    Dear Pan-American Debating

    Community,

    Our fast-growing debatecommunity is glad to

    present the bid to host the

    PanAmerican Schools

    Debating Championships

    2014 in Mexico City. Almost

    five years ago, a small

    group of five motivated,

    excited, and

    dedicatedMexican

    teenagers

    embarked

    on a new

    adventure

    at the 2008

    World

    Schools

    Debating

    Championship (WSDC) in

    Washington, D.C with little

    knowledge of the important

    impact their incursion into

    international competitive

    debating would have on the

    future of the Mexican

    debating circuit.

    Today, what started out as

    a humble participation in a

    world class debating event

    has become the corner

    stone upon which debating

    in Mexico has been built.

    Our strong multi-school

    debating circuit, annual

    national tournament

    organization, andcontinuously growing

    debating community is a

    direct result of that eye

    opening trip now five years

    behind us. In addition, the

    strong bonds we have

    made with debaters fromaround the world, the life

    experiences we have

    shared with friends from

    Argentina, Bermuda,

    Canada, Chile, Peru, and

    the USA motivate us to

    contribute back to the

    regional debating

    community byhosting the 2014

    PANAMS in

    Mexico City .

    Debating has

    changed the way

    we see the world,

    the manner in

    which we

    approach ourdaily lives, and

    fundamentally contributed

    to our educational,

    emotional, and professional

    growth. As such, we seek

    to make the 2014 PANAMS

    in Mexico City, yet another

    integral cog in the motor

    that runs our multicultural

    and multinational, debating

    world.

    Mexico is one of the most

    diverse countries in the

    world, with many wonders

    to see and try, with a rich

    culture and the friendliest

    people you could hope to

    meet thus making it anideal place to host

    PANAMS 2014. After

    successfully participating in

    the PSDC 2012 in Chile, we

    believe it is our duty to give

    something back to the

    international debatecommunity and invite you

    to join us in our magnificent

    country.

    We have built a team of

    extraordinary individuals

    that are working arduously

    to turn the PANAMS 2014

    in Mexico City from adream into a firm reality.

    Thus, we aspire to making

    our hard work pay off by

    seeing more countries

    participate, elevate the

    debating to a whole new

    level of excellence, and

    make your participation an

    unforgettable experience.

    Our challenges are many

    and the bar is already set

    very high but with a well-

    organised high quality

    tournament, superb

    adjudication, and precise

    logistics, I am confident

    that the world debating

    community look at the 2014

    PANAMS in Mexico Cityand realize that debating in

    the Americas region is

    Dear Panamerican Debating

    Community,

    For a couple of years now

    Mexican debaters have

    fantasized with the idea of

    hosting a big international

    debating tournament in

    Mexico. After years of

    hard work in building a

    strong debating circuitand community, hosting

    several annual multi-

    school tournaments,

    performing well at both

    the World Schools level

    and the PANAMS division,

    we feel we are more than

    ready and capable to face

    the challenge of playing

    host to a debating event

    of such magnitude and

    importance as are the

    PANAMS.

    As such, we are delighted

    to present the first ever

    Mexican bid for the

    Panamerican Schools

    Debating Championshipsfor 2014.

    The adjudication team

    considers it our duty to

    guarantee a top quality

    tournament that will not

    only par previous PANAM

    events but demonstrate

    as well to all those who

    attend that Mexicandebating has reached

    international competitive

    standards. In addition to

    the glamour of travelling

    to a new destination and

    having all the

    accommodations far

    surpass your

    expectations, we willstrive to ensure that the

    competitive, debating,

    and educational portions

    of the 2014 PANAMS are

    raised to a whole new

    standard. Precise and

    transparent tabbing

    and draw schemes,

    superbly trained andcommitted judges, new

    standards for feedbacks,

    interesting and

    challenging motions, and

    perfectly managed

    schedules, among others,

    will make the 2014

    PANAMS a really

    enjoyable experience for

    all those who attend.

    Within our bid document,

    you will find all the detailsrelevant to hosting the

    PANAMS in Mexico City.

    As effective and efficient

    communication is also at

    the core of a successful

    event, we will also

    develop a system of

    periodical newsletters to

    keep you up to date withall relevant information

    before your registration

    and arrival to our beautiful

    capital city.

    work towards the goal of

    With one of the fastest

    growing debate circuits inthe continent, Mexico isglad to bid as a host for the2014 Panamerican SchoolsDebating Championships.Our goal is to organize ahigh quality tournament,that gives the internationaldebate community anopportunity to enjoy the

    unique experience ofcompetitive debate in afabulous location asMexico. We are eager toprovide you with the finestfood, accommodation andtournament administrationthat Mexico has to offer, inan effort to set a positiveprecedent for this importantinternational event.

    The Organizing Committeeaims to provide atournament that not onlyfurthers the aims set forthby the Panamerican

    Schools Debating

    Championships but alsocontributes to furtheringdebating excellence withinMexico and the Americasregions.

    Our mission is clear and our

    challenges are many.However, we are confidentthat the 2014 PANAMS inMexico City will:

    Mexico is home to a vibrant

    and ever-growing debatingcommunity with new

    schools and institutionsjoining the national circuitevery year. Despite the fact

    that debating is not part ofthe Mexican culture, our

    debating circuit has grown

    to include more than 150students under WSDC-

    style, rules, andregulations. The growth in

    participation and interest indebating within Mexico canbe accredited to the hard

    work, persistence, anddedication that the faculty,

    students, andadministrators ofparticipating schools have

    put into the MexicanDebating Circuit. There is

    also no doubt that the

    Coaches and Debaters are

    the fuel that continue tohelp spread the joys of

    debating within our nation,investing time andresources in this great

    educational experience thatis competitive debating.

    Red Mexicana de Debate

    The Red Mexicana deDebate (RMD) is a non-

    profit organization, whichstarted activities in 2011 asa direct result of the

    exponential growth thatdebating has had within

    Mexico. Our main objective

    is to promote the culture ofdebate within all corners

    Mexico. In the last yearsthe RMD can be accredited

    with organizing and

    maintaining the Mexican

    Schools DebatingChampionships (2012,

    2013), Annual DebateCamps (2012, 2013) andthe difficult selection

    process for the Mexicanteam that participates at

    the World Schools

    Debating Championships(WSDC) and at the

    Panamerican SchoolsDebating Championships.

    The RMD played anintegral part in formalizingthe Mexican Schools

    Debating Circuit by helpingschools start their debate

    clubs and organizing thedebate season in MexicoCity.

    The Tecnolgico de

    Monterrey, is one of the

    largestprivate, non-

    sectarianandco-

    educationalmulti-campus

    universities inLatin

    Americawith over 90,000

    students at the high

    school, undergraduate,and postgraduate levels.

    Based

    inMonterrey,Mexico, the

    institute has

    31campusesin 25 cities

    throughout the country.

    The 2014 Panamerican

    Schools DebatingChampionships will be

    held in the Santa Fe

    Campus in Mexico City.

    The campus features

    modern architecture

    designed by world

    renownedRicardo

    Legorreta and has state of

    the art facilities that caterto more than 3,000

    students on a daily basis.

    The Sante Fe Campus islocated in the most importantand modern business centers

    in the city. that fact helpsstudents to get employed byhuge corporations as Ford,Nokia, and Telcel amongothers. The campus is dividedinto three buildings forprofessional studies and apreparatory building with itsown hall, green areas, libraryand snack bar. The

    professional area has 3 mainhalls, an auditorium, a library(one of the biggest libraries inMexico's universities) and abookstore, along with aninformation technologiescenter featuring 70 computersdivided by the type ofsoftware installed: Business,Programming, Multimedia,Design. There is a Business

    center and a Gessel Domeused for marketing studies.There are nine engineeringlaboratories:

Along with the varioussnack bars and coffee shops,there is a buffet called "CafeteriaLa Fuente" Where students havea place to eat, along with arecreation area.

    Mexico City is a fascinatingcapital that beguiles its visitors

    with endless options. One of thelargest metropolitan areas in theworld, with 16 boroughs andmore than 300 neighborhoods, itmight seem a bit overwhelmingto the first-time visitor, though itdoesnt have to be. Many of themost visited tourist attractions inMexico City are concentrated inthe historic center, including thePlaza de la Constitucion or

    Zocalo, the National Palace,Metropolitan Cathedral, TemploMayor, Palace of Fine Arts andAlameda Park. A few blocksnorth ofthePalace ofFine Arts,PlazaGaribaldi

    is one ofthe bestplaces inMexicoCity to hear live mariachi music.

    Located west of the historiccenter, the Plaza de laRepublica is home to the newly

    refurbished RevolutionMonument and NationalMuseum. Chapultepec Park, the

    largest in Mexico City, is dividedinto three sections and home toseveral of capitals top touristattractions, includingChapultepec Castle, the ModernArt Museum and the NationalMuseum of Anthropology. Keepin mind that, with a fewexceptions, most museums andarchaeological sites in Mexico

    City are closed on Mondays.

    Youll also want to explore theneighborhoods of Zona Rosa,Roma, Condesa, Coyoacan andSan Angel. Home to lovelyparks, plazas, shops, markets,cafes and some of the toptourist attractions in MexicoCity, these artsy neighborhoodsare especially popular among

    visitors to the city and foreignresidents. Nearby, in the trendyposh neighborhood of Polancoyoull find some of Mexico Citys

    top nightspotsand chicrestaurants.

    Further south,the UniversityCity campus ofMexicosNationalAutonomousUniversity is

    known for its modernarchitecture and impressivemurals that are the work ofsome of Mexicos top artists.

    The University Cultural Centerhosts a variety of events andperformances.

    Once the ancient Aztec city ofTenochtitlan, Mexico City wasoriginally constructed in theValley of Mexico over theancient Lake Texcoco. TheAztecs built an intricate networkof canals to navigate the city.After the arrival of the Spanish in1519, most of the Aztec

    structures and canals weredestroyed and replaced withmodern roads and buildings.

    History buffs will find the bestremaining examples of ancientAztec city planning in thesouthern Xochimilco borough ofMexico City and north of the cityat the Teotihuacnarchaeological site. In

    Xochimilco you can hire acolorful trajinera (wooden boat)to tour the canals and gardens.

    Plan a day trip to the ancientAztec pyramids at Teotihuacn,located 50km (31 miles)northeast of the city.

    Panams 2014 will start with the

    Spanish 6 pre-elimination

    rounds, then after the outings

    day we will have the 6 initial

    rounds of the English

    tournament. Ultimately the

    semifinals and finals of both

    tournaments will occur on the

    final day.

    Spanish Tournament: Pre-

    elimination rounds 14-15 April

    2014

    Outings Day: 16 April 2014

    English Tournament: Pre-

    elimination rounds 17-18 April

    2014

    Final day: Semis and Finals 19

    April 2014

    Registration Policy

    Team cap: We will use the

    registration policy that has

    been used and approved by

    PANAMS Council, allowing all

    participant nations to have

    three slots in the competition,

    four debaters per team, withpossible extra spaces if the

    host nation has the ability to

    host them. We can guarantee

    that all participant nations will

    have 3 slots.

    The host nation will be allowed

    to have more slots.

    We will have an efficient

    newsletter system with prompt

    registration information. We will

    either use Google-forms or

    fast-rego to do the registration.

    We encourage all nations to

    adhere by an N-1 Rule and

    bring N-1 judges per team if

    possible.

    Adjudication

    Our proposals for PANAMS 2014include several changes toorganize the tournament:

    Motions: In our first newsletter

    we will open an application

    process to be part of the

    PANAMS 2014 Motions

    Committee. The CAP will

    publish a shortlist of the

    candidates and all PANAMS

    nations will do an online blind

    vote for the candidates in order

    to fill the 6 positions. Themotions committee will have

    the following composition:

    1 Member from the host nation.

    2 International members from

    non Panams nations

    3 members from Panams

    nations

    Adjudication: To us it is very

    important to have a pool of top

    quality judges.

    We will provide trainingmaterials in order to help you

    prepare your judges and we

    will also organize the final

    judges training session here in

    Mexico before the tournament

    starts.

    We will have an adjudication

    test to evaluate the judges

    travelling with each nation

    before the competition.Judges categories to have

    balanced panels.

    Judges feedback forms, with

    the feedback of all judges

    being updated into our system

    at least every day if not

    between rounds.

    Tabbing and Power-matching:

    According to the last vote of

    countries in Panams council,

    the tournaments will be power-

    matched after round 2.
