Executive Director’s Report2004 - 2005

As I reflect on the past year in school sport, the PEISAA’s 43rd year of operation, I cannot helpbut be amazed at the contribution of the hundred’s of volunteers working on behalf of the studentathletes of the Province. Though the PEISAA does attempt to recognize the contributions of thisdedicated group, it is impossible to thank them enough for their educational approach toworking with our children and youth. Education through sport needs volunteers to pass on themessage, I think that we are lucky to have such a passionate group willing to spread the word.

This is Gord Wilson’s 2nd and final year as President of the PEISAA, Gord’s proactiveleadership has enabled the organization to move forward in many areas that I will highlight alittle later. His sense of ownership and his dedication to the ideals of school sport have made myjob much easier. I want to take this opportunity to thank Gord on behalf of the Executive and thevolunteers for the passion and professionalism you brought to your role. Gord you have been afine leader and a great friend. Thanks for your effort and for caring about the organization and itsrole in the education system

Restructuring of Government services is going to mean a huge change in how the PEISAA doesits business. Thanks to the lobbying efforts of Gord, Dale, Randy, Shane and many others thePEISAA has survived this round of cuts, but we cannot be complacent and assume that thePEISAA is not still sitting on the chopping block. Both Lyall and I have said many times that weas Professional Physical Educators must be more proactive in letting the public know what greatthings are happening in our gymnasiums and on our fields. School sport is an important piece ofour role in the school, please help in building our reputation as an integral part of the educationof our students.

Due to this restructuring, this will be the last year that Lona will be working with school sport. In the future the organization will be a one person show. The good thing is that for the first time inthe 43 year history of the organization it will be the only portfolio for the Executive Director.Obviously, the bad thing is we will be losing a dedicated employee who has become the voice atthe other end that all of you have come to depend on. I cannot thank Lona enough for what shehas done to make school sport what it is today. A good friend, confidant and supervisor ofeverything I do, I will miss working with her and wish her the best in her new role.

Highlights of the year 2004 - 2005

A. This is the third year in a row that the participation numbers have gone up, there were recordnumbers in cross country, golf, soccer, and wrestling. We have re-engaged the high schoolsin wrestling and curling and will try to revive tennis again next year. Unfortunately, it seemsthat orienteering has run its course and will not be offered next year.

B. The policy of recruiting corporate sponsors for each individual sport has started to reapbenefits. I am pleased to announce that the PEISAA has brought the Credit Unions on boardfor volleyball, Black Knight for badminton and negotiations have started for a sponsor fortrack and field. We are continuing our relationship with Dominos, Source for Sports, FritoLay, PaperFlow, Comfort Inns and ADL

C. The financial support to Sport Organizations to increase the number and competence ofofficials has successfully led to a dramatic increase in the number of officials in Rugby forthe 2004 -2005 school year. Rick MacKinnon, officials rep on the Executive continues to beproactive in working with official organizations to identify the needs and how the PEISAAcan help those organizations. Their continues to be a significant lack of officials, in all sports,in both Eastern Kings and West Prince. This lack of officiating numbers has a substantialeffect on the cost of school sport for schools in those areas and needs to be a area of futureconcern for the Executive.

In closing I would like to recognize and thank those volunteers who are leaving the PEISAAadministration team. Corinna Bolo has spent the past 6 years working as the Zone 1 rep. Corinnahas been a significant leader in school sport, her dedication to the rights of children and herpassion for the educational value of sport has helped keep the philosophical perspective of thePEISSA on the high road. Jackie Arsenault leaves the Executive after 11 years of dedication andan intense sense of ownership for the decisions made. Jim Killorn’s years on the executive asPrincipal’s rep have been highlighted by his belief in the benefit of school sport as aneducational tool, his insight has been refreshing. Walter MacEwen has been an integral part ofschool sport for 23 years, we will certainly miss his innovative ideas and his work ethic, thelegacy of the allstar process is just one of many that Walter leaves us with. Thanks to all of youfor making school sport a great place to educate the students of Prince Edward Island.

PRESIDENT’S REPORT - 2005Prince Edward Island School Athletic Association

2004 - 2005

Another year draws to a close and once again it has been highly successful. The 2004-2005 schoolsports program has proven to be as successful a program as exists in the province or the country. Our successes are a direct result of the excellent people in our system who spend countless hourstraining, re-training and upgrading their own skills and knowledge with which they then imbue ourstudent athletes.

Our volunteer Executive works hard at making sure the correct decisions are taken which allows thesmooth running of the school sports system.

For our 72 member schools, their administration, athletic directors, coaches, and volunteers, I thankyou on behalf of the Executive and personally for your continued support, guidance, andencouragement.

To Lona and Garth a personal thank you for a job well done. Without your efforts, leadership andguidance my job would prove difficult.

To our many and ever growing list of corporate sponsors a huge thank you for your support of thePEISAA. Over my two year term we have added to our sponsor list Domino’s Pizza, Black Knight,Paperflow/Xerox, Frito-Lay, Credit Union Central, and Holland College Golf Academy. All of theseon top of our long time sponsors, the PEI Government, Department of Education, School MilkFoundation, Subway, and Source for Sports. Your support is invaluable in our maintaining andexpanding our programs.

The year has been busy. However, our sports regular season and playoffs have run very smoothlywith the odd “little bump” in the road. School Sport Week was again very successful. Thanks toJackie Arsenault and her committee.

We continue to look at changes to procedures, rules and playoff formats with tie-breaking formulas. All are still in discussion stages. Members will certainly have their input into all of this.

In October of 2004 Garth and I attended the Canadian School Sport Federation AGM in Quebec Cityand once again I am almost awed by what seems to be a reverence shown to Garth at these nationalmeetings. His opinions, thoughts, and experience is sought out continually and this can only meanthat we at the PEISAA are very fortunate to have an Executive Director of such high calibre andstanding on the national stage. Well done Garth.

Still on the Executive Director’s position, the Department and Program Renewal Program continueand we can only hope that this position is maintained at least at the status quo. We do have someindication of this. We have begun an evaluation of the Executive Director’s position, a process whichwill be ongoing and continuous. More information will follow as this process develops.

Finally, as I finish my two-year term as President I would like it known that we on PEI have in myopinion the best school sport delivery system in Canada. As I listen to and communicate with otherpresidents, I hear of the good, the bad, and sometimes the ugly they deal with and I thank all of ourpartners in PEI for our wonderful system.

I wish to extend to all those with whom I have worked over my two years as President my sincerethanks for making the job a most wonderful and rewarding experience.

OFFICIAL’S COMMISSIONER REPORT - 2005

The PEISAA continues to enjoy an excellent working relationship with the various Officials’Associations within Prince Edward Island. As an Organization, we continue to be supportive ofthese Officials’ Associations and offer assistance and expertise as requested.

The Officials’ Commissioner’s role is to act as a liaison between Member Schools and Officials’Associations, and to assist in the recruitment, development and retention of Officials. MemberSchools may help in this capacity by identifying and promoting officiating within their Schooland Community.

While some Associations have enjoyed tremendous growth within their respective Organizationsor are progressing toward this goal - the reality is that on many occasions they are just existing. This issue is not unique to School Athletics, particular Sports, or our Province; it is a trend thatexists throughout North America. It is not limited to Officiating; it also exists in theAdministration of Sport and in Coaching; as we all recognize that it is becoming increasinglydifficult to recruit and retain volunteers for Sport.

For most Officials - officiating is an avocation; they are individuals with careers and families. They offer a tremendous service and deserve to be commended for their dedication,professionalism, and valuable contribution to School Athletics.

In closing, I would like to congratulate this year’s recipient of the PEISAA Officials’ Award. This individual represents only one of many who contribute to the success of School Athletics. Should you have any concerns, issues, or suggestions - please contact me.

SENIOR HOCKEYThere is some interest from Westisle in bringing hockey back to senior high schools. Three schoolsare needed to form a league.

SPORT INJURY REPORTINGGarth noted there had been significant injuries over the year, along with an increase in insurancemonies paid out. The importance of sending in forms on time as well as talking with coaches andfinding out why we have these injuries. Rugby injuries have been significantly reduced. There is aneed to be pro-active in order to help reduce injuries.

How quickly the season came and went. The season began on September 15th in Morell andconcluded on October 30th in Bluefield with 90 games in between. For this type of schedule to workas great as it does when dealing with 24 teams in four (4) leagues there has to be a great deal ofcommitment from many different sources. I would like to thank all school level people from AthleticDirectors, administrations, coaches, managers and players for their help in making their league(s) andseason a success.

A big thank you also goes to Bluefield, Charlottetown Rural, Kinkora, and Stonepark for hosting theprovincial championships, well done! Without quality officials our games would not proceed withthe leadership necessary to allow for competitive yet sportsmanlike competition. On behalf of thePEISAA I want to thank Richard Pettipas and Jim Chandler for doing a great job of assigningreferees for our leagues. Without the help of Lona Ryan and Garth Turtle my job would be almostimpossible. I must say I believe Lona is the glue which keeps us from cracking. She is always thereto take a note, send a fax and share a laugh. Thanks Lona.

Lastly I would like to thank our major sponsor PaperFlow for being a vital part of our league andsuccess.

Recommendations:1. All game sheets are to be faxed to Commissioner within 24 hours. All names and numbers are

to be filled in.2. The last league game should be the Wednesday before the playoffs begin.3. If possible the “AA” leagues should continue as the competition for each game is great.4. Leave the overtime format as is.

Congratulations to all teams in both the girls and boys leagues for another great season. This year wehad eight (8) boys teams and seven (7) girls teams competing for the top four (4) play-off positions. The league(s) were very competitive as most positions were not finalized until the last day of theseason.

I would like to thank all school administrators, coaches and players who worked so well together tomake the season a success. Thanks also to Lona Ryan and Garth Turtle for helping me with my job.

I would also like to congratulate all host schools who helped with league and provincial play-offsespecially Stonepark (Gordie Wilson) who hosted the provincials.

Midget East SoccerJP Gallant, Commissioner

The 2004 Midget East Soccer season went fairly well. The level of play was somewhat even amongthe top four or five teams in both the boys and girls divisions, to a point where the tie breakingpolicies had to be used in both divisions to declare seeding! The same could also be said for thebottom four or five teams in their respective divisions.

As for the officiating, I wish to thank Chandler for taking on the referees assignment for all ourgames. It is not an easy task. I believe things ran fairly smoothly since only two games wereaffected by not having a referee available for a match and having a referee not show up because hehad forgotten his assignment. After chatting with a number of coaches I get the impression that thequality of referring is sometimes a concern in big games.

A full soccer season cannot go by without having any cards given to players. However, for theamount of games played, I believe that the amount of cards handed out was respectable. Mind you,99% of those cards were given in the boys league. Something must be done about reporting thosecards since in one instance this fall the game sheet was given to me two weeks after the incidentwhere a game suspension should have been given to a player. The played did eventually sit-out hisgame.

I believe that we could also do a better job at reporting the game results. The day after game nights Iwould barely get half the game sheets in. It is hard to keep things up to date when different data ismissing. And, I believe, the same could be said about calling in the game results, since quite oftengame results were not posted on the PEISAA web site.

Recommendations:1. Have a two-tier league in boys and girls play.2. Official game sheet mail in to Commissioner.

6. Comments and Recommendations

1. Athletes remove warm-up t-shirts at their team bench, exposing their nude / partiallynude upper bodies to coaches, parents, spectators, children, etc. creating uncomfortableand inappropriate situations.

I recommend it to be obligatory for athletes to change shirts in the gymnasium locker rooms beforeand after competition. If need be, appropriate time shall be alloted so that it does not take away anytime from coaches comments before a game.

2. Warm-up shirts are not uniform in colour. Professionalism, respect and team unity isdrastically reduced when athletes are seen warming up in different attire.

I recommend it to be obligatory for athletes to warm-up in uniform attire (ex. t-shirts of the samecolour). 3. The volleyball season begins very soon after the first day of school. Athletes do not have a

fair chance to prove their abilities before team “cuts” and coaches have an extremelydifficult time familiarising themselves with and organising the team prior to their firstgame.

I recommend that the first game begin a week later than this year’s start date.

4. A seven week volleyball season with a very demanding game schedule does not allow foradequate practice time. Athletes do not have a chance to develop and learn new skills.

I recommend to re-evaluate the present volleyball season calender to see if it is possible to extend theseason by two to four weeks - without affecting mid-term exams (no games during that week) norgiving Basketball less prep. time before their first game compared to Volleyball’s start date and thefirst day of school.

5. Athletes work very hard during the season to improve upon their skills. Properacknowledgement is not offered to exceptional athletes that do not appear on the All-Starsteams.

I recommend adding Libero of the Year and Rookie of the Year to complement our All-Star lists. 6. Communication between the commissioner, athletic directors, coaches, officials, etc. is

always a challenge, considering everyone’s busy schedule.

I strongly recommend that e-mail addresses be added to the list of telephone number contacts alreadybeing distributed at the beginning of the season.

7. It is extremely stressful and overwhelming for young athletes to have the pressure ofserving the last point when their adversaries are on their game point. Game point shouldbe awarded for a rally won, not a net or technical fault.

I recommend that the rally point rule be reevaluated (concerning game serve only). At this level ofplay, the team should serve to win.

8. Official score sheets are not all being mailed to the commissioner.

I recommend that both team captains (or coaches) verify and sign the Match Report Form that isfaxed to the Commissioner instead of asking coaches to send the official score sheets. This wouldsave coaches the task of mailing them out and save money to the school boards on postage. Thiswould not add another task to captains (or coaches) who would be signing the fax since they mustsign the official score sheet anyways. They could be signed simultaneously and the fax is somethingthat is already being done presently.

The 2004 season saw nine (9) girls teams and seven (7) boys teams play in the East Zone of thePEISAA Midget Volleyball Division. In the Girls Division a round robin was played with each teamplaying 8 league games. The boys division featured a double round robin with each team playing 12games. 8 teams in the girls division and 6 teams in the boys division made the zone playoffs.

Thanks to Summerside Intermediate School staff - Trevor Bridges, Tara Webster, Charlene Clarke,and Mario Fiset for their help in hosting the Provincials Championships. Also thanks to HarveyMazerolle for his contributions to Midget Volleyball all year long.

Thanks to Lona Ryan at the PEISAA office for help during the season and at the provincials.

Thank you to all coaches, players and referees for making it a pleasure to be the Midget EastVolleyball Commissioner.

Recommendations:

1. The PEISAA should be encouraged to create an “A” Provincial Championship, there is a largegap in abilities between the smaller population schools and those with a larger population.

2. The PEISAA should institute a system to encourage prompt faxing of game sheets to thecommissioners. With the need to service the website this has become a major problem thatschools must address.

WEST ZONE MIDGET VOLLEYBALL REPORTThe Western Zone Midget Volleyball League began with an athletic directors meeting on Monday,September 6th in Miscouche.

Girls LeaguesThe girls AA league was made up of six (6)teams: M.E. Callaghan, Hernewood, Evangeline,Miscouche, Summerside and Kensington. The teams played each other twice for a total of 10matches. Summerside finished in first place with a perfect 10-0 record. They were followed byKensington (7-3), Miscouche (6-4), M.E. Callaghan (5-5), Evangeline (1-9) and Hernewood (1-9)

The girls A league was made up of six (6) teams: M.E. Callaghan, Hernewood, Miscouche,Summerside, Kensington and Somerset/Kinkora. Each team played the other five teams once andand additional match versus a regional opponent (M.E. Callaghan vs Hernewood, Miscouche vsSummerside and Kensington vs Somerset/Kinkora). Kensington finished first with a perfect 6-0record. Then came Summerside (5-1), M.E. Callaghan (3-3), Somerset (2-4), Miscouche (1-5) andHernewood (1-5)

Boys LeagueThe boys league was comprised of six (6) teams: Callaghan Blue, Callaghan Red, Hernewood,Miscouche and Summerside Blue and Summerside White. Each team played twice against the otherfive teams for a ten (10) match schedule. The final standings saw Hernewood finish first at 9-1,followed by Summerside Blue (9-1), Callaghan Red (6-4), Miscouche (4-6), Callaghan Blue (2-8)and Summerside White (0-10).

At the zone tournament at Kensington, Summerside beat M.E. Callaghan 3-0 while Miscoucheedged Kensington 3-1 in the semi-finals to advance to the finals. In the finals, Summerside downedMiscouche 3-0. Kensington edged M.E. Callaghan 3-1 to finish 3rd.

Provincial ChampionshipsSummerside Owls claimed their sixth consecutive provincial championships when they downedMiscouche in the gold-medal match. Summerside took it’s first provincial Boys championships inover 30 years by downing East Wiltshire. Birchwood downed Stonepark for the girls bronze andHernewood took the boys bronze over Queen Charlotte.

Comments, Recommendations, Observations1. I would like to thank all coaches and officials. We had another great year and the cooperation

and effort from everyone was excellent.2. A big thanks to Trevor Bridges, Charlene Clark and Mario Fiset (Summerside) and Michelle

Deighen and Anna Stammberger (Kensington) for hosting the zone championships.3. Thanks to Jeff Hirtle for doing a great job with the officials. I know it’s been very trying with

the increase number of teams and the lack of officials. But with a little bit of juggling, we wereable to complete the season.

4. A great year in reporting results. It is still important that the media get the results and ALSOthat these are faxed to me immediately.

5. The addition of the Girls A league was very popular with coaches. It is hoped that the same canbe done with the boys league next year.

6. A great job by Trevor Bridges and his crew at Summerside for hosting the provincial weekend.7. I believe that all provincial championship matches should be officiated by qualified officials

doing the lines. It puts an awful lot of pressure on a non-qualified person to make a call thatcould determine whether a team wins a match or not. If money is the problem then increase theregistration fee for teams participating.

8. A final congratulations to Summerside (girls) and Summerside (Boys) for winning theprovincial titles. Miscouche (girls) took silver and Hernewood (boys) ended with a bronzemedal.

Cross Country ReportPaul Goguen. Commissioner

The cross country season ended with the 2004 PEI School Athletic Association Provincial CrossCountry Championship at Mill River Provincial Park on Saturday, October 23rd. The championshipwas hosted by the Westisle family of schools. The weather cooperated and conditions were just rightfor running! A total of 818 runners ran the 5 competitive course. This is an increase of 77 runnersfrom last year. We also had 221 registered athletes not show up for their race.

Blair and I had to, once again, deal with students showing up with no coaches or site rep. Parentsagreed to take responsibility. I did see an effort from many schools in making sure their athletes weresupervised at the site.

This year, the schedule had the Senior, Midget and Bantam categories compete first in the morning. Inthe afternoon, the Novice and Pre Novice categories competed. In speaking with the coaches duringthe day, they seem to like this schedule.

The morning parking was directed to the Hernewood Intermediate parking lot. The afternoon parkingwas directed to the Rodd Resort parking lot. Everything went well!

Presentation of awards was done after each race. A big thank you to Garth Turtle, Albert Bernard andCletus Dunn for helping with the awards.

Running a successful Provincial meet doesn’t happen unless you have great help. Congratulations toBlair O’Halloran and his Leadership students from Hernewood Intermediate School. The success ofour championship is directly related to the great and responsible work done by these students. Also,thank you to Jackie Arsenault and many leaders from M.E. Callaghan Intermediate for their greatwork.

The success of this competition, with so many competitors, wouldn’t be possible without the help of somany teachers. Thank you to all the schools and coaches that made a real effort in sending us accurateregistration numbers. Thanks to Darryl Boudreau, Andrew McAdam, and Robyn Aiken for makingsure all zone managers receive proper information. Also, thank you to all Unit managers andvolunteers for their efforts and commitment to our students.

Special thanks to Gloria Wood and the PEI School Milk foundation for their continuous support andfor providing chocolate milk for all the competitors, Dwayne MacNeill of Source for Sports for hisinvolvement in our cross country event, Derek Dyment and Blair Duggan from Parks PEI and theirstaff for their help during this event.

Charlottetown Rural and Montague High Field Hockey tournaments were held again this year. Bothtournaments were successful. Charlottetown Rural was the winner of both tournaments.

The Triple Round Robin appears to be the right number of games for the high school season. TheMidgets should also try to have a Triple Round Robin as they only played 6 games.

Provincials were held at Bluefield. The day was sunny, the field was wonderful and all the gameswere well played. It is hard to keep fans away from the team benches during the games but we hadsome success.

There is a need to have more officials. Three senior officials did most of the high school games. UPEIumpired Charlottetown Rural tournament but they really need the Level 1 Umpire course before theyumpire. It was great to have Terri Bontempo back to help out. Each team had two or more coaches,it’s wonderfull to see younger coaches.

The overtime format of 15 minutes followed by penalty corners seems to work for play-offs. I stillwould like to have the All-Star meeting before the end of season. I like the idea of presenting the All-Star awards at the Provincials.

Our efforts are to help get university Field Hockey back in the AUS. PEI has a lot of skilled players who should have a place to play after high school.

Thanks are extended to Richard Baker for the great story of the Provincials for the media along withthe pictures.

We hope to do some work with the National School Program by taking Field Hockey to a number ofjunior high schools, in the East, in the Charlottetown area and in the Summerside area. I think this willbe an excellent way to help Field Hockey grow.

Senior Golf Report 2004Wayne Denman, Commissioner

This year we revised our method of holding tournaments in order to address issues from small schools,booking golf courses, costs, conflicts with holidays and seeding schools for individual and team play.We solved a few problems and created others - so I guess we still have some more work to do to refineour thinking and action plan.

Qualifying Tournaments:We revised our past practice of having each school host a tournament and divided the schools up into 4zones: School/Golf Course/Date/Number of ParticipantsZone 1 Westisle and Evangeline - Mill River, Thursday Sept 16, 28M and 3FZone 2 Three Oaks, Kinkora and Kensington - Andersons Creek, Tues Oct 5, 49M and 3FZone 3 Bluefield, Charlottetown Rural and Colonel Gray - Belvedere, Sat Oct 2,38M and 2FZone 4 Montague, Morell and Souris - Brudenell, Tue Sept 21, 52M and 5F

Each Zone was then responsible for hosting one tournament. Players were required to play in at leasttwo tournaments in order to qualify for the provincials. The idea of having the golfers play the samecourses was to get a better idea of what level (AA or A) individuals or schools should be competing atin the provincials. All males played from the same set of tees during these tournaments to assist in theseeding. In the past, each schools first team of males was required to compete in AA and their secondteam competed in A. Past results have shown that some schools could field more than one AA teamwhereas other schools had trouble assembling one team that would be competitive at the A level. Thispast process lead to a very uneven competition. From the results of the qualifying tournaments theCommissioner indicated to each school where their players and teams would be competing. This leadto some disagreements as coaches indicated that they had the right to select their players - I agree! Itwas done this way due to the short time between the last tournament, a long weekend, newspaper deadlines and the provincials. Theweather cooperated by making us postpone our initial date and this gave coaches the opportunity torevise their teams. We will do better next year!

Provincial Championships:The PEISAA Championships were held at Mill River Provincial Golf Course on TuesdaySeptember 19, 2004 instead of the original date due to inclement weather. Nine Senior HighSchools sent representatives in the Boys AA (34), Boys A (27) and Girls AA (6) for individual andteam play. The girls participated in individual play only as an insufficient number of schools had teams. The first year class of students from the Holland College Golf Program were inattendance to assist with tournament details such as: starter, announcer, course marshalls, officialscorers, player assistants and media information personnel. The students were all assigned tasks to carry out and then had the opportunity to send in their evaluation and recommendations for futureevents. This was a tremendous asset to the day for all involved - Thank you very much!

The seeding of the teams seemed to have a beneficial result in where teams should have beencompeting - the fact that Rural finished 2nd and 3rd in the AA competition supports the idea.

Recommendations:

I would like to make the following recommendations for next years senior golf tournaments:1. The Provincials should utilize both the # 1 and # 10 tees to start the groups off to limit the

amount of down time upon completion of play.2. Continue discussions on refining the seeding of players for AA and A play.3. Utilize the Holland College Golf Program to assist with all tournaments next year. This process

has been started.4. Continue discussions with Golf PEI and seek their continued support.5. That the PEISAA purchase a digital camera that would be available for all Championship

Events to keep an accurate history of the sport.6. Continue to explore the advantages and disadvantages of weekday/end play with all stake

holders. This should be completed by the end of March 2005 to facilitate booking for next Fall.7. Explore ways of increasing the participation of girls in school golf.8. At next years provincials put the best golfers (by their qualifying round average) out in groups

together and off first - send out the best first to set the pace!9. Encourage players to keep a more readable score card.10. Ensure that a copy of the draw is set up five days prior to the tournament and distributed to all

stake holders by this date.11. Encourage coaches to advise starter of any changes upon the teams arrival at all tournaments.12. Set up a rules seminar at each qualifying tournament and a set of golf etiquette for all school

coaches to discuss with all team members. Invite students from the Holland College GolfManagement Program to come to talk to the golf team at your school.

13. Secure a sponsor to provide a BBQ at the completion of play.14. Do not abbreviate school names on the starter sheet - some starters do not know all the schools.15. Dress warmly in layers16. Post 9 hole scores on the 1st and 10th tees to give student golfers an idea of where they stand.

Midget East BasketballLee Forbes, Commissioner

The Eastern Midget Basketball League consisted of two divisions, A and AA both boys and girls. Divison A Boys had four teams, down three teams from last year as Donagh and Morell did notparticipate and Souris moved to the AA Division. Division A Girls had five teams, down from lastyear as Donagh and Gulf Shore did not field teams, however Souris competed at the A level thisyear. Cost and player availability were cited as reasons for the loss of teams.

Recommendations: 1. Final seeding game(s) not be played in either A or AA to give more relevance to regular

season and also more schedule flexibility .2. Game sheets need to be be completely filled out.

Improvements:Game reporting has improved somewhat, only a couple of schools must refine their process.

Suggestions:It was suggested that better advance publicity be provided for Provincial Championships. Commissioner, PEISAA and host school will try to improve that next year. A good discussion topicfor next year’s scheduling meeting will be on what should be included.

Senior Basketball ReportWalter MacEwen, Commissioner

Suggestions / Observations /Recommendations:1. It appeared that having Monday and Tuesday night action was a success.2. Financially tournament a success ... must keep this in mind that Monday and Tuesday each had two

games and that despite large crowds we did not have the turn-around crowds that four games onone night would have ... and therefore Monday and Tuesday’s totals are very strong and yet notsignificantly better than one night four games ... consider extra security cost as well.

3. Time to talk to UPEI at a higher level than Neil re costs. The work accomplished by all the studentsecurity was minimal and considering exposure, UPEI should be able to absorb some costs. Theuniformed personnel serve to halp at the door and UPEI did cut us a break there.

4. If all bronze medal games were played at a school, ie. Rural could save some expense. I wouldlike to try a Monday night with A, AA and AAA Women all together at 4:00. 6:00 and 8:00 pmand do Tuesday the same with A, AA and AAA Men. Saturday could be a back up day at UPEI incase of storms. Also next the the AUAA Women’s playoffs are at UPEI so we would have to makesome changes anyway.

5. Students did not miss much school time at all, so this year’s set-up was good in that regard.6. Subway and milk very easy to deal with. I have sent a press folder to Irwin Dawson (Subway)

with all press clippings that included Subway.7. Congrats to Bluefield students for work announcing and doing score-table. This is not easy and

they were punctual, polite and relatively proficient. Occasional miscues are to be expected. Unfortunately some team officials and general public were very hard on these students. Perhapsone training session at UPEI with their clock which is a bit newer than our school’s clocks wouldbe a wise move.

8. Congrats toMorell students for time and work at the door, with presentations and with singing.9. Thank you to Rural and in particualar Mike Lloyd and Barb Carmichael for help with Saturday

games and also Subway night and free use of their facilities.10. Congrats to Randy Cheverie for the excellent work on the program and also the new logo for this

year as well as coordinating the mania at the door throughout the whole tournament. As well themaintenance of the PEISAA Basketball website throughout the playoffs with updates and team picsis a lot of work and Randy does a great job. Also to Shane MacClulre for work on web site allseason.

11. T-shirts to be picked up yet by Morell Women (7) and Colonel Gray AA Men (15). Expected to becomplete by end of break when coaches back to PEI ... hopefully still have the $$$$.

Gymnastics ReportPaul Goguen, Commissioner

The 2005 school gymnastics season ended on Saturday, February 12th with the PEI School AthleticAssociation Provincial Gymnastics Championship held at Athena Consolidated School in Summerside. The championship was hosted by the parents of St. Louis Elementary School with the help of FreddyMartin.

The Provincial was held one weekend earlier due to a conflict with the original date of February 19th. Thank you to all the schools and teachers that agreed to help. It was very much appreciated.

On Saturday morning, a total of 102 gymnasts participated. They competed on floor exercises andvault for event awards, all-around awards and team awards. Approximately 160 spectators watchedthese acrobatic athletes perform. St. Louis Elementary School won both Pre Novice boys and girlsteam provincial title.

On Saturday afternoon, another big crowd watched 96 gymnasts perform. West Royalty won bothboys and girls team provincial title. Garth Turtle was on hand to do the presentation of awards to the 2Pre Novice and Novice categories.

In the third competition, we had a total of 16 gymnasts participate in Bantam and Novice AAcategories. No team competition.

In all, we had a total of 16 schools participate with a total of 214 gymnasts. This was an increase oflast year’s 191. The weather was good, but roads were slippery. This forced us to start 15 minutesbehind schedule. We had a total of 222 paid spectators. I announced before each competition what the$2.00 admission was going toward and thanked them for their support.

All the results were sent to the participating schools with a thank you letter. The pre and post mediacoverage was good. All information and results were in the three local newspapers.

I would like to thank Lona, Garth and the PEI School Athletic Association for the great support inmaking this provincial a great one. The provincial team certificates, blue result cards and theparticipation certificates are well appreciated.

A big thank you to the Principal of Athena, Mrs. Desrosiers, and Kim Gallant for allowing us to usetheir fine facilities. Thank you to Harvey MacEwen and the Western Board for their financialassistance toward janitorial cost, and to Freddy Martin for all the help with the equipment and support.

Two bonspiels were held in late February to determine seeding for the Ladies’ curling finals. Eachteam played the other teams twice.

The teams participated in the PEISAA championships held the end of February in Cornwall. Kinkorawon the bronze medal after a 6-4 loss to Montague in semi-final action. Charlottetown Rural won thegold medal with a 6-4 win over Montague in the final.

Wrestling ReportDave Matthews, Commissioner

The 2005 P.E.I.S.A.A. Wrestling Championships were held April 15 and 16 at Gulf Shore School inNorth Rustico. On Friday night, the Bantam, Midget and Senior Championships were held, while onSaturday the Novice Championships took place. 214 students representing twenty schools from acrossPrince Edward Island took part in the Provincial tournament.

In the Novice Boys Division, 82 wrestlers from 11 schools competed with Tignish Elementary beingdeclared Provincial Champions with a total of 38 points. Montague Consolidated were a distant secondwith 20 points, while St. Louis was third with 16 points. Five points are awarded for a first place finish,three points for second and one point for third in determining team points.

A total of 31 girls from 9 schools competed in the Novice Girl’s Division and for the second time in threeyears, Englewood emerged as the top school with 32 points. Montague Consolidated was second with 26points, while Belfast was third with 10 points.

The Bantam Boys Division was won by M.E. Callaghan with 25 points. Last year’s winner, MontagueIntermediate was second with 17 points, while Birchwood was third with 14 points.

Host, Gulf Shore Consolidated were winners in the Bantam Girl’s Division edging out Birchwood 21- 18. Montague Intermediate was third with 8 points.

Thirty-two boys competed in the Midget Division. Montague Intermediate finished first with 22 points,East Wiltshire came a close second with 21, while M.E. Callaghan was third with 12 points.

Charlottetown Rural won the Midget Girl’s Division, and for the first time in almost two decades a seniorhigh male winner was declared, with Westisle winning the Championship. Three Senior High Schoolsregistered for wrestling and were present at the Championships, hopefully an indicator that High SchoolWrestling will once again be a sport that high school athletes can choose to participate in.

Thanks to Drawmaster, Tim Murphy and his assistant, referees, and minor officials for their work. Thanks also to Milk Sport for their continued support of school sports, and to Garth and Lona at theDepartment of Education for their help and guidance. The PEI School Athletic Association Black Knight Provincial Badminton Championships were held onthe weekend at various Summerside and area schools Friday night for the round robin portion of the eventwith crossovers and finals on Saturday at Three Oaks and Summerside Intermediate School.

Championship titles in Novice, Bantam, Midget, Juvenile, and Senior boys and girls categories were upfor grabs. Over 200 athletes from 40 schools across PEI took part. These athletes had competed in zoneplayoffs with the top two from four zones advancing to the provincials.

Bluefield took the Senior Boys Provincial Championship title with Andrew Woods winning the singlestitle, defeating Mark Brown of Charlottetown Rural 15-10, 15-13. Woods then teamed with partner ChadMacQuaid to win the silver medal in doubles, losing to Kevin Douillette and Pierre Ouellet of FrancoisBuote.

Montague Senior High School and Charlottetown Rural tied for the Senior Girls ProvincialChampionship, with each school accumulating 10 points. Jennifer Ling of Charlottetown Rural was adouble winner, defeating Angela Drane of Montague in the singles final and teaming with Chantel Doranto win the doubles championship with a win over Angela Drane and Paula MacDonald of Montague.

The senior mixed doubles title was won by Colby Pridham and Jennifer Hogan of Westisle.

Intermediate GolfWayne Denman, Commissioner

A dozen schools responded to a request for interest in playing Intermediate Golf with an even split ofwhen to play (during or after school hours). Thus it was specified to schools to set up times after school tohold the tournaments. The western tournaments were set during and after school hours and the easterntournaments started after school hours. This had an impact on the schools that participated in the events. The western zone had four schools participate - one droppedout due to lack of players and one due to the time. Five of the eastern schools that indicated they wouldparticipate did so as well as two addition schools.

The western tournaments were hosted by Summerside Intermediate (Summerside) and M.E. Callaghan (St. Felix) with 57 students - 45 boys and 12 girls. The eastern tournaments were hosted by QueenCharlotte (Clyde River) and Stonepark (Fox Meadows) with 32 students - 27 boys and 5 girls. Thus wehad 89 students participating. To qualify for the provincials players had to participate in both tournamentsin their zone. Schools could enter as many players as they wanted in teams of four - of which the top threescores were counted. The top two boys teams in each zone advanced to the provincials as well as the nextbest eight boys in each zone - thus we had 32 boys competing at the provincials. We had 4 girls teamsadvance as well - 3 from the west and 1 from the east. In addition three other girls advanced from theeastern zone as individuals. This was the first Intermediate Girls team championships!

The nine hole championship was held at Andersons Creek Golf Club on June 7, 2005.

ENGLEWOOD AND STONEPARK CAPTURE INTERMEDIATE GOLF TITLESOn Tuesday June 7th, 32 boys and 17 girls battled the elements at Andersons Creek Golf course in teamand individual play to determine the PEISAA Intermediate Golf Champions. The girls played the frontnine while the boys played the back. Teams of three or four players made up each team with the best threescores counting for the team total.

TEAM COMPETITIONThe Engelwood Boys team, competing in their first ever golf championships, won the Gold Medal.Consistency was the key with this team as all 4 members were within 2 shots of each other. Teammembers Alex Bevan-Baker, Sam Bevan-Baker, Logan Dawson and Logan Richard clinched the medalswith a nine stroke margin over the runner up team from StonePark and the third placed team from M. E.Callaghan by nineteen shots.

The StonePark Girls team captured the first ever PEISAA Intermediate Golf Team Championship lead byJessica Kelly, Lindsay Lowther, Michaela Misener and Hillary MacDonald.These girls dominated theirdivision winning by a 36 stroke margin. Kinkora edged Hernewood by three shots to capture the SilverMedals in a close race.

INDIVIDUAL MEDALISTSThe Boys event had an exciting finish as it looked like a playoff was going to be required to break a fourway tie but players in the last few groups held it together and edged their competitors. Greg Ellis ofSummerside Intermediate shot a fine 43 to capture the Gold Medal, followed by Silver Medalist SimonPoirier of Hernewood with a 44. Sam Bevan-Baker from Engelwood shot a 45 to capture the Bronze Medal by retrogression over three fellow competitors - it hadto go to the third tiebreaker!

Recommendations:1. Next year try to have 3 or 4 nine hole tournaments in each zone to qualify for provincials. Can be

different in each zone but teams must participate in all zone events.2. If numbers warrant, consider having the top three teams from each zone advance to the provincials.3. Have the provincial final a 18 hole event for the boys and a 9 hole event for the girls.4. Run the sport in the spring as we have always done, the Fall conflicts with soccer and hockey.5. We had to DQ one player who was caught cheating while attempting to qualify for the provincials.

We need to put more emphasis on following the rules of the game.6. We need to spend more time with our players on the etiquette of the game.7. It is recommended that schools conduct their own school tournaments in the Fall of the year to

identify their golfers for the spring. This will allow you more time to work with the players on rules,etiquette, etc during the school year.

Congratulations and thanks to all the coaches, players and officials for making the 2005 season asuccessful learning experience for all involved.

The level of play in Island schools continues to be excellent. Members of the rugby communitycommented to me at various times during the season that the calibre of play at the MAAA level wasespecially high this year. As in past years, a level 1 coaches’ clinic was hosted this spring by the PEI Rugby Union to help addcertified coaches to the high school program. This continues to be a critical element to the developmentof the game and I thank the union for their continued efforts to put on this clinic.

Alan Gray of New Brunswick was brought in by the union to conduct a level 2 referee clinic in late May. Recent changes to the national referee certification program mandates that referees must be certified atlevel 2 to officiate a contact game. This is a new standard that differs from the stance taken by thePEISAA in past years where certified officials would be provided if possible, but that games could beofficiated by others if they had an appropriate level of experience. In addition, all officials officiatingcontact rugby in Canada must be certified and pay insurance fees. This year, the PEI Rugby Unionoffered a discount to referees and allowed them to register for $40.00. This made it easier to attractreferees to the field and I would hope that the union would continue this policy and look at other ways toincrease the pool and competency of officials in the province.

Last year, it was recognized that a lack of written policies that govern the league was starting to poseproblems for new coaches and officials. To this end, the document “PEISAA Rugby Guidelines forReferees and Coaches” was developed this season and circulated to the athletic directors at the springmeeting. The document will continue to serve as the foundation of league’s operational guidelines. Although not perfect, it represents a starting point that can be enhanced and modified as the PEISAAevolves the management of the game and league at the high school level.

Secondly, the issue of attracting, training, and retention of referees continues to be challenging. A tremendous effort was put forth by Ryan MacDonald, John Desrosiers, Will Proctor, Darryl Boudreau,and Dale MacLeod to fill the bulk of games with others providing their services on a less frequent, butimportant basis.

The referees’ society purchased a set of 4 FRS radios at the end of last season. The radios were used atthis season’s David Voye tournament, AA, and AAA finals. They proved to be a valuable gamemanagement and referee development tool.

Thanks to the support of Mike Leslie and the Voye Tournament, 2 touch judges were used for each gameat the tournament. Also, new referees were able to shadow more experienced referees and some went onto complete their first assignments with a backup official on the field. This was a positive experience forthose involved and proved an excellent development strategy.

Recommendations:1. Adopt the “PEISAA Rugby League Guidelines for Referees and Coaches” document and develop a

procedure to have rules changed. 2. Review the 13 a-side ruling and provide a clearer policy related to what the requesting and opposition

schools must do in this situation.3. The tradition of scheduling the majority of games on Monday, Wednesday, and Friday should be

discontinued in favor of creating a schedule with a more even distribution of games throughout theentire week. Consideration could also be give to scheduling on Saturday.

4. Consider leaving the last 3 playing days of the season blank to help accommodate rescheduled games.5. The league should hold A semi-finals and finals on the same day at the same location.6. To help increase the number and competency of available referees, an attempt to place 1 touch judge

and referee at all games at the AAA level. Schools would be required to pay additional fees andpossibly mileage for the touch judge but it would enhance the quality and supply of officials over thelong term

7. The spring meeting must include a coach representative from each school if there is to be a productivediscussion regarding league policy issues.

8. Clarify the mileage policy for referees. If a referee is traveling from Rustico or Montague to officiatea game in Charlottetown, do they get paid from their home?

9. Substitutions -There should be a rule in place that inside the 22 metre line, the defending team shouldnot be able to make a substitution unless they have possession. This would eliminate the strategicplay of coaches to take away advantage to a team who is making progress.

10. Timeouts - Inside their own 22, the defensive team should not be able to call a timeout unless thathave possession. For example, put-in in the lineout or scrum, or penalty. Referees have noticed thatthe defensive team gets a strategic advantage from calling a timeout when the offensive team ispressuring. This should not be allowed.

11. Consider having all playoffs at the same location on the same day. It may be possible to chargeadmission to the event and organize concessions. It would also be easier to provide the best officialsto do all final games and enhance referee development. For players and spectators, it would provide afestival atmosphere.

The 2004-05 Softball season got off to a great start with teams enjoying few weather delays early in theseason. Seven girls and eight boys teams completed a round-robin schedule with all league gamescompleted by May 30th. The Provincial Championships were hosted by Three Oaks at Queen ElizabethPark in Summerside on June 1st.

Playing the gold medal games under the lights in front of a large crowd seemed to be a fitting way tofinish another very successful softball season.
