1.0 EXECUTIVE SUMMARY:

Environ Biowaste Systems India Private Limited proposes to develop a Common

The Facility is intended to Handle / Treat the Biomedical Waste of 8.1 T/ Day

The Total Water Requirement of the Facility is about KLD.

Power Requirement of 120 KVA will be sourced through Tamil Nadu Generation and

Distribution Corporation Limited [TANGEDCO]

The estimated cost of the Development is INR. 2.82 Crores

2.0 INTRODUCTION:

2.1 BACKGROUND:

M/s. Environ Biowaste Systems India Private Limited has proposed a Common Biomedical

Waste Treatment Facility at S. Nos. 553/1B, 2A & 2B of Meyyur Village, Uthukottai Taluk,

Thiruvallur District in a Site Area of about 13,350 Sq.m. The Facility intends to handle

Biomedical Waste upto 8.1 T/Day.

Being an Industry, the present Site is considered as it is isolated and away from Settlements

with no Major Industries or Residential Development around.

2.2 OBJECTIVE:

The prime objective of such Development is to cater the demand of Biomedical Waste Disposal

Facility in and around Chennai, Kancheepuram and Thiruvallur District. As these areas are

covered by only Two such Common Biomedical Waste Facility namely, M/s. GJ Multiclave

(India) Private Limited and M/s. Tamil Nadu Waste Management Limited. With the ever

increasing in the Biomedical Waste from the Health Care Facility, the need for such Facility is

warranted.

3.0 PROJECT DESCRIPTION:

The propose Project is a Common Biomedical Waste Treatment Facility which is categorized as

“B” 7(da) as per the Ministry of Environment and Forest Notification Dated: 17.04.2015.

3.1 PROJECT LOCATION AND SETTING:

The Proposed Project Site is located at Meyyur Village, Thiruvallur and the Site Information’s

3.2 BASIS OF SELECTING THE PROPOSED SITE:

The Present Site has been Chosen for the Construction of Biomedical Waste Facility based on

the Following Reasons:

The Project Site is a Vacant Site and away from Human Settlements

No R&R plan involved for the Proposed Development

3.3 SIZE OF THE PROJECT:

The Development is proposed in a Site Area of 13,350 Sq.m with Industrial Shed in an Area of

637.80 Sq.m, with a Capacity to handle segregated Biomedical Waste of 8.1 T/D and it falls

under Category B of EIA Notification, 2006.

3.4 PROJECT DESCRIPTION:

The Development is aimed to carter the emerging needs of the ever increasing Biomedical

Waste disposal facility around Chennai, Kancheepuram and Thiruvallur District. The same is

able to handle segregated Biomedical Waste of 8.1 T/D. The Facility is proposed in a Site Area of

13,350 Sq.m and the Plot Area Distribution is as below:

3.5 POWER REQUIREMENT AND ITS SOURCE:

The Power Required for the proposed development will be sourced from Tamil Nadu Power

Generation and Distribution Corporation Limited [TANGEDCO] of capacity 120 KVA and a DG

Set of 63.5 KVA Capacity will be used as a Power Backup. The DG set will be of In-Built Acoustic

Enclosure Type.

Stack Height Calculation:

For DG Set of 63.5 KVA

Stack Height = 8.23 + 0.2 √63.5

= 8.23 + 0.2 (7.97)

= 8.23 + 1.60

= 9.83 m

3.6 EXPECTED POPULATION WITHIN THE FACILITY:

The expected Population within the Facility is as below:

3.7 SOLID WASTE GENERATION:

The Solid Waste generation from the Facility on account of the Workers within the Facility is

estimated to be 27 Kg/Day. The same will be source segregated and disposed of through Local

Body / Authorized Recyclers. In addition, the Recyclable Biomedical Waste arising out of the

Facility will be stored separately and disposed through Authorized Recyclers.

3.8 BIOMEDICAL WASTE:

3.8.1 SEGREGATION:

Being a Common Biomedical Waste Disposal Facility, the efficiency of operation largely depends

on Segregation of Biomedical Waste at Source. Adequate Training in this regard will be

imparted to HCF Staffs as well Waste Handlers.

3.8.2 TRANSPORT:

A proper Transportation Network is necessary to ensure timely collection of medical wastes

from HCF to Site, with minimum Transit Time. Biomedical Wastes are highly infectious and fast

putriciable leading to stench, bad odour, fluid formation, etc., Normally no untreated Biomedical

Wastes shall be stored beyond a period of 48 Hours. Hence a very systematic Collection

Arrangement with Health Care Establishments is imperative.

A Team of Drivers and Supervisors will be employed to ensure proper Transportation of

Biomedical Wastes from the Collection Points to the Treatment Site. The Vehicles will be

specially designed with separate compartment for storing different Categories of Wastes during

the Transportation as per the Biomedical Waste Rules. They will also be painted with Biohazard

Symbol, as required by the Rules.

3.8.3 TREATMENT:

Incinerator - Yellow Bags

A 300 Kg/Hr Capacity Incinerator with Two Stage Gas Cleaning Systems, with in-Built

Monitoring Devices and due Safety Interlocks with 30 m Chimney will be installed for

the Biomedical Wastes. The same will be designed to function with the Emission Levels

in Total Conformity with the Stipulated guidelines of MoEF and TNPCB.

The incinerated Ash will be Sterile in nature with Organic Presence being less than

0.03%. There shall be no Metal Contaminants due to Careful segregation at Source itself.

The Ash will be stored in sealed containers for disposal as directed by TNPCB.

Autoclave / Shredder - Red & Blue Bags

2000 lts capacity, Stainless Steel Autoclave coupled with a Shredder operating with

Present inputs and continuous monitoring of the Operating Parameters with Digital

Indicators and Recorders with due Safety Interlocks. The system is assured to Operate

as per the stipulated guidelines of MoEF and TNPCB.

Shredder:

The Sterilized Waste mainly consisting of Plastic Items like Syringes, Tubes, Catheters,

IV Sets, Plastic Bottles will be Put into the Shredder and completely shredded into Small

pellet like pieces to avoid reuse of these items as such. The Shredded Material will be

sent either for Recycling or for secured landfill depending upon the Permissive policies

of the Regulatory Authorities.

Blood Bag Shredder:

The Blood Bag containing contaminated Blood, will be put into the Shredder Machine

where in Chemical Disinfection will be done, to decontaminate the Blood and at the

same time also shred the Blood Containers. The liquids will be passed to the Effluent

Treatment Plant, while the Shredded Materials will be collected and suitably disposed

off.

3.9 WATER REQUIREMENT:

With the estimated Population of 45 Nos. the Total Water Requirement for the Facility will be

KLD. The Fresh Water Requirement will be sourced through Private Tankers. The Sewage

generated from the Facility will be passed on to the Septic Cum Soak Pit. Whereas the Liquid

Effluent will be treated in an ETP of 20 KLD Capacity and the Treated Effluent Water will be

reused within the Facility for Gardening.

3.9 SCHEMATIC REPRESENTATION OF EIA:

As per the Environment Impact Assessment [EIA] Notification Dated 14th September 2006 and

its subsequent Amendment Dated 17.04.2015, the Proposal for Common Biomedical Waste

Treatment Facility falls under Category B of S. No. 7(da). The EIA Report required to get

Environmental Clearance for the Project from SEIAA - TN. The Baseline Studies will be

undertaken as per the Following Schematic Diagram.

4.0 PLANNING BRIEF:

4.1 PLANNING CONCEPT:

The Proposed Development is Common Biomedical Waste Treatment Facility. The project being

categorized under 7(da) of EIA Notification, 2006. The Total Estimated Cost of the Project is Rs.

2.82 Crores.

4.2 LAND USE PLANNING:

The Site is Unclassified Use Zone as DTCP and with the Proposed Development the land will be

utilized as Industrial Area and the necessary Planning Permission from DTCP [Local Planning

Authority] has been secured.

5.0 PROJECT SCHEDULE:

Construction shall be started after securing Environmental Clearance and other Relevant

Approvals. Construction and Installation of the Facility will be completed in 15 Months Time.

6.0 PROJECT BENEFITS:

With the Proposed Biomedical Waste Treatment Facility, the demand for such facility

will be fulfilled

Creates Direct and Indirect Employment opportunities

Increased Revenue to the Government

Leads to Sanitary and Hygienic disposal of BMW, as the present CBMWTF is not able to

handle the Total Waste generated from HCF around the Chennai, Kancheepuram and

Tamil Nadu.
