JulieMikkelson is the Director of the Special Nutrition Programs (SNP) for USDA Food and Nutrition Service’s Midwest Region. In this role, Julie oversees the administration of 13 nutrition and food distribution programs, including the Special Supplemental Nutrition Program for Women Infants and Children (WIC), National School Lunch Program, the Child and Adult Care Food Program and the Summer Food Service Program. Julie has 26 years of experience in administering FNS programs. Prior to joining SNP in January 2008, Julie directed the MWRO WIC program for four years, she supervised retailer investigations in the Food Stamp Program for two years and she coordinated regional operations for the Child and Adult Care Food Program for over 10 years. Julie has a degree in Dietetics from Iowa State University and she is a graduate of the FNS Leadership Institute.

Today, CACFP supports child care providers with nutritious foods that contribute to the wellness, healthy growth, and development of young children. CACFP is a leading source for information about health and wellness, like the new Nutrition and Wellness Tips, Recipes for Healthy Kids, and “Know Your Farmer Know Your Food” connections, so that our children will get the best start when it comes to healthy eating and physical activity. Cindy Long, Director of the USDA, FNS, CND will update attendees on steps USDA is taking through CACFP and other Child Nutrition Programs to enhance the nutrition and well-being of our Nation’s children, while at the same time working towards meaningful paperwork reform, reducing the burden on participants, and safeguarding our precious Federal resources.

CindyLong is currently the Director of the Child Nutrition Programs Division of the Food and Nutrition Service, USDA. Cindy and her staff are responsible for all aspects of federal management of the Child Nutrition Programs. She began her federal government career in 1988 with the Office of Management and Budget, and joined USDA’s Food and Nutrition Service (FNS) in 1991 with the Office of Analysis, Nutrition and Evaluation (OANE) and has served in multiple positions with FNS since then. Cindy has a MPA in public policy and economics from Princeton University’s Woodrow Wilson School of Public and International Affairs, and a BA in economics from the University of Notre Dame, and lives in Alexandria, Virginia.

TomThorfinnson hails from Eden Prairie Minnesota and has a B.A. from St. Olaf College, graduating with honors having majored in economics and mathematics. He went on to receive a law degree from Marquette Law School. Joining his father in the practice of law, Tom has been engaged in the private practice of corporate law for over 30 years and is the owner of Thorfinnson Law Office, P.A. located in Eden Prairie MN. Tom has been a passionate volunteer for Rotary International for over 30 years and served as Rotary District Governor in 1996-97. He recently completed a two year term as a member of the Board of Directors for Rotary International, the governing body for 1.2 million Rotarians and over 34,000 Rotary Clubs in 208 countries and geographic regions around the world. In 2010-11 Tom served as the Vice President for Rotary International. Currently Tom serves on the Strategic Planning Committee for Rotary International and as Vice Chairman of the Steering Committee for the Rotary/USAID Alliance for Water and Sanitation. Having made fourteen volunteer trips to developing countries including nine to Haiti, Tom is passionate about helping those in need. More importantly he has been a key player in fundraising efforts among Rotarians in the upper Midwest helping raise over $1,000,000 to provide safe water and sanitation to those in need in Haiti. Tom is frequently asked to speak on integrity in business. However, his passion is to address audiences on the personal value and the societal importance of helping those in need. CACFP sponsors and providers are uniquely positioned to influence the eating habits of millions of children and families. With so many vulnerable participants relying on CACFP for their meals, alignment with the Dietary Guidelines for Americans is critically important. Research grounded in practice can inform implementation of the pending nutrition regulations. This session will highlight lessons from successful application of nutrition standards from a variety of food assistance programs (e.g. the National School Lunch Program). Research supported implementation strategies like farm to pre-school, cooperative food buying and engaging families will be discussed. Session attendees will be able to identify research supported strategies to guide implementation of updated nutrition standards in their programs.

Dr.MarilynS.“Susie”Nanney,PhD,MPH,RD is an Associate Professor at the University of Minnesota in the Department of Family Medicine & Community Health and an active member of the Program in Health Disparities Research. Dr. Nanney is a Registered Dietitian with training as a behavioral scientist, with specific emphasis and experience in community obesity prevention interventions, nutrition policy research and health disparities. Dr. Nanney has conducted numerous dietary intervention studies among parents and children in partnerships with community-based organizations (i.e., food banks, parenting programs, schools, child care programs, tutoring/mentoring programs, afterschool programs). Most recent funding includes studies linking obesity prevention policies and practices in preschool and secondary school settings and community colleges and youth/students in attendance; creating a healthier, more accessible school breakfast program; characterizing the nutritional quality of foods available at food banks and food shelves and; working with legislators and advocacy members to develop and test a model system to efficiently translate obesity-related research evidence for decision makers. ). She is an active member of the Childhood Obesity Workgroup of Minnesota Legislators, Minnesota for Healthy Kids Coalition and Steering Committee member of the Program in Health Disparities Research at the University of Minnesota

The workshop will include an in depth discussion about ways to address obesity prevention in the early care and education setting. Free, practical resources will be provided to assist in meeting obesity prevention best practices.

Let’sMove!ChildCare is a national effort to promote children’s health by encouraging and supporting healthier habits for children in all early childhood and education (ECE) facilities. The purpose of this technical assistance workshop is to present participants with an understanding of the Let’s Move! Child Care Initiative and describe resources available to help them support breastfeeding, encourage good nutrition, increase physical activity, and reduce screen time in their program. Participants will be guided through an interactive discussion about obesity prevention in early childhood specifically highlighting free to low cost activities, and parent and staff resources to improve the health environment of their program. Adult learning principles are the foundation of this learning experience. Participants will be challenged to set goals and create an action plan related to adopting obesity prevention best practices, learn by doing as participants in nutrition and physical activity demonstrations for the classroom, to share life experiences and knowledge with others, provide feedback, and role play during large and small group discussion.

Dr.CareeJacksonCotwright is a CDC ORISE Research Fellow at the Centers for Disease Control and Prevention (CDC) Division of Nutrition, Physical Activity, and Obesity. Caree is currently engaged in the monitoring, evaluation, and dissemination of national policy and environmental change approaches for obesity prevention in the early care and education setting. In this capacity she works specifically on promoting, First Lady Michelle Obama’s Let’s Move! Child Care initiative for child care providers. Previously she completed a postdoctoral fellowship as a Kellogg Health Scholar. At the Morgan State University School of Community Health and Policy. During her time as a Kellogg Scholar she has worked in partnership with Baltimore City Head Start Centers to Implement and evaluate a culturally appropriate Nutrition and physical Activity intervention For Head Start children, parents, and staff members.

What constitutes actions that warrant a serious deficiency declaration – both for providers and for sponsors? There doesn’t seem to be consistency between states or regions. This panel will discuss issues that have come up across the country, how they were handled, and perhaps how they should have been handled. Providers and sponsors are often made to feel like criminals for making an unintentional error. Providers are “going underground” rather than living in fear of making a mistake and being put on notice. We need to work together and figure out how to make this process effective by inspiring honesty rather than assuming dishonesty for both providers and sponsors. The current process is slowly destroying participation in this program and ultimately the children are paying the price. How can we fix it? What is reasonable and what is unreasonable?

OBJECTIVES: Let’s Move! Child Care is a national effort to promote children’s health by encouraging and supporting healthier habits for children in all early childhood and education (ECE) facilities. The purpose of this technical assistance workshop is to present participants with an understanding of the Let’s Move! Child Care Initiative and describe resources available to help them support breastfeeding, encourage good nutrition, increase physical activity, and reduce screen time in their program. Participants will be guided through an interactive discussion about obesity prevention in early childhood specifically highlighting free to low cost activities, and parent and staff resources to improve the health environment of their program.

Adult learning principles are the foundation of this learning experience. Excluding meal costs, program labor costs are the highest portion of any CACFP sponsor’s budget. CACFP sponsors need to follow best practices to make decisions that reflect the organization’s compensation philosophy. Labor resources need to be spent right to provide enough compensation to attract, retain and motivate staff and achieve the organizational mission.

Participants will review the regulatory framework for labor compensation for CACFP including: Economic Research Institute database of compensation data, State and local salary surveys for non-profits, Office of Management and Budget Circular A-122, Cost Principles for Non-Profit Organizations, FNS Instruction 796-2, Revision 3, Allowable Labor Costs, Labor Cost Categories, and Allowable Costs. A discussion on reasonable compensation policies, independent board compensation committees, mandated state salary restrictions, and a proposed CACFP salary survey will be provided.

KatiWagner joined the Wildwood CACFP team in October of 2009 and currently serves as President. Prior to this she spent 21 years in the staffing industry. Kati worked with offices in the western part of the country helping create management plans, budgets, forecasts and sales plans. Additionally she developed training material for customer service and sales staff. From there she worked with a software company, installing the product and training customers all over the country. Kati brings to the CACFP Sponsors Association a strong history of management, sales and customer service. HaydenBlakeStanford is a 1981 graduate of Southwestern University, Georgetown, Texas, he received a Bachelor of Science degree in Social Sciences, Political Science and Economics, and a Bachelor of Arts degree in Spanish.
