P38.2019 Pump Station Standards/Upgrades
To All Bidders of P38.2019: Please note: the following addendum applies to P38.2019 and shall be taken into consideration when preparing bid documents. Please be advised that the drywell side of the Williams Lake Road pump station is defined as a confined space. Entry to the drywell must comply with confined space entry regulations.
A signed copy of each Addendum must also be included with the bid submission. Failure to include this Addendum may be cause for rejection. If you have any questions, please contact our office by email at [email protected].

Clarification # 1
Request for Proposal P38.2019
Pump Station Standards/Upgrades To All Bidders of P38.2019: Please note: the following clarification is in response to questions received for P38.2019 and should be taken into consideration when preparing bid submission. Question 1: Will the existing stations be designed to the standards which are to be developed, or existing standards? If they will consider the new standards and these are currently unknown, what benchmark will be used for the design? Need to know when allocating resources to design. Answer 1: As the schedule in section 5.1.2.1 indicates, the standards will not be complete before design of the pump stations begin. It is not anticipated that the pump station design work be completed to the new standards. However it is anticipated that the ongoing design work will help with and inform development of the new standards. Question 2: Will the Williams Lake and Russell Lake existing stations be replaced entirely including building and foundation, or will the buildings stay and be re-furbished with interior system upgrades and building exterior finishes? Answer 2: Please review Section 3.0 – Scope of Work. I believe it is evident that the existing building/foundation is to remain. Subsequent to an inspection and review of existing equipment at the station, the general scope of work is replacement of all mechanical/electrical/instrumentation and installation of stair access to the dry-well. Question 3: Page 21 of the RFP refers to Quantity Surveying and Cost Estimation. Do consultants have to carry a registered quantity surveyor, (ie Hanscomb or other) or is it appropriate to use in-house knowledge, completed construction project references and estimating tools to generate the construction cost estimates? Answer 3: A registered quantity surveyor is not required. Question 4: What period is to be considered into the future for design sustainability, adaptability (25, 50, 75…. years)?

Answer 4: Please assume a 25 year design horizon. These items are for clarification purposes only and does not change the scope of work of the tender. If you have any questions, please contact our office by email at [email protected].
