• Questions & Answers
AGENDA
2
• DEN has experienced a 10% increase in O&D traffic which has negatively
impacted the Level of Service (LOS) of Peña Blvd.
• LOS from I-70 to Green Valley Ranch are D & E
• LOS from Green Valley Ranch to E-470 are C & D
• LOS from E-470 to the terminal are C & D
• Per the DEN Roadway Master Plan (Section 4.1.1) “The City and County of
Denver Department of Aviation set the target level of service for the airport
roadways at LOS C” or higher.

LEVEL OF SERVICE (LOS)- PEÑA BLVD LEVEL
OF SERVICE
FLOW CONDITIONS
OPERATING SPEED(MPH)
TECHNICAL DESCRIPTIONS SAFETY OPERATIONAL
A 65+Highest level of service. Traffic flows freely with little or no restrictions on maneuverability. No delays
Highest level of safety
Highest level of mobility and speed.
B 65Traffic flows freely, but drivers have slightly less freedom to maneuver. No delays
High level of safety
High level of mobility and speed with few restrictions.
C <65Density becomes noticeable with ability to maneuver limited by other vehicles. Minimal delays
Acceptablelevel of safety
Acceptable level of mobility and speed with some restricted maneuverability.
D 62Speed and ability to maneuver is severely restricted by increasing density of vehicles.Infrequent delays
Acceptablelevel of safety
Low level of mobility and restricted maneuverability. Congestion levels impact speed.
E 60Unstable traffic flow. Speeds vary greatly and are unpredictable.Intermittent delays
Low level of safety
Mobility and maneuverability restricted by road congestion. Congestion levels impact speed.
F <60Traffic flow is unstable, with brief periods of movement followed by forced stops.Significant delays
Impaired level of safety
Mobility and maneuverability mostly restricted. Congestion levels create “traffic jams.”
*Level of Service (LOS) is a qualitative measure used to relate the quality of traffic service based on performance measures, e.g. speed, density, congestion, etc., with LOS A being the best and LOS F being the worst. LOS C is the target LOS for Peña Blvd.

• Traffic counts
completed in May,
2015 show that
areas to the west
are rivaling traffic
volumes
predicted for 2035
(based on a study
done in 2011).

NEW Pavement to East Terminal
NEW Pavement West Terminal Exit
Existing Pavement to Remain
Existing Pavement to be removed
Current terminal roadway segment traffic volumes have exceeded those associated with the Phase I (50 MAP) Airport development LOS C.
CURRENT Y-SPLIT CONFIGURATION
NEW Pavement to East Terminal
NEW Pavement West Terminal Exit
Existing Pavement to Remain
Existing Pavement to be removed
Proposed terminal roadway design and alignment will provide LOS C or better for full Airport build out (110 MAP).
FUTURE Y-SPLIT CONFIGURATION
NEW Pavement to East Terminal
NEW Pavement West Terminal Exit
Existing Pavement to Remain
Existing Pavement to be removed
