    INTRODUCTORYThe Grand Commandery, by resolution adopted at ISixty-third Annual Conclave in Kokomo, fixed Eva.

    ville as the place for the Sixty-fourth Annual ConcLto be held May 8th and 9th, 1918. Th< ofEvansville made elaborate preparation notwithstandingthe fact that they were handicapped more or less bythe extraordinary conditions of the country because ofthe war, eliminating many features for the entertain-ment of the Knights that they had anticipated whentheir invitation to the Grand Commandery to meet atEvansville was accepted. With all the drawbacks,however, the Sixty-fourth Annual Conclave was agreat success from every viewpoint.The General Committee and Local Committees of

    LaValette Commandery are entitled to the thanks andpraise of all Knights in attendance for the splendid ar-rangements made for the comfort and consideration ofthe Grand Commandery. Everything was done by thesplendid Commandery of Evansville to insure a success-ful conclave and such entertainment for the ladies aswas in accord with the times.

    The arrangement for a patriotic demonstrationat the Coliseum evidenced a spirit of love of countrynot only by the Knights but by the public of Evansville,At this demonstration, Senator Watson was to havebeen the principal speaker but on account of missinghis train connections, was unable to be present. Hiaplace was taken by Dr. William F. Kuhti. Past GrandCommander of Missouri, who delivered a most eloquentaddress and while all regretted the absence of SenatorWatson, the place was so ably filled by Dr. Kuhn, thateveryone was delighted with his presentation of the war

    problems. Dr. Kuhn was followed by ex-congressmanChaney who also delivered a very pleasing and forcefuladdress. The music by the specially arranged choir ofmany voices added very largely to this patriotic demon-stration.We are pleased to give the names of the committees

    who worked so faithfully to make a success and tomaintain the reputation of the city of Evansville toentertain those within her gates.

    AMENDMENT TO SECTION 450 OF TEMPLAR LAW.Sec. 450. The time for inspection of the Command-

    eries subordinate to the Grand Commandery shall befrom October 1st to March 1st, unless by request of anyCommander)- the Grand Commander may for sufficientreasons shown defer the time of the inspection of suchCommandery to a later date.Adopted at the Sixtieth Annual Conclave of the Grand

    Commandery May 14, 19 1 4-AMENDMENT TO SECTION 452 OF THE BOOK OF TEMPLARLAW.

    Sec. 452. Each Grand Officer and each Past GrandCommander who shall be present in attendance at andrepresenting this Grand Commandery in the Grand En-campment of the United States, shall be entitled to receivefrom the funds in the hands of the Grand Treasurer ofthis Grand Commandery five dollars for each day spentin attending the conclaves of the Grand Encampment,also the further sum of three cents per mile for every milenecessarily traveled by the most direct route in going toand returning from such conclaves.

    Sec. 455. The Order of the Temple shall not be con-ferred upon any Knight of the Red Cross until he be-comes the owner of a suitable Templar uniform, as pro-vided by the laws of this Grand Commandery, and it isdeclared and shall be held to be unmasonic conduct forany Knight Templar to sell or otherwise dispose of hisuniform, to leave himself without a uniform as providedby Templar law.

    AMENDMENT TO SECTION US OF TEMPLAR LAW.Sec. 448. Commanderies of this Grand Jurisdiction

    shall be inspected biennially by some eminently qualifiedKnight, or Knights appointed by the Grand Commander,by and with the consent of the Committee on Templarjurisprudence. His or their duties shall be to inspect,correct errors, and give such instruction and informationimmediately after inspection as the Inspector may deemnecessary and in accordance with the interpretations ofthe Ritual and Tactics as laid down by the Grand Com-mander and said Committee. He or they shall make areport at the first Annual Conclave after inspection, givingthe Commanderies a comparative standing. For com-pensation he shall receive his actual expenses and five dol-lars for each inspection, the same to be paid by the GrandCommandery on a warrant drawn by the Grand Recorderand approved by the Grand Commander. It shall be thedutv of each Commander to assemble his Commanderyfor inspection at such time as may be designated by theInspector-General, or Inspectors-General.

    RESOLUTIONRELATIVE TO PRELATE'S COSTUME.Resolved, That inasmuch as Grand Encampment at its

    Los Angeles Triennial made the Prelate's Asylum cos-tume a matter of legislation by" each Grand Commandery,and inasmuch as the several Comanderies of this GrandJurisdiction have been required to conform to the whitecostume prescribed by the Grand Encampment Edict of1862, the following be adopted as the regulation Prelate'scostume for Asylum use in all Commanderies subordinateto the Grand Commandery of Indiana, vizA white muslin underrobe, full length ; a full whitemerino cloak lined with white, extending down to within

    twelve inches of the feet, with a collar four inches wideof the same material, fastened around the neck withwhite cord and tassels, with red velvet Templar cross eightinches square edged with gilt on left breast; a blue silkstole edged with gilt and with three Templar crosses ofred velvet on its front ; and for the head a white mitre(or white silk biretta) with red velvet Templar crosson the front ; and as an insignia of office a Crozier.

    To the Grand Commandery of Knights Templar of theState of Indiana:My fifth review of the Templar world is herewith

    offered for your charitable consideration. If it doesnot measure up to former work, let the distractingevents that stress the minds and activities of meneverywhere these parlous days serve as an excuse.Every address, response, record and review is obsessedwith the Great War, and all about us it is the same,and to think other thoughts entails an almost impossi-ble and at best an incomplete readjustment of one'sperspective. My own life is filled with it; my son isa participant in it ; and my prayers, like those of everyother true American, hourly arise for its speedy andvictorious conclusion, a conclusion that must, and willbe, the establishment in peaceful security of worlddemocracy, human rights and the brotherhood of man,all of which can come only through the triumph of theallied armies and the crushing of cruelly imperialistic,falsely militant Prussia.     2,367; gain, 335; cash, $1,223.34.Much entertainment punctuated the proceedings ofGrand Commandery, and the generous hospitality,splendid reception and open-hearted hospitality of thecitizens demanded and received two pages of eloquentpraise.

    Alabama.

    The address of Grand Commander (William WalterRansom) completely covers the incidents of a busyreign, including- inspections. He proclaims his adminis-tration as the banner year for Templary in Alabama.Two decisions were approved, one that the fees for theOrders can not be waived in favor of a Minister andone that a Commander can not vacate until his suc-cessor has been installed.

    He constituted two Commanderies, one being givennumber thirty and the other number seven. We can-not understand why vacated numbers are given to newCommanderies, the general and proper custom beingfor numbers to indicate persistence and consequentrank. A new Commandery was instituted, to whichGrand Commandery granted a charter.

    He granted two special dispensations to ballot outof statutory time, which the learned ( ?) committeeon address approved. In making comment on thesedispensations, the Grand Commander realizes "thatsuch actions have been done by Grand Commanders ofthis and other jurisdictions without making note ofthem in their report, but after my visit to the Tri-ennial, finding it illegal and that it would merit severecriticism of Grand Master, I have been obliged to re-fuse several other requests." Continuing, he says:"I feel that there should be some amendment to thatruling and suggest that a committee take it up at thenext Triennial, that dispensations be left to the discre-tion of the Grand Commander." And the consideratecommittee on address approved this also.

    The above reveals another of those fellows whosquirm under abridgement of personal desires. I amunalterably opposed to his proposition to have GrandEncampment suffer Grand Commanders to lay down

    class for the hot sands. Yesterday this group ofpseudo Masons had no thought or care for the sublimetenets of the Templar bodytoday it has suddenlyoccurred to them that it would be advantageous anddesirable to join. Why? Generally the Hot Sandsinvited them and a pilgrimage to Mecca had its allure-ments ; if not that, some other equally impelling motive,but always the element of personal gain, self gratifica-tion. I am opposed to it. Let all who come comedecently and in order. We do not need this unseemlyrush. It cheapens the Order, lessens its dignity, sacri-fices its prestige. The law as it stands is safe andsane. Let be.

    Participation in Christmas Observance was quitegeneral and $325.84 was contributed, most of it goingto the Masonic Home at Birmingham.

    He incorporates in his address the record of inspec-tions, some made in person, and speaks of an increasedinterest, enthusiasm and zeal throughout AlabamaTemplary.

    He recommended that Grand Commandery make itobligatory that the Stars and Stripes be displayed inthe asylum and on all public appearances of subor-dinate Commanderies, and same was approved.

    His recommendations that wine be used at libationsand that expenses of first four Grand Officers be paidto attend Triennial were not approved.

    On his recommendation, $250 was voted the Wash-ington Masonic Memorial.The customary jewel was presented the retiringGrand Commander.The Report on Correspondence again issues from

    the reportorial den of Frater Nathaniel L. Mewhinney.

    tided Tombstone Commandery No. 6, under charter.What a pleasant name ; we hope it is not a reminder ofan untimely death.

    His decision that it is not essential to have the Bibledisplayed other than during the obligation was notpassed upon by Grand Commandery.

    He reports Bisbee Commandery serving the Ban-quet during the Red Cross ceremony and that samewas followed by the "Immortal" Discussion. In theElysian Fields, then, we may expect to continue for-ever the debate on the merits of wine, woman, kingsand truth!

    The Necrological Report comprises eighteen lines,and, so far as this writer is able to judge, adequatelyand fully covers the whole field, and is more to be com-mended than many of the quasi disquisitions on life,death and immortality, of things present and thingsto come, and like ambitious effusions.

    The Correspondence Report is again thrust asidefor the old reason, said to be a lack of funds. We notethey have over $2,000 in their exchequer, and that theypay an organist $25. Utah has half as many Com-manderies and pays a Correspondent $100. The quietteaching of a good Correspondent would graduallyeliminate the use of erroneous phrases and impropermethods and otherwise improve the record, becausethere would be at least one student of the law andgospel. He might be able to accomplish other im-portant results. Fraters of Arizona, it is worth atrial.

    The Grand Representatives were formally receivedand the retiring Grand Commander presented with ajewel. Here the record ends.

    The hospitalities of the occasion were extensive andcordial and contributed to the comfort and pleasureof the visitors. Among several distinguished guestswe find R. E. Sir Bert S. Lee, of Missouri, as personalrepresentative of Grand Master. Five Past GrandCommanders graced the Conclave. Indiana was notrepresented.

    Grand Commander (John H., Fulson) has an ad-dress of thirty-three pages, if you count a multiplicityof orders, circulars and letters as tending to constitutean address. He mentions the death of Past GrandCommanders Samuel P. Collings and Robert E. Doug-las, apostrophizes the Great War, declares himself op-posed to solicitation, but advises "Sir Knights" to be-come interested in their several Chapters "for its bene-ficial effect on the growth of Commanderies" (don'tsolicit, you know; just get 'em), and interjects a lot ofcorrespondence relative to the question of burial of aKnight, which Grand Master finally decides for him byinterpreting section 156 to mean that a Commanderymay parade without dispensation in order to bury amember of another Commandery.

    He instituted Rogers Commandery, which GrandCommandery chartered.

    He visited all the Commanderies of his bailiwickand deducts therefrom that "more workers, more men

    sents a very able, clear and interesting address. Know-ing him personally, it is no surprise. Assuming thereins of government, he realized the "tremendous re-sponsibility" that lay before him. Two Past GrandCommanders crossed the Great Divide, William AbramDavies and Samuel Hopkins Wagener. The former wasGrand Recorder Emeritus, Past Grand Commander,Past Grand Master Grand Council, Past PresidentOrder High Priesthood, 33d degree, and otherwise fullof glory and honor ; he was approaching his 90th mile-stone.

    He constituted by proxy Imperial Valley Com-mandery; issued many special dispensations whichpassed muster ; promulgated his Christmas circular andreports the services well attended and most of the Com-manderies contributing for charitable purposes; out-lined his decisions, five in number, and same beingalong usual channels were approved ; reported partici-pation of Grand Commandery in laying the corner-stone of Masonic Home for Children at Covina andurged Templar Masons to never lose sight of the greatgood being accomplished by such institutions ; con-stituted, as deputy for Grand Master, WinnemuccaCommandery, Winnemucca, Nevada ; commented on theresults of inspections by Department Commanders anddeclared himself as "a strong advocate of a paid In-spector-General, who will devote his entire time tovisiting and instructing," but feels they are not finan-cially able to adopt that plan at present; and finallyhis recommendation that Recorders be required to re-port to Grand Reco'rder in their annual returns thatthe members on their rolls are in good standing inChapter and Lodge was by resolution adopted.

    Templars in the service of Army or Navy are tohave their dues remitted.

    Each of the three Orders are to be conferred ineach Commandery at least twice each year by its offi-cers on actual candidates or for practice.

    The first four officers of Grand Commandery andall Past Grand Commanders in attendance at TriennialConclaves are to be allowed ten cents per mile one wayas necessary expenses.

    The surplus of $11,002.56 from the Triennial Fundwas turned over to the Endowment Fund for theMasonic Homes of California.

    Final payment of $2,500 due on Masonic TempleAssociation stock was authorized.

    Each living Past Grand Commander is to receive aPast Grand Commander's jewel of the style adopted in1916.

    E. Sir Thomas Abraham Davies, Grand Recorder,submits his Report on Correspondence ; 76 pages of re-view, quotation and occasional comment. UnderFlorida, he believes "official visits made merely for thesake of reporting the same are worse than useless;that the purpose of an official visit is to be helpful andnot primarily to criticise." Under Georgia, he takesissue with its Grand Commander and shows that duesand assessments are of equal collectibility by the Com-mandery and before a demit can issue the ledger mustbe clear of both.

    On the morning of the second day M. E. KnightWill H. Whyte, Grand Chancellor for twenty-one years,was indisposed and his office was filled pro tern. Sixdays later he passed into glory, a victim of pneumonia,and Sovereign Great Priory and the entire Masonicworld mourn one of the best men and Masons thatever lived. He had received many Masonic honors,deserved them all, being an authority on Masonic His-tory, a judicious commentator, wise counsellor, andwithal a courteous and companionable man. It was myprivilege to have known him quite intimately, and hisdeparture brings sorrow and regret. How are themighty fallen

    Recorder persists in cutting Grand Prelate out of hisconstitutional rank: see G. E. Statutes. Present, four-teen Past Grand Commanders; R. E. Sir Edward W.Wellington, of Kansas, personal representative ofGrand Master; their own R. E. Sir George W. Vallery,Grand Junior Warden of Grand Encampment; and abunch of grand representatives, among them beingIndiana's legate, R. E. Sir Irving Wallace Stanton,senior Past Grand Commander.

    Grand Commander (John E. Rinker) submitted anaddress, scholarly and fervent for the most part of itstwenty-three pages; but there were three pages ofmoralizations scarcely germane to the work of thehour, five pages of Nomenclature, Christmas circularsand letters to mar its efficiency. The death of R. E.Sir Frank Powell Tanner is chronicled. He reportsChristmas observed by sixteen Commanderies, Easterby thirteen and Ascension Day by five. His specialdispensations were in accordance with Templar lawand were approved.

    He refused dispensation to appear in public in uni-form to participate in patriotic parade and was upheld,but the unusual events of the hour have largely re-versed this position and such participation now hasthe sanction of most Grand Commanderies and ofGrand Master.

    He instituted two new Commanderies and GrandCommandery granted them charters ; made nineteenvisitations; rendered three decisions that passed mus-ter ; recommended Commanderies to give annual socialentertainment for members and ladies, to promote theinterest of Templarism, which met with endorsementrecommended increase of Grand Recorder's salary andwhereas it was $600 it is now $1,000 ; traveled 5,000

    praise for the good fellowship and good condition exist-ing throughout his Templar domain.Past Grand Commander William David Todd makes

    a preliminary report as Chairman of the Correspon-dence Committee, and in it we find these strange re-marks: "The Grand Encampment told us that PastGrand Commanders must not have a Patriarchal Cross,but we have them, and they are too handsome to be con-signed to the junk pile." Just what do you mean,Frater Todd? lean construe, but I do not wish to betoo literal.

    The retiring Grand Commander was presented witha "Past Grand Commander's jewel"same design asheretofore ?

    $5,000 was invested in Liberty Bonds.The Report on Correspondence comes from the

    reportorial sanctum of Past Grand Commander Wil-liam D. Todd. In 118 pages he presents one of the mostreadable and vivacious reviews that comes to my table

    not a dull page anywhere. He is desirous of knowingjust what the law on Life Membership is, and othershave the same longing. He says, under Alabama, thatwe are to be enlightened regarding Past Grand Com-mander jewels, "though we thought that settled atLos Angeles, to the apparent satisfaction of most everyone." Does not believe in perfunctory inspections orvisits. Declares that "a non-Templar choir, that canneither see nor hear what is going on in. the asylumis not seriously objectionable."

    Grand Commander (Albert W. Mattoon) submittedan address covering the events of his stewardship. Itwas the repository of letters, notices and inspectionreports, matters that properly belong in an addenda.He notes the death of Past Grand Commanders Wil-liam E. Risley and George M. Long. His special dis-pensations passed muster, with the observation that"it is not necessary for the degree team of one Com-mandery to confer the Order of Malta in the prioryof any other regular Commandery."     tion of the office of military advisor was approved.Another recommendation properly approved was forthe elimination of extraneous pictures which serveonly to mar an otherwise beautiful ceremony.

    And then the Inspection reports, where five Com-manderies get perfect scores under the seven heads ofthe score card ! Why can we not all live in Connecticutand attain unto perfection ? Another Commandery lostone point, as thus explained : "The one point lost onasylum drill was due to slight imperfections in swordmanual, and evolutions of some of the officers and theescort, partially attributable, as to the escort, tovacancy occurring by absence, necessitating substituteswith insufficient rehearsal." This illuminating para-graph indicates that you have to "go some" to lose apoint from the total score. The system of inspectionseems to be close enough and doubtless reaches the endsought, but the competitive score lacks much of beingmilitary and accurate. It leaves the uninitiated with-out means of forming a comparative rating betweenthe contestants.

    He reports an active interest in the annual Christ-mas Observance, makes a number of visitations, ex-changes courtesies, and writes his conclusion in praiseof the Grand Recorder and Grand Correspondent.

    An appropriation of $250 was made for main-tenance and equipment of the dining-room of theMasonic Home at Wallingford.

    Past Grand Commander Samuel J. Bryant writeshis tenth Report on Correspondence. Indiana is miss-ing. He says : "These omissions have enabled us totarry longer with those jurisdictions that appreciatethe value of correspondence, and are prompt in cleri-cal work."     Grand Commander (Lent. Towers, Jr.) submits acomprehensive review of his stewardship. Its effi-ciency is marred by the incorporation of a Christmascircular, a lengthy General Order, and other documents.Past Grand Commander Henry Kedglie Simpson passedaway April 7, 1917. One minor decision and twospecial dispensations were approved. He attributestheir net loss to the unsettled condition of the countryin general and of his jurisdiction in particular. As-cension Day services were reported as exceeding innumbers present any previous occasion. In view of thefinancial condition of Grand Commandery Field Dayexercises were dispensed with and separate Com-mandery inspections were substituted. What withthe official Grand Visitations of Grand Commander,the calls of the Inspector-General and those of the In-structor-General of the Work, and their own work,the time of the Cbmmanderies should have been occu-pied.

    The American University project was indefinitelypostponed, because Grand Encampment had no au-thority to recommend its furtherance by the severalGrand Commanderies.

    It was considered inadvisable to establish a jointassembly for the observance of Christmas or open-airservices on Ascension Day, leaving the individual Com-manderies to do as seemed best to each, as heretofore.Likewise, the establishment of a Mounted Battalionwas postponed, the times being unpropitious.

    Grand Commandery opened in ample form, forwhich there is no law.

    The address of Grand Commander (Frank B. Stone-man), with its letters and telegrams, covers twentypages and presents a good account of the year's activi-ties. From it we learn that unvarying prosperity wastheir lot during his reign, and that he was disappointedthat our own Frater Newby could not remain withthem Conclave.

    Although the Jurisprudence Committee last yearfound that a certain applicant for the degrees in one oftheir Commanderies was a resident and voter in TerreHaute, Indiana, and that Terre Haute Commanderywas justified in refusing to confer the Orders as an actof courtesy, he finds the applicant (on the Com-mandery's showing) entitled to receive the degrees and"that the action of Terre Haute Commandery does notaffect your rights." The query naturally arises howhe reached such a strained decision upon one-sidedtestimony, yet the accommodating Jurisconsults upheldhis conclusion that the Florida Commandery had juris-diction.

    The proposed amendment to their Statutes disfran-chising Past Commanders was, upon a letter of warn-ing from Grand Master that such action would be il-legal and contrary to the Statutes of Grand Encamp-ment, not adopted. They still maintain that a PastCommander of another jurisdiction affiliating with aFlorida Commandery must change his uniform (butnot the insignia of rank) to conform with the Floridauniform regulations.

    He granted three requests for special dispensations,two proper, while one "to appear in uniform at a publicservice at the church on Easter" was unnecessary, be-cause a religious service. Section 156, G. E. Statutes,reads : "Commanderies shall not appear in public with-out a dispensation, except upon funeral occasions, orto attend Religious Services," yet Grand Commanderadds that he "is of the opinion that a Commandery inthis State has the right to act as escort on lawfulMasonic occasions and at church services on EasterDay, Ascension Day, and Christmas Day, without adispensation." These matters were not passed upon

    Florida Georgia. 23Commander might have been shown the error of hisways. But down in Florida it is "hop, skip and jump,"with not even a Correspondent to interpose a sugges-tion now and then ; with a policy of "laissez faire," asit were, they don't need 'em.

    He constituted by proxy Sunshine Commandery,and instituted a new Commandery at Lakeland, towhich Grand Commandery granted charter.

    From correspondence instituted with his Com-manderies he estimates that at least sixteen rituals aremissing, piobably never to be found, and he proposesthat Grand Commandery "throw itself on the mercy ofthe Court, ask that they be replaced by Grand Encamp-ment without imposing the usual fine." Wonder whatthe result will be?A telegram expressing loyalty and united supportwas authorized to be sent the President; $100 as a testi-monial of esteem was voted a disabled Past GrandCommander ; and $25 was donated the charity fundof the Elks' Club of Miami.

    A Past Grand Commander's jewel and shoulderstraps were presented the retiring Grand Commander.

    His recommendations were approved: requiringeach Commandery to hold at least one stated Conclaveeach month, abolishing souvenir badges at Grand Con-claves, and restoring the $500 allowance to the Com-mandery acting as host to Grand Commandery.

    His Conclusion is a paean to a United Americanismand the display of Old Glory, which "tells of Freedombought by the sacrifice given by our forefathers uponthe altars of Liberty."

    A Patriotic resolution was adopted.During adjournment the Knights sought the Coun-

    try Club; here the "sparkle" of entertainment (what-ever that was) was most resplendent and "musicwinced the listless feet to rounds of classic time"(Wood).

    Their Statutes now require a Red Cross Companionto possess a uniform before receiving the Order of theTemple, and to be continuously in possession thereofso long as he remains a member. Amen.

Indiana for 1916 hascourteous consideration. Our Grand Commander's ad-dress "is in keeping with the general conservatismpeculiar to the tradition of the Hoosier State." Up-holds Grand Commandery's decision that music shouldalways be by a Templar choir. Commenting on ourlopping off per diem allowance to salaried officers, hesays that "the poor working officers might stay at homeif their salaries are not of salvable poignancy." Hedubs your scribe a "fluent reviewer," his review "of thesuccinct pattern that discloses much without profuse-ness" and that "the chivalric host of Hoosierdom shouldnot complain of a necessity of having to read muchfor little." He closes with a poetical effusion addressedto the most patient of men, Job, saying to him (us),"I'll trust you now as heretofore to read it- if you can."Well, we have been patient, and don't regret it.

    Incidental to the Conclave were the Patriotic Re-ligious services at Medinah Temple on Sunday and theBrigade Parade and Review at Stagg Field on Monday.The volume before us is a splendid specimen of theprinter's art, with its dozens of pages of handsomeillustrations; but the lack of capital letters where weare wont to see them does not appeal to us.

    Grand Commander (Andrew J. Redmond) in hisannual address gave a succinct resume of a busy andefficient administration. Two Past Grand Com-manders, Robert L. McKinlay and James G. Elwood,were called to their long rest. A long list of specialdispensations granted were approved, except one toinstall a "color bearer," same not being a statutoryoffice. Two dispensations to ballot out of time re-fused. Several requests to parade in uniform withother fraternal institutions were also refused. He con-stituted Pontiac Commandery No. 85.

    Decision that action of Commandery in suspendinga Knight on information contained in a letter fromLodge or Chapter without a duly authenticated cer-tificate of such suspension (see decision 2 of GrandMaster MacArthur) was illegal and void; same wasupheld.

    Decision that a member can not be suspended with-out notice and opportunity for hearing, and same ap-plies also to those suspended in Lodge or Chapter;same was upheld.

    Decision that dues can not be assessed during sus-pension ; upheld.

    The several Commanderies having contributed ap-proximately $10,000 to Red Cross for the equipmentof ambulances, same was supplemented by Grand Com-mandery in sum of $5,000; Grand Commandery alsodonated $5,000 for Liberty Bonds and $500 for Y. M.C. A. Army Camp. Further, subordinate Com-manderies are ordered to levy an assessment of one dol-lar on each Knight for a War Fund to account of Grand

    R. E. Sir Arthur M. Otman publishes his fifth an-nual Review, or Report on Correspondence. It is pre-faced with Frater Nelson Williams' Ode to "My Be-loved." And then follows 190 pages of judicial andcourteous review, mixed with comment and quotation,a most pleasurable and worthy dish. I can't say morehe is my friend, has been my host, and would think Ifain would flatter. Indiana for 1917 has extended andgenerous treatment. He takes issue with me where Iheld in my last review that it did not appear necessaryto place a Knight suspended in Lodge or Chapter ontrial to effect his suspension in Commandery, but ad-mits that "the Grand Encampment law is not clear onthe subject." In fact, that is the whole ofray conten-tion. As a lawyer, I would say no penalty should beinflicted without trial; but, if Grand Encampmentmeant that trial was to be had in this particular case,why, in heaven's name, did it not say so. Section 174re suspension for nonpayment of dues expressly speci-fies that notice and trial shall be had, but section 189does not so specify as to a voluntary non-affiliate, itsimply reading "that voluntary non-affiliation inLodge or Chapter shall deprive a Knight Templar ofhis membership in the Commandery." If trial in thiscase was intended, why not have affixed the clause"after notice and an opportunity to be heard?" Thensome of our Grand Commanderies would have beensaved the enactment made that suspension in Lodgeor Chapter "automatically" suspends in Commandery.

    I regret that space forbids further consideration ofthis admirable review.
