EXECUTIVE SUMMARY
Context and Rationale
The 3rd version of ARNDP assess the performance of the province in 3 major areas: Road Service Delivery, Capacity Development and Institutional Improvement. It also reviews the road development priorities in the core and non-core road within the context of disaster risk management and climate change adaptation. It also presents the funding strategy in the rehabilitation of poor and bad road sections which is the focus of PRMF and the maintenence of the rehabilitated road sections by contract.
Formulation of the Plan
The plan is divided in two volumes, Volume 1 contains the plan proper (this volume), and Volume 2 is the compilation of the surveys, Road Maintenance Strategy, Road Cost Estimates and Investment Programming, Road Safety, Road Network and Public Transport Services, Environmental Condition, Road Selection and Prioritization, and Monitoring and Evaluation.
1. Assessment of PRNDP 2011
Road Services Delivery and Physical Work
ARNDP tarrgets by 2015 are: improved 124 kilometer of provincial roads, increased travel speed by 50%, increased traffic volume by 25%, and reduced transport cost by 25%.
For the 46 provincial roads conducted with traffic survey, except for roads within the Poblacion or urban centers, the provincial roads that directly connect the production areas to the market and connect two municipalities have greater traffic count, and only one road sections exhibited a traffic volume of more than 200 of 4-wheel vehicles a day, the San Francisco Public Market Road (Annex Table 1)
The result also showed that the level of services of the provincial roads except San Fransco Public Market Road Network is classified as “A” which means /Free Flow or Low Volume and Densities. Drivers can maintain desired speed with little or no delay and are unaffected by other vehicles; and can be interpreted as no significant increase or widening of carriageway neccessary to accommodate the traffic volume.
To meet the target road safety standards and assessment, the following are considered: sound road surface, an adequate width or cross section, horizontal and vertical alignment, good visibility/sight distance, load management and provision of guard rails for all section of more than one meter, installation of sign post is part of the Program of Works.
The Road Right of Way is one of the problems encountered in the rehabilitation of road. There are portions that were escaped because the RROW was not defined and delineated. Prior to construction and rehabilitation, the RROW must be defined to hasten physical works and impose proper implementation of road safety measures.
On flooding, among the 13 municipalities and one city, Sta. Josefa has the highest length of road (31.016 km) exposed to flood in the six (6) road sections, of which the four (4) road sections are highly susceptible to flooding. In Bunawan, 1 road section with a total length of 7.344 km, in Sta. Josefa, two (2) road section with a length of 4.836 km, and 2.02 km, and in Veruela with 5.795 km. These road sections need thorough hydrologic studies before designing and construction of road to become resillient to flood hazard.

On Rain-induced Landslide, of the fifty (50) road sections with a total road length of 631.35 km, forty (40) sections are exposed to rain-induced landslide with a total length of 101.689.
Target on Capacity Development for 2010 – 2015 is 52 trainings, out of these, 31 or 60% is accomplished. These includes road sector planning, road service delivery, procurrement, management information system, environment management, monitoring and evaluation, internal control and internal audit, and human resource and deveopment.
Rrevenue Generation is one of the Performance Reform Areas of PRMF project, the database system (FMIS) which improved linkage of the Provincial Treasury to other concerned offices such as Office of the Assessor, Provincial Budget Office and Provincial Accounting Office.
The Provincial Internal Audit Office (PIAO) is established to help strngthen PGAS internal control systems and provide reasonable assurance for the effective and efficient operations; reliability of financial reporting, compliance with laws, rules and regulations; and safeguard of assets and information.
To improve management of the utilization of developments, procurement process is improve by installing procurement program, to support the strategy of controlling operational expenses and managing a cost-effective service delivery system, the Bids and Awards Committee (BAC) has initiated measures to improve the procurement process .
The most important output accomplished is the installation and upgrading of 30 hardwares infrastructurres and software at PIMO and in different concerened offices to make the ICT/GIS Hardware Infrastructure and software operational.
An Environmental Management Plan is prepared for every road project, and must be implemented so with the conditions listed in the Environmental Compliance Certificate (ECC) issued by the Environmental Management Bureau of DENR.
The Provincial Monitoring and Evaluation Group (PMEG) was created through Executive Order No. 03-11, Series of 2011, to regularly provide reliable, timely and accurate information on the progress, efficiency and effectiveness of policies, plans, programs and activities in the for policy and management decision-making.
2. ENDOWMENT AND DEVELOPMENT CHALLENGIES
Land Use and Transport Infrastructure
The province has three major land uses, the production areas covering the agricultural lands and production forest which comprises 62%, Protection areas covering the NIPAS and Non. NIPAS areas which comprises about 30%, Settlement areas, covering the residential, commercial, industrial, and utility facilities which comprises only 10% of the total land area of the province.
Within the period of ten years, the municipality of Trento, Esperanza, and Bunawan are expented to become Medium towns. Bunawan is the proposed locator of the Philippine Science High School, Trento is the Local Market Center of Sta. Josefa, Veruela and Loreto, and Esperanza is a rice, corn, vegetable producing municipality, and will be connected to Butuan by the Super Regional Highway.

Total Pavement ratio of 343.95 km. Or 11.95% for all type of roads. Of the total length of paved roads, The National Road has the highest ratio of 129.06 particularly the Agusan-Davao National Highway that serves as the external access route of the province.
The paved road is considered as good or fair road condition that needs only minor repair while the unpaved road is considered as poor or bad condition that needs major rehab and repair.
Currently there are 3 major sources of funds for the province’s road development. First is the PRMF funds which focus in the rehabilitation of the Core Roads; second is the 50% of 20% development fund (as provided in the approved PDIP) which focus in the rehabilitation non-core roads. Its scope of work has been upgraded from road gravelling to concreting, .taking into account the vulnerability of roads to flooding and inappropriate used of roads. Third is the General Fund which focus is the road maintenance of the provincial roads where P15M increase was committed until 2014 thru the PRM F incentive system.

I. INTRODUCTION
Context and Rationale
The Provincial Road Network Development Plan (PRNDP) is a collaboration of the Provincial Government of Agusan del Sur (PGAS) and the Provincial Road Management Facility (PRMF). It contains the integrated five-year (2011-2015) road development plan of the province which gives scenario of the actual situation of the provincial roads, issues and concerns, and development policies.
The PRNDP is a document that supports the sustainable road development by prioritizing road development activities over a rolling five-year period using all sources of funds from the national, provincial, municipal/barangays and foreign donors. It is supported by a multi-year budgeting and expenditure management and underpinned by a capacity building program to improve skills, process and systems related to the plan implementation, monitoring and evaluation. It contains an investment plan for the medium-term Provincial Development Investment Program (PDIP) and Annual Investment Program (AIP) as basis for decision making of the Local Chief Executive and Local Finance Committee.
The 3rd version of PRNDP assesses the performance of the province in 3 major areas: Road Service Delivery, Capacity Development and Institutional Improvement. The plan determines whether the expected outputs articulated in the previous plan are implemented. These include the number of road sections and length of roads rehabilitated, upgraded and maintained; the number of capacity building conducted; the quality and usefulness of updated plans, policies, systems, and structures that were formulated and in-placed to support institutional reforms. Likewise, it aspires to see whether the desired outcomes and impacts are achieved, especially on sustainable improvements in road conditions and road services in partnership with the private sector and communities.
The plan also reviews the road development priorities in the core and non-core road within the context of disaster risk management and climate change adaptation. It also presents the funding strategy in the rehabilitation of poor and bad road sections which is the focus of PRMF and the maintenance of the rehabilitated road sections by contract.
Formulation of the PRNDP
The 3rd version is an updated version of the first and second versions which were completed last December 2010 and March 2011 respectively.
The updating of the plan involved a series of activities: data gathering, and processing, mapping, assessment and validation of accomplishments in the three areas, plan formulation, presentation to the concerned bodies, before the approval and adoption of the Provincial Governor and the Sangguniang Panlalawigan. These activities were participated by the members of the Southern Agusanon Planning Team, the civil society organizations and communities.
The enhanced document incorporates substantial information as a result of improved capacity on community mapping, transport planning , proper road designing, generating field data using GPS and translating it into maps through GIS, and preparing monitoring reports.
The most challenging part of the process is the difficulty in reconciling the results of GPS data in road inventory and road condition survey with that of the previous maps that delay the analysis of road situation in the province.

On the other hand, improved capacity on project monitoring and reporting facilitated the easy assessment of the last year performance.
The task of putting together the information, identifying strategies and recommendations, and writing the entire plan is a product of the collaborative effort of the Planning Team with the Provincial Engineering Office, as the lead provider of the field data, and the Provincial Planning and Development Office as the lead consolidator of the plan.
This document has accompanying plans, such as: the Strategic Financial Management Plan, the Human Resource Development Plan and GIS/ICT Management Plan.

II. ASSESSMENT OF PRNDP 2011
In 2011, the Provincial Government of Agusan del Sur (PGAS) in collaboration with its partners for
development has greatly attained the targets identified in the PRNDP. These attainments are
categorized into road service delivery/physical accomplishments, capacity development, and
systems/institutional improvement.
Road Service Delivery and Physical Work
PRNDP targets by 2015 are: improved 124 kilometer of provincial roads, increased travel speed by 50%, increased traffic volume by 25%, and reduced transport cost by 25%.
Under PRMF, 2 road sections with a length of 12 kilometers were rehabilitated amounting to P50 Million. While under PGAS, 12 road sections with a total length of 2.8 kilometers were upgraded into concrete and rehabilitated amounting to P40million from the 20% Provincial Development Fund.
For road maintenance, 6 road sections with a total length of 42.3 km is maintained in 2011, 3 sections with a length of 26.685 km is maintained by contract , while the other 3 road sections with a length of 15.6 km is maintained by administration (Table 1).
This accomplishment was greatly attributed to improved knowledge and skills of the Provincial Engineering Office on road sector planning and designing, and huge increased in budget for rehabilitation and maintenance.
The provincial road density of 0.359 km/sq.m. is lower than the CARAGA region density of 0.434 and national average of 0.597, and below the standard of Housing Land Regulatory Board (HLURB) of 1 km. per square km of land area. Based on the existing total road network of 3,220.687 km, the province is short of 5,744.81 km of roads to meet the standard of 8,965.50 km. Table 2 shows the road as to type and category, and accomplishments for the last two years. The concrete pavement which is currently the focus of road investment increased by 5.81 km. from 33.94 to 39.44 km; subsequently reducing the graveled road by 11.8 km wherein the 5.99 km is back to earth road.

This issue is attributed to the type of vehicles, kind of commodities passing through the roads, and the climate. To have a concrete data and analysis on the issues for road design and constructions, various surveys were conducted.
The Traffic Count was one of the surveys conducted by the PEO. (Annex Figure 1 and 2). This determines the traffic volume in a day per specific road and the types of vehicles passing through, to have a concrete data for the road design, programming and construction.
For 46 provincial roads, conducted with traffic survey, except for roads within the Poblacion or urban centers, the provincial roads that directly connect the production area to the market and connect two municipalities have greater traffic volume.
Based on the traffic count result, only one out of the 46 roads sections exhibited a traffic volume of more than 200 of 4-wheel vehicles a day, the San Francisco Public Market Road. (Annex Table 1). The 4-wheel vehicles share only 3 percent of the total vehicle volume. Motorcycles are the primary vehicle type used for personal and public transport services, for this is the most affordable and readily available vehicle in local markets.
The result also showed that the level of service of the provincial roads except San Francisco Public Market Road Network is classified as “A”, which means Free Flow or Low Volume and Densities. Drivers can maintain desired speed with little or no delay and are unaffected by other vehicles; and can be interpreted as no significant increase or widening of carriageway necessary to accommodate the traffic volume.
In the case of San Francisco Public Market Road Network, traffic measures such as: re-routing, installation of traffic signage’s and others could be considered in the near future to accommodate increasing traffic volume.
The Origin-Destination (OD), and Axle Load Surveys (ALS) were also conducted to determine the gross vehicle weight and axle load/commodity type transported as basis for road design and construction (Annex Table 2). This table shows the kind and type of vehicles passing through and the volume and kind of agricultural, forestry product, and other activities under taken in the municipalities, and in the province.

The province does not only focus on the road rehabilitation of the identified core road which is prioritized for five years under the PRMF, but also considers none core roads for rehabilitation. This is purposely not to hamper economic activities especially in delivering agricultural products to the market, and the delivery of quality basic services to the communities. Table 3 shows provincial road length and condition classified into core and non-core.

Road safety is an important component of road development and management for the first to be affected are the people passing through, movement of goods and services, and to maximize the purposes as multiplier of development.
Road safety awareness to provincial government and general public were conducted during coordination meetings, project site visits, and pre-construction session. The most common vehicle that violates road safety rules is the motor-taxi or locally known as habal-habal and skylab, which ferry 6 to 8 passengers. The operation is illegal as no franchise is issued by the local franchising board.

Prior to construction and rehabilitation, the RROW must be defined to hasten physical works and impose proper implementation of road safety measures.
Policies must be defined and be a component of the project. There must be survey to be conducted prior to the consultation to the Project Affected People (PAP).
Disaster Risk Reduction Assessment
Every year the province experienced flooding due to heavy rainfall that lasted for one or two weeks. Most of the affected areas are those municipalities along the rivers or being traversed by a river, such as: Bunawan, Sta. Josefa, Veruela, Loreto, La Paz, Talacogon, San Luis and Esperanza. A total of 1,444.311 sq. km or 16.11% of the province total land area are exposed to flooding. (Figure 1)
Flood hazard resulted to great damages in terms of infrastructure such as roads and bridges. In the province, out of the fifty (50) provincial road sections, forty five (45) are exposed to flood with a total Length of 166.32 km. or 34.30% as shown in the Annex table 3
Among the 13 municipalities and one city, Sta. Josefa has the highest length of road (31.016 km.) exposed to flood in six (6 )road sections. Four (4) road sections are highly susceptible to flooding. In Bunawan , 1 road section with a total length of 7.344 km, in Sta Josefa , two (2) sections with a length of 4.836 km. and 2.02 km. respectively , and in Veruela with 5.795 km . These road sections need thorough hydrologic studies before designing and construction of road to become resilient to flood hazard. On the other hand, road sections in the municipalities of La Paz, Loreto, Esperanza, Bayugan and Rosario are located in Low Susceptible Area.
Road construction is very costly in flood-prone areas. It requires a huge amount to rehabilitate the gravel road from 4.6 M to 5.8 M, while Upgrading of road from gravel to PCCP ranges from P14M to P16M per kilometer as shown in Annex Table 4 (Construction Cost by Kilometer) This is much higher compared with the other provinces like Bohol, Surigao del Norte, and Guimaras.
To mitigate and lessen damage of roads to flooding, measures must be considered especially in the designing and construction phase. Road design and drainage must be based on standard and should consider the level of flood and the flow and direction of water from the previous occurrence.
There are also roads that pass on areas of high degree of slopes. Having a Type II Climate, the province always experienced heavy and prolong rainfall which results to rain-induced landslide. It has a total affected area of 7,167 sq. km or 79.9% of the total land area of the province. Moreover, roads in these areas are also affected by this type of hazard particularly those located in greater slope.
Of the fifty road sections, forty (40) sections are exposed to rain-induced landslide with a total length of 101.689 Km or 16% of the total road length. Annex Table 5 shows that eleven road sections are highly exposed to rain-induced landslide of which four road sections are located in Prosperidad, two in Sibagat and in San Francisco, and one in Rosario, Talacogon and Trento. Moreover, four (4) road sections in Prosperidad (3) and in Trento (1) are totally exposed to rain-induced landslide having 100 % exposure. These are also followed by some highly exposed roads in Sibagat, San Francisco, Rosario, and Talacogon which are within the range of 83-99% exposure.

On Capacity Development, there were 52 capacity development targeted for 2010-2015. From July 2011-June 2012, there were 31 capacity development activities undertaken or 60% of the target was implemented. These trainings aim to capacitate and equip PGAS employees with knowledge and skills in the implementation of the different components of the Agusan Road Network Development Program. It ensures an empowered, competent and responsible human capital to manage and sustain provincial road network for greater satisfaction of stakeholders through improve delivery of quality basic services.
On Institutional Reform, PRMF focuses on areas such as Revenue Generation, Strategic Financial Management, Internal Audit, Monitoring and Evaluation, and Procurement, Information and Communication Technology (ICT).
PGAS has adopted a database system (FMIS) to increase revenue generation in the province. FMIS has improved linkage of the Provincial Treasury Office to other concerned offices such as Office of the Assessor, Provincial Budget Office and Provincial Accounting Office. Moreover, PGAS has implemented strategies like Incentive Schemes which also contributed to the increase of locally-sourced income in 2011. Meanwhile, the budget for road infrastructure has also increased. In 2011, the total allocation for provincial road infrastructure (rehabilitation/improvement) constitutes 9.06 (106Million) percent of the total provincial budget of P1,169,078,797.16 (Table 4.).

In support to efficient and effective management of financial resources, the Strategic Financial Management Plan is also formulated.
From 2011 – 2015, in the PDIP policy, 50% of the 20% Provincial Development Plan will be allocated for road development. Road Maintenance funds from the General fund are increasing from P15M in 2011, P30M in 2012 and P60M in 2014 and 2015.
The Provincial Internal Audit Office (PIAO) is another reform area which is established to help strengthen PGAS internal control systems and provide reasonable assurance for the effectiveness and efficiency of operations; reliability of financial reporting; compliance with laws, rules and regulation; and safeguarding of assets and information.
The Provincial Monitoring and Evaluation Group (PMEG) was also created to regularly provide reliable, timely and accurate information on the progress, efficiency and effectiveness of policies, plans, programs and activities in the province of Agusan del Sur for policy and management decision-making.
To improve management of the utilization of resources, Procurement Process is improved by installing procurement program. Simultaneously, to support the strategy of controlling operational expenses and managing a cost-effective service delivery system, the Bids and Awards Committee (BAC) has initiated measures to improve the procurement process of the Province.
On Information and Technology, number of systems was developed with the provision of information for executive decision-making as the focus for program development. A total of 30

hardware infrastructure items out of 35 were installed in PGAS particularly in PIMO from the month of November to December, 2011 as listed in the GIS/ICT Implementation Plan.
In addition to the initiatives mentioned, the provincial government availed modern technology to improve the systems and procedures in generating revenues.
To ensure protection and conservation of our protected Watershed, Agusan Marsh and other significant areas, during road development, rehabilitation, and maintenance, the formulated Environmental Management Plan of each road projects must be implemented, so with the conditions listed in the Environmental Compliance Certificate (ECC) issued by the Environmental Management Bureau.
III. ENDOWMENTS AND DEVELOPMENT CHALLENGES
Land Use and Transport Infrastructure Agusan del Sur has three major land uses, the production areas covering the agricultural lands and production forest which comprise 62% , the protection areas covering the NIPAS and Non-NIPAS areas which comprise about 30%, and Settlement areas covering the residential, commercial, industrial, and utility facilities which comprise only 10% of the total land area of the province. (Table 5)

The province adopted the “Growth Diamond Strategy” as the framework of the province’s development. The municipalities are clustered into four convergence development areas (CDA) with four growth centers. Each CDA played a major role in the province economy. CDA 1 is composed of Sibagat, Bayugan and Esperanza with Bayugan City as the growth center. It is designated as the agri-processing zone. CDA 2 is composed of Prosperidad, San Francisco, Rosario and Bunawan with San Francisco as the growth center and Prosperidad as the government center. It is positioning as the commercial trading center. CDA 3 is composed of Trento, Sta. Josefa, Veruela, and Loreto where Trento is the growth center. It is designated as the center of organic food and rubber production and processing center, while CDA 4 is composed of La Paz, Talacogon and San Luis, where Talacogon is the growth center and positioning as the wood processing Center.

To further re-enforce the Spatial Strategy, and achieve the development thrust, the province also adopted the Ecosystem- based approach to define specific program and projects to be implemented; and these are the Upland Sustainable Agricultural Development (USAD), Lowland Agricultural Development (LAD), Urban Development, and Wetland Development.
Within the period of ten years, the municipality of Trento, Esperanza, and Bunawan are expected to become Medium towns. Bunawan is the proposed locator of the Philippine Science High School, Trento is the Local market center of Sta. Josefa Veruela and Loreto, and Esperanza is rice, corn, vegetable producing municipality, and will be connected to Butuan by the Super Regional Highway. Economic activities will increase, so transport services and traffic situation are also expected to increase. Land use for the increase of transportation facilities is considered in the Physical Resource and Transportation Facilities Sector of PDPFP.
Road Network Assessment
Being a land-locked province in Caraga Region, it is connected to other areas of Mindanao through the Agusan-Davao road, classified as primary national road. This road including 18 bridges has been a major lifeline enhancing the socio-economic growth and political amelioration of the region.
The total road network in the province is 3,220.687 kilometers (km), of which 56.36% is barangay roads, 19.60% is provincial roads, 10.79% is Municipal/City Roads , and 13.25% is National (Primary and Secondary) as shown in table 6 below.

Future development of the road is aligned with the present investment direction detailed in the Provincial Development Physical Framework Plan (PDPFP) and the Provincial Development Investment Plan particularly with the growth diamond as Spatial Strategy. Priority roads are those that connect the growth centers of the spatial strategy, production areas, market opportunities and tourism destinations.
The Daang Maharlika or the Davao-Butuan National Highway connects the seven highway towns namely, from the south: Sibagat, Bayugan, Prosperidad, San Francisco, Rosario, Bunawan, and Trento.
The Circumferential Road (partly classified as National Secondary Road and partly barangay roads) connects the seven river towns namely: Sta. Josefa (from the south), Veruela, Loreto, La Paz, Talacogon, San Luis, and Esperanza, to the primary national highway from NRJ Prosperidad- Talacogon to NRJ Cuevas –Sta. Josefa Road.
Other secondary roads are the East-West Lateral Road that connects the provinces of Surigao del Sur, Compostela Valley and Bukidnon. These are Bayugan-Tandag Road, Awa-Lianga

Road, San Francisco-Barobo Road, Cuevas-Bislig Road, the on-going Agusan-Bukidnon Road and Bislig-Trento-Comval-San Fernando-Bukidnon Road.
The Provincial Roads are connected from the two national highways to the hinter parts of the municipalities, to the agricultural production area, and agri-processing centers. To further enhance agricultural productions, and other economic activities, Farm-to Market Roads (FMR) are constructed/rehabilitated which connects from the provincial roads. FMR’s are commonly funded by external funds, such as : national agencies thru the Department of Agriculture and foreign funds like World Bank, European Communities, Japan International Cooperation Agency , NZAID, and AusAID.
Roads leading to the tourism destinations are also considered by DPWH in Collaboration with the Department of Tourism, Local Government Units (LGUs) and the two Congressional Districts in the prioritization and endorsement for funding, and construction. (Figure 3)
For better accessibility, bridges are also considered for rehabilitation and maintenance by the provincial government. The province has 41 provincial bridges or a total length of 1,820 km. in 11 municipalities and one (1) City (Table 7). These include Reinforced Concrete Deck Girder (RCDG), Bailey, Pre-Stressed Concrete Girder (PSCG), Steel Girder, Spillway, Hanging and Reinforced Concrete Slab (RCSlab). Some of the bridges were constructed in 1970s and few in 2000, that are now in various conditions as presented in table below. The bad bridge is located @ Basa, Trento, and the poor bridges are found in Maug, Prosperidad, and Sibagat (Annex table 6).

For external circulation, the access of the province to the airport is in Butuan City and Davao City which are approximately 85 km and 205 km respectively from the town of San Francisco (Figure 4). The access seaport is in Nasipit, Agusan del Norte which is approximately 100 km from San Francisco . Aside from Nasipit there is also an on-going seaport in Lianga, Surigao del Sur. These two ports provide important access of goods in the province to Visayas and Luzon.
Moreover, the internal circulations of the province are the wharfs of Bunawan, Talacogon and Loreto via Simulao River down to Agusan River (Figure 5). These three facilities serve as the gateway to Agusan Marsh, a unique ecosystem that plays a significant role to the two Agusan provinces, and Butuan City in the Caraga Region. The marsh is traversed by 5 major rivers such as Agusan River, Simulao River, Gibong River, Umayam River and Adgawan River. These five major rivers also serve as access route of some barangays along the rivers.
Being a land-locked province, transport system is primarily land-based, with Public Utility Jeepneys, and skylab/habal-habal as the usual mode of transportation for these vehicles can penetrate even the most remote municipalities and barangays.
The Road Condition
Agusan del Sur has a total pavement ratio of 343.95 km. or 10.68% for all types of road (Table 8). Of the total length of paved roads, the National Road has the highest ratio of 56.54% particularly the Agusan -Davao National Highway that serves as the external access route of the province.

The paved road is considered as good or fair road condition that needs only minor repair while the unpaved road is considered as poor or bad condition that needs major rehabilitation and repair.

Road Investment
The Provincial Government of Agusan del Sur through the Provincial Engineering Office manages the provincial roads while other road classifications are done by concerned agencies. The PEO undertakes the rehabilitation, repair and maintenance of 631.34 kilometers provincial road which are classified into core road and non-core road.
Currently there are 4 major sources of funds for the province road development. First is the PRMF fund which focuses in the rehabilitation of the Core Roads; Second is the 50% of 20% development fund (as provided in the approved PDIP) which focuses in the rehabilitation of non-core roads. Its scope of work has been upgraded from road gravelling to concreting, taking into account the vulnerability of roads to flooding and inappropriate used of road. Third is the General Fund which focuses in the road maintenance of the provincial roads where a P15M increase was committed until 2014 thru the PRMF incentive system. Fourth, Other sources of funds, such as: Special Local Road Fund (SLRF), PAMANA which focus in conflict or CNN threaten areas, and MRDP which focus in the improvement /rehab of farm-to-market roads.
Road Development Issues
After two years of ARNDP implementation, it is observed that there are improvements in the road development in the province. However, problems and issues are still encountered. Table 9 shows the issues and concerns regarding road development.

V. POLICIES

4. Proposed Road Development Projects must be cleared with RROW occupants or structures.
