Dear Members,
As I sit here contemplating my last President's Mes-sage, I can't help but think about the past two years aswell as what the future has to hold. It was my utmostdesire to increase communication by developing amember's yahoo list as well as an updated website thatwill benefit the entire membership and promote thebreed that we love so dear. The latter could not havebeen accomplished without the help of a very computer-savy member, Cathy Marley, and for this I am mostappreciative. Nancy Plunkett has headed a very activeJudge's Education Committee with the intent of build-ing on an excellent JEC Presentation by updating thepictures and giving it a more professional presentationof the Lhasa Apso. With the board's approval, it will bepresented at this year's National Specialty JEC Seminar.Melissa Torgerson has worked diligently to update theALAC Handbook and we hope to have the updatedversion available in the near future. Barbara Schwartzhas headed up a National Specialty Committee whosehard work and commitment has given us a wonderful2008 National Specialty and I am sure that 2009 willcelebrate the 50th Anniversary of ALAC very appropri-ately. Special thanks needs to go to Marsha Susag for allthe hard work she has done to keep the board informedof the financial standings of the club throughout the lasttwo years. There are so many others that have partici-pated that it is impossible to list everyone as I know Iwill leave someone out, but please know that I thankyou all for your help during my terms of office.
The last decade has shown a definite decline in numbersin our breed. I am always hearing about ALAC mem-bers who have puppies that they are unable to sell due toa lack of interest in the general public in our breed.
So what does the future hold for the Apso? It is up toeach of us to promote our dogs. To welcome others toour fold with open arms as Lhasa Apso Fanciers. Lookat your fellow breeders including those who are notwithin your inner circle. Get to know them and ad-mire them for their dedication to our breed. Be willingto help those new to our sport but also be willing to letthem use their wings and go out on their own, bearingwith them the knowledge those with more experiencehave been willing to impart.
This year commemorates the 50th Anniversary of TheAmerican Lhasa Apso Club. The National SpecialtyCommittee has worked diligently to put together aspecial event for everyone to enjoy. If you haven't •attended a National Specialty, make this your first! Be-ginning with the Heritage Fun Match on Sunday, Oc-tober 11th through the National Specialty on Friday,October 16th the week is full of events to show theheritage and versatility of our breed. LEXANDER THE SO--S0In the spring of 2008, Sissy, the owner of Solid Gold Dog Food, went to

When "Snuggles" left our home at twelve weeks he was placed as a pet. It wasn't longbefore his new owners realized that there was more to Snuggles than mere "petdom".

paid for 2009. The insurance will expire on 3/2010. A motion

Reports of the Committees:Breeders Educationwill field the issue of improving the status of the Lhasa Apso.
Joyce will try and find the time at the 2009 National for a group
get together to discuss this profile. There was discussion about
placing a Lhasa Apso status questionnaire on the ALAC online, and the ALAC website. Joyce and Vickie will pursue this.Lynette and Kathy will look into placing the questionnaire on
Cathy Marley and Joan Kendall sites.
2009 National Specialty:There was discussion about the cost of the tote bags. They areto cost around $4.50. Bags to be black with the ALAC logo in
gold. There was a suggestion to make the bags turquoise. Rita
and Bobbie will make the color decision. The quantity of 150
will be ordered. A motion was made that the cost to ALAC
should not exceed $600.00, and that the bag should read, 50th
anniversary show. I. Barbara, 2nd Sherry. Motion carried. (4-

The 50th anniversary pin prices, depending on size will be$4.00 to $6.00 per pin. It was discussed placing pre-orderforms in the bulletin. It was also suggested to have catalog/pin
combination. The price to be $18.00 to $20.00 for a pre-order.A motion was made to double the cost of the pin, plus $18.00

To raise money for rescue, it was suggested to have a blanketfor a raffle. The winner will have their kennel name or dog
name on the blanket. The blanket may have the ALAC clubname and logo. A motion was made to permit a vender to use

to read, all monies to be collected by the ALAC rescue trust.1. Marsha, 2nd Kathy. Both the motion and the amendment

National Specialty pre-mailer. She will update the ALAC website information.
Unfinished Business:• A ways and means committee head is needed. Sherry suggest-ed the ALAC members email the board with names of personsthat may be interested in the position. This communication is tobe included in the ALAC on line.
• Barbara updated the board with reference to the 2010 specialtyin Portland Oregon. A deposit check has been sent to the RedLion Inn. We are under contract.
• The board discussed the 2011 show site proposal by LindaJarrett. Lynette reported that the site selection committee chair-man, Jan Graunke, will propose additional site locations. Theboard will determine a deadline for the 2011 site selection. The

• The board is trying to find a qualified person to be the ALACNational show chairman, starting in 2010. There was discussionconcerning what we might do to make this position more attrac-tive to the candidate. No conclusion was determined.
• After discussion, it was determined that specialties or designat-ed specialties are automatically approved unless they are in con-flict with the ALAC National. This is in reference to a specialtyclub's request for approval to hold an independent specialty.
New Business:*AKC Delegate, Ray Sledzik reported that the AKC FuturesProgram is a dead issue. The only issue to vote on in the futurewill be yes or no on the 10 group's realignment. Ray will givean updated report after the next AKC delegate meeting in June.
*Barbara Schwartz suggested a survey be sent to the member-ship concerning this subject via ALAC on line.There was a general discussion concerning mixed breed AKCapproval. The AKC proposal at this time would be that theycould only be exhibited at obedience shows not in conjunctionwith confirmation.
*The subject of Pet Plan and Pet Trust Guide was tabled for thenext meeting.
*AKC's 125th Anniversary Gazette keepsake issue 'advertise-ment', will be discussed at the next board meeting. The cost ofthe advertisement would be $450.00.

Reports of the Committees:
2009 National Specialty:National Chairperson, Barbara Schwartz reported that there will
be a small change on the event logo. The adult looking in the
mirror will now face a puppy in the mirror with a puppy on the
floor. Barbara will send out the new event logo via email to the
board.
There was a discussion on how to determine the judges for the
National and Regional shows. Currently, the largest vote judges
the National, and descending vote judges the regional.
JEC:To: ALAC Officers, Board of Directors, JEC Committee Mem-

The JEC began working in earnest in mid-March, two months
after my last report to the Board with recommendations for com-
mittee members. I had delayed the start of anything substantial
pending a formal response from the Board regarding my recom-
mendations, but eventually realized none would be forthcoming
and so put the committee to work.On March 23, I submitted a list of suggested projects to the
committee, based in large part on the reports I had asked for and
received from committee members in Dec/Jan. There has been
excellent communications thus far and the committee seems to
be working well together as we address the various tasks.
On March 21 there was a communication from the "Okla-
homa City Summer Classic Dog Show" in regard to the All
Non-Sporting Seminars they are hosting in July. I copied this
information to the committee and Lynette Clooney has gracious-
ly agreed to hold the ALAC presentation for them as she is the
closest committee member to that area.
On March 18 I received a telephone request from a Mr. David
Alexander for ringside mentoring at the Non-Sporting Group
Club of the Garden State show in NJ. Since he only gave me
one day notice and several of the committee members were
exhibiting under judge Jan Bruton and therefore not free to do
ringside mentoring, I mentored Mr. Alexander during judging
and feel he gained a real understanding of type, proportion and
movement during our conversation. Mr. Alexander did come
back to the show site the following day and had a chance to go
over some dogs with the other committee members/exhibitors,
which he did not have time to do the evening he was mentored
ringside.At the moment the committee is working on fine-tuning the JEC
powerpoint; giving it a new, fresher look and re-evaluating some
of photographs which have obviously been altered. Attached are
a couple of sample slides showing the new "look", which has
been very well received so far.
We have scheduled the JEC seminar at the National Specialty
for Wednesday afternoon, with ringside mentoring available at
the Futurity, ALAC Regional and the ALAC National. There
was much discussion about the schedule due to the fact that the
judging at the National this year is all on one day rather than
two days. This left no time for a two hour seminar or workshopprior to judging. Many options were considered by the com-mittee and most felt that Wednesday would be the most idealtime. I conferred with the AKC about whether Wed would beacceptable and after looking at how other parent club scheduletheir seminars it was decided that Wed would be ideal. We willbe following the AKC guidelines for National seminars, whichincludes a two hour seminar with live dogs, a workshop wherethe participants will have a chance to evaluate a class of dogs,and ringside mentoring for the next two days with numerousbreed experts. Many of you may have seen the flyer I createdadvertising the seminar, which appears on the JEC webpage onthe ALAC website. I also sent a copy of the flyer to each of thecommittee members to use as handouts to anyone that expressesinterest in attending the seminar.Respectfully submitted,Nancy PlunkettThere was some discussion as to which day to have judges men-toring, with reference to Nancy's report.

AKC recommends the following: Foreign Memberships which
entitle those members to all club privileges except voting and
office holding.
Possible wording for Foreign Membership:Foreign Membership. For persons residing outside of the UnitedStates. Enjoys all privileges of the club except the right to voteand hold office.Discussion: The purpose for this change is to prevent personsliving outside the US from voting on changes to the AmericanBreed Standard.. .a standard that they will not have to abide byin their country. This is the AKC's suggested solution to theproblem. It has the effect of preventing persons living outsidethe US from voting on other issues.
Proposed Revision to ARTICLE H,Section 3 and Section 4 Meetings.
Proposed ChangeAllow the Board of Directors to conduct its business betweenmeetings by electronic communication.
HistoryFor many years the ALAC Board of Directors (Board) had atradition of meeting face to face twice a year (in addition to therequired meeting immediately following the annual meeting orelection). The primary business meeting was and still is heldin conjunction with the National Specialty and annual meetingweek. The second meeting was held in the winter or spring,either in conjunction with the Westminster Dog Show in NewYork or at some other mutually agreed upon location. In recentyears however, two factors have changed the practice of havinga second in person meeting: 1) the cost and difficulty of traveland accommodations has made it hard to gather a quorum for anadditional meeting and 2) universal availability and acceptanceof electronic communication (email) made it possible to conductmost club business without the need and expense of an in personmeeting.Recently questions arose about the permissibility of conductingclub business via email and the practice was suspended. TheBylaws permit the Board to conduct its business "by mail, FAXor, in emergencies by telephone conference call" if confirmed inwriting within seven days. However, email is generally acceptedas the fastest, most flexible way to have a virtual discussion inlieu of in person meetings, video conference and phone confer-ences. If the Board had the ability to utilize email it is proposedthat its' ability to conduct business in a timely manner and haveenhanced and more collaborative communication would begreatly improved.
BackgroundIn February 2001 (revised February 2007) AKC Club RelationsDepartment issued a bulletin on the use of email communica-tions by Parent Club Board of Directors. In summary AKCdoes not approve of the use of email for "holding meetings"which means required or scheduled "meetings" must be eitherin person, by video conference or teleconference. AKC does,however, permit Parent Club Boards of Directors to conduct itsbusiness by email assuming certain conditions are met and thestate in which they are incorporated allows for the use of elec-tronic communication.
Business (voting) — can be conducted at meetings or through
mail, fax or e-mail. In order for business to be conducted by e-
mail the following precautions must be in place (and included in
the bylaws):1) every board member must be provided with the means to
participate;2) a procedure must be in place to verify the identity of theindividuals participating to ensure that they are the eligible board
members;3) a mechanism must be in place to verify that the eligible board
members are "listening";4) all board members must agree to participate in this manner
ALAC is incorporated in the Commonwealth of Virginia whose
laws permit essentially the same types of business to be conduct-
ed by Boards of Directors as ALAC.§ 13.1-865. Action without meeting of board of directors.
A. Except to the extent that the articles of incorporation or
bylaws require that action by the board of directors be taken at
a meeting, action required or permitted by this Act to be taken
by the board of directors may be taken without a meeting if each
director signs a consent describing the action to be taken and
delivers it to the corporation.
D. For purposes of this section, a written consent and the signing
thereof may be accomplished by one or more electronic trans-
missions.
Discussion: So, it would seem with the proper protocol in place
it is possible for ALAC to conduct its business between meetings
via email. Each Board could establish by standing rule its' own
protocol for conducting email business or let stand the protocol
in place at the time. Such a standing rule was in place in ?
and would be a good starting place if the Bylaws are amended
to allow for it. That standing rule was based upon Roberts Rules
applicable to the handling of motions at meetings but with the
addition of time frames for offering, seconding, accepting, dis-
cussion and voting on motions. The requirement for the Board
to have a consensus on doing business by email could be handled
by the Board at the required meeting after the Annual Meeting or
by subsequent phone call or written communication and would
remain in place throughout that board's year. If at any time
throughout the Board year a Board member objected to handling
an issue by email that item would move to the agenda of the next
meeting.
Proposed Bylaw Change
ARTICLE IIMeetings
SECTION 3. Board Meetings. The first meeting of the Board
shall be held immediately following the Annual Meeting or elec-
tion. At this meeting it will be determined that every member of
the Board has access to electronic communication and that there
is a consensus if electronic communication is to be used to con-
duct Board business between meetings during the coming
Board year. If electronic communication is to be used it my -•
be through a secure procedure which can verify that it is at,
sible exclusively to eligible Board members. The electronic
communication procedure must include the ability to produce a
return receipt to the President or Secretary to verify receipt of
all messages and all exchanges of messages must be sent to all
Board members. Other meetings of the Board of Directors shall
be held at such times and places as are designated by a major-
ity vote of the entire Board. The Board may meet in person, by
video conference or by telephone conference call: Written no-
tice of such other meeting shall be mailed, via first class mail 01
electronically according to the procedure above if agreed upon
by the Board, by the Secretary or President to each member
of the Board at least fourteen (14) days prior to the date of the
meeting. The quorum for a Board meeting shall be a majority of
the Board voting in person, by mail, FAX or, in an emergency
electronic communication, video conference or by telephone
conference call.SECTION 4. The Board of Directors may conduct its business
by mail, FAX or, in ei1ie,g%.,3 electronic communication.

must be acknowledged including electronically by all Board
members before it can become effective and the provisions for
electronic communication in Section 3 above apply. Items voted

SECTION 1. Club Year.
Marsha Susag and Polly Naumann, the immediate past Trea-
surer, have both requested that the fiscal year be changed from
September 1 to August 31 to the calendar year, January 1 to De-
cember 31. In order to change the fiscal year, Ray has informed
the committee that we need permission from the IRS and will
have to submit extra tax forms. This can be done, just requires
more work (extra filings to the IRS) on the part of the Treasurer
and Ray.
ARTICLE IV
The Club Year, Voting, Nominations, Elections
SECTION 1. Club Year. The Club's fiscal year shall begin on

Discussion: There are arguments both pro and con for termlimits. On the one hand, good people can be hard to find andhard to replace. In addition, if the membership is unhappy withthe performance of the Board, they have the option of nominatingand voting in new people. Term limits can give a "minority" aposition of power that they didn't earn.
On the other hand, lack of turnover on the Board can discouragemembers from volunteering to help with club activities. Fur-thermore, lack of turnover helps perpetuate the "In's" versus the"Out's" problems that have plagued our club for far too manyyears. If more club members have the opportunity to serve on theBoard, not only might communication between the Board and thegeneral membership improve but there should be more empathyfor the time and effort being put forth by club volunteers and lesssecond-guessing of what the Board is trying to accomplish.
The By-Laws Committee believes that the Treasurer, Secretaryand Delegate should not be term limited since these are jobs thatcan be hard to fill and/or, in the case of the Delegate, can benefit
from longevity. However, the committee would like to see theVice President position evolve into a "President In Training" jobwhere a person either ascends to the Presidency in a timely fash-
ion or moves into a different job so that someone else can stepinto the "President In Training" role.
Traditionally, ALAC has placed a heavy burden of responsibilityfor the day to day activities of the club on the President so threeone year terms seem an adequate amount of time to move theclub forward while preventing stagnation and/or burn-out. Wealso believe that two consecutive terms on the Board (six years)provides people ample opportunity to learn about the Club's busi-ness and contribute to the Club's future. Remember, stepping off
the Board does not mean a person can not continue to work on
a Committee. In addition, because the Director hiatus does not
prevent people from moving into an Officer or Delegate posi-
tion, there will be opportunities to retain people who are making
outstanding contributions to the club. A person could conceiv-
ably be a part of the Board for 12 years (2 terms as a Board
member, 3 years as VP, 3 years as Pres.) before term limits would
mandate that he or she step aside. Finally, the term limit "clock"
would not start until the election following adoption of the By-
law changes. Time served by current Board members would not
count.

ARTICLE IV
SECTION 3. Annual Election. The election of Officers,Directors, and Delegate to the American Kennel Club shall beconducted by secret mail ballot. The Board shall designate aSupervisor of Election for each Election. This Supervisor ofElection may be an accounting firm or another reputable firm ororganization. The Board will designate a closing date for votingand the Supervisor of Election will notify the membership ofthe date at leasi thirty (30) days before the closing date. Themail ballots shall be returned to the Supervisor of Election. Bal-lots to be valid must be received by the Supervisor of Electionby October 1st. sealed results shall be delivered in writing to the
Club Secretary.
The Officers, elected to office, shall each serve for a term ofone (1) year. The Directors and Delegate to the American Ken-nel Club, elected to office, shall each serve for a term of three
(3) years. If any electee, at the time of the Annual Meeting, isunable to serve for any reason, such electee shall not be electedand that position shall be filled by the person receiving the nexthighest number of votes as balloted. No person shall be eligibleto serve more than three consecutive terms as President. APresident who has served more than half a term is consideredto have served a full term. SECTION 1. American Kennel Club Suspension.
History:In the past AKC has only had one type of Suspension and on04/08 issued the following information to all clubs.
Most clubs bylaws call for the suspension from the privileges ofa club of any club member that is suspended from the privilegesof The American Kennel Club. This language was recommend-ed when The AKC imposed only one type of suspension — allAKC privileges. At the present time, there are various types ofAKC suspensions such as: all privileges) event privileges onlyand registration privileges only.Clubs should take the appropriate steps to amend their bylawsby inserting either the word "any" or "all" AKC privileges as itpertains to

ARTICLE V1Discipline
SECTION 1. American Kennel Club Suspension. Any member
who is suspended from the any privileges of The American Ken-
nel Club automatically shall be suspended from the all privileges
of this Club for a like period. If dues are due during this period
of suspension they must be paid or membership will lapse.
Unfinished Business:
• Barbara will send the final copy of the pre mailer, after board
approval, via ALAC on line. This information will also be put
on the ALAC web site as well as yahoo groups.
• Barbara also reported, that as yet, no one has stepped up to take
the position of National Show Chairperson. A motion was made
to allow the show chairperson to exhibit their dogs, and have the
show secretary contact the judge. 1 Marsha, 2nd Ray. (6-11-09
#2) General discussion followed. The question was not called.
A motion was made to table this topic to the next meeting. 1.
Ray, 2nd Bud. (6-11-09 #3) Motion passed.
• Ways and Means. Lynette tried to convince Phyllis and Wayne
to continue with the task. They, however, declined. Phyllis and
Wayne will donate the press to ALAC. Marsha has agreed to
take the press to her storage unit after this National. Marsha will
bring 1 each of the old year books to the show. She will take
orders for sale of the books. Marsha will check on the items in
inventory for ways and means. The shirts that are in storage, and
already paid for will have the new logo printed on them. Marie
Allman has agreed to man the ALAC booth at the National, but
does not wish to assume the title of ways and means. The 2009
ALAC tote bags will be black with gold metallic logo.
• The board discussed the 2011 show site proposal by Linda
Jarrett. A motion was made to accept the proposal submitted
by Linda Jarrett. 1. Sherry, 2nd Bud. (6-11-09 #4) Motion
passed. The 2011 National will be held in Albuquerque, New
Mexico at the newly renovated Hilton Hotel.
• Delegate's report. Ray discussed the issue of the AKC's pro-
posal on the realignment of the groups. He said the delegates
can not vote on where the dogs may be placed in the proposed

realignment, only on the acceptance of the additional three
groups. The vote will be taken in September. The caucus will
be on Monday, and the vote on the AKC proposal on Tuesday.
Sherry suggested we advise Ray on how to vote concerning this
topic at our board conference call in August. Discussion fol-
lowed on the cost to the AKC to include the three new groups.
How does this potentially effect the ALAC?
• A discussion about the Pet Plan and the Pet Trust was heard. At
this time the presentations were thought of as a marketing tool.

• The AKC has requested dog clubs place an ad in the Gazette
for the 125th anniversary of the club. Discussion followed. A
motion was made to place an ad in the 125th anniversary AKC

• For the 2009 Eukanuba, AKC has requested money for the 3
breed medallions. The paper work for meet the breeds at the Eu-
kanuba has been sent to the AKC by Lynette. Bud will present a
budget for the 'Meet the Breeds' booth at a later date.
• Darby will send a copy of the BSC letter to Lynette for ap-
proval.
• Handbook Committee:A motion was made to purchase an external hard drive for the

IN HONOR OFOUR SPECIAL ANNIVERSARY YEAR (AND BECAUSE ALAC MEMBERSHAVE SO MANY TALENTS!) 1. BEST HEAD STUDY (COATED) - Best in this category will receive the ALAC Breeders'
Choice Award. Voting in this category is open only to ALAC members in attendance at the
National who will be allotted one vote for the head study of his/her choice. In this category only,
photos submitted for consideration may have been taken by professional photographers as well
as amateurs. The intent is for breeders to judge the most correct Lhasa head.
2. BEST CANDID or HUMOROUS SHOT OF A LHASA (COATED OR CUT DOWN
Amateur photo only, of any lhasa that is cute, interesting or funny.
3. BEST COSTUME - Dress 'em up - Most creative costume wins! Open to amateur photographers

All photos become the property of ALAC and will be retained by the ALAC Historian
unless shipping cost of $1.00 per photo is included at the time of entry.
Photos should be clearly marked on the back with the owners name and email as well as the category
you wish it entered into.Un-Marked photos will not be included in the contest!
Contest judging will commence on Tuesday and conclude on Thursday at noon. Photos will be
judged by all ALAC members present. Winners will be announced at the awards dinner.
