Purpose Pursuant to BOR Resolution No. U-2499, s. 2016, this Circular is issued to encourage members of the PNU teaching staff to participate in the Research Program for Faculty Members during the K-12 Transition Period. 2. Rationale As the National Center for Teacher Education, the Philippine Normal University is mandated to implement development programs for students and its faculty members. These programs are actualizations of the University's strategic directions of (1) responding effectively and innovatively to the needs, demands, and requirements of the different stakeholders to demonstrate the University's leadership and (2) develop well-planned products and services that are of value to stakeholders. During the transition period, faculty members without teaching loads or those with reduced teaching loads will be provided with opportunities to avail research-related training from the research units under the Vice President for Research, Planning and Quality Assurance (VPRPQA). The Educational Policy Research and Development Center (EPRDC), Publication Office (PO) and Graduate Research Office (GRESO) are providing non-teaching loads to interested faculty members with regard to the updating of the research manual and conducting research-related activities, managing research journals, and accomplishing research using graduate students' data. In the pursuit of programs aimed to faculty development, involvement in research activities of the faculty members and to address the current need for human resource to undertake the increasing workload at EPRDC, Publication Office and the Graduate Research Office, a program for assigning non-teaching loads to faculty members who may be affected by the K- 12 transition period, in terms of their regular faculty load, is hereby proposed. 3. 1. Purpose

Pursuant to BOR Resolution No. U-2499, s. 2016, this Circular is issued to encouragemembers of the PNU teaching staff to participate in the Research Program for FacultyMembers during the K-12 Transition Period.

2. Rationale

As the National Center for Teacher Education, the Philippine Normal University is mandatedto implement development programs for students and its faculty members. These programs areactualizations of the University's strategic directions of (1) responding effectively andinnovatively to the needs, demands, and requirements of the different stakeholders todemonstrate the University's leadership and (2) develop well-planned products and servicesthat are of value to stakeholders.

3.3.1 Preferably from die Faculty of Arts and Languages3.3.2 Adept in perceptual speed and accuracy3.3.3 With experience in lay-outing/designing of manuals (an advantage)

3.4 Terms of Reference

3.4.1 Collects the recent university policies and guidelines on research3.4.2 Reviews the existing content of the Research Manual3.4.3 Compares the existing and the recently-approved research policies3.4.4 Consolidates the policies and guidelines which are considered up-to-

date/or in full implementation3.4.5 Updates the content of the Research Manual 2014 Edition3.4.6 Proofreads the content of the manual

3.4.7 Layouts the content of the updated Research Manual3.4.8 Coordinates for the review of the manual by the members ofthe Research

3.4.9 Applies for the ISBN3.4.10 Coordinates for the printing of the updated manual3.4.11 Performs other tasks that may be assigned by the EPRDC Director

4.2.1 Consolidated list ofpolicy recommendations by domain (DepEd, CHED, Senate,Congress, etc.)

4.2.2 Brief report in publishable format

4.3 Preferred Qualifications

4.3.1 Faculty from any college/instirute/unit4.3.2 With experience in doing policy research4.3.3 With experience in publishing research articles

4.4 Terms of Reference

4.4.1 Reviews policy studies (internally-funded, self-initiated, or externally-funded)done in the University for the past 5 years

4.4.2 Consolidates all policy recommendations across all the policy studies4.4.3 Prepares a brief report on these policy recommendations4.4.4 Performs other tasks that may be assigned by the EPRDC Director

6.4 Terms of Reference

6.4.1 Conducts research study for 6-12 months based on the priority in the UniversityResearch Agenda with the following options:a) A study which is institutional in scope and requires only office supplies as

its operating expenses; orb) A study with collaborator/s from other institution/s which is wider in scope

in terms of samples, but requires only office supplies as its operatingexpenses; or

c) A study which is the research component of an existing extension programof the university and requires only office supplies as its operating expenses

6.4.2 Writes publishable article/s out of the said research study

7.4 Terms of Reference

7.4.1 Conducts initial technical review ofall articles submitted for possible acceptanceto APHERJ

7.4.2 Assists the PO Director in enhancing the quality ofAPHERJ and ASTEN Journalin CHED accredited, ISI, or any internationally abstracted journals

7.4.3 Sends regular invitations and subsequently collects research articles from otherTEIs for publication in the APHERJ and ASTEN Journal

7.4.4 Monitors article submission for publication7.4.5 Facilitates the bi-annual production of APHERJ and ASTEN Journal7.4.6 Proofreads the final drafts of the articles for publication7.4.7 Updates regularly the PNU-PO Director on the status of articles submitted for

evaluation and publication7.4.8 Sends invitations and collects research articles from local and foreign experts in

education and teacher education for possible publication in APHERJ andASTEN Journal

7.4.9 Updates and revitalizes the journals' editorial team and pool of reviewers bytapping and inviting probable members of the team

9.4.1 Analyzes graduate students' data9.4.2 Designs a database of graduate students' data9.4.3 Conducts tracer studies of graduate students9.4.4 Assists in the formation of a support group for thesis and dissertation writers9.4.5 Coordinates with the GRESO Director on research mentoring and other relevant

research activities and processes9.4.6 Prepares a report of the tracer studies (undergraduate and graduate)

10. Monitoring of Deliverables

All daily time records of the faculty with NT load/s shall be signed by the concerned director.A monthly perfonnance output report is also a pre-requisite in the signing of the DTRs. Forthose who will opt to conduct a research project at EPRDC, a service agreement shall beexecuted.

11. Effectivity

This research program shall be implemented beginning AY 2016-2017.

Wide dissemination of this information to all faculty is desired.
