The scope of this Procedure is to describe the activities involved in Pre- commissioning of HVAC System for Power Network Upgrade Project at all ADCO Fields.

This procedure describes step by step the detailed requirements and procedure of Pre-commissioning of HVAC System in accordance with the contract requirement and specifications.

These guidelines shall be mandatory supporting documents for obtaining permit to work.

2.0 RESPONSIBILITIES

1.1 CONTRACTOR

1.1.1 To monitor and issue the following list of items required for Pre-commissioning of HVAC System.1.1.2 Letter of assistance.1.1.3 Required Permits & Approved Task Risk Assessment.1.1.4 Approved Drawings.1.1.5 To ensure systematic, Quality, Safe work Execution.1.2 Operations Manager:

1.2.1 Ensure all required submittal are made in a timely manner.

1.2.2 Work progress is carried out according to the planned program and all the equipment required to execute the works are available as per project planning are in good condition.

1.3 Project Manager

1.3.1 Coordination with the consultants, Project Engineer, Safety Engineer and Sub contractors for the safe and proper execution of the work.

1.3.2 Specific attention is paid to all safety measures and quality control in coordination with safety officer.

1.4 Project Engineer

1.4.1 Proper execution of work as per approved MARs, Method statement and approved shop drawings.

1.4.2 Timely provision of relevant full information and COMPANY approved documents to site execution team.

1.4.3 To distribute responsibilities among site staff.

1.4.4 Adopt all safety measures as required and under supervision of site / COMPANY safety Personals.

1.4.5 Follow sequence of execution of work and COMPANY instruction and approvals.

1.5 QA/QC Engineer

1.5.1 To initiate Request for Inspection (RFI) 24 hours prior to inspection for COMPANY inspection / approvals.

1.5.2 To advise Site Foreman / Supervisor of the specific requirement related to work quality and requirement of COMPANY inspection and approvals at different stages of the work progress.

1.5.3 Implement of COMPANY comments through site team and preparing for final inspection and approval by COMPANY.

1.5.4 To maintain a comprehensive inspection and test record as Quality Standards and COMPANY approved Quality Plans.

1.6 HSE Officer

1.6.1 The implementation of all safety measures in accordance with the HSE plan and that the whole work force is aware of its proper implementation.

1.6.2 Inspection of all the site activities and training personnel in accident prevention and its proper reporting to the construction manager and the project manager.

1.6.3 The site is maintained in a clean and tidy manner

1.6.4 Ensure only trained persons shall operate the power tools

1.6.5 Ensure all concerned personals shall use PPE and all other items as required.

1.6.6 Ensure adequate lighting is provided in the working area at night time.

1.6.7 Ensure high risk elevated areas are provided is barricade, tape, safety nets.

1.6.8 Ensure service area/inspection area openings are provided with barricade, tape, and safety nets.

1.6.9 Ensure safe access to site work at all times.2.7Job Performer

1.6.10 Ensures that he is aware of Companys HSE rules and regulations, work procedures, job locations, equipment to be worked on, tools and equipment to be used and defining the anticipated start and finish time/date and no. of days.

1.6.11 Ensure that no other activity/tool is performed/used except as specifically described on the PTW/Certificate.

1.6.12 Implements the Work Site Precautions to be taken by the Job Performer as identified by the Area Authority on the PTW/Certificate.

1.6.13 Remains at the worksite during the duration of the work and obtains Area Authority/Issuing Authority Signature if Job Performer replacement is required.

1.6.14 Adheres to and maintains the worksite precautions identified by the Area Authority on the PTW/Certificate throughout the duration of the job.

1.6.15 Immediately suspends work in the event of the Emergency Siren or general Alarm being activated.

1.6.16 Returns the permit to the Permit Office on suspension of work, at end of the working day, or on completion of the work. 1.6.17 On completion or suspension of the job he must ensure that the work site is left in a clean-clear and safe condition

1.7 Site Foreman

1.7.1 To Carrying-out work and the proper distribution of all the available resources in coordination with the site Engineer on daily basis.

1.7.2 Daily reports of the works are achieved and coordinated for the future planning with the site Engineer.

1.7.3 Incorporate all the QA/QC and safety requirements as requested by the concerned Engineer.

1.7.4 Meeting with any type of unforeseen incident or requirements as requested by the concerned Engineer.

3.1 Approved Shop Drawings4. SEQUENCE OF WORK5.1 Pre Commissioning of HVAC System.4.1.1 Ensure all the necessary mechanical inspections are checked and signed off.

4.1.2 Check all the major Punch items of mechanical completion are cleared.

4.1.3 Verify that engineering drawings, specifications, are provided and complete, in accordance with the design documents and ADCO requirements.

4.1.4 Verify that all Vendor documentation including installation, start-up, and operation and maintenance manuals are provided and complete, in accordance with the documents and ADCO requirements.

4.1.5 Verify that all engineering drawings are certified as-built.4.1.6 Verify that the following components and systems installed in accordance with design documents, Specifications, and manufacturer's recommendations, including: Packaged units, Electric duct heaters, Fans, Ductwork accessories, Thermostats, Motorized Fire dampers and operating dampers and control panel.4.1.7 Ensure that all equipment is clean and all debris and foreign matter are removed.4.1.8 Check if any of the equipment and components is damaged.

4.1.9 Ensure that adequate clearances are provided for service and maintenance are required by the manufacturer and design drawing.

4.1.10 Ensure that all nameplate data and equipment tags are in accordance with specification, procedures, and certified vendor's documents.4.1.11 Check that all safety systems and devices are in place and functional, in accordance with the design documents and related safety Standard.

4.1.12 Verify that Testing, Adjusting and Balancing (TAB) of the HVAC System is completed in accordance with the requirements of the design documentation. 5. RESOURCES

EMCC shall mobilize resources (Manpower/Material/Equipment) to ensure that the progress is achieved as per targeted schedule. Material, Equipment, Manpower shall be as per schedule and daily reports will be monitored accordingly.

6.1 Risk: Low

6.2 HSE Requirements

Contractor shall comply with all ADCO & Local HSE requirements such as:

6.2.1 All activities related to the project will be based on ADCO HSE management system guidelines and project HSE Plan.

6.2.2 Obtain Valid Work Permit available prior to start the assembly and installation work.6.2.3 All personnel involved in the above activities shall follow ADCO HSE procedures.6.2.4 All works defined safety measures and ADCO safety procedures shall be implemented at all times.6.2.5 All existing facilities shall be protected prior to start work.

6.2.6 Employee working in the construction activities should be provide with mandatory Personal Protective Equipment (PPE).

6.2.8 All employees to be trained on H2S and emergency procedures.6.3 Risk Assessment Attached.

7. QA/QC REQUIREMENTS

7.1.1 All Quality Assurance and quality Control activities will be in line with SEIMENS Quality Management System and as required by the specifications.7.1.2 Material Inspections are carried out for each Delivery.

7.1.3 Upon completion of work Request for Inspection (RFI) is raised and shall submit 24 hours before the inspection from ADCO.

7.1.4 Ensure that third party certificates & calibration certificates are available for required Tools and Equipments.7.1.5 Quality records shall be maintained to each stage of the work and responsible to get the approval for the same from the ADCO as defined in the QCP until the completion of the work.7.1.6 Quality Inspections will be as per approved ITP.
