ThePh.D.HandbookfortheCollegeofArchitecture,Planning&PublicAffairs(CAPPA)attemptsto provide guidance and useful information to new and current PUAD and UPPP students.However, it isnotastatementofofficialpolicyofTheUniversityofTexasatArlingtonnorofThe University of Texas System. In all matters, the Rules and Regulations of the Board ofRegents of The University of Texas System, the Handbook of Operating Procedures of TheUniversity of Texas at Arlington, and the Graduate Catalog of The University of Texas atArlington shall supersede thismanual. Curriculum and Degree Requirements ThePh.D. inPublicandUrbanAdministrationrequireseightcorecourses,threemethodscourses,andtwo emphasis courses plus nine hours of dissertation credits totaling 48 hours beyond the master’sdegree. PUAD Advisory Committee

All CAPPA Ph.D. Students should be aware of the role of Advisory Committees, Staff Advisors, andAcademic Advising Tools in the advising process. The goal of the advising process is to ensure thatstudents remain in good academic standing and make satisfactory progress through the program.Advisingconsistsofthefollowingactivities:

• Semesterandannualreviews,whichincludesemesterreviewsbetweenthePh.D.studentandtheiradvisorycommitteechairandanannualreviewwiththeadvisorycommittee;

• Providinginformationonprogramrequirements,generaladvisementandinformationaboutchoosingresearchemphasisareas;

• Suggestionsoncourseselection;• Studentdegreeplanreviewstodetermineifthestudentismakingprogressconsistentwith

theexpectationsoftheprogramandreachingmilestonesaccordingtothetimelineprovidedonthemilestonesform;determiningifmodificationsarenecessary;

• Clarificationonthetimetableforcompletinganyremainingcourserequirements,examinations,andotherrequirements

• Assistanceinunderstandingtherequirementsforsuccessfulcompletionofdissertation• Assistanceinassemblingadissertationcommittee• Suggestionsandrecommendationstooptimizethestudent’scareeropportunitiesandsuccess

Academic Advising—Advisory Committee Chair and Committee The Advisory Committee is a student’s primary advising source during their study. The committeeconducts the mid-program review (see below) and signs off that the student is ready to takecomprehensiveexams. Theadvisorycommitteewillbeprimarily responsible fordiagnosingstudentdeficiencies and advising on coursework to remedy such deficiencies as well as to build studentcompetencies in thechosen fieldarea. Theadvisorycommitteewill staywith thestudentuntil thestudent passes the comprehensive exam. After passing the comps, the advisory committee canbecomethedissertationcommittee,orthestudentmayselectnewmemberstoformthedissertationcommittee.

Theprimarysourceofcontact for thestudent is theirAdvisoryCommitteeChair.TheadvisorychairwillbeaPUADfacultymemberandassignedtothestudentbasedonthestudent’sresearch interestareaand/orhis/herapplicationessay.StudentscanrequestachangeoftheircommitteechairwiththePUADPh.D.ProgramDirector.StudentsshouldmeetwiththeirAdvisoryCommitteeChairinthefirst2-3weeksoftheirprogramtocompletetheirDS-PROandMilestoneAgreement(describedbelow).

Beforeastudentcompletestheirsecondsemester,theymustidentify2additionalmemberstoserveontheiradvisorycommittee.ThesemembersmustbeapprovedgraduatePh.D.facultymembersfromCAPPA.StudentscanrequestachangeintheircommitteemembershipatanytimethroughthePUADadvisor.Studentsmustobtainsignaturesoftheiradvisorycommittee.Theformmustbeonfilebeforea studentmay register for their third semester. Holdsmay be placed on student accounts if thesedocuments are not on file. If members of a student’s advisory committee leave the university, thestudentisresponsibleforidentifyingreplacements.

Staff Graduate Advisors TheStaffGraduateAdvisoradvisesstudentsonadministrativemattersrelatedtocourseregistration,drops,adds,compliancewithGraduateStudentOfficeregulationsanddeadlines,andotherUniversity

administrative requirements. The Staff Advisor is also the student’s contact for obtaining allnecessaryforms.

Waivers or Substitutions BasedonUTArlingtonregulations,nocoursethathasbeenappliedtoanydegree,atanygraduateorundergraduate institution, may be applied to any other degree, either directly or by substitution.Graduate-level coursework completed in the student’smajor area of doctoral study at institutions ofrecognized standing that grant doctoral degrees in those subject areas may serve to establish thestudent’scompetencyinequivalentUTAcourses.Competencydemonstratedbysuccessfulcompletionof equivalent courses may provide a basis for waiving some course requirements. Waivers must berecommended by the student’s current supervising professor and their recommendation must beapprovedbytheProgramDirector.OnlycoursesinwhichthestudenthasearnedaB(3.0)orbetterwillbeconsideredforpurposesofawaiver.Waivedcoursesmustbeshownonthestudent’sacademicplan.SubstitutionsaregenerallynotallowedforthePh.D.programs.

DSPRO, Milestones Agreement & Mid-program Review

Milestone Agreements The milestone agreement is provided for the purpose of informing students about the academicmilestonesthattheywillbeexpectedtoreachinordertoearntheirPh.D.degreeandthetimeframeforcompletionofthemilestones.Milestoneagreementsmustbecompletedwithinthefirstmonthofthestudent’s first semester in conjunction with the student’s Advisory Committee Chair. Holds may beplacedon student accounts if thesedocuments arenoton file. Ifmilestonesarenot completed inatimely manner, students may lose their eligibility for financial support and/or may be subject todismalfromtheprogram.

Ifastudenthasongoingconcernsorgrievancesrelatedtohis/herMilestonesAgreement, thestudentmay obtain third party consideration of those concerns by following UT Arlington’s policies andprocedures regarding academic grievances as described in the Graduate Catalog --http://grad.pci.uta.edu/about/catalog/current/

DS-PRO AlldoctoralstudentsatUTAarerequiredtouseDS-PRO,avirtualtrackingsystemthatassiststhefacultychairandthestudenttosetmilestonesandtrackprogresstowardscompletionofthedissertation.DS-PROmustbeupdatedeachyear,anditmustbeinitiatedthefirstsemesterofthestudent’senrollment.Thestudent’sAdvisoryCommitteeChairinitiatestheonlineadvisementsystembyenteringthestudentintotheDS-PROdatabaseandsettinggoalsforthatyearinconsultationwiththestudent.Thestudentwillreceiveanemailwithalinkonceaprofessorinitiatestheprocess.AdditionalinformationisavailableintheDS-PROUser’sGuideforStudents—http://grad.pci.uta.edu/faculty/resources/dspro/

Mid-program (18 hour) Review Atornearthecompletionof18hoursintheprogram,studentshaveaformalreviewoftheirworkwiththeir advisory committee. Mid-program reviews are conducted during each long semester (fall andspring)neartheUniversity’scensusdate.Thepurposeofthereviewistomakesurethestudentisontrackwiththeirstudiesandallowsthestudenttoaddressanyconcernswiththeircommittee.Themid-programreviewmustbeconductedeitherinthesemesterwhereastudentwouldcomplete18hoursormore. Registration in additional coursework will be blocked until the review is on file with the StaffGraduateAdvisor. Itisthestudent’sresponsibilitytobeawareofthisrequirementandsetareview

Comprehensive Exam

Uponcompletionofallcourseworkandadvisorycommitteeapproval,PUADPh.D.studentscansit forthecomprehensiveexamsinSpring(February)orthebeginningoftheFallsemester(SeptemberorearlyOctober).Thetwo-daycomprehensiveexamintegrateskeyconceptsandtheoriesfromallcoursework.

The Program Director will issue the call for comprehensive exam the semester prior to each examopportunity. The form will be sent out to all Ph.D. students via the CAPPA Ph.D. student listserv.Studentsmustsubmitthe‘RequestForComprehensiveExam’formtheAdministrativeAssistantforthePublicAffairsDepartment.Theformisalsoattachedintheappendixofthehandbook.

Studentsmustberegisteredforatleast3hoursduringthesemesterthattheysitforcomps;however,thereisnotaformalcourseforcomps.Courseoptionsincludeanindependentstudycourse,organizedcourseworkbeyondtherequiredcoursesordissertationresearchhours.Studentsshouldconsult theiradvisorycommitteeforrecommendations.

Comp ExamCommittee: A three-person comprehensive exam committeewill select exam questions.Committee members will select questions from a department approved test bank generated by ourPAPP faculty.TheCommittee’s compositionwillbe threeanonymousPUAD faculty.The responsibilityforcompiling,finalizing,andgradingrestswiththeExamCommittee.TheCommitteeformallyvotesontheoutcomeofthestudent’sexam.TheCommitteewillreviewexamsblindly--studentnameswillbehiddenfromgraders.Studentswillbenotifiedoftheresultsoftheexamwithin5weeksofcompletion.

Bibliographies:Studentsareallowedtoaccessnon-annotatedbibliographiesduringtheexamperiods.The bibliographies must be submitted electronically to the Public Affairs Administrative Assistant asinstructedinthecallforcomps.Staffwillexaminethebibliographiestoensuretheyarenotannotatedandthensaveeachstudent'sbibliographyontoaflashdrivethatwillbeprovidedtothestudentattheexam.Studentsmayhaveasmanycitedsourcesastheywishandorganizetheminanynumberofways.In the past, some students have organized them by general subject areas, with some sources citednumeroustimes,whileotherssimplyhadalonglistofcitations.Studentswillcopyacitationfromthebibliographyandpasteitintotheexamwhileansweringthequestion.Timewillnotbepermittedaftertheexamperiodtocopyandpaste.

CompPreparation:Studentswillbetestedonfourbroadareasthatdrawfromallcourseworkandkeyworks inthediscipline:Policy,PublicAdministrationandOrganizationTheory,MethodsandSynthesis.Studentsshouldconsulttheiradvisorycommitteeforadviceonpreparingforthecomprehensiveexam.Students are advised that taking comprehensives is a very challenging endeavor as they are a test ofone’sknowledgeof the field --not justmaterial in thecourseworkbut thedomainofastudent’s fieldexemplifiedbyrequiredcoursework.ThePUADfacultycannotemphasizeenoughthe importancethatshouldbeplacedontheexamprocess.CompsareNOTjustabigfinalexam.Studentsexpectingtotaketheirexamsshouldbeseeking theadviceof theiradvisorycommittee inpreparing, includingstudyingsuggestions.Asapreparationaide,allstudentsapprovedtotakecomprehensiveexamsmayrequestaset of sample questions approvedby thePUAD faculty. Thesewill bemade available by the advisorycommitteechairandavailableearly June.However, thesamplesshouldonlybeusedasaguideas towhattoexpect--thesamequestionsareextremelyunlikelytoappearontheactualexam(thoughtheirsubject matter may). However, under no circumstances will previous exams or answers be given tostudentsandstudentsarenotallowedtoobtaincopiesofpreviousexamsfromothersources.Studentsshouldexpecttodevoteattheveryleastacoupleofmonthsofcalendartimepreparing.

Dissertation Proposal

Uponsuccessfulcompletionofthewrittencomprehensiveexamstudentsformathree-memberfacultycommitteeandprepare theirdissertationproposal.Given the research topicandpreparednessof thestudent, the faculty committee may recommend that the student take additional courses thatcontributetothestudent’sdissertation.Thestudentwilldefendadissertationproposalbeforeher/hiscommittee. The student’s committee chair will determine in conjunction with the student when thedefensewill takeplace. Ingeneral, students shouldbeadvised that committeememberswill needatleasttwoweekstoreviewtheproposalbeforeadefensecantakeplace.Therefore,alltimelinesshouldbeworkedoutbetweenthestudentandthedissertationchair.Theproposalmustbeformallyapprovedbythedissertationcommitteebeforethestudentmaycontinuetocompletethedissertation.Successfulcompletionof thedissertationproposal advances the student to the statusof candidacy (ABD). Thestudent continues to work closely with her/his dissertation committee to the completion of thedissertation. Upon the successful defense of their dissertation proposal, the student is required tosubmitanapplicationtotheUTArlington’sInstitutionalReviewBoardiftheirresearchinvolveshumansubjects. Urban Planning and Public Pol icy Ph.D. (UPPP)

ThePh.D. inUrbanPlanning and Public Policy (UPPP) in theDepartment of Planning and LandscapeArchitecture(PALA)—integratestheacademicdisciplinesofurbanplanningandpublicpolicyintrainingPh.D.students toconduct independent research thatmakessubstantivecontributions to theirchosenplanning and policy subfields. The programprepares doctoral students for academic careers and forleadershipresearchpositionsinthepublicornonprofitsectors.

Curriculum and Degree Requirements TheUPPPPh.D.programrequiresaminimumof48credithoursbeyondthemaster’sdegree,including39 credit hours of coursework and aminimum of 9 dissertation credit hours. UPPP Diagnostic/Advisory Committee

WhenstudentsareadmittedtotheUPPPprogramafacultyadvisorisassignedtothembasedontheirstatement letter, ideally matching faculty and student’s research interests. This planning facultymember will be the Chair of the three-member Diagnostic/Advisory Committee. The Committee willprovide advice about courses based on the student’s field area of interest aswell as on deficienciesnoted during the diagnostic process. Toward the end of their first semester and in consultationwiththeirfacultyadvisor,studentsselecttheothertwofacultymemberswhocanbedrawnfromplanningorpublicpolicyfacultiestoformtheDiagnostic/AdvisoryCommittee.TheconstitutedDiagnostic/AdvisoryCommittee signs the corresponding Diagnostic Committee form and guides the student’s courseselectionthereafter.ThestudentshouldfilethesignedformwiththeStaffGraduateAdvisor.

Deficiency & Field Courses The Advisory Committee provides student guidance on coursework based on the deficiencies notedduring the diagnostic process. Likewise, the Dissertation Supervisory Committee determines neededadditionalcourseworkbasedonthedeficienciesnotedduringthedissertationproposalpreparationandproposaldefensestages.Deficiencycoursesmayincludecoursesfromtheselectedfieldareaandotherneededcourses.

Waivers or Substitutions BasedonUTArlingtonregulations,nocoursethathasbeenappliedtoanydegree,atanygraduateorundergraduate institution, may be applied to any other degree, either directly or by substitution.Graduate-level coursework completed in the student’smajor area of doctoral study at institutions ofrecognized standing that grant doctoral degrees in those subject areas may serve to establish thestudent’scompetencyinequivalentUTAcourses.Competencydemonstratedbysuccessfulcompletionof equivalent courses may provide a basis for waiving some course requirements. Entering students should meet with their faculty advisor in the first 2-3 weeks of their program tocompletetheirDSPRO(DoctoralStudentProgressReportOnline)andMilestoneAgreement.Asapartofthisprocess,theuniversityrequiresthattheMilestoneAgreementbecompletedbeforetheendofthesecond semester of enrollment. Dissertation Course Grading Dissertation courses are graded on a pass/fail basis. A grade of R (research in progress) is given fordissertationcoursespriortothesemesterinwhichthedissertationisacceptedbytheDeanofGraduateStudies.ThegradeofRisapermanentgradethatdoesnotcarryanycreditvalue.

Dissertation Defense Thedissertationdefenseisapublicoralexaminationopentoallmembers(faculty,studentandinvitedguests) of the University community. Questioning of the candidate will be directed by the student’sDissertation Committee. All members of the student’s committee must be present at the defense.Although thedefense is concernedprimarilywith thedissertation researchand its interpretation, theexamining committee may explore the student’s knowledge of areas relevant to the core of thedissertationproblem.

Thestudentisresponsiblefordownloadingtheappropriateforms(TheRequestforDissertationDefenseform, the dissertation Defense Report Form) and having them available to the Committee Chair in atimelymanner. Inaddition, thestudentmustnegotiateadefensedatewithcommitteemembersandshouldexpecttoaccommodatethemembers’schedules.Sincemanyfacultymembersarenotavailableduring the summermonths, student planning to defend their dissertation should carefully plan theirschedule, and consultwithher/his committeeon their availability, andallow forenough time for thecommittee to review the dissertation and provide comments to the student in preparation for thedefense.

Failure to adequately plan for timely completionof thedissertationmaydelaythedefenseandgraduation.Thisdelaymayrequirethestudenttopaytuitionforadditionalsemesters.It is imperativethatthestudentcarefullyreviewUTA’sGraduationandCAPPAdeadlinestoensuretheyaremetinordertograduateontime.

Thedissertationdefensemayresult inadecisionthatthecandidatehas:1)passedunconditionally;2)passedconditionallywithremedialworkspecifiedbythecommittee;3)failed,withpermissiontobere-examinedafteraspecifiedperiod;or4)failedanddismissedfromtheprogram.Thedissertationmustbeapproved unanimously by the student’s dissertation supervisory committee and by the Dean ofGraduateStudies. Termination due to inadequate academic progress is a decisionmade by the program's Director andGraduate Studies Committee.
