Managing health care organizations is complex. Although countries and cultures are different, the fundamental principles of managing a health care organization are similar all over the world.

Many aspects must be dealt with, including cost effectiveness and efficiency, quality of services, and establishing and maintaining good relations with clients and patients.

Other important concerns are safety and well-being, translating a strategic plan into a multi-year policy, patient logistics, portfolio management, and the availability of medical specialists and medical staff.

We know how to face these challenges.

QHC Health Care Management and Expert Services matches strategy and reality using an integrated approach based on a proven concept of health care management according to European (Dutch) standards.

We provide active expert and co-management services in which we support the management in planning and the start-up phase, and at later stages with regular feedback sessions to ensure the sustainability of the health care organization. We can and will also fill management positions for a longer period.

Bringing your organization, management, professionals and support staff up to the desired performance level in the shortest possible time is the essence of our approach. If necessary, we can also provide a professional planning & control system.

We always involve leading Dutch health care organizations in our programs and projects to ensure a practical transition from theory to the implementation of your daily operations. This also enables you to establish enduring international partnerships.

HOW IT WORKS

We begin our cooperation with your organization with ‘kick-off’ sessions with the existing management team and the doctors, professionals, and other key players.

We jointly determine the objectives, such as:

• Establishing a ‘road map’ and action plan, including strategic and operational goals

• Assessing the organization (including, if necessary, due diligence)

• Aligning processes

• Defining the desired level of international standards

• Working out the basic structure and staffing level of your organization

• Setting up the planning & control cycle, including task assignment

When this phase is complete, we focus attention on a smooth start of the operation.

We achieve this by hands-on management assistance:

• Focusing on the management team effort

• Ensuring that the right protocols are in place

• Checking financial and quality issues

• Providing on-the-spot feedback to the management

During the first year of operations we will monitor developments and assist the local management. Depending on the situation, we organize feedback sessions in which we evaluate progress.

If desired, we can temporarily assume management responsibility. For this we make use of experienced directors of Dutch health care organizations.

OUR EXPERIENCE

PET Technology, based in Moscow, set for itself the objective of developing a group of leading, profitable oncological diagnostic and treatment centers throughout the Russian Federation by the end of 2016.

The center at Ufa began its operation in early 2014. The positron-emission tomography centers in Bryansk, Lipetsk, Oryol and Tambov will open in the first quarter of 2015. PET Technology plans further expansion into Siberia.

The shareholders of PET Technology, led by the investment company Rusnano, asked QHC to assist them in developing these centers by temporarily filling management positions.

The Dutch management team then took the necessary steps to convert PET from a project-driven company to a sustainable hospital chain and to introduce international management and medical principles.

The Alexandria Faculty of Medicine (AFM) in Egypt built three new hospitals in order to provide general and specialized care.

The Dutch company SIMED is supporting AFM in building and renovating three new locations, and aiding AFM in operating these three new facilities. By means of an ORET program (a program of the Dutch Ministry of Foreign Affairs supporting sustainable investment projects in infrastructure in developing countries) for Technical Assistance, SIMED were also requested to develop the components of quality assurance, facility management and hospital management. These components are being executed by QHC.

New processes, procedures and policies will be established and implemented in these three new hospitals. This provides AFM with the opportunity to eventually develop these within the framework of JCI standards.

During the last three years, QHC has developed guidelines for the implementation of a new management model for the hospital. The guidelines are based on discussions with the hospital management and medical professionals.

QHC provided coaching, training and shadow management in the course of this development process. A detailed road map for the realization of the tasks and goals based on EFQM principles, a leading European quality standard for health care, is an integral part of this model.

OTHER EXAMPLES

Bayangol Hospital, Ulaanbaatar, MongoliaThe largest in vitro fertilization clinic in Mongolia is being transformed into a full scale Mother and Child Medical Center. The owners of the clinic and the European Bank for Reconstruction and Development asked us to assist the Board of Directors in achieving this goal.

DeLairesse Clinic, Amsterdam, The NetherlandsWe were asked to assume complete management of this private clinic and to prepare it for sale and hand over to a new owner. We successfully accomplished all that was required of us.

Both Mark Sluiter and Luc Kenter are committed to add value to healthcare organisations both in Cure and Care by improving the quality of the services offered through a cost-effective and innovative, patient friendly way.

Ir. Luc Kenter is associate partner of QHC and an experienced director and executive coach. After completing his master’s degree at the University of Technology Eindhoven and at a later stage INSEAD, he held various senior management positions in national and international organizations in manufacturing, service industries and semi-government organizations.

Luc Kenter has 30 years (international) experience at executive level of which over 12 years as COO and CEO of various major health care organizations with budgets of 80 – 180 million Euro and 2.500 – 3.500 staff. He is a chairman and member of several supervisory and advisory boards in health care and non-profit organizations. He has done projects in The Netherlands, the Russian Federation, Mongolia, Egypt and Saudi Arabia.

Drs. Mark Sluiter is our chief economist and a strategic consultant in health care. In recent years he has taken on the roles of interim director of health care organizations and coach for health care organizations’ boards of directors. For more than twenty years he has worked on projects for government, private health care organizations and public–private partnership.

Mark Sluiter is Managing Partner and co-owner of QHC. He is a visiting lecturer at universities and a regular speaker and moderator at congresses and symposia. He has done projects in The Netherlands, Netherlands Antilles, the Russian Federation, Mongolia, Turkey, Egypt and Saudi Arabia.
