ELIGIBILITY:
Rules/Conduct/Eligibility The competition is sanctioned by USFS and USFS Basic Skills and will be governed by the rules effective for the 2015-2016 qualifying competition season, except as modified in this announcement, plus any changes adopted at the May 2015 meeting of Governing Council. . Eligible competitors are current members in good standing of US Figure Skating and shall be eligible to enter events based on their test status (as of July 7, 2015) or compete up one level, but not both. Free Skating events are divided into regular Well Balanced FS events and Competitive Test Track FS events. Competitors may enter FS events in one or the other, not both. Please note the qualifications and requirements for each. A minimum of two entries will be required for all flights to be scheduled
ENTRIES / FEES: All paper entries must be postmarked by, July 7, 2015. Please make checks payable to the Queen City Figure Skating Club (QCFSC). The entry fee must be included with the completed application. Late entries will be accepted at the discretion of the Chief Referee with a $20.00 late fee and may or may not be listed in the program. There will be a $25.00 service charge for returned checks. No refunds will be given for any reason after the closing date unless the event is canceled due to lack of participants. Events will be held if there are two or more competitors. Entries via Entry-Eeze are due by: July 7, 2015 Late entries via Entry-Eeze will be at the discretion of the Chief Referee.

FACILITY: The competition will be held at Northland Ice Center. Northland has an ice surface measuring 200’ X 85’. Ample parking is available. LOCATION: Northland Ice Center is located just north of Cincinnati. From I-75 take exit #14, Woodlawn / Evendale exit, and proceed east on Glendale-Milford Road. Northland Ice Center will be on your right just past the intersection of Reading and Glendale-Milford Roads. From I-71 take exit #15, Pfeifer Road exit, and proceed west on Pfeifer. Pfeifer Road becomes Glendale-Milford Road. The rink will be on your left. REGISTRATION: The registration desk will be open approximately ½ hour before the first scheduled practice of the day and will remain open through the last event each day. Please register promptly upon arrival. A copy of your competition music must be turned in at the registration desk at time of check-in. MUSIC: Basic Skills Events Music can be found on the Queen City Website. It is the same music that has been use at other local Basic Skills Competitions. Please be sure that you have the correct music. All other music must be submitted at time of check in and will be labeled with skater’s name, event, and level. It is recommended that a duplicate copy be brought to rink side during the competition event. Only CD’s will be accepted. AWARDS: Medals will be awarded to 1st, 2nd, 3rd, and 4th place in all events. Ribbons will be given to 5th place and higher. Awards presentations will take place immediately following the posting of the results for each event or as early as is possible. Skaters should report to the awards area promptly in competition attire and skates PRACTICE ICE: Practice ice will be available at $12 per 20 minute session (prepaid) and $15 at the competition (if available). Sessions are limited to a maximum number of skaters determined by level. SCHEDULE: Please include a self-addressed, stamped envelope (addressed in skater’s name) if you would like a Practice Ice or Competition Event schedule mailed to you. Schedules will be mailed as soon as possible after the close of entries. If you would prefer to be notified via e-mail, please provide your e-mail address clearly printed on the registration form. INFORMATION REGARDING COACHES: INFORMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Compliance In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A,B, C or D) depending on the highest level of students being coached as of July 1. See rule MR 5.12. D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. For Basic Skills ONLY coaches - Any person, 18 and older, instructing in a U.S. Figure Skating Basic Skills Program must have successfully passed the annual background screen and be registered as a Basic Skills instructor member. The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without compliance is an ethics violation which is reported to U.S. Figure Skating and PSA. BASIC SKILLS – ELEMENTS : SNOW PLOW SAM – BASIC 8 Format choice of the host: Each skater will perform each element when directed by a judge or referee OR have the option to perform one element at a time in the order listed below (no excessive connecting steps). Referee driven format examples: all skaters perform first element before moving on to the next and so on OR each skater performs all of the required elements before moving on to the next skaters

BASIC SKILLS FREE SKATE 1 & 2 COMPULSORY PROGRAM EVENTS
Free Skate 1-2 Elements will be skated in program form on ½ ice, using a limited number of connecting steps. The skating order of required elements is optional. The skater must demonstrate the required elements and may use but is not required to use any additional elements from previous levels. Only required elements will be judged. Elements from higher level are not permitted (a .2 deduction is taken for each element from a higher level). No music. Time 1:15 or less Note: Skaters in Free Skate Levels 3 - 6 may wish to consider the Limited Beginner, Beginner or Pre –Preliminary Compulsory Program events Free Skate 1 Compulsory

The following events are open to skaters in Basic Skill Free Skate 1 – 2 only. Skaters may not have passed an US Figure Skating tests. The skating order of the required elements is optional. The elements are not restricted as to the number of times elements is executed, or length of glides, number of revolutions, etc. unless otherwise stated. Connecting moves and steps should be demonstrated. Vocal music is allowed.
• To be skated on 1/2 ice • The skater must demonstrated the required elements and may not use but is not required to use any additional
elements from the previous level • A .2 deduction will be taken for each element performed from a higher level • Time 1:30 +/- 10 sec

SHOWCASE EVENTS
Basic Skills Showcase Events
Format: Showcase groups will be divided by number of entries and ages if possible. Vocal music is permitted and 6.0 judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description. Showcase categories may include:
• Dramatic entertainment: Showcase program utilizing intense emotional skating quality to depict choreographic theme.
• Light entertainment: Showcase program emphasizing such choreographic expressive qualities such as comedy, love and mime while incorporating skating skills.
• Duets: Theatrical/artistic performances by any competitors. • Mini production ensembles): Theatrical performances by three to seven competitors. • Production ensembles: Theatrical performances by eight to 30 skaters. NOTE: Skaters may enter only one each duet, mini production or production event.
General event parameters:
Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.2 deduction will be assessed by the referee against each judges’ mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance. Performances will be judged from an entertainment standpoint for theatrical and artistic qualities. Technical skating skills and difficulty will not be rewarded; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant’s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. Theatrical elements evaluated will include energy, poise, acting, pantomime, eye contact, choreography, form/extension and the use of props and ice. For the U.S. Adult Championships and adult sectional championships, skaters must meet the test requirements for the level at which they want to compete, and rules 2540-2552 apply. passed, or “skate up” to one level higher. 7. Minimum number of spin revolutions are in ( ) following the spin description. Revolutions must be in position. 8. The following deductions will be taken:
- 0.1 from each mark for each technical element included that is not permitted in the event description. - 0.2 from the technical mark for each extra element included. - 0.1 from the technical mark for any spin that is less than the required minimum revolutions.

EVENT: Solo Pattern Dance General event parameters:
17. Levels are based upon the skaters’ highest pattern dance test passed. 18. A solo pattern dance competition event will consist of the skater performing two solo pattern dances. 19. The patterns to be skated depend upon which quarter of the year the competition is held. The skater will perform the
two pattern dances listed for their level, based upon the date of the competition. If the competition falls over two quarters (for example, June 30th – July 2nd), the dance will be selected based on the start date of the competition listed in the announcement (in this example, the 2nd quarter).
20. Skaters will complete both of the dances at each level. Dances will be scheduled at the discretion of the Chief Referee for each competition and may be competed consecutively or with a break in-between pattern dances groupings.
