Purpose and NeedPurpose and Need

■ Improve accessibility to the EPG site■ Relieve traffic congestion in the area transportation

network surrounding the site■ Provide adequate capacity for the proposed 8,500

employees to access and exit the EPG site during the peak periods

■ Accommodate forecasted future growth in area traffic■ Alleviate queues that result from the weaving sections

between back-to-back ramps and minimize back-ups onto both I-95 and the Parkway

■ Improve operations at the I-95 / Fairfax County Parkway interchange and on the Parkway itself (which would serve as a primary entrance route to the EPG)

Land Use None Project is consistent with federal and local comprehensive plans.

Displacements 1 Business One commercial property will be affected and the business relocated in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970.

Air Quality None Project is not expected to interfere with attainment or maintenance of National Ambient Air Quality Standards.

Pollutant loads are expected to increase in proportion to additional impervious area. Runoff impacts will be minimized through vegetated slopes, stormwater management provisions and effective construction specifications.

Field Lark Branch will be carried beneath the roadway in a culvert. The culvert will be countersunk below the stream bottom profile to enable reestablishment of a natural stream bottom inside the culvert.

Wetlands and Floodplains None Proposed alignments avoid encroachment upon these natural resources.

Threatened and Endangered Species None Single recorded occurrence of small-whorled pogonia is well within EPG and far removed

from project.

Hazardous Materials None Issues related to two previous spill sites and unexploded ordinance will be resolved in accordance with federal and state regulations.
