PROCUREMENT OFFICERS PROFILE The United Nations World Food Programme (WFP), the world’s frontline organisation fighting hunger, is currently seeking Procurement Officers to replenish its pool of qualified candidates. Job Profile Within delegated authority, the Procurement Officer will be responsible for the following duties: (These duties are generic and thus not all inclusive nor are all duties carried out by all Procurement Officers.) Plan, manage and provide technical advice on procurement activities, following rules, procedures and regulations; Issue international, regional and local tenders. Evaluate offers and make recommendations for the finalisation of purchases and the award of contracts; Analyse and evaluate commodity tender results; Review technical proposals of suppliers and carry out cost/benefit analysis; Research market intelligence on food production patterns and purchasable surpluses; Coordinate shipping and delivery arrangements of purchased commodities and equipment; Liaise with WFP-appointed inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries; Develop and prepare technical and legal contracts; Manage and coordinate negotiations with all interested parties including contract disputes and claims; Prepare reports on procurement activity; Support procurement officers in other offices; Supervise procurement staff, as required; Perform other related duties as required; Language Working knowledge (proficiency/Level C ) of Arabic,Chinese, English, French,Russian or Spanish and Limited knowledge (intermediate/Level B) of another official WFP language, Arabic,Chinese, English, French, Russian, Spanish or Portuguese. Limited knowledge (intermediate/Level B) of English is required under all circumstances

Experience P2: At least 3 years post graduate, progressively responsible, job related experience in procurement operations or other areas. P3: At least 5 years post graduate, progressively responsible experience in coordination procurement activity in large, stand alone operations. P4: At least 7 years (3 of which international), post graduate, progressively responsible experience in multi-country environment, procurement operations P5: At least 10 years (4 of which international), post graduate, progressively responsible experience in multi-country environment, procurement operations

Other Skills Advanced knowledge of WFP specified software; Level C in a

second official WFP language; knowledge of food procurement in developing countries

Education Advanced University Degree or university degree with

experience and advanced courses/training in one or more of the following disciplines: commerce, business administration, accounting or related field

Qualified female candidates and candidates from economically developing countries are particularly encouraged to apply.
