Project Background
•Over 90% of enterprises in APEC is SMEs
•SMEs are now faced with new opportunities andchallenges in the globalization
•The HRD-CBN project “IPR Strategies for EmergingEnterprises” identified effective HRM is a key to protectand enhance corporate intellectual assets
•HRM for attracting, developing and retaining qualityworkforce is crucial for SMEs to be successful in globalsupply chains
Key Objectives• To identify issues confronting SMEs in attracting,
motivating, developing and retaining their people
• To identify common elements and differences of goodHRM practices among APEC members
• To develop a framework and a prototype capacitybuilding program with case studies for HRM inSMEs

• Managers of SMEs who are current and potentialplayers in the global market or partners of FDI
• HRM professionals in multinationals with SMEs intheir supply chain
• Government officials and policy-makers responsible forFDI as well as entrepreneurship development
