QAF 103 Industry 1st Visit and New Providers

The Quality Assurance Framework launched on the 1st April 2019.

From 1st May 2019 all Certificated Instructors must be linked to a CAA

- Registered Training Provider and work towards implementing quality

assurance.

The CAA will conduct external quality assurance on training providers.

This will create a baseline standard quality of training for aviation

security training providers.

Regulation – UK National Aviation Security

Programme (NASP)

From 1st May 2019

Directed Parties must ensure that all mandatory aviation security training is

provided by a CAA-Registered Training Provider.

Certificated Instructors (CIN) - must be linked to a CAA-Registered Training

Provider

Independent Certificated Instructors –must link to a CAA-Registered Training

Provider and work under their quality assurance framework or register as their

own training provider.

Registering as a Training Provider

• New providers must contact [email protected] to register

• Pay the annual registration fee

• New training providers will be allocated to a phase. If a phase is

closed the provider has 3 months to deliver a training course and

receive a visit from the CAA.

Implementation Phasing

• Training Providers will come into

scope based on the syllabuses they

deliver.

• ‘Not in scope’ training providers will

have 12 months notice to implement

the Quality Assurance Framework.

• Once ‘in scope’ a training provider will

receive a quality assurance visit within 12

months from the CAA. (mutual advanced

agreement of visit date).

• Complete and submit a Self-Assessment Report form (SAR).

• Collate documentary evidence to support comments made on SAR.

• Ensure critical elements of SAR meet at least ‘Good’.

• Advise CAA if proposed visit date is no longer feasible.

Tip – Start completing the SAR as early as possible. There is a benefit to

doing this when developing training for A new syllabus.

Final deadline for submission of SAR – 14 calendar days prior

to the CAA visit.

Prior to the CAA quality assurance visit training providers must:

• If the visit is cancelled within 14 calendar days of the agreed visit

date, there will be no refund of charges paid..

Organising a Visit

8 weeks prior to the proposed visit, the CAA will

contact the provider to commence:

• Organising and finalising the visit;

• Organising payment of the visit statutory charge;

• Liaising with the CAA External Quality Assurer

(EQA) conducting the visit.

EQAs are:

• Educational professionals with a background in adult education.

• Cleared to ‘SC’ level.

• Knowledgeable in basic aviation security terminology and DfT aviation

security training syllabuses.

• They will provide advice and guidance to support continuous

improvement.

• They will complete a report form and provide an overall grade.

It is anticipated that the visit will last up to six hours.
