What is Parma Learning Center?

The Parma Learning Center (PLC) is a Nita M Lowey, 21st Century Community

Learning Center (21st CCLC) and functions as a part of the Parma School District

137. The Parma Learning Center is an After school Program is designed to serve

students primarily needing academic and linguistic support and personally at-risk.

The PLC is a safe environment and with security protocols as a regular school day.

PLC provides enrichment activities through educational intervention support and

broad range of additional services for students. It is also the PLC goal to granted

opportunities for parents and family.

This current 21stCCLCL grant financial funds through school year 2018-2023.

Center Locations:

Maxine Johnson Elementary serving grade levels 1-4 (K in the winter start up)

West Wing of Parma Middle School serving grade levels 5-8

Time line: Sept. 14, 2020 – April 30, 2021

Mission

Parma Learning Center is to provide educational programs which are inviting, safe,

and challenging for our students; developing in each student, love for learning, self-

discipline, confidence, respect for self and others, and a desire for lifelong service in

our community; expecting that all services lead to participants who can thrive

emotionally, academically and socially.

Vision Statement

Parma School District’s 21st Century Community Learning Center programs are high

quality and demonstrate safety, creativity and authentic youth engagement. By:

1. Providing targeted academic enrichment meets students were they are and gives

them the skills and encouragement to excel.

2. Providing social, cultural and recreational enrichment that is informed by

participants and ignites imagination, play and creative problem solving.

3. Provides for ongoing professional development and meaningful involvement of

all staff in program strategies lead to high retention and professionalism.

4. Provide opportunities to families of participants to be invested in service and

actively support the program.

5. Provide community opportunities to engaged in the PLC program to facilitate

recognition of value of an after school program which leads to sustainability.

6. Parma’s 21st CCLC program keeps data to demonstrate efficiently and effectively

manages federal grant with high levels of fidelity and transparency of grant

requirements.

7. Constantly reviewing to make sure that our Parma School District’s 21CCLC

cultivates a vibrant, meaningful learning community with each other and the State

Department of Education in which best practices are shared and common problem

solving occurs.

Program Cost: The program is offered free of cost to you and your child. But PLC must meet

the following requirements to keep this opportunity. 4 Area must be met for program to maintain is operation status

1. Attendance must be at or above 90 students on average

2. Days of operation at least 101 days

3. Hours must be kept close to 2:50pm – 5:50pm

4. Reasonable and appropriate expenditures must occur

Registration Process 1. Get on the referral list to attend PLC

2. Complete an application

3. Receive a handbook, calendar, and welcome letter. Return any forms indicating you need

signature and received. There may be more release forms to sign from our partnerships in the community TBD.

Parma Learning Center Student Recruitment Process: The goal of the Parma Learning Center is to recruit and serve in the After school Programs Program is designed to serve students primarily needing academic and linguistic support and personally at-risk. Prior to the referral process: PLC Director in the spring will: 1. Send to each classroom teacher a list of students who were in after school current or prior year 2. Summer school participation 3. Parent or student referrals This information will be used along with their team’s global assessments process in making recommendations for referral into PLC.

Who can recruit or refer a student?

Definition of homework: reteach class work left by a teacher. If student work load

is larger than the allotted time. One subject will be the focus and communicated to

the teacher to avoid student consequences.

Definition of tutoring: specialized support such as, literacy and language development through computer program to provide reports to teacher, student, and parents of progress. Definition of enrichment activities: lessons that support reading (language arts, math, science, & social studies) skills, writing skills, listening skills and speaking skills. Examples of enrichment activities Arts (Project-Based Learning), science (Invention Camp) and gardening (Master Gardener), technology (3D printer or video casting), engineering (Robotics), physical education (Healthy you), nutrition (Eat Smart), and emotional social development (character development Second Step anti-bullying) to list a few. PLCs’ Daily Goals: 30 minutes of homework/tutoring 30 minutes of literacy intervention. 30 minutes of STEM; science, technology, engineering, and math. 60 minutes enrichment activity with the focus to activate learning and make meaningful student engagement.

PLC STAFF Staffing: The program has instructional staff; certified teachers or trained in curriculum educational assistance. Classified staff are trained to support the culture and activities. There are topics which community professionals have expertise and volunteer their time or are provided in partnership. Youth Service Learning (volunteering) & Youth Staffing: Students at grades 7-12 are encouraged to volunteer their time to help in reading and math in the elementary, assist with classroom management at varied grade levels and participate in some enrichment classes. Many high school students are hired to work as aides in the classrooms.

Idaho 21st CCLC State Program Performance Objectives: In an effort to establish consistent, measurable objectives among programs throughout the state, 21st CCLC grantees will be required to incorporate the following objectives. How these objectives are met is at the discretion of the grantee. These objectives will assist in Idaho meeting the recommendations / requirements of the United States Department of Education and to best meet the needs of Idaho students. The common statewide mandatory objectives are: 1. Academic: 80% of program participants attending 30 or more days will show improvement (growth) in academic performance; students meeting proficiency benchmarks will maintain a consistent level of performance. This objective will be measured through Idaho standardized assessments annually (K-3: IRI; 4-11 ISAT, college entrance exams). 2. Family Engagement/Parental Involvement: 30% of student program participants will have at least one (1) family member attending one class lasting three or more days. There will be a 5% annual increase in the number of family members participating in educational opportunities. 3. Social-Emotional Wellness: All primary program staff with direct contact with students will participate in two professional development trainings annually to ensure understanding of youth development and high quality out-of-school programming. At least one of these trainings must focus on cultivating the social-emotional wellness of program participants. Specific trainings are chosen by the sub-grantee, pending approval by the SDE. Summer Programs will be required to implement the following objectives: 1. Academic: 85% of summer program participants will participate in 20 minutes of age appropriate academic enrichment each day. 2. Family Engagement / Parent Involvement: 30% of program participants will have at least one (1) family member participate in one (1) or more event or attending one class. PLC Community Board members: Board membership for the PLC advisory board include community partners, businesses, district teachers, administrators, student and parents. An updated list of names is forthcoming.

Sustainability Plan Sustainability will depend on a wide range of funding resources. During the last year, the PLC director and PSD designee grant writer will help secure grant funding. Other potential local resources include financial support from business, churches, the school district and individuals. Federal programs, including Title 1 and Safe & Drug Free Schools are committed to supporting PLC programs. Examples of potential support are documented thoroughly in support letters in the Appendix. A major portion of the PLC director’s job is grant writing and working toward program sustainability. Health & Safety Procedures Any PLC STUDENT ABSENCE should result in a phone call. Building secretary: Elementary 208-779-4069 ext. 1102, MS ext. 1202 or PLC office ext. 1606. If during early after school time student cases of illness will be sent to the school nurse (if the illness occurs before 3:30 pm). If after the nurse has gone for the day teachers or program director will make a call to the home if necessary to arrange for pick up their child. Weather Days A phone tree will be developed at the beginning of each school year and used to notify all staff in the event of an emergency closure. In the case of school closure for PLC classes. All elementary grades 1-4 parents will be contacted. (Parents PLEASE make sure to provide your preferred contact method on the student applications MS student’s parents will not be contacted but student will instead be responsible to make calls if they feel arrangements need to be made. Parent Participation: Student parent and family participation is VERY important to your child. Please set a goal to attend all PLC events to support your child. Please think about joining the PLC advisory board and coming to visit the classes, or volunteering in the program as well. Parent/Guardian Thank You: Thank you for allowing us to serve your children. Their success in all aspects of their lives is of utmost concern for all staff at the Parma Learning Center Program. Nothing is perfect as we are all human beings, but I promise we do our best! If you ever have concerns or positives let us know. We are here for you! Finally, please make sure that you have a PLC calendar and ask your child often if there are any news letters or notes from PLC that you need to look at!

Elementary Grades 1-4 Recruitment Process:

Teacher teams (1st -4th) which include input from principal and counselor, meet

regularly to identify and make recommendations of their priority student referrals

for the PLC after school program. Teacher team list are due September 1st to the

PLC Director.

Middle School Referral and Recruitment Process:

Middle school referrals are handled differently. Since the social, emotional, and

behavioral needs of middle school students are different than the elementary

student’s recommendations for after school attendance are taken from teachers,

counselors, administrators, parents, and students. PLC staff makes the final call for

student acceptance into the program.

Application Rounds:

First round: Spring referrals and open registration referrals receive applications

Second round: Elementary and Middle School Classroom teacher teams forward

their referrals from Aug. 20 —Sept 1st to PLC director.

Third round: Elementary and Middle School Classroom teacher teams forward their

referrals from first 30 days of PLC director.

Fourth round: Waiting list will be created and any referrals will be placed on the

waiting list. If a participant position opens up the director will call from the waiting

list. Spring referrals will include students on waiting list.

Note if referrals are 50 above the participant goal positions a lottery system will be

in place for those on waiting list.

Submitted Applications

Students MAY NOT attend the program until all of their registration materials are

received and completed.

The registration form includes releases for emergency medical treatment;

consent to share information; field trips, photo and publicity; transportation,

and student code of conduct.

Once applications are submitted the following information will be sent home:

PLC handbook, PLC calendar, PLC letters of introduction of the PLC program. A

maximum of 20 students will be allowed in each grade level for after school

programs (unless PLC Director approves otherwise).

Meals: The after school program provides meals because they are

paid by our sponsor Child and Adult Care Food Program, CACFP. The is

program is an application process completed by our district Nutrition

director. Every student will receive a nutritious meal or snack that

meets the requirements of the USDA Meal Programs. The plan for

meals or snacks will be created by the Parma Nutrition Team. Snacks

and meals are relatively healthy. If your child can’t eat the

snacks/meals provided, or if you want your child to snack on

something specific, you may send an alternative snack for him/her if

prior contact regarding this request has been made through the

director’s office.

Student Discipline Code:

Follow 3 personal standards

1. Make good decisions 2. Be a Problem Solver 3. Show respect

All students following the 3 personal standards will be abiding current

school policies for behavior and discipline. Expectations and discipline

procedures will be the same as those in the regular classrooms at

Parma Schools. PLC will take the time to teach examples of each

personal standard under the sense of “what does it sound like” and

“what does it look like”

Consequences for misbehavior are the following:

Level 1 Verbal warning

Level 2 Written notice with parent signature to return

Level 3 Second written notes with parent signature and call home to

set-up a behavior plan agreement between student, parent, and

PLC.

Level 4 Students’ behavior is jeopardizing the learning or safety and

will be dismissed from the program.

Individual Classrooms: Each teacher will implement the 3 personal standards by

teaching, and posting in the classroom. This classroom management plan will

specify how inappropriate behavior will be dealt with and how proper behavior will

be recognized, modeled, and encouraged.

Parma District School Rules Apply to After school Programs:

Since we are housed in the district, all rules (bus, lunchroom, playground, hallways)

implemented during the school day are in effect in the after school programs and

exist for the safety of all involved in the after school program. See school policies

and handbook.

Reasons for expulsion from after school or other disciplinary measures anything

that interferes with a safe and secure environment will be reason of expulsion. This

is not meant to be an exhaustive list.

Causes, attempts to cause, or threatens to cause physical injury to another person

Willfully uses force or violence upon the person of another, except in self-defense

Possesses, uses, or sells a controlled substance or tobacco

Offers, arranges, or negotiates to sell a controlled substance

Attempts/commits robbery or extortion

Attempts/causes damage to school or private property

Attempts to or steals school or private property

Disrupts school activities; defies school authority

Commits an obscene act or engages in habitual profanity or vulgarity

Possesses or offers to sell drug paraphernalia

Attends at a rate that interferes with learning when others are on the waiting list

and need services

Attendance Expectation:

Perfect attendance is our objective. All PLC students are under the safety umbrella

of PLC so once a student is enrolled and attending we need to hear from parents if a

child will be an absence. If a child misses three days in a row and if we have no

information or reason reported for this sporadic attendance; the program will make

contact with the parents. If children start a pattern of poor attendance calls to

home will also be made. Absences can be called into the Parma Learning Centre

office at 208-779-4069 x1606 or the MS office at x 1202 or the elementary office at

1102.

Dear Parents/Guardians

Above you will see the "Identify Level of Transmission Risk" table. You can

see that SW District Health's colors of Orange and Yellow both fit into the

State recommendations color of yellow, which our plan is based on. In our

yellow plan, we have 2 categories. The first (traditional) is having every

student at school every day and we will align with SWDH Yellow category.

SWDH Orange category will align with our Yellow Hybrid plan. We also have

2 categories of Red. The first is Ultra Hybrid, which still allows us to check in

with students during the week in person, and the second is complete

distance learning for all students if we are advised/asked to close all

buildings by SW District Health. Please see table above for alignment.

We will base our color off the numbers by our Parma zip code, not county.

Parma: GREEN = New Normal

EVERY student (K-12) physically attending every day for instruction

(unless you chose Distance Learning for semester)

Mitigation efforts in place - Masks/Face Shield recommended

for students and staff. Students and staff use handwashing and

sanitation stations located throughout the buildings. Use of sneeze

guards at office stations. Teach and reinforce good hygiene measures

such as handwashing, covering coughs, and face coverings. Provide

hand soap and hand sanitizer with at least 60% alcohol, paper towels,

Parma: YELLOW = Traditional

EVERY student (K-12) physically attending every day for instruction

(unless you chose Distance Learning for semester)

Increased mitigation efforts - Same as in green plus - Wear face

protection when working in groups and when physical distancing is

not possible. Schedule additional deep cleanings during evenings,

weekends or school holidays/breaks. Desks/tables- arrange to

account for physical distancing as much as possible. Keep student

belongings separate. Face masks are required for bus driver and

students.

Parma: YELLOW = Hybrid

K-4 attending every day

5-12 students will be split into two groups (A & B).

o A group will attend on Monday and Thursday for in-person

instruction

B group attends class via office 365 Teams to
