PROJECT VISION
To decongest and meet the future demand of Delhi, three Urban ExtensionRoads connecting various National Highways radiating out of Delhi wereincluded by Delhi Development Authority in the Master Plan - 2021, Delhi.Main goal of conceiving these Urban Extension Roads are:
1) To decongest main roads of Delhi, such as ring road and outer ring road,2) To connect various National Highways radiating out of Delhi,3) To develop integration with existing and proposed MRTs and BRTs.4) To promote equitable use of road space, especially by the publictransport system and and the NMVs.5) To provide infrastructure for congestion-free flow of traffic on theseUERs, through a judicious combination of traffic signals and GradeSeparation at various intersections, according to their expected trafficdemands in near future.
PROJECT CORRIDOR
The Urban Extension Road - II starts from NH - 1 near Bankoli village andterminates at NH - 2 near Badarpur with total length of 79.12 KM. Itcrosses Delhi-Karnal Railway line near Holambikalan village. The UER - II isunder construction at various stretches wherever land is available, and inother stretches the Land acquisition process is in progress.
PROJECT CONCEPT AND EVALUATION
The proposed RUB at Holambikalan has been developed for thecomprehensive requirement of Infrastructure for three categories of traffic,i.e. pedestrian traffic, vehicles for public transport system and vehicles forprivate users. Basic element of cross section approved for UER-II wasadopted by suitably increasing the same for junction development. Allmajor/minor junctions shown in MPD-2021 and falling within one Km oneither side of the proposed junction have been developed.
BRIEF DESCRIPTION OF ALTERNATIVES
Initially the crossing of Delhi-Karnal Railway line with UER-II wasplanned to be developed as ROB cum Flyover. However, due tovarious technical / administrative reasons and proposed FreightCorridor of Railways, the proposal was modified to be RUB.
The salient features include:
• Since Railways is planning Freight Corridor where Tracks are yetto be finalized, RUB across Delhi-Karnal railway line is theeconomical option.
• Different underpasses (Box Cell Structures) for BRT, motorizedtraffic and NMT/Pedestrians.
• Narela-Alipur road crossing has been Improved as at-grade (T-Junction as per Master Plan).
• Local Road connectivity through service road.
Project Implementation Logic
• The connectivity of UER-II from NH-1 to NH-10 is directlyinfluenced by:
a. Diverted traffic of NH-1, NH-10 & Alipur road.b. Induced traffic of Holambikalan and Holambi Khurd area.c. Generated traffic with the development of Industrial area inProject Influence Area as per MPD 2021.
• Accordingly while facilitating the traffic circulation, emphasis wouldbe given to unhindered movement of:
a. Pedestrian & Cyclistb. Slow moving vehicles and,c. UER-II & Alipur/Narela Trafficd. Local traffic of Holambikalan and Holambi Khurd (connectedto Service Road)

• Since there is no proposal of Metro in near future, MetroAlignment can only be accommodated after commonagreement between Railways and DMRC.
