transmitter. Remove Thermocouple Probe and thermometer from oil and clean. Put both in boiling water and repeat procedure. Put both in ice water and repeat procedure. Repeat procedure as necessary if calibration is off.

Prior to any work ALL lockouts must be in place and in locked position

Autoclave should be dry and clean.

Prepare fresh spray solution ahead of time. Send for independent verification and certification. (When required)

Open two (2) red valves on steam generator site tube

Remove lockout from valve #3 and place in open position

Remove lockouts from valves #4 8 #5 then place in open position

Fill steam generator to indicator line on site tube.

Turn electric control panel switch to on position, adjust steam generator control set point to 212'F

While venting steam generator bring to 212°F.

When steam generator reaches 2 1 P F close valves #l , #2, and #3 on steam generator and replace lockouts

Close two (2) red valves On steam generator site tube

Adjust steam generator set poini to required temperature dependant on initial ramp. DO NOT EXCEED 37S°F OR 170 psi

Fill Autoclave with enough deionized water (or spray solution as specified) to cover lower heating element. '

7. Set Autoclave recorder to fast speed Tab 2, (If required).

8. Remove #I and #2 lockouts from steam generator.

9. Remove #4 and #5 lockouts and open valves #4 and #5 steam inlets on Autoclave.

I O . When Autoclave temperature reaches 2°F above pre-DBA setting the test is ready to begin

11 . Open valves #1 and #2 simultaneously on steam generator (NOTE TIME AND DOCUMENT). Note: Some tests may onry require use of one steam line.

12. When Autoclave temperature approaches desired temperature (minus 5-1 O°F of temperature spike), shut unregulated steam line valve #2

13. Bring Autoclave temperature to specification and maintain temperature with steam regulator

14. Set Autoclave Recorder to normal speed Tab 1 (If required) once temperature has stabilized, reducing pressure as necessary to meet specification. Note: Some tests may require air io maintain specified pressure.

15. When Autoclave temperature has stabilized, shut regulated steam inlet valve #I and allow temperature to be maintained by Upper Autoclave Controller.

16. Shut steam generator off. Replace Lockouts on valves #I, #2. #4, and #5.

ENDING TEST

33. Shut recirculation pump off, close upper and lower valves.

34. Make sure all valves attached to Autoclave are closed with the exception of the pressure transmitter.

35. Remove regulated steam line.

36. Remove unregulated steam fine.

37. Shut #6 valve and lockout, then remove air supply line.

38. Slowly release pressure from Autoclave by opening valve on air supply line.

39. Remove Autoclave site ttlbe line.

40. Remove pressure transmitter line.

41. Remove recirculation pump line.

42. Remove fresh spray injection line.

43. Stop Autoclave recorder and remove chart paper.

44. Open autoclave and remove test specimens.

Specimen Preparation

Note: The term overcoatirecoat refers to overcoating !he simulated (or actual samples) old existing system with the new system to be evaluafed.

The term repair refers to the smaller repair test performed on the panel as described in ANSI N101.2., Section 5 (Although the actual surface prep and repair method and repair area may vary from the method describe in ANSI N101.2, it will be typical of actual plant conditions and shall envelope thq..tehnical requirements outlined in ANSI N101.2.)

Ameron shall prepare carbon steel panels identified on "Phase I, DBA Test Plan Matrix" for each "Base Coating" System identified (1 through 7). Each panel should meet the requirements ol ASTM A36 steel.

Each coating system shall have five panels 4 (2"x4") and 1 (2"x 8" as a Controt and to perform Adhesion testing on one side).

Specimens size shall be approximately 2" X 4" X l/q" or 11B"min.

Specimens shall have approximately 1/4" hole drilled near one end (for hanging).

Ameron shall labeled by stamping, tagging or other suitable means, with the following info derived from the attached "Phase I, DBATesting Matrix": [(Base Sys no., 1-1 2), (overcoat sys no. a- e.), (panel no. 1 - 5) (front or back, I or b) For Example: for Base coaling D6/66 to be overcoathecoat with Amerlock 400NT, Panel No. 1, Front Side would be idenlified as lalf. (this method may be revised if necessary with coordination with TVA).

Ameron shall insure all panels have initial surface prep similar to existing coatings (SSPC SP- 10) near white metal blast wivl a 1 - 3 mil anchor profile prior to application of the 'Base Coating" system.

"Base Coaling" shal be applied and cured following requirements specified in "Phase I, DBA Test Plan Matrix''.

The "Base Coating" shall be feathered, abraded by sanding or other TVA approved method and solved washed prior to overcoathecoat application of the system to be tested. This repair shall be in lieu of the guidelines specified in ANSI N101.2 (a technical justification for this repair method will be provided by TVA as an attachment to the final report).

Base Coating systems to be overcoated lrecoated shall be prepared for repair as described in (h) above and the remaining surface (both sides) shall be abraded by sanding. or other N A approved method, to remove gloss prior to overcoathecoat apptiiation.

Each panel shall either be coated with the initial(exis1ing) coating system as identified on the "Phase I, DBA Testing Matrix" or procure an original sample that has been remove from Unit I Primary Containment and overcoated with the designated "Phase I, DBA Testing Matrix" system.

All overcoathepair systems shall be applied in a single coat at the specified DFT located on the Phase I, DBA Testing Matrix.

Ameron coating systems to be overcoated hepaired shall be abraded to remove gloss and areas that transition from substrate to initial coating shall have a smooth feathered edge prior to overcoatlrepair.

KEELER & LONG TASKS

Base Coating systems to be overcoated lrecoated shall be prepared for repair as described in (b) below and the remaining surface (both sides) shall be abraded by sanding, or other TVA approved method, to remove gloss prior to overcoatlrecoat application.

Repair areas shall be prepped as part of the overcoatlrecoat application with 1/3 of one side of the "Base Coating" system removed to bare substrate and prepped in accordance wilh SSPC SP-11, with a minimum profile of 1 mil. Repairability

a. Repairability shall be performed as described under Keeler & Long's Tasks, Section II, paragraph (a)

b. Repair shall include coating removal, feather edging existing coating and ' surface prep 8 profile utilizing SSPC-SP 11.

Adhesion shall be performed by Keeler & Long (per ANSI N5.12) on the back of Ihe 7 control panels (3 dollies each panel).

Decontamination, Fire Evaluation and Thermal Conductlvitv Testinq

Decontamination, fire evaluation and thermal conductivity testing is not required as all the overcoathecoat systems have already been tested and approved lor these attributes.

Test Parameters

a. Radiation tolerance shall be 1 X 109 Rads total dose, max temp 1800 F. b. Dynamic elevated temperature-pressure test (DBA) may be simulated in either of

The UCC test panels will complete irradiation on or about Jan 11, 2005. Keeler & Long will begin LOCA testing immediately following post irradiation evaluation. Only UCC panels will undergo LOCA testing at this time.

LOCA Testing will follow the ANSI 101.2 test cuwe for postulated BWR Suppression Chamber vapor phase conditions as shown in Fig. 2 of ANSI 101.2. The UCC panels will placed underwater in the test chamber.

1.0 SCOPE

The University of Massachusetts Lowell Radiation Laboratory (UMLRL) exposed eight - 2" x 4 test panels supplied by Keeler & Long PPG, to (20-60 gamma radiation. The test samples were irradiated to a minimum dose of l.OxlOQ rads using the UMLRL underwater submersible type irradiator.

2.0 BACKGROUND

2.1 Description of Co-60 Irradiator

The Irradiator is housed at the bottom of the thirty-one foot open reactor pool and consists of the following three components:

The C&O frames are fixed in a square geometry on the top of the table unit. The submersible chamber is lowered into the geometric center of the square geometry by use of an aluminum cone bolted at the bottom of the submersible chamber. This cane was designed to mate with a 2 and 3/8 inch diameter hole on the tabletop thereby ensuring reproducibility of chamber position. The submersible chamber cover has been modified to accept a central C0-60 source. The central source is !owered into the modified chamber cover after the chamber is on the tabletop. This center source results in greater dpse unifomity within the chamber.

3.0 DESCRIPTION OF TEST SAMPLE LOADING -*

The eight test samples were threaded onto a metal ring at the top level of the aluminum sample holder and individually secured in place. The holder designed to hold the samples at a predetermined height within the submersible chamber, was loaded with the samples prior to insertion into the submersible chamber. Figure 1 shows the test samples secured to the aluminum sample holder after removal from the submersible chamber post the 34day irradiation.

4.0 SAMPLE ORIENTATION AND DOSIMETRY RESULTS 0

A dosimetric analysis was performed to determine the positional dose rate in the submersible chamber when occupied by the coating samples. Alanine Pellet Dosimeters (Batch #T020604) and Bruker reader #0141 were used to measure radiation doses within the submersible chamber. The UMLRL dosimetry system is directly traceable to the National Institute of Standards and Technology (Appendix A) and has been in use at the Radiation Laboratory under the facility's QA program.

UMLRL dosimetry measurements, performed on December 8, 2004 determined an average dose rate within the chamber of 1.28 Megarads .per hour. The minimum dose rate, measured on the panels, was determined to be 1.26 Megaraddhr. The samples were irradiated for 811 hours to ensure that all samples received a minimum dose of 1 .Ox1 Os. Dose calculations are presented in Appendix C.
