03 Greater Kashmir SRINAGAR | December 23, 2016, Friday Family of 9-yr old boy hit by stone stage protest Aadhaar enrollment centres to resume operations in JK again Demand arrest of accused, victim critical ALTAF BABA Baramulla, Dec 22: The family members and relatives of a 9-year old boy, who was injured on December 16, in Sopore town, staged a protest outside police station Sopore in north Kashmir on Thursday evening demanding immediate arrest of the accused 'involved' in inflicting injury to the victim. Mursaleen Azad, 9, was seriously injured after a stone hit him in the head on December 16 this year in Sopore town. He was immediately shifted to sub dis- trict hospital Sopore, where from he was referred to SKIMS hospital Srinagar for specialized treatment. However, family of the injured boy said that despite going through two major opera- tions, the condition of the boy is still critical. "Doctors at SKIMS have so far conduct- ed two operations and still the condition of the boy is critical. We want justice and action against those who inflicted injury to our innocent child" said Azad Ahmad, father of the injured youth. He said, “My son was not part of the pro- test and was just passing through the area on the fateful day when someone hit him with a stone inflicting grievous injury.” "My only hope is my son. I am father of three daughters and critical condition of my son has frustrated each and every member of our family. We want nothing more than justice" said Azad. Police have claimed earlier that the boy was injured after he was hit with a stone during clashes in the area. MUKEET AKMALI Srinagar, Dec 22: After intervention of the State government, the Central government has given nod to resumption of operations of Aadhaar enrollment centres in Jammu and Kashmir which were closed a few months back leaving people high and dry. The move of the central government to close enrollment centres had drawn flak, as the officials claim that around 10 percent of the population in JK still are without Aadhaar cards in Kashmir, while lakhs of people have certain corrections to make in their biometric cards which is impossible without the Aad- haar enrollment centres. A senior Information Technology department official said that the state government through Chief Secretary and other top level officials had taken up the issue of closure of Aadhaar Enroll- ment centres with central government. He said enrollment process was stalled by the Registrar General of India (RGI) and subsequent- ly handed over collection of biometric data to Unique Identification Authority of India (UIDAI). “However after our pursuance, the central government has given nod to resumption of operations of enrollment centres and handed over the project to the UIDAI,” he said adding that they will soon resume their operations. Joint Director (Census Operations, J&K), NPR J&K State head Surinder Bhat said the modalities between state government and UIDAI have already been finalized for resump- tion of Aadhaar centres. “Now there is certain calibrations needed to be done and hopefully by January 1 all the enroll- ment centres will be operational,” Bhat said. To mention, Registrar General of India which overlooks recording of biometric details in India had asked the state government to stop operation of all enrollment centres as well as other types of centres established in govern- ment offices across JK. “There were 344 ECs operating across the state whose primary job was to generate Aad- haar cards and also rectify errors reported by the people who have already received NPR smart cards,” said a senior Information Tech- nology Department official.. As per the data compiled by Information Tech- nology department, 90 percent population in JK were enrolled under Aadhaar; however there is still 10 percent who are yet to get registered. Given the importance of the card it would be the ‘lifeline’ for any citizen and for his/ her unique identification as Indian national with unique number. Sources informed that the Aadhaar enroll- ment was already late in JK and there are still good number of people who are either residing outside the state or studying abroad who are now coming forward for getting their biomet- rics registered. As per officials there are 344 ECs were operat- ing in JK under the supervision of Electronic Corporation of India Ltd (ECIL), which had out- sourced its operation to two local private IT firms. To mention, the LokSabha earlier this year cleared the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016, as a Money Bill. The cen- tral government would save crores of rupees by routing government subsidies through the unique identification or Aadhaar system now that it has statutory backing. PIC: EESHAN PEER SC Verdict On SARFAESI Act HC quashes PSA detention of Fahmeeda Sofi Srinagar, Dec 22: Jammu and Kashmir High Court on Thursday quashed the detention of Dukhtaran- e-Milat activist, Sofi Feh- meeda, who was booked under Public Safety Act (PSA) in October this year. After hearing the par- ties, a bench of Justice Muzafar Atthar quashed Fahmeeda’s detention and directed the government to release her forthwith. Advocate Advocate Mian Abdul Qayoom who represented Fahmeeda pleaded that the detention order against the detenue was out of sync with the provisions of law while the state counsel defended the government. “The detenue has been deprived from making effec- tive representation against her detention, which, inturen, has adversely affected her constitutional rights guaranteed under Article 22 (5) of the Consti- tution of India,” the bench said, adding the grounds of detenue’s detention were vague. Such vague grounds cannot enable the person to file effective representation against his/her detention,” it added, while quashing the detention. Having regard to the likely implications of the judgment on the sovereign status of the state and its impact, it was felt that a commiee of senior members of the Bar Association be constituted to examine the maer in detail and to suggest future course of action, if so warranted. The Bar also felt that in view of present legal position, issues, which are in essence political in nature, should be leſt out to be decided by the people in a democratic manner rather than by the Courts,” a Bar spokesman said in a statement.
