Since 2004, a couple of hundred rescue Lhasa Apsos have passed through Helen Zeppenfeld’s house, sometimes as many as 10 at a time. The typical age is 7 or 8 years. People move, or there is a child in the house and the dog doesn’t get along. Others are surrendered by people who are no longer able to care for the dog’s medical needs –or choose not to. Once the dogs get to Helen’ house, she evaluates their temperaments, has them vetted with proper vaccinations, has them spayed or neutered, and attends to whatever other medical needs they may have.
In one case, a social worker contacted Helen about a woman who refused to go into a nursing home until her 19-year-old Lhasa, Munchkin, was rehomed. It took some time to arrange transport, but once this was accomplished, Munchkin found a forever home with Helen and was nicknamed “Ranny Dog.” Helen kept the previous owner informed about Munchkin and even sent photos until Munchkin died at the grand old age of 21.
Another example is when a breeder arranged to have her two remaining Lhasas sent to rescue upon her death. Fortunately, some time passed before this was necessary, giving Helen plenty of time to arrange two spots for them at her house.
Other Lhasas come to Helen by word of mouth or from shelters. A North Carolina dog warden called her about a puppy mill being shut down and asked her to take a litter of six puppies. Helen talked her into keeping the puppies with the mother until they were 12 weeks old, then arranged transport for them, eventually finding homes for all except for one who was unadoptable. He had such a bad underbite he had difficulty eating, so Helen kept him and had his canine teeth pulled so he was able to eat.
A more dramatic rescue was made when an Amish puppy mill in Pennsylvania was shut down after a major effort by many breeders and rescue groups. Helen took in seven Lhasas from that shutdown and worked very hard to socialize them and vet them for their new homes. A state law now prohibits puppy mills, so the Amish are out of business on that front.
The rescues usually get along with Helen’s other dogs after they get acclimated to the situation.Helen does not work alone. Kristen Krasny is ALAC’s Midwest coordinator; Vickie Kuhlmann is in Colorado; Teresa Osborne is in Texas, and Randy Goldman covers California. They all have a network of fosters and transport people within their area.
Sadly, the number of people involved in rescue and fostering has declined, making the task overwhelming at times. There are fewer volunteers for transport as well. It is becoming more and more urgent that these groups work together to help dogs of all breeds find their forever homes.
A Bit About HelenHelen was a teacher in Pittsburgh when she decided there was an even greater calling for her out there. After attending a few job fairs, she decided the Navy was the right choice for her. She began with a general assignment with a squadron and, after four years working at the Pentagon briefing Joint Chiefs of Staff on the takedown of Soviet subs, she ended up in Intelligence School learning how to track Soviet Navy vessels around the world. Although she did fly in a few missions in a P-3 airplane, she preferred being back at the base tracking. Helen served in the Philippines, Diego Garcia, Okinawa, Guam, Thailand –and, for a change of scenery – Iceland!
When Helen was getting ready to retire from the Navy in 1997, she adopted two Lhasas from Meredith Morris, then ALAC’ rescue coordinator. Eventually, when Meredith had to retire from rescue to care for her aunt, she asked Helen to take over. And the rest was history, and a lifetime of caring

for our beloved breed ensued.
Sassy, a Tough Challenge for RescueKristen Krasny, Midwest Coordinator, received a call from a lady whose friend had died and had left her 4-year-old Lhasa, Sassy. The woman wasn’t able to handle Sassy’s medical needs after a very large, fast-growing tumor began to develop in Sassy’s ear. [See photo]. Wildfires and snow thwarted many attempts to arrange transport, both by vehicle and by Pilots N Paws, to
Denver, Colorado, where the vet school was willing to do the surgery. Then another opportunity opened up. The vet school at the University of Minnesota was willing to take a shot at the surgery, and Patty Anderson in Minnesota was willing to foster Sassy, give her the ear drops and pain pills she needs, and take her to appointments at the university.
Sassy is scheduled for surgery on December 29 to remove the giant tumor. It is expected to be benign, but there is no way to be sure until biopsy. The cost of this specialized surgery will be $5,000, not typical of the usual costs of vetting a dog,
but such an amount is incurred occasionally. It is believed that the family now fostering Sassy will eventually adopt her as they are getting quite attached to her. We will keep you posted on Sassy’s progress.

Today, the United States Department of Transportation (DOT) announced final revisions to its Air Carrier Access Act (ACAA) regulations that concern the transportation of service animals. The new finalized rules, which will be effective in January, are intended to ensure that America's air transportation system is safe for the travelling public and accessible to individuals with disabilities, and address concerns raised by individuals with disabilities, airlines, flight attendants, airports, other aviation transportation stakeholders, and other members of the public, regarding service animals on aircraft.

The final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. This change in definition significantly aligns DOT's definition of "service animal" with the definition that the Department of Justice uses under the federal Americans with Disabilities Act.
The changes also clarify that emotional support animals (ESAs), comfort animals, companionship animals, animals being trained to be service animals, and species other than dogs are not considered to be "service animals" under the new DOT definition. Instead, airlines may recognize and accommodate emotional support animals as pets. Many commenters, including airline industry stakeholder groups, disability rights advocacy organizations, and animal interest groups, including the American Kennel Club (AKC), cited safety concerns with the previous recognition of ESAs as service animals, including the growing trend of individuals misrepresenting their pets as service animals and the number of online mental health professionals willing to provide pet owners with emotional support animal and psychiatric service animal documentation in exchange for a fee. The DOT rules also continue to prohibit airlines from refusing to transport a service animal solely based on breed. Airlines may continue to assess each animal individually to determine whether it poses a direct threat to the health or safety of others.
In keeping with our policy on the , the AKC submitted comment in April 2020 Misuse of Service Dogsthat expressed support for the proposed definition of "service animal" and reiterated strong support for public accommodation that allows individuals with disabilities to use service dogs without regard to the dog's size, phenotype, or breed. Likewise, our comments condemned actions that fraudulently misrepresent a dog as a service animal when it is not, or attempt to benefit from a dog's service dog status when the individual using the dog is not a person with a disability.
