The expansion will become a part of the City’s public water system. The expand- ed water system has the potential to double the number of North Pole Utility water customers. Bill Butler, Director of City Services said, “This is probably the largest project ever sponsored by the City in its 62 year history.” Five general contractors with operations located in Alaska submitted proposals to construct the water system ex- pansion. A selection team including the City, State and Flint Hills Resources (FHRA) reviewed the proposals. The reviewers evaluated the proposals based upon nine criteria including qualifications, past performance, references and cost. At the end of the evaluation, Exclusive had the highest score. Their proposed construction cost was $52,125,607. Exclusive’s schedule is to begin construction in February 2018 on the City’s northern boundary. Other construction activities in 2018 include installing water mains in the area west of the City, often referred to as 12 Mile Village; installing water mains within the city limits north of the Richardson Highway; constructing a pump house on Peridot Road; and constructing upgrades to two North Pole Utility facilities. In 2019, Exclusive will install the remaining water mains. The City anticipates that new customers can start connecting to the system in 2019 after receiving State regulatory approval. Exclusive will notify residents and businesses prior to beginning construction activities in their neighborhoods and create a FACEBOOK page about construction activities. Not part of the contract awarded to Exclusive is a future project to connect properties to the water system. Property owners identified as eligible in the legal settlement will be offered connection to the water system free of charge. In addition, they can receive a $2,000 credit on their utility bills and payment of the $75 deposit if they connect. The North Pole Water Expansion Project is the result of a February 2017 agreement between the City, State and FHRA. An intent of the agreement is to provide sulfolane-free drinking water for residents affected by releases of sulfolane from the former North Pole Refinery. The City, State and FHRA continue to pursue their claims against Williams Petroleum to contribute its fair share to the water system expansion. Because the water system expansion is funded by a legal settlement, there will be no assessment levied against property owners to fund the construction.

North Pole City Council Selects Exclusive Paving to

Construct its Water System Expansion Project North Pole, Alaska, January 2, 2018

At its January 2, 2018 meeting, the North Pole City Council approved Exclusive Paving to construct the North

New Tax Law: Outreach Opportunity for Chiefs. The IAFC is delighted that the recently passed tax-reform pack-

age (P.L. 115-97, the Tax Cuts and Jobs Act) contains an important life and property-saving provision. The new law incentivizes business owners to retrofit their properties with fire-sprinkler systems and allows the cost of sprinkler

retrofits to be deducted as a Section 179 expense.

Strongly supported by the IAFC, the National Fire Sprinkler Association (NFSA) and many other fire service organizations, this tax-policy change allows businesses, restaurants, bars and other establishments to protect employees, customers, prop-erty and firefighters.

It’s important for us as fire chiefs to inform our communities about this significant change to the tax code. I encourage you to speak with your local chamber of commerce, commercial property owners and business leaders to make them aware that this historic tax-break incentive is available to them. Encourage them to speak with their tax professionals for details.

This legislative victory was long in the making. The IAFC has urged Congress to pass this provision since the devastating 2003 fire at the Station Nightclub in Rhode Island. Let’s make sure the communities we serve know about it.
