Supervising-cum-Presiding Officer and people from the nearby Villages who came to

attend the public hearing for the expansion of existing Grain / Molasses based Distillery

from 45 KLPD to 205 KLPD capacity & Co-generation Power Plant from 0.8 MW to 8.3

MW in existing Plant premises at Village Khasa, District Amritsar (Punjab). He apprised

the public about the requirement of conducting the public hearing before grant of

environmental clearance under EIA Notification no.1533 (E) dtd. 14.9.2006 of the

Ministry of Environment and Forests, Govt. of India, New Delhi. He also brought into

notice of public that the Khasa Distillery Company had submitted copies of draft rapid

EIA report along with the Executive Summary of the same. He further brought out that

a notice of public hearing was published in two prominent newspapers ‘Hindustan

Times’ & ‘Punjabi Tribune’ on 26.04.2017 to make the public aware of the date, time &

venue of the public hearing and about the places/ offices where the public could access

the draft EIA report and its Executive Summary report before the said hearing. He

informed that the Industry was established in the year 1947 at Village Khasa. He

informed that today's Public hearing is being conducted for the expansion of existing

Grain / Molasses based Distillery from 45 KLPD to 205 KLPD capacity & Co-generation

Power Plant from 0.8 MW to 8.3 MW in existing Plant premises at Village Khasa, District

Amritsar (Punjab) as per application submitted by the Project Proponent i.e. M/s Khasa

Distillery Company.

He further intimated that Punjab Pollution Control Board has done

arrangements for wide publicity in the print media to ensure maximum participation of

the public like conducted Muniadi in nearby areas/villages, show casing of the flex

Board’s and also distributed Pamphlets etc. He informed that a sum of Rs. 34.75 Crores

have been earmarked by the Industry as a cost for the Environment Protection

Measures. Also, one third of the total factory area has already been covered under

Green Belt & plantation. The proposed Distillery expansion with power generation is

based on zero liquid discharge (ZLD) based technology and electro-static precipitator

(ESP) shall be installed with the proposed 50 TPH Boiler to control air emissions. He also

informed that CCTV cameras on effluent treatment plant and stack of the boiler will be

provided with web connectivity so that the Industry can be monitored anywhere

globally. Also online continuous monitoring systems shall be provided on air emissions

and effluent discharge so that quality of parameters being released into the

environment be monitored continuously. He further invited the representatives of M/s

J.M. Enviro Tech Pvt. Ltd., Gurgaon (EIA Consultant) to give a detail presentation on

Draft EIA report and Environmental Management Plan.

Sh. Vinay, consultant/representative of M/s J.M. Enviro Tech Pvt. Ltd. gave

a presentation to the public on the project and technical aspects that being a Category

'A' project the EAC / SEAC has determined detailed and comprehensive TOR (Terms of

Reference) addressing all relevant environmental concerns for the preparation by an

EIA report in respect of expansion of existing Grain / Molasses based Distillery from 45

KLPD to 205 KLPD capacity & Co-generation Power Plant from 0.8 MW to 8.3 MW in

existing Plant premises for which prior environmental clearance is sought of Ministry of

Environment, Forests and Climate Change, New Delhi. The brief details presented are as

follows:

Khasa Distillery Company was established in the year 1947 at Village Khasa, to produce Rectified spirit, Extra Neutral Alcohol, DNS, Ethanol, Industrial Alcohol, Country Liquor, IMFL, Absolute Alcohol by using grains & molasses as raw material.

Company has a licensed capacity to produce 45 KLPD of the final product. Company is now proposing expansion in capacity of existing Grain/ Molasses

based distillery from 45 KLD to 205 KLD (Rectified spirit, Extra Neutral Alcohol, DNS, Ethanol, Industrial Alcohol, Country Liquor, IMFL, Absolute Alcohol) using grain/ molasses as raw material along with Co- Generation Power Plant (0.8 to 8.3 MW) in the existing plant premises. Sh. Vinay also described about the different aspects in regard to the expansion of the industry which are as under:

AIR POLLUTION CONTROL Electrostatic Precipitator will be installed in the proposed boiler along with adequate

stack height. CO2 generated during the fermentation process will be collected by utilizing CO2

scrubbers and sold to authorized vendor. All the roads will be asphalted to control the fugitive dust emissions. 35 % of greenbelt and plantation has already been developed in and around the

plant boundary which act as dust suppressor. It will be further maintained & enhanced.

Regular monitoring will be done to ensure that ambient air quality standards are being met all the time.

Online stack monitoring system will be installed.

NOISE MANAGEMENT

Personal Protective Equipment like earplugs and earmuffs will be provided to the workers exposed to high noise level.

D.G sets will be provided with acoustic to control the noise level within the prescribed limit.

Proper maintenance, oiling and greasing of machines at regular intervals will be done to reduce generation of noise.

Greenbelt of appropriate width inside the plant premises and at the plant boundary has been developed.

Regular monitoring of noise level will be carried out and corrective measures in concerned machinery will be adapted accordingly to the possible extent.

The project will be based on “Zero Effluent Discharge”.

Molasses Based Operation: Process Waste: The spent wash from molasses will be sent to MEE for concentration and the concentrated spent wash will be mixed with fuel and will be burnt in the incinerator boiler. Process condensate from Multi-effect evaporation system will be treated and recycled. Grain Based Operation: Grain Slops (Spent Wash) will be taken through Centrifuge Decanters for separation of Suspended Solids separated as Wet Cake. Thin Slops from the Decanter Centrifuge are taken to Thin Slops Evaporation Plant for concentration of remaining solids to form a Syrup. This Syrup is also mixed into the Wet Cake coming out of Centrifuge and forms part of Cattle Feed which is high in protein (DWGS). DWGS Drier – Wet cake / DWGS will be passed through drier for drying into cake. Solid dry cakes (DDGS) will be obtained finally. The Process condensate will be cooled and neutralized followed by filtration. This process condensate will be recycled into process use.

SOLID & HAZARDOUS WASTE MANAGEMENT

SOLID WASTE MANAGEMENT Grain Based Operation - Solid waste from the Grain based operations generally comprises of fibres and proteins in the form of DDGS, which are being / will be ideally used as cattle feed. Molasses Based Operation - Spent wash generated during molasses operation, will be concentrated in multi-effect evaporator and then used as fuel in boiler. Ash from the boiler will be supplied to brick manufacturers / used for soil amendments. HAZARDOUS WASTE MANAGEMENT Used oil generated from plant machinery as hazardous waste will be sold out to the CPCB authorized recyclers.

ODOUR MANAGEMENT Adequate greenbelt all around the periphery of the plant. Efficient CO2 scrubbing to avoid carryover of alcohol vapours & other fumes. DWGS dryer will be installed for complete drying of solids. Better housekeeping will maintain good hygiene condition by regular steaming of all fermentation equipment. Longer storages of any product/by-products will be avoided & use of efficient biocides to control bacterial contamination. Regular use of bleaching powder/formalin in the drains to avoid generation of putrefying micro-organisms.

GREENBELT DEVELOPMENT & PLANTATION

Out of the total plant area of 12.02 ha, 4.21 ha i.e. more than 33% of total land has already been developed as greenbelt/ plantation and it will be maintained in future also. Greenbelt development along the plant boundary attenuates noise level arrest dust and improves the environment in surrounding. Native plant species has been planted in consultation with local DFO. Greenbelt has been developed as per Central Pollution Control Board (CPCB) guidelines.

OCCUPATIONAL HEALTH & SAFETY MEASURES Occupational health surveillance program will be taken as a regular exercise for all the employees and their records maintained. Proper storage and handling precautions will be taken. The storage area is will be kept cool, dry and well ventilated and away from the source of heat, flame or oxidizers. Use of Personal Protective Equipments (PPEs) will be encouraged. Proper training program on use of PPEs, characteristics of the material handled and safety precautions will be arranged. Fire safety measures will be incorporated within the factory premises. All the fire extinguishing media such as water, dry chemicals, CO2 , sand, dolomite, foam, etc will be kept in vital locations. Mock drill will be arranged for the worker to test the effectiveness of the training program time to time and the way to react in case of emergency, Safety precautions will be displayed in the premises on the banners, boards, etc.

ESC ACTIVITIES

2.5% of the total project cost i.e. Rs. 3 Crores has been earmarked towards the Enterprise Social Commitment (ESC).

Thereafter, Environmental Engineer, Punjab Pollution Control Board

informed the public present that as per the provision of EIA notification dated

14.9.2006 as amended from time to time, the persons present at the venue may seek

information or clarifications on various issues related to proposed expansion of the

Distillery from the project proponent/consultant. He also informed the public that the

information or clarifications sought by them and reply given by the project proponent /

consultant will be video graphed and will also be incorporated in the proceedings of the

hearing, which will be sent to the Ministry of Environment, Forests & Climate Change,

for further consideration. Accordingly, he requested the persons present in the hearing

to seek information or clarifications on the project one by one without any fear,

pressure or favour.

Thereupon, the detail of the information/ clarifications raised by the

persons present at the venue of hearing and the reply given by the consultant of the

industry / project proponent is as under:

He welcomed the officials and the people gathered for the Public Hearing. He expressed his happiness on the move being made by Khasa Distillery Management for the upgradation of Distillery Plant from 45 KLPD to 205 KLPD. He further informed that the status regarding air pollution control proposed by the Industry has been briefed by the Sh. Jaswant Singh, E.E. PPCB along with less generation of effluent from the Industry. He expressed his gratitude to the Industry that has

provided employment in the area and because of which around 24000 people are being supported directly or indirectly. He requested that the effluent from the bottle washing section be fed to a borewell. He is happy that the EIA notification issued by Ministry is being implemented by conducting this Public Hearing.

She requested that there should not be any kind of pollution in the area and employment should be provided.

Sh. HS Sandhu requested that vocational training be provided in the ITIs and employment will be provided to the skilled workers in the Industry.

7. Sh. Kamaljit Singh Village Bhakna, Tehsil Amritsar 2 & Distt. Amritsar

He informed that the Industry will not be allowed to run if employment is not given to local people.

Sh. HS Sandhu informed that the Industry employs 70 % of the workers from local area and same practice will be adopted in future.

Again, the Environmental Engineer, Punjab Pollution Control Board

requested the public if anyone else want to ask any question about the proposed

project, but no one desired to put any question further.

Sh. Ravinder Singh, A.D.C. (D) ASR then welcomed the gathered public,

management of the industry and officials of PPCB to conduct public a hearing regarding

the expansion from 45 KLPD to 205 KLPD capacity & Co-generation Power Plant from

0.8 MW to 8.3 MW in existing Plant premises. He also presented his views about the

rules and regulations for conducting of public hearing for obtaining environmental

clearance under EIA Notification dated 14/9/2006 and new technologies being adopted

by the industry to control water as well as air pollution, installation of CCTV cameras,

thus no scope for violations. Concluding the public hearing he requested the public to

raise their hands as a vote for acceptance of the expansion proposal and

recommendation for environmental clearance. All the people (100 % of the public)

present in this public hearing gave their vote for the approval of proposed expansion &

environmental clearance by raising both their hands.

The public hearing ended with vote of thanks to Presiding Officer-cum-

Supervisor and the public present in the hearing by Sh. H.S. Sandhu (Vice President)

the Public Hearing dated 26/5/2017 are enclosed which may please be considered as a
