A bench headed by Chief Jus- tice SA Bobde, while hearing a plea highlighting the issue of stubble burning in Punjab, Haryana and Uttar Pradesh, said that the court is only concerned that the citizens of Delhi-NCR get to breathe clean and fresh air. The bench said that the new committee, which will monitor the stubble burning and take pre- ventive steps, will get assistance from chief secretaries of all states. "We have been made aware of steps by Punjab and Haryana for stopping stubble burning includ- ing the development of an app which can help in identification and notification of a particular field in which someone has burnt stubble... In spite of measures, re- ported an increase in stubble burning which will pollute the at- mosphere of Delhi-NCR in- evitably. We are not inclined to make an assessment of which measure has been effective or not," the bench said. The bench also asked the heads of National Cadet Corps, National Service Scheme, and Bharat Scouts and Guides to put the young force at Justice Lokur's disposal to help locate stubble burning in the three states and bring it to the notice of authorities to prevent the same. "There needs to be some monitoring of stubble burning be- fore it assumes unhealthy propor- tions. Accordingly, we find that the suggestion of a former Judge of this court is appointed to mon- itor the situation in Punjab, Haryana, and Uttar Pradesh," the bench said. "We accordingly ac- cept the suggestion and appoint Justice Madan B Lokur, former Supreme Court Judge to act as the one-man monitoring Committee to prevent stubble burning in the State," it added. The bench, in its order, said that it considers it ap- propriate for the Chief Secretaries of Punjab, Haryana and Uttar Pradesh to enable Justice Lokur in order to devise additional means and methods for preventing burn- ing or stubble. It further said that the states shall provide adequate facilities to the committee for car- rying out its job including secre- tarial assistance and transporta- tion if necessary and added that the Committee will submit a re- port fortnightly or as and when re- quired. During the hearing, senior ad- vocate Vikas Singh appearing for the petitioner, a class 12 student Aditya Dubey, said the prayer in the plea is that a one-man com- mission of Justice (retd) Madan B Lokur can be appointed because he has dealt with many environ- mental issues. The SIT has already formed four spe- cial teams to crack the case and nab the accused. Condol- ing the death of Balwinder, the Chief Minister has direct- ed DGP Dinkar Gupta to en- sure speedy investigation to identify and bring the culprits to book at the earliest. Taking serious note of the incident, Captain Amarinder said the probe, to be conducted by the SIT, will take into account all possibilities. Anyone found guilty of the murder would be dealt with strictly, he added. The Supreme Court on Friday ap-pointed Justice (retd) Madan BLokur, a former judge of the topcourt, to act as the one-man mon-itoring committee to prevent stub-ble burning in the states of Pun-jab, Haryana and Uttar Pradesh.

A bench headed by Chief Jus-tice SA Bobde, while hearing aplea highlighting the issue ofstubble burning in Punjab,Haryana and Uttar Pradesh, saidthat the court is only concernedthat the citizens of Delhi-NCR getto breathe clean and fresh air.

The bench said that the newcommittee, which will monitorthe stubble burning and take pre-ventive steps, will get assistancefrom chief secretaries of all states.

KARNAL, OCT 16(AMAR SINGH RANA ): Deputy Commissioner Nishant Kumar Yadav said that Nilokheri mandi should be closed on Sunday and whatever paddy is lying in the mandis should be lifted and the entire mandi should be cleaned so that the upcoming crop is cleared. The Deputy Commissioner asked the farmers not to sell their crops below MSP. The crop of the farmers will be procured according to the moisture fixed at the support price fixed by the government. On Friday, the Deputy Commissioner took stock of the procurement at Nilokheri Grain Market and talked to farmers and jobbers and learned their problems. The jobbers and farmers demanded the crop details portal should be opened for some time, so that the farmer could not get the details of the crop to get a chance to register the crop. The Bill has been prepared withthe aim to establish an Authority forconservation, management and regu-lation of the water resources in theState including surface water, groundwater and treated waste water ofHaryana which shall exercise its juris-diction over the entire State.

The uncontrolled and rapid usageof water, in absence of any effectivelaw in the State has resulted in alarm-ing situation of declining ground waterlevels along with depletion of surfacewater in several areas. In order to dealwith the situation of serious water cri-sis and over exploitation of water in theoffing, it is an impending necessity toenact an appropriate law to provide forprotecting, conserving, controlling andregularizing the usage of water in theState so that the water regimen be-

The Authority will be constitut-ed and would consist of five memberincluding Chairman to be appointed bythe Selection Committee constitutedunder Section 5 of the draft Bill. Scientists have finally cracked whywomen ruled countries are re-sponding more effectively to coro-

navirus pandemic as surveys suggest adifference in attitudes towards theCOVID-19 pandemic in the genderswhich impacts the gender differences inmortality.

Original data from two waves of asurvey conducted in March-April 2020 ineight Organisation for Economic Co-op-eration and Development countries showlarge gender differences in COVID-19-related beliefs and behaviours. Womenare more likely to perceive the pandemicas a very serious health problem and toagree and comply with restraining meas-ures. These differences are only partiallymitigated for individuals cohabiting ordirectly exposed to COVID-19. This be-havioural factor contributes to substantial

gender differences in mortality and isconsistent with women-led countries re-sponding more effectively to the pan-demic. It calls for gender-based publichealth policies and communication. Gen-der differences in attitudes and behaviourare sizable in all countries. They are ac-counted for neither by sociodemograph-ic and employment characteristics nor bypsychological and behavioural factors.They are only partially mitigated for in-dividuals who cohabit or have direct ex-posure to the virus. Researchers showthat their results are not due to differen-tial social desirability bias. This evidencehas important implications for publichealth policies and communication onCOVID-19, which may need to be gen-der-based, and it unveils a domain ofgender differences: behavioural changesin response to a new risk.

Anew measurement ofhow quickly stars cre-ate carbon may trigger

a major shift in our under-standing of how stars evolveand die, how the elements arecreated, and even the originand abundance of the build-ing blocks of life. Physicistsat the Australian NationalUniversity and the Universityof Oslo reproduced how starsmake carbon through a fleet-ing partnership of heliumatoms known as the Hoylestate in two separate meas-urements. They found thatcarbon -- the building blockof life -- is produced 34 per-cent faster than previouslythought.

"It's a really surprising re-sult, with profound implica-tions across astrophysics,"said Associate Professor Ti-bor Kibedi, one of the lead re-searchers from the Depart-ment of Nuclear Physics atANU. The Oslo experimentwas reported in Physical Re-view Letters, and the ANUfindings were published inPhysical Review C.

Stars produce carbonthrough the triple-alphaprocess, where three alphaparticles (helium nuclei) col-lide and fuse within a tinyfraction of a second. Thisprocess is so unlikely that formany years astrophysicistswere at a loss to explain howcarbon and heavier elementscould be created in the uni-verse. In 1953 renowned as-

tronomer Sir Fred Hoyle sug-gested a solution to the co-nundrum: a previously un-known excited state of car-bon, very close to the energyof the triple alpha process.This excited state, nowknown as the Hoyle state, andwould act as a steppingstoneto producing stable carbon.

This in turn paves theway for further fusion reac-tions, allowing stars to makethe heavier elements fromoxygen to iron and beyond.

The carbon and other ele-ments formed inside starseventually become the dustand gas from which planets

are formed. Here on Earth,carbon chemistry is the basisfor life.

"It's one of the miraclesof the material world. Simplyput, if the Hoyle state didn'texist, neither would we,"Kibedi said. Even with helpfrom the Hoyle state, the for-mation of stable carbon is stillvery unlikely. "For every2500 Hoyle state nuclei pro-duced, only one transitions tostable carbon. The rest fallapart," added Kibedi.

Directly measuring thecarbon production rate is verydifficult. Instead, physicistscalculate it indirectly from

observations of two differentHoyle state transitions. Tomeasure the first transition,Kibedi and his team at ANU'sHeavy Ion Accelerator Facil-ity (HIAF) fired a protonbeam at an extremely thinsheet of carbon to form Hoylestate nuclei. A tiny fraction ofthe excited nuclei transitionback to stable carbon by emit-ting an electron-positron pair,which the team detected withthe HIAF's SUPER-E pairspectrometer.

At the same time, Kibediand his team worked with re-searchers at the University ofOslo's Cyclotron Laboratory

to measure the second transi-tion, in which the Hoyle stateemits a photon. They ob-served six billion Hoyle statereactions, of which just 200decayed via the photon decay.

Combining the ANU andOslo results, the team calcu-lated the carbon productionrate, its first major update in40 years. They found it wasmore than a third larger thanpreviously thought, an enor-mous change for such a criti-cal astrophysical quantity.

"It was really unexpected.Nobody had looked at thisparticular measurement since1976. Everyone assumed it

was well known," said Kibe-di. According to Dr. MeridithJoyce from ANU's ResearchSchool of Astronomy and As-trophysics, such a large shiftwould be a major event forstellar astrophysicists. "Anincrease in the carbon pro-duction rate like this wouldhave a big impact on a lot ofour models," Joyce said. "Itwould affect our understand-ing of how stars change overtime, how they produce ele-ments heavier than carbon,how we measure the age ofstars and how long they willlast, how often we expect tosee supernova explosions,even whether they leave be-hind neutron stars or blackholes," Joyce added.

With so many astronomi-cal phenomena relying on themeasurement, such a big ad-justment to the previously ac-cepted value will attract a lotof scrutiny. Kibedi is opti-mistic that more experimentswill cement their results, in-cluding further work at theHIAF. "It's important thatmore experiments are done tosettle this.

The Oslo experiment isbeing repeated, and the pre-liminary analysis seems tosupport our findings," hesaid. "Our original plan hereat the ANU was to observedecays from both Hoyle statetransitions in a single experi-ment for the first time. I'mstill hopeful we can do that,"he added.

working and learning fromhome as well as binge-watch-ing TV has sharply increased.New research finds that wear-ing blue-light glasses just be-fore sleeping can lead to a bet-ter night's sleep and contributeto a better day's work to fol-low.

"We found that wearingblue-light-filtering glasses isan effective intervention toimprove sleep, work engage-ment, task performance andorganizational citizenship be-haviour, and reduced counter-productive work behaviour,"said Cristiano L. Guarana, as-sistant professor of manage-ment and entrepreneurship atthe Indiana University KelleySchool of Business. "Wearingblue-light-filtering glassescreates a form of physiologicdarkness, thus improving bothsleep quantity and quality."

Most of the technologywe commonly use -- such ascomputer screens, smart-phones and tablets -- emitsblue light, which past researchhas found can disrupt sleep.Workers have become moredependent on these devices,especially as we navigate re-

mote work and school duringthe coronavirus pandemic.

The media have recentlyreported on the benefits ofblue-light glasses for thosespending a lot of time in frontof a computer screen. Thisnew research extends under-standing of the circadianrhythm, a natural, internalprocess that regulates thesleep-wake cycle and repeatsroughly every 24 hours. "Ingeneral, the effects of wearingblue-light-filtering glasseswere stronger for 'night owls'than for 'morning larks,'" saidGuarana, who previously hasstudied how lack of sleep af-

fects business decisions, rela-tionships and other behav-iours in organizations. "Owlstend to have sleep periods lat-er in the day, whereas larkstend to have sleep periods ear-ly in the day. "Although mostof us can benefit from reduc-ing our exposure to blue light,owl employees seem to bene-fit more because they en-counter greater misalignmentsbetween their internal clockand the externally controlledwork time. Our model high-lights how and when wearingblue-light-filtering glasses canhelp employees to live andwork better."

Lakhanpal that the first busplied on Hamirpur-Bhota-Chandigarh route at 0806 hrsand the same bus will returnfrom Chandigarh to Hamirpur at

1000 hrs and will leaveLudhiana for Hamirpur at 0615hrs the next day. He asserted thatthe Hamirpur-Nadaun-Jalandhar

bus left from Hamirpur at 1240hrs and will re-start its returnjourney from Jalandhar at 2230hrs the same day.

COVID-19 caseload in India rises to 73,70,468

NEW DELHI, OCT 16

India's COVID-19 caseload roseto 73,70,468 with 63,371 newinfections being reported in aday, while the number of peoplewho have recuperated from thedisease crossed 64 lakh pushingthe recovery rate to 87.56 percent, according to the HealthMinistry data updated on Friday.

The coronavirus death tollclimbed to 1,12,161 with thevirus claiming 895 lives in aspan of 24 hours, the dataupdated at 8 am showed.

For eight days in a row, theactive cases of COVID-19remained below 9 lakh.

There are 8,04,528 activecases of coronavirus infection inthe country which comprises10.92 per cent of the total

caseload, while the recoverieshave surged to 64,53,779, thedata stated. The COVID-19 casefatality rate due COVID-19 wasrecorded at 1.52 per cent.

"India continues to have oneof the lowest COVID-19 deathsper million population globally,currently pegged at 80," theministry said.

India's COVID-19 tally hadcrossed the 20-lakh mark onAugust 7, 30 lakh on August 23and 40 lakh on September 5. Itwent past 50 lakh on September16, 60 lakh on September 28 andcrossed 70 lakh on October 11.

According to the ICMR, acumulative total of 9,22,54,927samples have been tested up toOctober 15, with 10,28,622samples being tested onThursday.

Bihar's Panchayati Rajminister Kapil Deo Kamatsuccumbed to COVID-19 earlyon Friday at AIIMS, Patna,family sources said. He was70. Kamat is survived by twosons and four daughters. Hiswife died a few months ago.

"Kapil Deo Kamat died ofCOVID-19 at 1:50 am (Friday)here at AIIMS, Patna. He wassuffering from kidney failureand had been on ventilator overthe past few days," Dr SanjeevKumar, the COVID-19 nodalofficer of AIIMS-Patna, toldPTI. The JD(U) MLA fromBabubarhi assemblyconstituency was admitted tothe hospital on October 1 afterhe tested positive for thedisease. Condoling the death ofthe panchayati raj minister,Bihar Chief Minister NitishKumar said Kamat will becremated with full statehonours. "He was an efficientadministrator and a popular

leader. I am personallysaddened by Kamat's untimelydemise. His death has causedan irreparable loss to the fieldof politics," Kumar said.

Deputy CM Sushil KumarModi and several other leadersalso mourned Kamat's demise.Modi termed his death as"unfortunate", and said Kamatalways sympathised with thepoor. Notably, the JD(U) hasfielded Kamat's daughter-in-law Meena from Babubarhithis time, as he was notkeeping well. Babubarhi is setto go to polls during the thirdphase of Bihar elections, onNovember 7. Kamat is thesecond minister in NitishKumar's cabinet to succumb tothe infection this week.

Liquor shop workers accused of killing youth JAGRAON (SUKH NAHAR): Police has filed a murder case against the workers of a liquor shop.According to the information Darshan Kaur wife of Lachman Singh resident of Kalsiyan in herstatement that on 30 september her son Jasvir singh alias seera went to sardar hari singh naluachownk, Raikot in order to plant trees. When Jasvir singh did not come back home even after hoursthe family started searching for him. Later, deceased jasvir singh's family was informed that de-ceased was allegedly trashed badly by the workers of a liquor shop and he was admitted to civil hos-pital Raikot. After providing first aid jasvir singh was referred to PGI Chandigarh. Jasvir singh un-derwent treatment at PGI from 1 October to 6 October. On 12 October, deceased went to take restafter having lunch but did not wake up after that and he was declared dead by the doctor. The fam-ily members of the deceased accused that it was later found out that Jasvir singh died due to his al-leged trashing on 30 September. On the statements of deceased's mother police has filed FIR againstAnmol Singh son of Baldev singh resident of UP, Sukhdev singh son of Sadhu Singh.

Chief Minister Captain AmarinderSingh under his Government’sflagship programme has facilitatedemployment to more than 15 lakhyouth of the State during the peri-od from April 1, 2017 to Septem-ber 30, 2020 with a view to ensurejob avenues for harnessing the po-tential of technically skilled man-power of the State.

According to a spokespersonof the Chief Minister’s Office, theState Government under the vi-sionary leadership of CaptainAmarinder Singh during its 42months tenure till September 2020,made dedicated efforts with fo-cused approach in providing enor-mous employment opportunities tothe youth through ‘Ghar GharRozgar and Karobar Mission’, JobFairs, District Bureau of Employ-ment and Enterprise (DBEEs) be-sides apprising the unemployedyouth about Self EmploymentSchemes through distribution ofDBEE’s informationmanuals/brochures. Giving thebreakup of the jobs provided to theyouth, the spokesperson said thatout of the total 15.08 lac jobs pro-vided to the youth, 58,709 havebeen given government jobs (in-

cluding contractual) and 5.70 lacplaced in the private sector besides8.80 lac youth have been facilitat-ed to take up self employment ven-tures during the aforesaid period.

Referring to the employmentgenerated under the MGNREGAscheme from April 1, 2017 to June30, 2020, the spokesperson saidthat 28.70 lac households havebeen provided employment with794.54 lac mandays.

Meanwhile, a State Employ-ment Plan 2020-22, to fill vacantjobs in government departments,boards, corporations and agenciesin a phased time-bound mannerhas been approved by the Cabineton October 14, 2020 in order tofulfil the promise of CaptainAmarinder Singh to provide onelakh government jobs to youth in

It is pertinent to mentionthat the school education min-ister had floated his personalemail id,[email protected],to receive such complaintsagainst wrongdoings of privateschool managements. VijayInder Singla said that most ofthe complaints were by theemployees for not payingthem salaries or being paid lessby their respective institutionsduring Covid-19 pandemic.He added that after receivingthe complaints against theseschools, the education depart-ment has served notices totheir managements and after

finding their replies unsatisfac-tory their NOCs have beencancelled.
