STATEMENTOFEXECUTIVEBOARDRESPONSIBILITY Over the years it has been conducting races and weight pulls, the PSDC has developed a reputation for conducting well-organized events. It is the Executive Board's responsibility to see that this reputation is continued by assuring that certain standards are maintained, even though it is recognized that variations between different PSDC race-weight pull events may exist. Any variations can be due to such things as facilities and distances available at the site, type of activities planned for the site, money available through sponsors, and conflicts in dates with events being conducted by other organizations. Entering into commitments with other organizations and/or individuals that could have monetary consequences to the club is reserved to the Executive Board of the club and not to individual members of the club. Therefore, the Executive Board shall have the responsibility to:

1. approve races and/or weight pulls that are to be conducted under the name of the PSDC and all contracts pertaining thereto;

2. appoint the organizer(s) for each race-weight pull event; 3. approve the classes, the distances, application for ISDRA sanctioning and the purse

distribution for each race and/or weight pull; 4. approve the registrar, the chief judges for the race and the weight pull, the chief timer,

and the announcer for each event; 5. approve the dates on which the events are to be conducted; 6. approve any changes that may occur after initial approval is given in any of the above

categories. However, a change in trail distance or a cancellation of an event can be made during the weekend of the event or during the week prior to the event by the race officials if necessitated by weather conditions. Also, a "last minute" change in personnel can be authorized by the race officials and the President if an originally approved person must be absent from the event.

EMAILCOMMUNICATIONS: If Board members are unable to answer emails right away, directors should send a short answer - "busy now will get back to you on this.” Then follow up. Directors shall include all other Board members, and other club volunteers involved in the discussion (i.e., race organizers, newsletter editor, for example) so everyone is kept informed of situations. Directors should be respectful to other Board members and club members when writing / answering emails. ADOPTED 2005, REVISED 2014

ORGANIZEDPSDCEVENTDEFINITION (Clarified by our insurance company) An "event" shall be defined as a function organized and managed by the club. ADOPTED 2005, REVISED 2014

NONCOMPETITIVEEVENTLATEFEES The fees for seminars, meals, lodging etc., may be increased by 25% for anyone registering after the published deadline. Such late fees shall be determined and advertised in advance by the event organizer. ADOPTED 1997, REVISED 2014

DOGETIQUETTE All dogs shall be on leash at all PSDC events. Owners / drivers / handlers shall clean up after their dogs and dispose of trash properly If club members / participants are reminded of this & fail to comply, a letter may be sent from the Board of Directors asking them to not participate in PSDC events until they feel they can comply with the rules. FINANCIALPOLICY

CLUBREPORTINGANDREIMBURSEMENTPOLICIES 1. In accord with the Club's constitution, all persons involved in money making projects shall submit to the Treasurer a financial report showing how the income was generated. For example, at the time the Event Organizer turns receipts over to the Treasurer, a statement of entries by class, food, housing income and expenses etc. where applicable shall be also given. Also, the person handling merchandise sales shall keep an accurate record of inventory and when submitting money to the Treasurer, supply a statement as to the amount to be applied to inventory cost and the amount representing profit. 2. The Board of Directors shall determine the limit on the cash value of merchandise that can be held in inventory. 3. If a statement is submitted for reimbursement that will bring a line over budget, the Treasurer not make payment on the amount representing overage but notify the person submitting the statement. It will then be the persons' responsibility to seek approval from the Board of Directors for addition money in the line. ADOPTED 1982, REVISED 2014

MONIESTOTREASURERAFTERANEVENTFORPAYMENTTOORGANIZERANDREGISTRAR No official payout shall be made to the race / event organizer and Registrar until all monies and reports are received by the Treasurer. All monies should be received within seven (7) days of event. ADOPTED 2003, REVISED 2014

CHECKSRETURNEDFORNONSUFFICIENTFUNDS PSDC will charge the current bank return check fee, plus the amount of the check. A member will not be in good standing for official club purposes until any returned check is replaced and the fee is paid. ADOPTED 1997, REVISED 2014

CLUBCONTRIBUTIONTOPURSE The PSDC Board of Directors may contribute from the PSDC General Treasury the following amounts to established PSDC events - up to $125 for a one day event and up to $500 for a weekend event. ADOPTED 1997, REVISED 2014

COMPETITIONPOLICIES

CLUBCOMPETITIONRESPONSIBILITYSTATEMENT The sport of sled dog racing and weight pulling in Pennsylvania are now obtaining more sponsorship, media coverage, and spectator support. With this additional publicity for our sport, comes added responsibility. The Pennsylvania Sled Dog Club is aware of its responsibility to present sled dog racing and weight pulling to the public and the media in a positive, enlightened manner. To this end, the Pennsylvania Sled Dog Club Board of Directors will instruct all club officials at all club events, that humane treatment of sled dogs and good sportsmanship must prevail at all times . Competitors, both club members and non-members, may be subject to official warning(s) and/or disqualification for infractions of ISDRA and/or Pennsylvania Sled Dog Club rules in these areas. The decision of the Chief Judge shall be final in all cases. The Pennsylvania Sled Dog Club Board of Directors shall support the decision(s) of its club officials. In addition, according to ISDRA race procedure, entries into any ISDRA sanctioned event may be disallowed for just cause. The Pennsylvania Sled Dog Club considers disqualification at a PSDC event for abuse of dog(s) and/or bad sportsmanship to be just cause for refusing entry into subsequent PSDC events, subject to a majority vote of the Board of Directors. COMPETITIONCONTRACTS The Race Organizer shall be responsible for established the contract(s) and submitting same to the PSDC Board of Directors for approval at least sixty (60) days prior to the event. Investigation of alternate dates, alternate sites, and sled/gig options should be part of the initial race planning. Decisions regarding these issues will be part of the decision to establish the race. The following should be considered in the contract negotiations with a sponsor(s); PSDC shall retain the entry fees and the sponsor(s) should supply or generate revenues outside of entry fees to cover the cost of ISDRA sanctioning, ads for races, insurance cost and a purse. The club may relinquish the food concession to the sponsor. However, whatever is negotiated, a contract, will not be signed until a budget for the race is approved by the Board of Directors. SIGNINGEVENTCONTRACTS All event contracts shall be reviewed and approved by the PSDC Board of Directors . According to club By-laws the President is responsible for signing contracts. However, when time and distance dictates, individual race organizers may sign contracts for their races with the approval of the President. ADOPTED 1981, 2005, REVISED 2014

COMPETITIONDATES(SETTING) PSDC race dates should be made available by a seniority basis. The next deciding factor will be purse money. The third deciding factor will be the size of the entry. After all primary dates are chosen, this procedure can be used for alternate dates. ADOPTED 1990, REVISED 2014

COMPETITIONPOLICIES PSDC RACE AND WEIGHT PULL POLICY

1. ISDRA race and/or IWPA weight pull rules will be followed for all events and classes at all PSDC races and weight pulls.

2. Dog bags are required in all PSDC sled events. 3. ISDRA Rule Option – NO WHIPS ALLOWED. 4. ISDRA membership is now optional for those competing in ISDRA sanctioned racing

classes. ISDRA membership applications will be made available at all PSDC events for those who wish to join. All sportsman, junior or pee-wee classes to not require ISDRA membership.

5. Driver's meeting for all PSDC events will be held promptly on the first morning of the event at the race and/or weight pull site. The race organizer shall publicize the time of the driver’s meeting. At the approval of the PSDC Board of Directors, the driver’s meeting may be scheduled for the evening before the first day of the event.

6. Any driver who has competed in four (4) or more ISDRA sanctioned races is ineligible to receive any awards in PSDC sportsman classes. Such competitors may participate in sportsman classes for exhibition only. Times will be posted, but no placing will be shown.

7. ISDRA Drug rules SHALL be enforced. SPECIAL DRY LAND RACING RULES

1. PSDC shall enforce a cut off temperature of 60 degrees. Humidity shall also be a factor in deciding the safety of a dryland race. The Race Marshal may terminate an event at lower temperature based on conditions. All participants in any wheeled class dryland event shall wear a helmet and protective eyewear. This is the responsibility of the chute judge to enforce this policy.

2. Any driver who wishes to drop a dog shall wait by the side of the trail for assistance. The driver shall be disqualified from the event. At the discretion of the race marshal, the driver may run subsequent days of the event as “exhibition”.

PSDCRACEENTRYFEESTRUCTURE PSDC’s entry fee shall consist of the following; the minimum fee, refundable bib deposit, ISDRA surcharge for sanctioned classes, and nonmember fee. The base fee for club members for sanctioned classes is $15.00 and non-sanctioned $10. If there will be a purse, there will be an added $1 per each $100 in purse. The PSDC Board of Directors shall review the race entry fee structure and may make adjustments at the Fall Board Meeting. ADOPTED 1996

PSDCRACEREGISTRATIONPOLICY The race organizer shall establish a registration deadline, typically three (3) days before the race (e.g. Wednesday for a Saturday race). The race organizer shall publish the race registration policy and specific registration deadlines on all registration documents, in the PSDC newsletter and on the PSDC website. Registration and fees must be received by the race registrar by the stated deadline. Race registration includes the designated signed waiver, registration form and payment. Non-members must include the PSDC membership fee with their payment. The race registrar will communicate with entrants to acknowledge receipt of the registration. An entrant may cancel their registration by notifying the registrar. Registration fees are non-refundable. Should PSDC cancel the race, registration fees are refunded/checks are destroyed for all entrants. The final list of registered entrants shall be given to the race timer no later than the evening before the race. ADOPTED 2013, REVISED 2014

RACECOMPETITIVEENTRANTS All racers/competitors shall be PSDC members. This does not pertain to IWPA weight pulls or noncompetitive events (summer camp out, fall camp out, Spring Meeting) where members as well as nonmembers may participate. ADOPTED 2006, REVISED 2014

REIMBURSEMENTFORRACESITEORGANIZERS PSDC shall pay race officials at club events. Official positions and their fee structure shall be established by the Board of Directors at the annual Fall Board Meeting. ADOPTED 2011, REVISED 2014

SPONSORMERCHANDISE If sponsors provide merchandise (i.e., hats, bibs, etc.) PSDC may require drivers to wear such merchandise throughout the weekend, weather permitting. ADOPTED 1981

RACEPURSEMONEY–"NOPRESENCE–NOPRESENTS"POLICY All contestants who have won awards at PSDC events must be present at the designated awards ceremony to receive his / her awards. If the award winner cannot be present, it is the award winner's responsibility to designate a person to pick up award(s) and to notify the race organizer that a substitution is being made. Our Sponsors deserve this respect. Failure to follow these guidelines will result in the monies not being awarded will go back into the general fund and will be added to club's contribution the following year. This policy shall be published in advance and announced at drivers meeting. ADOPTED 1998, REVISED 2014

SPORTSMAN/SANCTIONEDCLASSPOLICY The following policy shall cover the Pennsylvania Sled Dog Club point award system for the Sportsman and sanctioned classes for club championships. Points will be awarded according to these guidelines in two categories, Gig races and Snow races and awards will be presented in each category at the Spring General Membership Meeting. A musher may compete in club events in any ISDRA Sanctioned class and may still compete in a Sportsman class so long as the Sportsman class that he/she competes in has more dogs than the Sanctioned class he/she competes in. He/she will be eligible to earn Club points in both the Sanctioned and Sportsman class and receive race day awards as well for the entire season.

In the event a musher moves to an ISDRA Sanctioned class in a club event with the same number of dogs, his/her previous points will move from the Sportsman class to the Sanctioned class. The musher will not be allowed to compete in that Sportsman class or one with less dogs for Club points or race day awards for the remainder of the season. In the event that a mid-season club event does not offer Sanctioned classes, mushers who have earned points in the same Sanctioned class will have those points added to their current Sanctioned class total. In these races, all mushers will be eligible for race day awards. A musher may compete in club events in an ISDRA Sanctioned class and may still run the same or less dogs in a Sportsman class "For Exhibition Only". The musher will receive no Club points nor may they receive any race day awards in that Sportsman class. ADOPTED 1994, REVISED 2014

CLUBCOMPETITIONAWARDS‐PSDCANNUALAWARDSPROGRAM

1. Only PSDC races shall be considered in the annual award program 2. All members of PSDC in good standing are eligible for the awards. 3. The top 3 PSDC contenders in each PSDC class shall receive an award. 4. The awards will be presented at the Spring General Membership Meeting. 5. The Board of Directors reserves the right at the Fall General Membership Meeting to

decide whether or not to offer the awards for the coming racing season. 6. The timer shall be responsible for seeing that the Awards Chairman receives the top 15

finishers of each event other than weight pull and the weight pull organizer shall be responsible for seeing that the Awards Chairman receives the points earned.

PSDCPOINTSFORMULAFORANNUALAWARDS Mushers shall receive one (1) point for every competitor beat, plus 1 point for every mile run in the event (Sat. and Sun. combined). In addition, one (1) point for every dollar of purse won be added to the point total. For example, a musher placing 4th out of 30 competitors in a two day race of 4 miles a days, and winning $35.00 shall be awarded sixty-nine (69) points: – 26 points for the number of competitors bested, 8 points for total mileage and 35 points for purse won. MEMORIALAWARD‐JIMGAUGERAWARD The Board of Directors voted to establish a "Jim Gauger Memorial Award" honoring past club member Jim Gauger. This award shall be presented to a person(s) who makes contributions to the club and exhibits the good sportsmanship so many of us remember in Jim Gauger. The Board of Directors has established the following criteria for the award. The club will not be bound by a time frame or a limit on the number of persons eligible for the award. There may be

years when no-one is nominated or that the Board of Directors feels no-one stood above all other club members. Other years the Board of Directors may decide to award more than one Jim Gauger Memorial Award. The award is to be presented at the PSDC Spring General Membership Meeting. Club members may submit nominations to the President at any time. Nominations will close about six weeks prior to the PSDC Spring General Membership Meeting. Nominations will be spontaneous and unsolicited by the Board of Directors. Members may submit one or more nominations, stating the reason behind the nomination. The award shall be voted on by the Board of Directors. The award will be in the form of a trophy/plaque. ADOPTED 1983 REVISED 2014

MEMORIALAWARD‐HARVEYSALTZERAWARD The Harvey Saltzer award shall be awarded annually to the person or kennel who in the opinion of the PSDC Board of Directors, best exemplifies all mushers' love and concern for their own dogs, as well as for sled dog sports and dogs in general. Nominees for this award must promote a positive image of sled dog sports within the sled dog community, to the public at large, and to the media through both their words and actions. The winner of the award shall be presented with a trophy/plaque. In addition the PSDC will donate $100 to the Humane Society of the winner's choice in memory of the work done at the East Shore Branch of the Harrisburg Humane Society done by late PSDC President Harvey Saltzer ADOPTED 1992

JUNIORAGERESTRICTIONS PSDC shall have no age restrictions in the Junior Classes with the exception of an upper limit of 16 years of age as of January 1 of the race season. Any question of driver capability shall be determined by the Chief Judge and/or Race Marshall. ADOPTED 1979, REVISED 2014

SAFETYEQUIPMENTRULES All juniors / pee wee participants shall wear mid impact helmets in ALL PSDC events.

JUNIORONE/TWODOGCLASS Any PSDC Race Organizer may offer a Junior One/Two Dog Class. Any driver entered in this class may not run in any 3 dog or higher class (recreational class included) at that race. A trail of approximately one (1) mile where conditions and terrain allow is recommended. Teams will leave in the following order: 2 dogs teams followed by one dogs teams. ADOPTED 1979, REVISED 2014

PEEWEECLASSPOLICY Any PSDC Race Organizer may offer a Pee Wee Class. The pee-wee event shall not be timed (but continue to use a count- down and start command.) Each participant should be recognized by receiving a ribbon (or equivalent award at the awards ceremony.) EDITORAPPOINTMENT The PSDC Newsletter Editor shall be appointed by the President, subject to a vote of approval by the Board of Directors. The editor shall be a paid position and the salary shall be determined by the Board of Directors. The salary shall be reviewed and approved at the annual Fall Board Meeting.

ADPOLICIESANDRATES The following disclaimer shall be published in each issue of the PSDC newsletter "No advertisement herein reflects the opinion, sponsorship or endorsement of the Pennsylvania Sled Dog Club." PSDC Newsletter ad rates shall be determined by the Board of Directors with input from the newsletter editor. The rates shall be reviewed and approved at the annual Fall Board Meeting. There may be joint billing for advertisers in both the PSDC newsletter and website. The editor shall strongly encourage all advertisers to pre-pay for their ads. Large advertisers, who do business on a nationwide basis, may be given special consideration and billed on a regular basis. Special Christmas ad rates are available for the December issues of the newsletter only. Club members or businesses may place "Christmas Greetings" ads at 50% off the regular ad rate. All "For Sale" or other business ads placed in the December issue will pay the current ad rate. The editor will accept political ads from candidates for PSDC offices and/or Board of Directors positions, as well as from candidates in ISDRA elections. Such ads must be reasonable in content. No material in such ads will be printed that could be considered slanderous, inflammatory or libelous in nature. All such political ads will be clearly labeled, "Paid Political Advertisement". Controversial Materials Policy The PSDC Newsletter will print editorials and letters to the editor as long as they are reasonable in content. No materials will be printed that could be considered slanderous, inflammatory or libelous in nature. The editor shall reserve final right to refuse or edit questionable material that could be potentially harmful to the sport of sled dog racing and to the image of the Pennsylvania Sled Dog Club. Contents Disclaimer Policy The following disclaimer shall be published in each issue of the newsletter: "Contents of the PSDC Newsletter do not necessarily reflect the opinions or views of the Officers or the Board of Directors of the Pennsylvania Sled Dog Club." Race and Weight Pull Reporting Policy Complete results of all PSDC events will be published in the club newsletter. Partial results of non-club events of interest to PSDC readers will be printed as time and space allow. In these events, the top three (3) placings in each class shall be reported, as well as the placings of all PSDC members competing in that event. All PSDC members’ names will distinguished in all results reported in the club newsletter by an asterisk (*) following their name. Candidates: Position Statements Policy The editor shall notify all candidates for PSDC offices and/or Board positions of their right to publish a position statement in the April issue of the newsletter. Such notification shall take place at least two (2) weeks prior to the published deadline for the April newsletter. All position statements received on time by the Editor will be published free of charge and unedited (so long as they are not slanderous, inflammatory, or libelous in nature). These position statements shall be printed in the following order

TRAININGSESSIONS Training sessions are open to non-members as well as members and are conducted on an informal basis with the more experienced members giving assistance to the beginners. Those interested in pleasure teams and weight pulling as well as in racing teams are invited to attend. For one-day sessions bring your lunch and plan to socialize after training. For week-end sessions contact the organizer of the session for any further information on overnight accommodations. Meeting time for all sessions is 9 a.m. unless otherwise noted. ADOPTED 1982

CONCESSIONS/SALESATCOMPETITIONSITES PUPPY SALES The club shall restrict the selling of puppies at PSDC events.
