PLAN FOR HEALTH (PIPH) 2014-2016

DEVELOPMENT THRUST

 

“ P E O P L E “ The Administration’s development thrust of Governance of the

Hon. Governor, Rodolfo P. Del Rosario. The health services belongs to the “O”

which is the Optimum Health and Social Services. The Province health vision

which is suggestive of ensuring access to quality health services among our

people. The responsibility of the health sector is not only to give preferential

attention in the health needs but also has a mandate that plans and programs

for the next three years should be given a top priority. This is supported by our

mission of providing equitable, sustainable, and quality health for all Davao del

Norte Constituents, especially the poor, and to lead the quest for excellence in

health. This is a very challenging task which calls for action. The said vision and

mission is likewise in line with the thrusts of the Aquino Health Agenda (AHA)

which is the “Universal Health Care for All Filipinos” or the KalusugangPangkalahatan (KP).

The Province-Wide Investment Plan for Health (PIPH) for 2009-2013 has indeed

reaped bountiful success in the health sectors of the province. This paved way

to establishment of improved health facilities throughout Davao del Norte such

Expansion of the DDN Hospitals (Carmen, Kapalong and Samal Zones),

Upgrading and Renovation of Rural Health Units, Barangay Health Stations and

Construction of the Provincial Laboratory and Blood Bank.Motivated to scale higher towards sustainable health investments, we would like

to continue the venture we have started by formulating PIPH for 2014-2016.

In coming such plan, Department of Health planning team had initiated a three

orientation workshop on MIPH/CIPH formulation coming up of the consolidated

Province-wide Investment Plan for Health, a consolidated data of the PIPH and

CIPH. As provided under Administrative Order No. 2010-0036 dated 16

December 2010, the Universal Health Care (UHC) is the current articulation ofthe Department of Health's (DOH) implementation framework for health sector

reform by seeking to improve, streamline, and scale up the reform strategies in

Health Sector Reform Agenda (HSRA) and Fourmula One (Fl) for Health.

The Provincial Health Office, had also called for a consultative meeting, the

main agendum is the CIPH/MIPH formulation. It has been participated by the

Municipal/City Health Officers, Public Health Nurses, PHO program Coordinators,

IP representative, DOH PHTL staff and others stakeholders involve in the

MIPH/CIPH formulation. During the meeting They are encouraged to initiate

work on social determinants of health, through partnership and collaboration

with non-health sectors whose concerns impinge on health. HUCs are likewise

urged to highlight action on health inequities and interventions for the

poor/slums through strategies, such as, inter-sectoral action, community

participation, social cohesion and empowerment.

The province-wide and city-wide/municipal-wide investment plan for health

involve two types of planning, strategic and annual (operational) health

planning at three (3) levels of health service delivery, i.e., municipality/city, ILHZ

and provincial. The development of the strategic plan starts at the inter-local

health zone (ILHZ)

The plan has been one of the agenda of the ILHZ clusters meetings. The re

visiting and evaluation on the health improvement not only of the health statuswhich has been validated in the LGU scorecard but also on the concrete

improvement of the health facilities in their respective Inter-local Health Zones.

On the process, It has been the ILHZ is the first level of integration of intentions

and efforts relative to health across several LGUs. The ILHZ it serves as the basic

planning and targeting unit that integrate public health and hospital by having

the Rural Health Units (RHUs) and hospital as the ILHZ service delivery network,

including compliance of all hospitals and health centers to public healthprograms (e.g., DOTs in hospital, MCP/OPB/DOTS accreditation of all RHUs).

Orientation of local decision makers and stakeholders has been done in the ILHZ

level. The need to invest in health resulting in mandate to plan and designating

a planning team of Field data gathering and analysis using the LGU Scorecard

and hospital indicators conducted in all municipalities, component cities

respective Inter-local Health Zones Clusters.

After a given period, the Provincial Health Office initiated a three day planningworkshop participated by all City/Municipal Health Officers and Staff, IP

representative and other stakeholders. The output is the draft CIPH/MIPH. In the

planning process, the critical steps in the formulation has been clearly

emphasize. The important components of the plan has been given emphasis

including the process of the formulation.

The stakeholders discussed the critical steps in formulating the PIPH 2014-2016

with the consideration of the current health status of the province in which the

LGU SCORECARD as the important reference and other available statistical

data.

Hence, PIPH is a consolidation of the City Wide Investment Plan for Health(CIPH)

and Municipal Investment Plan for Health(MIPH) of every Local Government Unit

LGUs in the Province.

On the onset , we formulated the Province wide Investment Plan for Health

(PIPH) for 2014-2016. This is a 3 Year Plan which has a yearly interpretation

dubbed as the Annual Operation Plan (AOP) 2013, which focuses on the

Universal Health Care reform thrusts namely: Financial Risk Protection, Access to

Quality Health Facilities and Attainment of Health-Related Millennium

Development Goals. Improvement along these thrusts of the Aquino Health

Agenda would eventually lead to: better health outcomes, responsive health

system and equitable health financing. The province would be optimistic , we

will be able to achieve our goals and objectives at the end of the year 2016.
