FOREWORD

The Annual Statistical Review provides comprehensive information on current economic andsocial conditions on Prince Edward Island. I am pleased to present the 2001 Annual StatisticalReview, which is the twenty-eighth edition.

The review contains the more frequently consulted socio-economic information on the Provinceand is an important reference for those researching the Prince Edward Island economy and itspeople. Statistical tables provide historical and current data at the provincial level and in somecases at sub-provincial levels. The publication also contains a descriptive narrative on theeconomic performance of the Province in 2001 and a short description of the Province, entitled“Facts about Prince Edward Island”.

Additional statistical information can be accessed through the Prince Edward Island governmentwebsite at http://www.gov.pe.ca. In addition to timely general information about Prince EdwardIsland, the site contains the Economic Progress Report, monthly updates of key economicindicators, population data, as well as an interactive map of Prince Edward Island, whichhighlights community profiles.

The Annual Statistical Review was prepared by the staff of the Economics, Statistics and FederalFiscal Relations Division in the P.E.I. Department of the Provincial Treasury. The statistics aredrawn from a variety of sources, including Statistics Canada and Provincial Governmentdepartments. ECONOMIC REVIEW 2001

OVERVIEW

In 2001 the growth of the Prince Edward Island economy slowed from the pace set a yearearlier. Preliminary estimates of constant dollar Gross Domestic Product (GDP) by StatisticsCanada indicate that the provincial economy expanded by 0.1 per cent that year compared to3 per cent in 2000. The national economy expanded by 1.5 per cent during the same period,down from 4.4 per cent in 2000. Despite this economic slowdown, the province experiencedincreased em-ployment, a buoyant construction sector, and rising personal incomes.

Statistics Canada estimates of GDP indicate that leading growth sectors in the province were:information and cultural industries (up 6.6 per cent), public administration (up 3.2 per cent),and manufacturing (up 2.5 per cent). By contrast, the agricultural sector (down 28.6 per cent)experienced some economic difficulty as a result of near-drought conditions, which reducedcrop yields, especially for potatoes.

The general rise in consumer prices in 2001, as measured by the All-Items Consumer Price Index(CPI), for Prince Edward Island was at par with the national rate of 2.6 per cent. This compareswith a 4.1 per cent increase in Island consumer prices in 2000. Following a sharp rise in 2000,energy prices started to decline in July 2001. The provincial energy index fell from 132.8 inJanuary to 111.4 in December 2001, a decline of 16.1 per cent.

Island employment grew by 2.2 per cent during 2001, the third fastest growth rate in thecountry after Newfoundland and Alberta. Total employment averaged 65,900 people and theunem-ployment rate dropped slightly from 12 per cent in 2000 to 11.9 per cent in 2001. Theseemployment gains translated into total labour income growth of 4.5 per cent during 2001.

Following several years of sharp increases, the value of manufacturing shipments expandedby only 1.5 per cent in 2001, totalling $1.2 billion. Food shipments increased by 3.3 per cent,while shipments of non-food items were down by 3.1 per cent in 2001.

The economic performance of Prince Edward Island is discussed in further detail following abrief consideration of the national economy in 2001.

THE CANADIAN ECONOMY

Diagram 1 indicates that, afterstrong growth in 2000, the na-tional economic expansionwea-kened during the first halfof 2001 and contracted in thethird quarter, marking an endto 37 consecutive quarters ofgrowth. Largely as a result ofaggres-sive action to reduceinterest rates, the economyrebounded in the fourthquarter. By the end of 2001

Canada’s economy posted real GDP growth of 1.5 per cent, significantly below the 4.4 per centreached in 2000. The expansion, measured in 1997 dollars, was led by consumer spending (up2.5 per cent) followed by government expenditures (up 2.2 per cent). Gross fixed capitalformation was up 1.4 per cent in 2001. The Government of Canada for the sixth consecutiveyear recorded a surplus of revenue over spending and debt servicing.

In response to the weakeningeconomic situation in 2001 theBank of Canada took action bylowering the Bank rate ninetimes during the year. As il-lustrated in Diagram 2, theinterest rate on 3-Months Trea-sury Bills dropped steadilyfrom 5.1 per cent in January to1.95 per cent in December,avera-ging 3.7 per cent in2001.

Measured in current dollars, totalpersonal expenditures on goods and services rose from $593 billion in 2000 to $620 billion in2001, an increase of 4.5 per cent. Current dollar spending on durable goods increased by 3.5per cent, while non-durables and services increased by 4.9 and 4.5 per cent, respectively.

As a result of lower energy costs, the average Canadian inflation rate in 2001, as measured bythe All-Items Consumer Price Index, was 2.6 per cent, slightly lower than the 2.7 per centrecorded in 2000. The core inflation rate, i.e. the All-Items Index with the effects of energy andfood prices removed, was 1.9 per cent in 2001.

In 2001 national employmentincreased from 14.9 million in2000 to 15.1 million in 2001,an increase of 1.1 per cent.Diagram 4 shows that mostjob creation occurred in theser-vice-providing sector,e s p e - c i a l l y i n t h ewholesale/retail trade andbus iness and f inancia lservices. In the goods-produ-cing sector the loss of employ-

ment in the primary sector was largely offset by an increase in construction employment.Canada’s unemployment rate rose to 7.2 per cent in 2001 from 6.8 per cent a year earlier.

GROSS DOMESTIC PRODUCT

Following a strong expansionin the 1998-2000 period, realGDP growth slowed signifi-cantly in the Island economy in2001, as illustrated in Diagram5. Statistics Canada estimatesthat the economy expanded byonly 0.1 per cent that yearcompared to 3 per cent a yearearlier. Total GDP was valuedat $3.4 billion in currentdollars in 2001.

LABOUR FORCE

After leading the nation in em-ployment growth in 2000,Prince Edward Island tookthird place in 2001 with anincrease of 2.2 per cent (seeDiagram 6). Employmentincreased from 64,500 in 2000to a level of 65,900 in 2001.During the pe-riod 1992-2001,employment grew by 23 percent, while the Islandpopulation grew by 5.8 per

cent and the labour force increased by 14 per cent. Thus, job growth outpaced both populationand labour force growth in the 1990s.

The Island economy has seen a steady decline in its unemployment rate during the last tenyears. Standing at 18.1 per cent in 1992, the annual unemployment rate averaged 11.9 per centin 2001. This is the lowest annual average rate since 1981, when it stood at 11.3 per cent.During the year the unemployment rate bottomed out at 10.2 per cent in June, but increased to12.5 per cent in December. The number of unemployed persons increased slightly from 8,800persons in 2000 to 8,900 in 2001. The workforce, as measured by the participation rate, reacheda record high of 67.6 per cent in 2001. This compares to a national rate of 66 per cent that year.

INCOME

Statistics Canada estimates that personal income for Prince Edward Island rose from $3 billionin 2000 to $3.1 billion in 2001, an increase of 3.6 per cent. The major contributors to thisgrowth were labour income, which increased by 5.6 per cent, and federal government transfersto persons, up 5.4 per cent from 2000. Other sources of personal income in 2001 includeinvestment income, up 1.4 per cent from 2000, and business income, which fell by 0.4 per cent.Net farm income dropped significantly as a result of the decline in potato receipts in 2001.

In 1999, federal transfer pay-ments to persons made uptwen-ty per cent of personalincome. Thirty-three per centof these transfers consisted ofOld Age Security payments,while Em-ployment Insurance(EI) bene-fits contributed 40per cent to total transfers inthat year. The latter increasedfrom $165 mil-lion in 2000 to$189 million in 2001, an

increase of 14.1 per cent. This might be compared to the peak of $216 million reached in 1993.As Diagram 7 shows, the distribution of these benefits has changed over the last ten years: in1992, regular benefits accounted for 80 per cent of all UI/EI payments, while fishing and otherbenefits took up 10 per cent each. Ten years later, the share of regular benefits had dropped to62 per cent, while the share of fishing benefits had risen to 15 per cent, and other payments,such as maternity/sickness benefits and training allowances, accounted for 23 per cent of totalEI benefits. The average weekly benefit payment rose from $247.59 in 1992 to $270.61 in2001.

The census count from the 2001 Census of Population recorded 135,294 (1) persons living onPrince Edward Island on May 15, 2001, an increase of 0.5 per cent from May 15, 1996. On thatday 7.6 per cent of the national count lived in Atlantic Canada, down from 8.1 per cent in 1996.Within Atlantic Canada, Prince Edward Island was the only province with positive growth.Other provinces experiencing positive population growth during this period were Quebec,Ontario, Manitoba, Alberta and British Columbia. Between 1996 and 2001, the census countsof Nova Scotia and New Brunswick fell by 0.1 per cent and 1.2 per cent, respectively, whileNewfoundland experienced a decline of 7 per cent.

Diagram 8 illustrates the change in Island population distribution by county during the last onehundred years. According to the 1901 Census, 24 per cent of the Island population lived inKings County, 34 per cent lived in Prince County, while 42 per cent called Queens Countyhome. Fifty years later, Kings County’s share had declined to 18 per cent, while Prince andQueens Counties’ shares increased to 38 and 44 per cent, respectively. In 2001, Kings Countyexperienced a further decline to 14 per cent, while Prince County’s share fell to 33 per cent.The population of Queens County increased to 53 per cent of the 2001 Census population.

Statistics Canada estimated that the Island population reached 138,514 (2) on July 1, 2001, anincrease of 449 persons or 0.3 per cent from 2000. Natural increases, i.e. total births minus totaldeaths, contributed 53 per cent to this change, while 47 per cent can be attributed tointernational and inter-provincial migration. During the last twenty-five years the Islandpopulation increased by 15.4 per cent, which compares to a national growth rate of 33.6 percent.

INDUSTRIAL PROFILES

MANUFACTURING

The manufacturing sector is a growing component of the provincial economy. Between 1992and 2001 the manufacturing component of GDP at factor cost in constant dollars outperformedall other sectors with a growth rate of 113 per cent. Total GDP at factor cost increased by 33per cent during the same period. In 2001, the manufacturing sector contributed 10 per cent to

Island GDP and made up 43per cent of the goods-producing sector.

After growing at an averagean-nual rate of 12 per centbetween 1992 and 2000, thetotal value of manufacturingshipments in 2001 rose by only1.5 per cent. This drop wasmainly the result of a reductionin the supply of potatoesresulting from excep-tionally

dry growing conditions. Total manufacturing shipments in 2001 were valued at $1.2 bil-lion.Seventy-three per cent of this value, or $882 million, was attributed to the Island food

processing industry. Diagram 9 shows that, although food processing continues to play a majorrole in manufacturing, the importance of non-food production has increased over the last tenyears.

In 2001 the manufacturing sector provided 10 per cent of all employment on Prince EdwardIsland, making it the second largest private sector employer after the trade sector. The numberof manufacturing jobs fell from 6,500 in 2000 to 6,400 in 2001, a decrease of 2.3 per cent.

EXPORTS

The value of exported goods increased from $175 million in 1992 to $683 million in 2000, anannual average increase of 19 per cent. In contrast to this rapid growth in exports, the exportvalue dropped 3.7 per cent to total $658 million in 2001. The export value of fresh potatoes,one of the Island’s main export products, dropped 56 per cent in 2001 as a result of thelingering effects of the potato wart crisis and the resulting export ban imposed by the United

States in 2000, which wasrelaxed in April 2001 andeliminated in August of thatyear.

The sale of processed food pro-ducts is a major component ofIsland exports, as can be seenin Diagram 10. In 1992 foodpro-ducts made up 92 per centof to-tal exports and werevalued at $160 million. In 2001their va-lue had risen to $485

million, but their share had fallen to 74 per cent.

Other exports in 2001 included $63 million in machinery and equipment, $20 million inindustrial goods, $13 million in forestry products, and $77 million in other Island-madeproducts.

AGRICULTURE

As Diagram 11 illustrates, po-tato receipts were the mostvariable component of farmcash receipts during the lastdecade. Whereas in 1992potato receipts made up 32 percent of total farm cash receipts,by 1999 this share had peakedat 55 per cent. In 2001, thisproportion fell to 37 per cent aspotato receipts were valued at$126 million. This decline of

18.4 per cent from a year earlier was a result of U.S. trade restrictions and reduced yields dueto near-drought conditions.

Cattle receipts reached $25 million in 2001, down by 5.1 per cent from a year ago. On avolume basis, beef slaughtering was down by 12 per cent from 2000. Hog receipts reached anall-time high of $33.5 million, up 13.6 per cent over 2000, surpassing the record set in 1996.Hog slaughtering in 2001 was up 7 per cent over last year. Total livestock receipts reached anall-time high of $123.2 million, 3.9 per cent higher than last year, while dairy receipts in-creased by 2.9 per cent to $52.5 million.

As a result of improved potato prices, increased government assistance to farmers, and higherlivestock receipts, total farm cash receipts rose from $321 million in 2000 to $336 million in2001, an increase of 4.7 per cent.

RETAIL TRADE

Provincial retail sales have steadily increased since 1992, as is illustrated in Diagram 12 (seenext page), which displays annual sales. This trend continued into 2001, when, despite theweakening economy, over $1.28 billion worth of goods were sold, an increase of 4.2 per centfrom 2000. This compares to an increase in retail sales of 6.4 per cent in 2000. Departmentstore sales were valued at $392 million, while sales of new automobiles and commercial

vehicles totalled $56 millionand $64 million, res-pectively.The wholesale/retail tradesector continues to be thelargest private sector employerin the province with 10,000people employed in 2001.Since 1992 employment in thissector has grown by more than26 per cent.

TOURISM

P r i n c e E d w a r d I s l a n dcontinues to be a premiertourist destina-tion attracting alarge number of visitors. AsDiagram 13 in-dicates, thenumber of tourists who visitedthe Island since the opening ofthe Confederation Bridge in1997 peaked in 1998 and hasslightly fallen in sub-sequentyears. During the 2001 seasonan estimated total of 1.1

million pleasure tourists and 45,600 business visitors spent a total of $328 million whilevacationing or conducting business on Prince Edward Island. This represents a slight increaseof 0.5 per cent in visitor numbers and a 9 per cent increase in visitor expenditures comparedto 2000.

In 2001, pleasure visitors accounted for about 93 per cent of all visits, with 76 per cent comingfrom Canada and 21 per cent originating in the United States. Ontario continued to provide thelargest share of pleasure visitors in 2001 at 25 per cent, followed by Nova Scotia at 22 per centand New Brunswick at 11 per cent. The number of pleasure visitors from the United States was8.9 per cent lower in 2001 than in 2000.

FISHERIES

The value of fish landings in 2001 rose 11 per cent to $161 million and was largely the resultof higher lobster prices. The value of pelagic and estuarial catches was 2.8 per cent lower thanin 2000, while the proceeds from molluscs and crustaceans other than lobster was at par withlast year’s value. The value of groundfish landings was 10 per cent lower. The 2001 lobstercatch of 19 million pounds was slightly higher than a year earlier. Total revenue from lobsterlandings rose 18 per cent in 2001 to an all-time record value of $103.9 million as a result of

strong prices.

As shown in Diagram 14, a-quaculture is playing an in-creasingly important role inthe provincial fishing industry.In 1991 its share of totalfisheries was 9.4 per cent andvalued at $6.6 million. By2001, its share had doubled to18 per cent and the value hadrisen to $30 million.

FORESTRY

Diagram 15 shows that Islandforestry production peaked in1999 when it reached 854,000cubic metres. After closing fora few months in 2000 to up-grade its facilities, the Island’slargest lumber mill temporarilyseized operating again in 2001,this time as a result of lowlum-ber prices and uncertaintyover the softwood lumberdispute with the United States.

The volume of primary forest products was down by 11.5 per cent, from 795,668 cubic metresin 2000 to 703,572 cubic metres in 2001. Wood industry shipments were valued at $52.6million, down 4.1 per cent from 2000.

CONSTRUCTION AND INVESTMENT

The construction sector on Prince Edward Island expanded in 2001 on the basis of vigorousgrowth in non-residential building. The total value of building permits increased by 120 percent over the previous year, totalling $217 million in 2001. The number of housing starts fell

from 710 in 2000 to 675 in2001.

Diagram 16 shows the risingtrend in construction onPrince Edward Island since1998. To-tal preliminaryactual invest-ment amountedto $566 mil-lion in 2001, up 3per cent from 2000. Thisincrease was principally ther e s u l t o f i n - c r e a s e d

investment in the edu-cation, health and social ser-vices, and manufacturing sec-tors.Preliminary statistics indicate a drop in capital spending in retail trade, public administra-tionand accommodations in 2001. Total private investments in 2001 were $268.2 million inconstruction and $188.8 million in machinery and equipment, while total public investmentstotalled $77 million in construction and $32.1 million in machinery and equipment.

TRANSPORTATION

Prince Edward Island has several transportation links to the mainland: the ConfederationBridge; Northumberland Ferries between Wood Islands, P.E.I. and Caribou, N.S.; the MarineAtlantic ferry service from Souris, P.E.I. to the Magdalen Islands; the Charlottetown Airport;and the ports of Charlottetown, Summerside, Souris and Georgetown. travellers to the Island is the privately-owned Confederation Bridge. According to estimatesprovided by the P.E.I. Department of Transportation and Public Works, a total of 1.5 million

v e h i c l e s c r o s s e d t h eConfederation Bridge in 2001,down 5.3 per cent from 2000.

As Diagram 17 indicates, thenumber of passengers using theCharlottetown airport has re-mained relatively stable overthe last ten years. In 2001 atotal of 176,869 travellerspassed through the airport, up 6per cent from the previous year.

The ferry service between Prince Edward Island and the Magdalen Islands, P.Q., carried 11.5per cent more passengers in 2001, while vehicle traffic was up by 12.8 per cent. The numberof passengers taking the P.E.I. to Nova Scotia ferry service was up by 1.5 per cent, while thenumber of vehicles ferried across was up by 1.7 percent from 2000.

THE PUBLIC SERVICE SECTOR

In 2001, the public service sec-tor, i.e. federal/provincial/mu-nicipal public administration,educational services, and healthand social services, made up28.5 per cent of provincial GDPat factor cost and 27 per cent oftotal Island employment. Publicsector GDP at factor cost rosefrom $788 million in 2000 to$805 million in 2001, an in-crease of 2 per cent. This com-

sector between 1992 and 2001. During this period, the number of people working in theeducation sector increased, on average, by 3.8 per cent annually, while employment in thehealth and social services sector and public administration grew at an average annual rate of 3and 2 per cent, respectively.

PROVINCIAL FINANCES

In fiscal year (FY) 2000/01, to-tal revenue received for thePro-vince of Prince EdwardIsland was $951.6 million, up5.7 per cent from 1999/00.Total ex-penditures increasedby 7.1 per cent to reach $963.2mi l l i on . Af t e r pens ionadjustment and al-lowances forreclassified loan and capitallease, the deficit for FY2000/01 was $11.6 million,

compared to $5.4 million in FY 1999/00. As of 31 March, 2001, the net debt was $1,036million, up 1.1 per cent from 2000. Diagram 19 illustrates the decline in the Net Debt-to-GDPratio since 1995.

This table reports raw Census information. Statistics Canada's adjusted total population figure for PrinceEdward Island in 1996 was 136,188.

Semi-detached includes each one of two dwellings separated by a common wall extending fromground to roof, or by a garage. Linked houses were included in this category prior to 1982, but arenow included with single-detached . COMPARISON OF SELECTED CENSUS FARM DATAPRINCE EDWARD ISLAND, 1991, 1996 AND 2001

The 1996 Census of Agriculture expanded the definition of census farm . Commercial poultryhatcheries as well as operations that only produced Christmas trees were counted for the first timeas census farms.

The data for summerfallow have been overstated in previous censuses in geographic areas wherethe practice is not common. However, a question added to the 1991 questionnaire reduced theextent of over-reporting.

The 1996 variable was changed to Tame or seeded pasture; therefore, some respondents mayhave reported differently.

For comparability with the 1991 data, All other land includes Christmas tree area.

1991, 1996 and 2001 data include the value of land and buildings on rented property.
