1 Update on Project Activities (Generic)

1.1 TATA participation in ISO TC 279 on innovation management - 6/1/2015

SESEI received a follow-up email from AFNOR for reaching out to TATA officials and BIS for inviting them to join and get involved in ISO TC 279 activities on innovation management. In 2013, upon AFNOR request, ISO had created a technical committee on innovation management. For meeting the above objective, SESEI contacted Mr. Ravi Arora, Vice President, TATA Sons Limited and met with BIS officials for progressing on this matter. The main highlights of this activity are:

Interactions with Mr. Ravi Arora: SESEI explained Mr Arora the membership and the process of kick starting a new Technical Committee in BIS corresponding to ISO/TC279 and how to participate in its meetings. . Mr Arora positively acknowledge the information. Meeting with BIS: BIS is now considering participation to the ISO/TC279 as a Participating member. To expedite their participation they are seeking interest from the Indian companies and request their participation. BIS plans to start this as a sectional committee under their Division Council 04 (MSD 4 Management and Productivity Sectional Committee). SESEI informed BIS about TATA QUALITY in potentially joining the group.B.

1.2 Web Seminar on "Make in India" organized by IFCCI and EBTC- 2/2/2015

SESEI attended the webinar organized by the Indo French Chamber of Commerce, India (IFFCI) and the European Business Technology Center (EBTC) on the “Make in India campaign” launched by the Government of India. The webinar was addressed by H.E. Mr François Richier, Ambassador of France to India. The “Make in India” campaign, launched in India by the Prime Minister’s Modi government in September 2014, aims at promoting India as a manufacturing hub and for reaching out to foreign organizations to set their base in India. The Ambassador emphasized on the localization of technologies and processes, fostering innovation, promoting skill development and building a world class manufacturing infrastructure, the 'Make in India' initiative provides a plethora of opportunities for international business, collaboration, and technology transfer.

CEO's and country heads of the leading French companies established in India took part in the panel discussion on the “Make in India” campaign. Challenges and opportunities presented by the "Make in India' and the changes needed in the regulatory and policy environment in India to do business were discussed at length.

1.3 Meeting with Dr. Bimal Arora, Chief Executive Officer (CEO), Centre for Responsible Business (CRB) - http://c4rb.org/ - 9/2/2015

This meeting was an opportunity to discuss areas/opportunity of co-operation between CRB and Project SESEI. During this meeting SESEI gave an update on the Project SESEI, its background, scope, and priority sectors. Mr. Bimal Arora shared CRB activities in India, its association with German Association “giz” and other initiatives such as BSCI (Business Social Compliance Initiative), Social Accountability International (SAI), e-waste, recycling standards, and their association with Indian industry organization such as MAIT and ELCINA.

CRB is planning to launch an International Conference around Sustainability sometime in Oct-Nov 2015 and is looking for partners: agenda is flexible at this stage. SESEI explained the project’s limited involvement on Energy Efficiency around ICT at this stage. SESEI will explore event participation as a speaker if aligned with the project scope and Priority Sectors.

1.4 Reception on the occasion of the visit of German Parliamentary State Secretary Mr. Uwe Beckmeyer and a Business Delegation from the sectors of Defence and Disaster Management – 16/2/2015

SESEI attended the reception hosted by the German Embassy and used the opportunity to interact with the Commercial Counselor, visiting delegation from the sectors of defense and disaster management, among others. Meeting opportunity was utilized to share the Project SESEI details and Security/Safety side of Disaster Management with the delegation.

1.5 Interactive Session on European Standards and Regulations – 24/2/2015

SESEI was invited once again by the FIEO (Federation of Indian Export Organizations) to give a presentation on the Project and the European Standards landscape to FIEO’s members. The presentation given by SESEI included an overview of the European standards landscape, of the relevant regulations including CE Marking, EU Export helpdesk, etc. Presentation and information shared by SESEI was greatly appreciated by the participants both from Delhi and Mumbai office through video conference. Lot of queries was raised by participants associated with CE Certifications and exports to EUROPE. As a follow-up to the session SESEI received various queries in email, which were responded with the help of the project partners.

1.6 7th EU - India Environment Forum: Conference on European solutions to Indian environment challenges - 26/2/2015

The European Union Delegation to India organized a conference on European solutions to Indian environment challenges, which will complement the policy discussions of the Environment Forum. SESEI attended this conference to connect with delegates and understand linkage of this topic with Smart Cities, Swaccha Bharat (Clean India), etc.

The EU Delegation Ambassador, Additional Secretary Ministry of Environment, and Mr Timo MAKELA, Director for Global and Regional Challenges DG Environment, opened the conference. Waste policy, Swaccha Bharat, CO2, better resource efficiency, e-waste, concept of circular economy, EU targets, eco-Innovation action plan, etc. were discussed/ presented in the conference. Indian side shared the waste disposal and waste to electricity updates in India. A link of all these efforts to Smart Cities were highlighted by EU experts.

1.7 Meeting with Ms. Gurpreet Ahuja, Regional Manager, The Indo-Italian Chamber of commerce & Industry– 26/2/2015

A meeting was requested by the Indo-Italian Chamber of Commerce & Industry with SESEI for meeting their visiting delegation which included Mr. Sergio Sgambato, Secretary General Indo Italian Chamber Of Commerce (IICCI) and Mr. Cesare Saccani VP, IICCI and MD ICMQ.

During the meeting, SESEI introduced the project and its objective, priority sectors and its progress. A detailed discussion on standards related issues, especially related to the Sustainable Building material sector was also discussed at length. IICCI is interested for SESEI to join their Working Group plan to develop framework and guidelines in the construction sectors, eco-codes/level, green building certificate and other associated having a direct linkage with Smart Cities as well. SESEI has requested a detailed email to take it up with project partners for their review and approval.

2.2 Smart Cities

1. 2nd Smart Cities Summit 2015: From Concept to reality- 17/2/2015

Mr. Michael Mulquin, who is an active member of the Smart and Sustainable Cities and Communities Co-ordination Group of CEN/CENELEC/ETSI and ISO TC268, was in India for participating in a Smart City summit. The event was organized by ASAPP Media house together with the First Smart City Council and is supported by Ministry of Urban Development and National Institute of Urban Affairs. SESEI was invited by the organizer to attend the event along with Mr Michael Mulquin (EU Expert), who was one of the keynote speakers at the event.

Mr Mulquin shared progress on Standards in the Smart Cities area at the level of the EU, CEN CENELEC ETSI SSCC-CG, ITU, IEC and ISO covering ISO 37120 indicators. ISO standards such as 37120 were also highlighted by consulting firm E&Y which prepared a white paper and presented summary on it during the event.

2. Meeting with BIS Officials: Smart Cities topic – 18/2/2015

During the visit of Mr. Michael Mulquin, SESEI used the opportunity to organize a meeting with BIS Senior Officials working on this subject of Smart Cities, which included DG-BIS and the Head of Standardization.

During the meeting Mr Michael Mulquin shared updates of CEN-CENELEC-ETSI Smart Sustainable Community and City coordination group (SSCC-CG) work, report, updates on ISO 37120 and other related standards work and progress at IEC and ITU, etc. Smart Cities architecture was also discussed on a high level. Meeting was appreciated by the BIS officials.

3. India Smart Grid Week (ISGW 2015), an International Conference and Exhibition on Smart Grids and Smart Cities, organised by ISGF at Bangalore International Exhibition Center, Bangalore – 6/3/2015

India Smart Grid Forum is a public private partnership initiative of the Ministry of Power, Govt. of India with the mandate of accelerating smart grid deployments across the country. With 200+ members comprising of ministries, utilities, technology providers, academia and students, ISGF has evolved as one of the top most Think-Tank bodies in Smart Grids and Smart Cities around the world.

ISGW 2015 Conference and Exhibition brought together India’s leading Electricity Utilities, Policy Makers, Regulators, Investors and world’s top-notch Smart Grid and Smart City Experts and Researchers to discuss trends, share best practices and showcase next generation

technologies and products. ISGW 2015 is supported by Ministry of New & Renewable Energy and Ministry of Urban Development and numerous national and international agencies such as IEC, CIGRE, IEEE, GSGF, ISGAN, NEDO, CPRI, CBIP, GERMI, SESI etc.

SESEI participated in the ISGF week on day 3 for a session on Standards & Interoperability. This session was chaired by Mr Richard Schomberg, IEC Smart Energy Chairman & Vice President, EDF. Other Panel participants during the session included;

Mr. Laurent presented the progress made on this subject of Smart Grid and Smart Meter at SSCC-CG/SM-CG of CEN CENELEC and ETSI covering EC Mandate M/490, Architecture SGAM, Cyber Security Standards, Interoperability and WG report having details on 543 standards, Gap analysis and close cooperation with other standards development organization such as NIST.

Mr. Ibrahim highlighted that interoperability needs harmonization at all layers not only network or transport but application, business process, etc. as well. Data model + object model need a proper definition as IEC 61850, covering protocol compliance is not enough. Mr. Ibrahim also raised legacy issues, mix of environment hence a proper migration place is needed to have a true smart Grid implementation. In summary Vendors need to be part of this standards development activity and its harmonization.

Mr. Goswami from BIS highlighted that TC - LITD10 is handling the subject of SMART GRID and is working closely with IEC/TC57, PC118. IS16334:2015 is developed for interoperability Guidelines, Communication. IS16335:2015 is on Security Requirement for Power Control System. Common Information Model (CIM) specification is covered in IS16336/Part 1, 2, 3, other relevant standards are IS15953:2011, ISO/IEC 63056 and IS15959. PMU/DMS/DAF/AMI is under development. Smart Meter standards are under review by the TC at BIS.

Dr Sujeet Mishra highlighted regulation by Central Electrical Authority on Voltage Harmonics. Importance of Harmonics/ Demand distortion (THD v/s TDD), IEEE519 standards and

corresponding standards development need in India, BIS NPQS (National Power Quality Standards), work with CIGRI and CIRED and IEC 61000 standards development activities.

Mr. Richard highlighted work of IEC/PAS 62559, IEC.TC56, and IEC IEV191-02-03.

SESEI along with EBTC representative used this opportunity to have a luncheon meeting with all the speakers including IEC Secretary General Mr Frans Vreeswijk to have a discussion on SESEI project and its close working with BIS and Industry associations such as ISGF.

4. Meeting during the Visit of EU Expert Ms. Anya Margaret Ogorkiewicz, Permanent Representative of the Polish Standardization Committee to the E.U. Smart City Standardization SSCC-CG – 16/3/2015 to 18/3/2015

During the participation of Ms. Anya Margaret Ogorkiewicz to the “Smart- Sustainable Cities, Technology and Innovation” [http://smartsustainablecitiessummit.com/] held on March 18th the SESEI used this opportunity to organise important meetings with key stakeholders working/engaged on the subject of Smart Cities. Meetings were held with the following stakeholders: the National Institute of Urban Affairs (niua), the Bureau of Indian Standards (BIS). Ms Ogorkiewicz also participated as a speaker to a webinar organized together with the European Business Technology Centre (EBTC) on Smart Cities.

The following highlights are worth mentioning: 1. 16th March 2015: Meeting between Mr. Dinesh Chand Sharma, SESEI and Ms. Anya Margaret

Ogorkiewicz Discussions held on; Exchanges on the current status of Smart Cities Project in India, various stakeholders actively

involved in the Smart cities project and the government initiatives. Role of BIS and its new technical committee being formed to address the Smart Cities standards

2. 17th March 2015, Morning: Meeting with Mr. Jagan Shah, Director NIUA (National Institute of

Urban Affairs):

Ms. Ogorkiewicz and the SESEI met with the director of NIUA. National Institute of Urban Affairs (NIUA) is a premier institute, government aided body for research, capacity building and dissemination of knowledge for the urban sector in India. This Institute has been assigned as a nodal agency to take forwards the government mission and vision to build 100 smart cities in India. The discussions focused on: The current state-of-play of EU Smart City developments (the European Innovation Partnership,

SSCC-CG establishment at ESOs and ISO 37120 rollout in Poland). Importance of Heritage Sites and Urban Preservation, Smart Shrinking, Smart Citizen, Smart City

as a Service (SCaas) while modernising the existing cities. Morocco heritage as an example. Work at Global Standards Organization – ISO, Infrastructure working group is headed by Hitachi,

ISO 37120 is ready for rollout, and Management work is in progress, Security work yet to be started.

BIS ad-hoc working group chaired by Dr. Sudhir Krishna (Former Secretary, Ministry of Urban Development) and its activities

Update of National Building Codes by including Green Building need/requirements by Indian Green Building Council

Discussion on ISO 37120 100 indicators ( 47 Core and 53 Supporting) Air Quality project by niua funded by Dutch foundation Prime Minister vision of building 100 smart cities is to reduce poverty and generate

employment. Indian School of Business Mohali’s work on creating index for smart cities, discussion on Index

v/s Indicators Indo-US bilateral engagement to modernize city of Allahabad – U.P., Ajmer – Rajasthan,

Vishakhapatnam – A.P. Task Force at Ministry of Urban Development and Change of officials to speed up the project.

3. 17th March 2015, Afternoon: Webinar: Smart Cities – Role of Standards along with EBTC (European

Business Technology Centre). SESEI organized a webinar along with the help of EBTC to reach out to greater number of audience for providing the latest update/status on “Smart Cities” progress in Europe and globally, what is the role of standards, etc. A detailed presentation on the Smart Cities standardization work was shared by Ms. Ogorkiewicz. The presentation provided details on the current progress done in the CEN-CENELEC-ETSI Coordination Group:

The key trends, issues & challenges we see in Smart Cities standardization in the EU. Smart City Building Blocks and how standards can help building a smart city. Benefits of standards, including Architecture and International Standards work on Smart

Cities and more. The application of the first global Smart City standard, ISO37120:2014.

The webinar generated a series of very interesting question/queries from the audience, which were addressed to their satisfaction by both Ms Ogorkiewicz and SESEI. A copy of video link to the webinar recording is available on EBTC’s YouTube Channel- EBTC India and presentation on the SESEI website. Prior to the Webinar, a meeting was conducted with the officials from German agency “giz” which is also acting as an Indo-German Working Group on Quality Infrastructure and is based upon the Joint Declaration of Intent signed by the German Federal Ministry of Economic Affairs and Energy (BMWi) and the Indian Ministry of Consumer Affairs, Food and Public Distribution in May 2013. The objectives of the joint Working Group is to advance bilateral economic and technical cooperation, intensify the dialogue in the fields of Quality Infrastructure for the benefit of consumers and industry, promote coordinated activities in international organizations and facilitate bilateral trade. BMWi has entrusted GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) with the project management and implementation of the work plan from the German side. GIZ implements sustainable development through international cooperation and has been operating in India for last 60 years. GIZ team members attended this meeting and Webinar are from the project team responsible for coordinating the activities of the Working Group to establish a network with Indian partners and to support the realization of the work plan. Participants of the Working Group are standardization institutes, industry experts and associations, accreditation bodies, research and development organizations, certification bodies, testing service providers, regulators etc. The agreed work plan for 2014 includes exchange of staff members of the standardization bodies of both countries, standards on electrical safety in medically used rooms, for household appliances, solar industry, micro grid, food safety, disaster management, air and water quality, product safety, toys, green buildings, textile and leather, metro railway and biotechnology. During the meeting giz officials highlighted their work in India, subgroup on Smart City, October event on IT Security in India, Germany Hannover Fair where India is a partner country and Indian Chamber of Commerce FICCI is displaying Smart Cities Project of India.

4. 17th March 2015: Meeting with BIS (Bureau of Indian Standards) officials. SESEI and Ms. Ogorkiewicz met with the high ranking officials of the Indian standardization body - BIS working on the subject of Smart cities including officials from their international relations department (IRD). SESEI had arranged this meeting for discussing the “Smart Cities” progress at EU and in ISO (ISO 37120) and Project ACCUS for covering the Smart City Architecture. The meeting was chaired by Head of IRD and attended by Ms Parminder Bajaj, Head (Standardization), Head of Civil Engineering Department along with the concerned officers from BIS on smart cities. Presentation covering below was shared during the meeting:

Joint work and formation of the CEN-CENELEC-ETSI Smart Cities coordination group,

interactions with other regional and global standardization bodies and engagements. The current progress done in the CEN-CENELEC-ETSI coordination group: The key trends,

issues & challenges in Smart City standardization in the EU. The current state-of-play of EU Smart City developments at the European Innovation

Partnership. The application of the first global Smart City standard, ISO37120:2014. Conclusions and suggestions

BIS shared the progress made in their ad-hoc working group through two quick meetings in the beginning of March month. BIS ad-hoc Working Group discussed the progress made at BSI and DKE/DIN. BIS has asked for a copy of SSCC-CG report and the copy of presentation.

5. 18th March 2015: Smart and Sustainable Cities – Technology and Innovation summit:

Ms. Ogorkiewicz was the keynote speaker at the summit. SESEI was also part of the panel in the inaugural session and delivered a formal vote of thanks. The event was endorsed and supported by Department of Electronics & Information Technology, Ministry of Communications & IT, Govt. of India; CEN , CENELEC and ETSI.

The following points were key highlights:

Ms. Ogorkiewicz emphasized the need for smart cities, which need to be sustainable apart from delivering new services which are globally competitive and are meant to meet energy and environment goals.

Ms. Ogorkiewicz also stated that “European Union had developed standards for city services as part of the common European standardization strategy”.

SESEI also emphasized that the EU standards of various verticals being considered as part of Smart Cities are already available and are now getting stitched under the umbrella of Smart Cities. India needs to adopt them and map them according to the Indian requirements for the smart cities.

During the discussions issues concerning security, privacy and Lawful intervention of the data were discussed and debated. Issues of data privacy, security, and ownership have a subtext of security that needed to be defined. The effectiveness of infrastructure should be built in along with setting up important services.

Ms. Ogorkiewicz also pointed out how Estonia had developed its smart city Tallinn that was considered the best in the world and is a model for the other countries to follow.

6. Media Interactions for Ms. Anya Ogorkiewicz and meeting with PWC;

On the side-lines of the Smart and Sustainable Cities – Technology and Innovation summit, SESEI organized for media interactions with the visiting EU expert Ms Anya. Media houses such as Voice & Data, Communications Today etc. interviewed Ms. Ogorkiewicz. A meeting on request from PWC post the summit was also very constructive and positive meeting wherein discussion on the TC/268, ISO 37120 indicators, EU standards on smart city, its adoption in the Indian context were discussed. EN115: Send to BIS the full comments on the modifications of the EN 115-1 for adoption in India, including the comments related to the normative references. Facilitate a dialogue between the European and Indian experts on the modifications of EN 115-1.

Cooperation Agreement: Send to BIS the templates of a framework licence agreement and a copyright declaration. Initiate the process of discussion for a potential Cooperation Agreement

LVDC-Joint Workshop: Liaise with CENELEC Ad-hoc WG on LVDC to kick off preparation of the international LVDC workshop and liaise with BIS to confirm their hosting of the event.

2. Meeting with Mr. Vimal Mahendru, IEC SMB - 3/2/2015

SESEI met with Mr. Vimal Mahendru, Convener IEC, System Evaluation Group (SEG) 4 to take update of their last meeting held at Milan, Italy on 19th & 20th Jan 2015. SESEI also discussed LVDC conference in India including a way forward to deal with subject. The following points were provided by Mr. Vimal Mahendru:

The SEG4 Meeting was attended by Head of BIS, Electrotechnical Department (ETD) Mr. Mahim Jain and Head of International Relations Department (IRD) Mr. Chandan Bahl along with Mr. Vimal Mahendru.

IEC offered India to host LVDC International Conference and the same was accepted. Dates of the conference have been scheduled for 26-27 Oct and SEG4 meeting for 28th Oct at New Delhi.

LVDC forum in India along with IIT Chennai professor are keener to develop Indian Standard fast and get it endorsed by BIS. Professor Jhunjunwala from IIT Chennai is Chairing this adhoc WG on LVDC at BIS. One of the draft standards was proposed at their last meeting.

SESEI will continue working on this important subject of LVDC in close coordination with CCMC and Indian Stakeholders.

1. Audio conference call TSDSI Core Network WG Meeting - 7/1/2015

SESEI participated in the conference call of the TSDSI Core Network Working Group. The Agenda for WG meeting was

2. India m2m + iot Forum 2015 - Advisory Group Meeting– 8/1/2015

The first advisory group meeting of the INDIA M2M + IOT FORUM 2015 was held on the 8th January 2015. The main purpose of the meeting was to discuss, deliberate and conclude the program for India m2m + iot Forum 2015 to be held on 19-20 February 2015 at New Delhi, India. Apart from SESEI many other prominent industry luminaries such as from Ministry of Urban - National Institute of Urban Affairs, TSDSI, Narnix Technologies, and other industry representatives were present in the meeting.

Agenda Scope was discussed in detail and finalized including flow and speakers. ETSI & oneM2M endorsed the event and SESEI will be speaking on M2M/IoT as moderator and speaker. Session on Smart City as Moderator will be addressed by the Smart City Coordination Group member representative, Mr. Michael Mulquin, during his visit to India.

3. Meeting with Mr. Ram Narain , DDG (IR) , DoT along with Mr. Klaus Pendl and Dr. Asok Chatterji - 12/1/2015

A meeting with Mr. Ram Narain, DDG -International Relation, DoT was organized jointly by SESEI, TSDSI and EU delegation to India. The meeting was held to meet suitable counter parts in DoT for their participation in the EU-INDIA Joint ICT Working Group Dialogue scheduled with Deity and inform them about this new EU funded Project of EU-India cooperation on ICT standardization.

4. Meeting towards draft "National Telecom M2M Roadmap" discussions organized by DoT , Ministry of Communications & IT – 13/1/2015

DoT organized a meeting of key stakeholders and industry representatives to discuss the draft policy on "National Telecom M2M Roadmap". The meeting was chaired by Secretary (T) DoT, Ministry of Communications & IT. The M2M industry, M2M Policy & Regulatory Committee, Sub committee, M2M Consultative committee meeting along with key industry representatives were present to discuss this roadmap.

A number of initiatives are taking place in India towards M2M services since the last few years but the approach has remained highly fragmented, and isolated in respective sectors. Through the draft roadmap document i.e. “National M2M Roadmap”, efforts are made to put together various standards, policy and regulatory

requirements, standardization and approach for the industry on how to look forward for M2M.

Globally Telecom Standards Development Organizations (TSDO’s) have taken lead in drafting M2M service frameworks and standards. Taking it ahead for India, this document focuses on communication aspects of M2M with Interoperable standards, policies and regulations to suit Indian conditions across sectors, across the country.

The 112 page draft document endeavors to align with global best practices and embrace future technologies and policy trends to establish India as leading M2M/ IoT player.

SESEI attended the meeting along with Ms Margot Dor, ETSI, to convey the ETSI and oneM2M partnership project progress on this subject and their close association with TEC, TSDSI and Industry to ensure harmonization of standards and Inter-operability in M2M standards.

SESEI will continue working on this subject and associated follow-up discussions/meetings on final paper/guidelines following up this draft roadmap document.

5. Two day India-EU Joint Working Group on Information and Communication Technologies & ICT Business Dialogue – 13/1/2015 & 14/1/2015

An EU-INDIA ICT Industry Dialogue was organized by the EU Delegation in India with DeitY and the Indian IT business association NASSCOM on 14th January 2015 and concentrated mainly on ICT market access issues, ICT standardization, data security and mobility issues.

The EU delegation was composed of representatives of the European Commission, the EU Delegation in India, ETSI, European Industry in India and Digital Europe.The Indian side was represented by the Department of Electronics & IT (Deity), Department of Commerce, Cellular Operators Association of India (COAI), NASSCOM, Department of Telecom (DoT) and Telecom Standards Development Society, India (TSDSI).

The India-EU Joint ICT Working Group consisted of three preparatory parallel sessions on economic and related issues, Internet Governance, and ICT research and innovation (afternoon of 14 January), as well as the formal Joint ICT WG meeting (morning of 15 January). The main agenda points of the meetiings were:

follow-up of the last meetings held in Brussels on 3rd and 4th September 2013,

Interim meetings and contacts since then, as well as a cooperation workshop on ICT research and innovation held in New Delhi in April 2014.

The EU delegation was led by Mr Gerard de Graaf, Director, DG CONNECT, and the Indian delegation by Mr Tapan Ray, Additional Secretary, Department of Electronics and Information Technology (DeitY).

Ms. Margot Dor, Director, Strategic Projects, ETSI, along with SESEI also participated in the meeting. The dialogue took place in an open and constructive manner, and included detailed discussions about issues of contention on both sides. An outcome paper was produced to follow-up on the topics of Market Access, Net Neutrality, ICT Standards, Data Security and Privacy, Market Access, R&D and Innovation, Internet Governance, Net-neutrality, etc. The EU delegation invited Indian representatives including start-ups to participate in ICT 2015 event in Lisbon during 20-22 October 2015.

6. De-Briefing Session with Commercial Counselors and meeting between Mr. Klaus Pendl (EU Delegation, Trade Councellor), Ms. Margot Dor, ETSI and SESEI – 16/1/2015

ETSI and SESEI attended the de-briefing session of EU-INDIA Dialogue held with/for commercial counselors based in India. A meeting with Mr. Klaus Pendl was also held on 16th January 2015. The discussions were held mainly around the cooperation between ETSI and EU Delegation to India on ICT standardization and their new project for India on ICT Standards.

7. National Working Group (NWG) 17 Meeting organized by TEC – 16/2/2015

SESEI attended the National Working Group meeting of NWG17, organized by TEC. The meeting was attended by the Telecom Industry and relevant Associations such as AUSPI (Association of Unified Service Providers in India) in India. Members of the NWG17 made a presentation on the working group progress. The following highlights were reported:

National working group (NWG) 17 at TEC is working on the subject of Security and is identical to ITU SG-17 Security as constituted by Department of Telecom (DoT) at TEC.

Mrs. Vibha Tomar, Director (TSA) at TEC presented a contribution for new work item on “Security assessment mechanism in ICT networks”. On this contribution, it was proposed that ITU must address the issue of making available OTT the catalogue of telecom vulnerabilities in public domain.

DIR (TSA) also demonstrated few telecom real network attacks such as attack on MME, HS-GW, HLR, SMSC etc. occurred across the world. Ms. Preetika Singh, ADET

(TSA) at TEC gave a presentation on security issues faced by OTT applications or applications installed on mobile phones.

It was suggested that proper security mechanisms should be practiced at all levels such as Telecom Service provider, Content Provider and user end. Also multi level authentication should be integrated with application based services.

Shri Vijay Madan, Tata Teleservices made a presentation on ITU recommendations X. 805.

SESEI shared the minutes of meeting with ETSI Security Program Manager and asked for few queries for more information as raised by the group such as a) What is MITRE Catalogue addressing CVE b) P1 Security by France Telecom c)Positive Technology by Russians d) CAT – Context Aware Testing e) EWS Canada role on it.

Response to queries are available now, SESEI will share update/progress during the next NWG meeting yet to be scheduled.

8. India m2m + iot Forum 2015 - 2nd edition - 19/2/2015 and 20/2/2015

Second edition of India m2m + iot forum 2015 was held on 19-20 February 2015 at New Delhi. SESEI was key participant and speaker at the event. SESEI also organized endorsement from ETSI and oneM2M for this two day seminar. SESEI through regular dialogue and effective efforts have established the Project as a credible leading standardization project in India. SESEI as a key speaker explained the ‘Role of Standards’ in the m2m and IoT ecosystems.

SESEI was also a part of advisory board of this India M2M Forum. SESEI also used this opportunity to get Mr. Michael Mulquin, an active member of the Smart and Sustainable Cities and Communities Co-ordination Group of CEN/CENELEC/ETSI and ISO TC268 for being included as a moderator during the session on Smart Cities, which was greatly appreciated.

9. Go to Meeting with ETSI and TSDSI-25/2/2015

A GotoMeeting was held with Mr. Bernardo Correia of ETSI and Mr. Asok Chatterjee, TSDSI to discuss the draft Co-operation Agreement (CA) between TSDSI and ETSI. Pending points of Co-operation Agreement were discussed in detail and a way forward for its closure was agreed. On dispute resolution clause, TSDSI suggested for International Chamber of Commerce Singapore and British Law. After review by ETSI Legal office and further discussion with TSDSI, we have agreed that CA will “be governed by and construed in accordance with English law” (art. 10.4) and the place of arbitration to be the Singapore International Arbitration Centre (SIAC - http://www.siac.org.sg/).

10. Meeting on Standardization Project with Lovneesh Chanana- 26/2/2015

Dr. Lovneesh Chanana, Ph.D., Director (Government Relations) of SAP India Pvt Ltd., approached SESEI requesting SAP’s participation in the brainstorming/discussion between Ministry of Communication and Information Technology and the Telecom Industry Associations on issues related to cloud, cyber security, Smart Cities etc.

This contact was forwarded by Dr. Klaus Pendl of EU delegation. SESEI met with Dr. Loveneesh Chanana and introduced the SESEI project, its objectives, Priority sectors and its current status of activities. Dr. Chanana also discussed how SAP can contribute and be apart of the discussions on topics of common interest such as Smart Cities, M2M/IoT, Cyber Security. SESEI suggested SAP to check/join ETSI and TSDSI as they are quite actively involved on these topic along with SESEI.

11. Meeting with Mr. Vinosh James of Qualcomm - 26/2/2015

Dr. J. Vinosh Babu James, Ph.D, India Lead, Technical Standards, Qualcomm Standards & Industry Organizations approached SESEI for a meeting to discuss Standards Activities at TSDSI and CRO (Compulsory Registration Order) of Deity and the White Space Spectrum activity at IIT. This meeting focused on the latest update and status on the Compulsory registration order which include mobile terminals, adoption of ETSI standards for mobile terminals by BIS and cluster to cluster program of EU with India including White Space Spectrum. Mr. James also shared update on his meeting with BIS, DietY and Indian Cellular Association (ICA) on this subject. SESEI also connected Mr. James with EU Delegation office for a further connect with UK Professor (Muttukrishnan, raj [email protected]) heading the activities on White Spectrum/ Rural Broadband.

12. Input to EBG Group for their position paper : on standards – 16/3/2015

SESEI is an active member of the telecom sector committee of European Business Group (EBG). EBG requested SESEI for input for the section on Telecom standards for their position paper 2015: The inputs given and finalized are as under:

Standardization

The establishment of Telecommunications Standards Development Society, India (TSDSI) and its recognition as Indian Telecommunications Standards Development Organization (SDO) by Department of Telecom, Ministry of Communication & IT, had been a welcome step.

It is encouraging that TSDSI is successfully federating the industry (manufacturers, service provider and R&D units), academia and Government of India within its membership. Collaboration with global Standards Development Organization is now happening at the level of the Global Standards Collaboration (GSC) initiative, where TSDSI is a full member and at the level of 3GPP -- where, TSDSI is the 7th 3GPP Operational Partner (from January 1, 2015), and is soon joining OneM2M with a similar status. The industry is also happy to note that TSDSI have taken up important areas of technical work such as M2M, Energy Efficiency, Mobile Terminal Safety to name a few. TSDSI is now fully operational with a leadership in place, an active Technical Organization having its own IPR policy.

- TSDSI is on board for OneM2M alliance and is making India specific contributions.

Recommendations

i. Department of Telecom including Telecom Engineering centre (TEC), should continue its support and sanctification in making TSDSI a well-established and recognized Standards Development Organization from India and continue its momentum and work through tabling local requirements at global platform, promote relevant locally developed standards and contribute to its global harmonization.

ii. TSDSI may like to develop country specific standards where suitable international standards are lacking, including country specific applications and futuristic technologies; and

take these locally developed standards on global forums, get them acknowledged for harmonization and implementation.

iii. Implement available international standards for telecom system products to avail smooth inter-connectivity, interoperability and economies of scale, wherever so applicable.

SESEI joined this IOT panel of IET (The Institution of Engineering & Technology) India as a key contributor on Standardization. This was the first meeting called by the Panel Chairman (Tech Mahindra), SESEI attended the meeting through conf-call. The following decisions and action points were decided in the meeting:

The panel will publish a white paper on IoT every alternate month on the 20th of the month in an electronic format. Dr Bhanagar to write to panel and working group members to submit their whitepapers by end of April.

On suggestion from SESEI it was agreed , to create the “terms of reference “for the panel as well as a framework for the working groups.

It was felt that there needs to be focus in the panel to initiate dialogue at the relevant departments and ministries of the government. Mr T. V. Ramachandran, Honorary Fellow of IET to be invited onto the global advisory committee of the IoT panel. Mr Ramachandran enjoys respect among the various government departments and be helpful in reaching out to them.

There was a discussion about aligning and becoming member of various bodies that work in the area of IoT across the world. It has been decided that a more detailed discussion on this will be held in the next meeting.

“next bigwhat”(www.nextbigwhat.com ) whose founder Ashish Sinha is part of the IoT Labs working group is proposing a conference /seminar on IoT to be held in May.

IoT panel should hold meetings every fortnight. It was decided that the fortnightly meeting should be held at 14:00 hours on every alternate Friday. The next meeting is scheduled as a telephone meeting on the the 3rd of April 2015.

SESEI will continue to attend the panel meetings and contribute the standards work carried at ETSI and OneM2M Partnership Project.

14. TEC M2M Joint Working Group Meeting - 24/3/2015

The TEC M2M Joint Working Group meeting was held on 25th March 2015 for finalization /approval of the work carried out in the year 2014-15 and to decide the further road map for the M2M working Groups.

The finalised work documents prepared by Chairmen /rapporteurs were circulated among the members of the concerned working group and also to the Chairman, Rapporteur & Co rapporteur of GW & Architecture WG for their comments. In the meeting these documents and the comments / inputs received from the members were discussed. The documents approved by JWG will be submitted to the Govt. and it is also proposed to place them in public domain. The working groups covered in the meeting were Health, Automotive, Power, Security & surveillance, Gateway & Architecture. Working Groups are consolidating these document after incorporating suggestions discussed and agreed during the meetings

Once finalized, SESEI will share the update with the ETSI SmartM2M Technical Committee and oneM2M partnership project.

15. Meeting of the members of the EBG Telecom Sector committee- 31/3/2015

Meeting of EBG’s Telecom Sector committee was held at the EU Delegation meeting room. The agenda of the meeting was to discuss the Telecom paper for inclusion in the 2015 edition of the EBG Position Paper to be released on Tuesday, 28th April, 2015. Inputs prepared by SESEI for the EBG Position paper were agreed. SESEI was also asked to update the section on Smart Cities and M2M and Standards. SESEI in consultation with CEN, CENELEC and ETSI prepared input on Smart Cities, M2M Standards for this position paper.

Once the position paper is released SESEI will share the same with Steering committee members.

3 Events Participation by SESEI

3.1 GoToWebinar - Webinar on 'Decoding Smart Energy business prospects in India‘- 22/1/2015

EBTC organized this webinar to share input on Smart Energy from India. Webinar was addressed by Mr Reji Kumar from India Smart Grid Forum. The following points were tackled:

programs towards this objective with a total capital outlay of approximately EUR €11.8 billion (US$ 14 billion).

The GoI has also announced an ambitious program to build 100 Smart Cities on fast track. Together with the ‘Smart Grid Vision and Roadmap for India,’ these ground breaking initiatives are enabling India to emerge as a prime market destination for Smart Energy Solutions.

The webinar provided an overview of the Indian smart grid scenario, and smart city business prospects. Mr. Reji Kumar also introduced the very first edition of ‘India Smart Grid Week (ISGW) 2015’ – a conference and exhibition organized by the India Smart Grid Forum (a public private initiative of Ministry of Power, GoI.

The key speakers at the webinar were; Mr. Vittal Kumar Dhage (Energy Sector Specialist, EBTC) - Mr. Reji Pillai (President, India Smart Grid Forum).

3.2 ELCINA organised CEO Summit held during the 5th Electronics for You Expo India 2015– 27/2/2015

SESEI attended the CEO's summit organised by ELCINA to gather updates on Consumer Electronics including IoT/M2M and the “Make in India” program. The theme of the CEO's summit was Electronics System Design Manufacturing (ESDM) industry in India. During the summit the potential of M2M/IoT in India through its flagship program of “Make in India” were presented/ discussed. Summit was inaugurated by Secretary, Dept. of Electronics and IT, Ministry of Communication and IT, who highlighted progress of Digital India, “Make in India”, Import volume of Electronics, various program and incentives his department has initiated to strengthen domestic manufacturing. Ease of Doing Business is a key priority for the government. Innovation and IPR is also a priority for which funds have been allocated.

3.3 FICCI Meeting to discuss industry’s position on global policy development in Cyber Security and Internet Governance– 27/2/2015

The Ministry of External Affairs (MEA) and the Home Ministry had requested industry associations, including FICCI, to provide them with the industry’s perspective on India’s positon on global policy development in the Cyber Security and Internet Governance space.

In this regard FICCI Communications and Digital Economy Committee organized a meeting to further discuss issues related to Cyber Security and Internet Governance.

SESEI was invited by FICCI and participated in the meeting.

In the meeting an update on the current state of affairs, issues and actors involved in Cyber Security and Internet Governance was presented. A focused discussion on industry’s perspective and position on the issues and challenges in the cyber security and internet governance was discussed in detail.

3.4 Launch of Business world's BW Smart Cities magazine - 26/3/2015

SESEI attended the launch of Smart Cities Magazine by a well-known publisher - Business World. During the launch Three Panel discussions were organized covering 1) Cities of Tomorrow: Leading the Change 2) Future Structures: Imagining partnership for Smart Cities 3) The Internet of Things and Smart Cities.

SESEI could attend the first two session and the discussion points are as summarized below;

Session 1: Cities of Tomorrow: Leading the Change

Implement what can be, considering Indian context needs and limitations to become smarter. Empowerment of states and people is key and Political balance has to be maintained.

Encourage Public Private Partnership (PPPP) with fourth P as people’s participation. State level policy is needed on top of central policy.

Decision on Horizontal or Vertical Expansion is also an important factor where technology is an enabler. We have varying needs/requirement hence it is very important to plan well. Create a platform where citizen can engage and help developing smart city rather than going to go for consultants.

Retrofitting is needed for cities like Delhi where original design have flawed or missed out due to illegal construction etc.

Use technology to make citizen life better, e.g. London, Rio in Brazil.

Understand the citizen and their needs while designing a city to become smarter. Vision - 20 yr. - it’s a process need long term planning. Involvement of urban designer has started at Government level, which means technology will be integrated.

Most of the Municipalities are bankrupt, financially week, depending on JNNURM funding, privatization of land or real estate monetization is possible model of funding

and is under discussion. This means short term 3 year project are not sustainable, privatization is the way forward not even PPP.

Session 2: Future Structures: Reimagining Partnership for Smart Cities

HE Gustavo DE Aristegui, Ambassador of Spain in India talked about Barcelona v/s Varanasi, state of the art water management system, health, schools, transport, and actual needs and challenges of 21st century.

Mr. Barjor E. Mehta, Lead Urban Specialist, World Bank: Financing of city 16 yrs. old vs 21yr old. Municipalities need to be accountable and transparent. Once it is in place, private industry will come forward and invest. City is about economy jobs

Mr. Amitabh Kant, IAS - Secretary DIPP, Ministry of Commerce & Industry: Cities are powerless unless the partnership begins. Urbanization in India has just begun. Land monetization shall be done by municipalities. Ring fancying of the city is needed, planning, detailed engineering is important. Government and administration shall create a backbone and then invite private stakeholder. Technology is one of the layers of detailed planning.
