    Purpose:

    To request the Mayoral Committee to recommend to Council the extension of the gazetted declaration of a municipal state of disaster on a month to month basis until the declaration is

    fulfilled in terms of required resources (see attached annexure A for details).

    Background:

    On the 11th of October 2019 an updated report on the status of drought in the District was tabled to the Council reflecting the decline in water levels in all water sources due to the effects

    of climate change. This has resulted to serious water shortages that are now posing a threat to the livelihoods. Furthermore, the report indicated the intent of declaring a municipal state of

    disaster to source additional funding to mitigate the situation. Upon deliberations, the Special Council meeting took a resolution to declare a municipal state of disaster for drought.

    Exposition of facts: Subsequent to the resolution taken by Council on the 11th of October 2019 a notice was

    issued to the Provincial Gazette on the 14th of October 2019 to declare a local state of disaster. On the 18" of November 2019 a drought declaration was gazetted (34 No. 4346) in

    the Provincial Notice 320 of 2019. In terms of the Disaster Management Act (57 of 2002) as amended Section 55 paragraph 5 (c) state clearly that a municipal state of disaster that has

    NAME OF GRANT / TRANSFER : SMALL TOWN REVITALISATION

    Name of transferring department Office of the Premier (OTP)

    Name of Programme/division making transfer Research, Policy Coordination, Monitoring and Evaluation/ Intergovemental Relations and Stakeholder Relations Management.

    Purpose To render strategic leadership; coordination and intervention support services to the OTP and the Provincial Administration; and render secretariat support to Cabinet.

    Measurable objective • Bid processes followed in terms of the Municipal Finance Management Act (MFMA), All Beneficiary Local Municipality (LM) SCM’s;

    • Appointment of appropriately qualified, experienced and capacitated consultants and contractors;

    • Capacitation of SMME’s and use of local labour Expanded Public Works Programme (EPWP);

    • Well managed project cycle by fully represented Project Steering Committees;

    • End product meeting the four pillars of Equity, Effectiveness, Efficiency and Economy; and

    • Skills transfer programme implemented for young professionals and SMMEs.

    Conditions • Submission of signed business plans by the municipalities to OTP;

    • Signed acceptance of conditions (MoA);

    • Signed declaration of assurance;

    • Establishment of a Provincial Steering Committee, (PSC) at each LM, chaired by OTP and represented by DPW, COGTA, beneficiary Municipality and Lead Consultants;

    • Monetary Transfers to respective municipalities will be on a monthly basis subject to work done on the ground and endorsed by the PSC;

    • Acknowledgement of receipt of transfer by the beneficiary municipality; and

    • Signed progress reports on the expenditure and the performance of the projects with evidence including pictures thereof by the Accounting Officers of the municipalities to the Chair of the PSC’s (OTP).

    Allocation criteria Allocation is made on assessed needs.

    Social Infrastructure Intervention in identified small towns.

    Monitoring Mechanisms PSC’s chaired by OTP Technical Support Unit (TSU) and COGTA.

    Past Performance • In 2017/18, an amount of R126.945 million was allocated and this was reduced to R96.945 million during the Adjustment Estimates period due to delays in the appointment of contractors. The department transferred R96.898 million at the end of the financial year.

    • In 2018/19 a budget of R207.073 million was allocated and as at end of the financial year, the department transferred R204.080 million thus reflecting an under expenditure of R2.993 million.

    • In 2019/20, an amount of R170.726 million was allocated. This amount was increased to R172.726 million during adjustment estimates process owing to rollover amount of R2 million received for Dr Beyers Naude municipality. As at end of December 2019,

    • Compliance with National Core Standards self-assessment rate for District, Provincial, Central and Tertiary Hospitals; and

    • Expenditure per patient day equivalent (PDE) for District, Provincial, Central and Tertiary Hospitals.

    Conditions Hospitals are service centres that carry out activities planned by the department in terms of the Strategic and Annual Performance Plans.

    Allocation criteria. Allocations to hospitals are based on the services rendered, number of personnel and population catchment.
