Shri Abhishek Anand has served in some of extreme hard and challenging locations at Indo Nepal, Indo Bhutan Border in various capacity. In all his posting tenures, he proved his mettle by successful conduction of several operations while being deployed on Border Guarding duties, which proudly contributed to nomination of his Unit as ”SSB Best Ops Battalion of 2005” .

During the year 2007, he was one of the few officer nominated by SSB for Delhi SAARC Summit organizing committee.

He was blessed with an opportunity to prove his dedication and devotion to duty coupled with raw courage, under protracted physical and mental strain during ethnic clashes in Kokrajhar Assam, where in high risks tasks were undertaken by him in leading his men into the burning flames of ethnic violence in the months of July & August’ 2012, and rescuing Rajdhani Express from thousands of rioters.

Identified, negotiated and taken possession of two strategically located SSB Reserve Unit at Sholapur (Maharashtra) and Gwalior, (MP) from State Government, as a Board Member and Presiding Officer.

On call from AIIMS Delhi, planned and created Temporary ”Winter Night Shelter” for 100plus patients and attendants in two consecutive year i.e. 2015 and 2016 along with basic facilities for poor and deprived patient coming from all over India for treatment.

In view of his gallant act and effective leadership Shri Abhishek Anand has been decorated with Sashastra Seema Bal most prestigious Director General, Silver Disc in 2006 as an Assistant Commandant and Director General Golden Disc in 2016 as Second-In-Command, 25th Bn, SSB, Delhi.

Career Highlights:

Shri Mallick counts the threats, firings, the displeasure notes, stiff notes, ‘counselling’ sessions, warnings and departmental actions faced in the career as very significant points of learning, self reflection, resolve and formation of his ideals, that with reflection seem to him as his most important highlights and forte.

Shri Mallick was one of the recipients of the National Award for Outstanding Service presented by the Minister of Railways in the Railway Week Function at Vigyan Bhavan, New Delhi in April 2006. In May 2006, he received an Annual Innovation Award at South Eastern Railway for ‘financial product & services (e-payment instruments)’. He was again recommended for the National Award in 2015 and 2016, but given the rule position that an officer could receive it only once in his/her career, in April 2016 in an unparalleled departure from the practice, wherein the certificate awarded for National Award for Outstanding Service bears signature of the Secretary, the Minister of Railways appended his signature on commendation letter.

He with his team received a special cash award from the Minister of Railways in June 2015 in recognition of a paper saving effort resulting in a recurring saving of 14 million paper per year and related printing costs for Budget Documents. This point was included as one of the achievements of the Ministry on World Environment Day at Vigyan Bhavan in June 2015.

Shri Mallick came up with a compilation of all Railway Budget Speeches from the very first in 1924-25 Budget to Railway Budget 1947-48. Chakradharpur Division, during his tenure, received best performance shield in 2007 & 2009.

Shri Mallick implemented a Budget VPN (Virtual Private Network) at the Ministry of Railways, New Delhi, for budget input from across all zones and production units spread over IR. In 2011-12, Railway Finances were stressed with operating ratio (O.R.) at 94.9% and negative railway fund balances. O.R. has improved consistently to 90.5% while the fund balances surpassed Rs 10,000 crore in 2015-16. A few notable initiatives taken to prop up railway finances include economy, cost control and austerity instructions; opening new accounting heads for segmented analysis of fuel and inventory budgeting (yielding rich benefits in controlling these areas), formulating a very fundamental Memorandum for the Railway Convention Committee (RCC) that can alter the relationship between General and Railway Finances. The Budget VPN resulted in faster input compilation, reviews, error reduction and accurate estimations with transparency in compiling the figures vis-à-vis projections and nearly eliminated the

recurring problem of savings and excess that was increasingly attracting very acerbic comments from the Public Accounts Committee of the Parliament. The PAC and the Parliamentary Standing Committee has appreciated the quality and meticulous efforts.

A high point, between 2004-05, consist of implementing an e-payment facility, with RBI Kolkata, for contractual payments and for realization of freight traffic earnings. Chakradharpur Division was one of the top freight loading divisions on the Indian Railway catering to freight traffic of four steep plants, five cement plants and iron-ore traffic. It falls on the line connecting Kolkata to Mumbai. The freight receipts were shifted to e-payment mode in coordination with RBI, Kolkata and hitherto cash and bank drafts modes were dispensed with. The entire e-payment facility with RBI swelled to more than Rs 1500 crore in only two months. The contractual payments also were shifted to e-payment mode. Shri Mallick made the first e-payment Manual for SER.

Chakradharpur Division had about 24000 staff. In 2002-04, the pay-roll was nearly 100% manual and the bank payment of salary was about around 33%. The pay-roll was 100% computerized and a database built up by setting up an IT Centre. The service records were digitized. The salary payment at that time was broken up in five batches for staff over the field, including the crew and engineering gangs who moved on tracks in beats. With computerization, this entire salary payment was converted into a single batch and all staff got their salary on the last working day of the same month instead of it being spread over the full of the following month. The 100% bank salary payment target was a tough challenge as (i) a high percentage of staff were barely literate and were mostly tribal population with SCs and OBCs dominating overwhelmingly, (ii) bank penetration was low and most of the banks were gramin banks and quite often staff were asked to leave the withdrawal slip and come after a day to collect amounts; (iii) difficult geographical spread with high threat of naxalism and law and order issues ; (iv) presence of ‘loan sharks’, in fact some of the railway staff themselves were involved in loan business. A news came that in East Coast Railway, a cash party was looted and there was an ambush between RPF cash escort and naxalites. This event was capitalized for achieving 100% bank payment. The cash/exchequer availability was taken up with RBI, Kolkata ; the public sector banks who were the lead bank to the gramin bank were tightened and the regional office of all public sector banks were asked to be tough on erring branches that delayed the credit or harassed the staff. By 2006 Chakradharpur Division became the first in achieving the distinction of 100% computerized pay-roll, with single batch payment and 100% bank mode.

Chakradharpur was seen as a den of corruption and the vigilance had several reports of rampant nexus and fraud provident fund settlement etc. The chief cashier was facing disciplinary action for involvement in the ‘Telgi scam’. Shri Mallick took an uncompromising focused stand on variations in contract. The contractor’s threatened personally and then went on strike. Local newspapers extensively covered this unique strike. A remark was sent to HQrs that there was no scope in the contracts for strike and if the contractor’s did not resume work and safety is breached, the criminal onus would fall on them including criminal ‘risk and cost’. The contractors called the strike back. PF recoveries were effected rigorously, staff were taken up under conduct rules and entire PF was computerised with new staff posted. These events remain a very memorable career experience for Shri Mallick.

She has played an important role in HR Development of the organisation in her capacity as the Director of Postal Training Centre in Mysore. She was involved in the training content development of all the major training programs in the organisation.

As Director of the Centre, she was instrumental in establishing 3 additional computer labs and upgrading all the existing computer labs in the Centre.
