Riggs liberally coined Tlf<W words to explain his concepts. In addition he also gave different meanlligs to a number of words already in use. But free use of Tlf<W words and words used with different meanlligs may create confusion instead of clarifying the concepts. He borrowed most of his tenninology from physical sciences to give scientific temper to his models. Han Been Lee doubts the utility of the prismatic and sala models in view of the development administrations focus on social change. He considers Rigg's model as equilibrium models. The equilibrium-models would facilitate very much in preserving the system but not introducing any change in the system. Therefore the models of Riggs are not useful. When the objective of administration is to change the system rather than maintenance of the system.

The proposed fused and diffracted societies are imaginary, all the societies are to be classified as prismatic at various levels of low, middle and high. But when the scales to measure the levels of prismatism are lacking. the low, middle and high words have no relevaru:e. Since there is no empirical evideru:e to these assumptions, the validity of such assumptions are highly questionable. Lack of international perspective in his approach is another limitation of his concept. Prismatic model mainly describes developing societies; but fails to explain the place administration in the society. Arona opines that overlapping exists equally in prismatic societies as in diffracted societies. Although his administrative models are difficult to findout in practice, they help us in understanding the realities, his models may deepen our insight into some of the underlying problems of Public Administration in transitional societies. Rigg's models may be considered as more sophisticated tools for describing and diagnosing administrative systems.
