1 Introduction
1.1 Purpose
Process safety experience shows that fires or explosions in congested areas of oil and gas facilities can result in harm to people, extensive asset damage, damage to environment and loss of company reputation. Wherever flammable hazards exist, proper facility siting, layout and adequate spacing between process units and equipments are essential to loss prevention and control.
This specification is an amendment /supplements to the Shell DEP 80.00.10.11-Gen. February 2018, Layout of onshore facilities and specify requirements for layout of onshore facilities.
1.2 Changes to the Specification
Previous revisions of this specification was to bring in line with the industry practices and to avoid the multiple standards and use Shell DEP 80.00.10.11-Gen. as a main standard with amendements/ supplements. In this revision, repeated DEP statements are removed, offplot requirements and definitions are clarified.
1.3 General Definitions
The lower-case word shall indicates a requirement.
The capitalised term SHALL [PS] indicates a process safety requirement.
The word should indicates a recommendation.

2 Scope
This specification on layout of onshore facilities is for the protection of people, asset and limit the escalation of incident between the process units, and is intended for modifications to existing and design of new oil and gas facilities.
2.1 Review and Improvement
This specification requires revision in every two years or if there is a significant change in the yearly udate of DEP 80.00.10.11-Gen.

3 DEP amendments/supplements
The amendments/supplements to Shell DEP 80.00.10.11-Gen. February 2018, Layout of onshore facilities are listed below.
DEP Section 1.3.2 Specific definitions
Process unit / Process plant:- In PDO, independent process units with in a facility can be defined as a Gathering system, Separation system, Compression system, Treatment system, Storage system, Utility System, Chemical handling system, Fire water storage and pumping system, foam storage and making system, Export pumping system, metering system or a pig launcher/receiving system. Critical process systems shall be considered as independent process unit; eg: bulk separator, compressor train as shown below. Typically the process units will have respective ESD, PSD systems and each process unit may have one or more isolatable segments with isolation and blowdown facilities as required.
Separation distances are specified between process units for both green field and brownfield developments in PDO. “Process plant” to be read as “Process unit” for PDO application while using the DEP.
The above statement added to define and clarify the definition of a process unit and application in PDO perspective for the purpose of separation and escalation assessment to avoid rapid escalation of an event to adjacent process unit resulting in a major accident affecting people, environment, assets and company reputation in a significant way.

Safety Critical Equipment(SCE):- In the context of this DEP, those SCE's that enable controlled process shutdown and/or potentially controls further incident escalation in the event of an incident are ESD system, Depressurisation system, Pipeline Isolation Valves, Process ESDV’s, HIPPS, Relief systems and Uninterrupted Power Supply(UPS).
DEP Section 3.2.1 General
This specification is based on the assumption that the requirements of SP- 2199, Design Class Selection for Capital Projects and SP-1075 Fire and Explosion Risk Management are implemented.
DEP section 3.2.2, point no 4, 7 and 8, Segregation inside the property boundary.
To confirm the separation distances between process units, physical effects modelling (PEM) shall be used as per the ALARP criteria below.
Release through a medium hole size, represented by a 22 mm diameter shall be used for estimating potential damage to adjacent process unit. Potential thermal radiation contours shall be estimated as per SP-1258, Specification for PEM and QRA as part of the Fire and Explosion Assessment.
Pressurised hydrocarbon process equipments of adjacent process units shall not be located within the 37.5 kW/m2 thermal radiation contours. PEM shall be based on initial release rate at maximum operating pressure at standard operating conditions.
The above statement added to clarify the consequence and risk assessment methodology and spacing criteria in the context of this specification. This criteria will ensure that the rapid escalation of a credible incident will not happen to the adjacent process unit.
Spacing within the same process unit shall be based on accessibility, operability, and maintenability requirements.
DEP section 3.2.3 Segregation outside the facility property boundary
The following requirements shall be applied for green field and brown field projects.
a. MOG regulations shall be followed.
b. Within the 10-5 risk contour, there shall be no third party (PDO appointed personnel or contractors for services and public) activities unless the activities are controlled and the Emergency Response is linked to the facility Emergency Response Plan. When this cannot be achieved the 10-5 contours should be within the facility fence.
c. Land use planning criteria mentioned in SP-1258 shall be followed.
DEP section 3.2.4, Toxics.
Separation distances shall meet the criteria set in SP-1190 series, Specification for Design for Sour Service, for plants, process units, equipment, camp and operations/buildings in toxic services.
DEP section 4.2 Minimum separation distances and siting requirements, point no 2
Separation distances between process units shall be confirmed using physical effects modelling (PEM) as per criteria mentioned above in this specification under DEP section 3.2.2 amendment.
Property boundary:- Green field and brown field development shall review the PDO security policy PL-10, Personnel and Asset Security Code of Practice CP-126 and ROP criteria in addition to the DEP distances and select the most stringent for defining the distance to Property boundary.

Offplot requirements
For separation involving producing wells, the following criteria shall be used.
Well to Well : Maintain 95m to prevent any damage due to mast/hoist fall during rig movement.
Well to roads: All of the below criteria shall be met. Roads shall be located outside
the 1.58 kW/m2 fire radiation countor from a well blowout release ( Absolute Open Flow Potential). Consider conservative results of horizontal and vertical releases.
the 0.5 LFL from a well blowout release ( Absolute Open Flow Potential). Consider conservative results of horizontal and vertical releases.
the criteria mentioned in SP-1190 series for toxic service.
Emergency response requirements shall be addressed.
Sweet /Sour Well to Facility : Same criteria for spacing Well to Roads as above shall be followed.
MSV and MPFM shall follow constructibilility, accessibility, maintainability and operability criteria for separation.
DEP section 4.6 Flares and Vent stacks
Blowers and flare ignition panels shall be located outside sterile area.
The statement added in response to action generated from PDO specific flare incidents thematic review.
