India had only one lab for testing sam- ples for the disease in January but it has now increased the number to 1,301, in- cluding private labs. The Health Ministry said revised guidelines by ICMR and all- round efforts by states also aided in wide- spread testing. Till Friday, a total of 1,58,49,068 tests for COVID-19 had been done in the coun- try. India did 3.50 lakh tests every day over the last one week, the ministry said. With 4,20,898 samples tested in the past 24 hours, it added, the Tests Per Mil- lion (TPM) has increased to 11,485 and continue to maintain an upward trend. “The Union government has advised all state and UT governments to keep up the strategy of ‘Test, Track and Treat’with aggressive testing which may lead to high- er number of daily positive cases initially but would eventually achieve a decline as has been demonstrated after the central government’s targeted efforts in the NCT of Delhi,” the ministry said in a statement. With increased testing of samples for COVID-19, the fatality rate has signifi- cantly dropped to 2.35 per cent on Satur- day and the recovery rate has surged to 63.54 per cent. “India has one of the lowest fatality rates in the world,” the health ministry said. The downward trend in fatality rate means the collective efforts of the Centre and state and UT governments have checked the mortality due to COVID-19, it stated. A total of 8,49,431 COVID-19 pa- tients have recovered. The recoveries ex- ceed the active cases by 3,93,360. Howev- er, with 48,916 fresh cases, India’s COVID-19 tally zoomed past 13 lakh on Saturday, just two days after it crossed the 12-lakh mark, while the death toll mount- ed to 31,358, the ministry said. Shivraj Singh Chouhan tests coronavirus positive BHOPAL: Madhya Pradesh Chief Minister Shiv- raj Singh Chouhan on Saturday said he has test- ed positive for COVID-19. Chouhan, 61, shared the news on Twitter in the early hours. He was admitted to a COVID-19 designated private hos- pital in Bhopal, a BJP leader said. “I had symp- toms of COVID-19. In the test report, I was found positive. I appeal to all my colleagues that whoever has come in my contact to get tested for coronavirus. My close contacts should move to quarantine,” Chouhan said in a tweet. In another tweet, the Chief Minister said if de- tected and treated on time, COVID-19 infection could be cured. “I have been reviewing the status of coronavirus infection in the state every evening since March 25. Now I will try to review the situation through video conferencing as much as possible,” he said. Chouhan also said in his absence, the meeting to review the COVID-19 situation would be held by Home Minister Narottam Mishra, Urban Development and Administration Minister Bhupendra Singh, Medical Education Minister Vishwas Sarang and Health Minister Prabhuram Choudhary. Talking to PTI, state BJP’s media in-charge Lokendra Parashar said that Chouhan was shifted to COVID-19 designated Chirayu Medical College and Hospital in the state capital. NEW DELHI, JULY 25 The Supreme has decided to continue with virtual court hearings for the time being in view of medical ex- perts’ advice aimed at checking spread of COVID19 pandemic. Headed by Justice NV Ramana, the judges’ panel has decided not to open the Supreme Court for physical hearings for the time being as per ad- vice of medical experts, bar leaders were told. Other members of the judges’ panel are Justices Arun Mishra, Ro- hington Nariman, UU Lalit, A M Khanwilkar, DY Chandrachud and LN Rao. “It was also decided by their lord- ships to meet the representatives of the Bar after two weeks and then to restart the working of the court in a phased manner,” Supreme Court Bar Association (SCBA) President Dushyant Dave wrote to SCBA mem- bers. Addressing the MLAs at Fairmont Hotel, Gehlot said if required we would stay in the hotel for 21 more days. The MLAs hailed the Chief Minister by raising their hands. The legislators are camping at the hotel to block any attempt of poaching. Meanwhile, Chief Minister Ashok Gehlot and his camp are racing against time to answer the six posers by Governor Kalraj Mishra, who consulted with legal experts on Friday on the cabinet’s four-line resolution to call a session. After a marathon meeting of the cabinet last night, Gehlot has called another meeting today to send a request and recommendation to the Governor about calling a session. The trickiest clarification the Governor has sought pertains to why the Chief Minis- ter wants to call a session to prove majority when he has the majority already. It was also decided that a meeting led by Goyaland Truss would be held in Autumn 2020 here to car-ry forward the dialogue.

In an FTA, two trading partners eliminate or sig-nificantly reduce import duties on the maximumnumber of goods traded between them.

The statement also said that the co-chairs of busi-ness-led Joint Working Groups on life science andhealth, ICT and food and drink set up during the lastJETCO made their recommendations to the minis-ters.

“Both sides resolved to cooperate in the healthsector especially in view of the present pandemic ofCOVID-19,” it said.

The bilateral trade between the two countriesstood at $15.5 billion in 2019-20 as against $16.87billion in 2018-19.

NGT slams Road Ministryover delay in guidelineson scrapping of vehicles

AGENCYNEW DELHI, JULY 25

The National Green Tribunal has rapped the Min-istry of Road Transport and Highways for the de-lay in issuing guidelines on scrappingof vehicles. A bench headed by NGTChairperson Justice Adarsh KumarGoel said a proper mechanism to setup authorised recycling centres com-pliant with environmental norms wasan urgent need in view of a large num-ber of ‘End of Life Vehicles’ (ELV).The tribunal noted that draft guide-lines for setting up, authorisation andoperation of Vehicles Scrapping Cen-tres have been uploaded on MoRTHwebsite for public comments andhave been suitably modified in reference to inputs. However, a formal notification is to be issued un-der the Motor Vehicle Act, 1988 after approval ofthe Cabinet, it noted. The green panel said the re-sponse of the MoRTH is very unsatisfactory andlacking in sensitivity. “There is no tangible expla-

nation for the long delay in issuing the necessarynotification. Making allowance for the pandemic,we grant further time of two months for issuingrequisite notification,” the bench said.

The tribunal warned that if no notification isissued before January 6, the next date, the Joint Secretary, MoRTH con-cerned will have to remain present inperson and explain why action be nottaken for unnecessary delay. It furthersaid the stand of the Delhi PollutionControl Committee shows that clan-destine activities are still being foundfor which vigilance may be strength-ened. Noting that the number of “endof life vehicles” will be over 21 mil-lion by 2025, the NGT had directedthe government to formulate a stan-

dard operating procedure (SOP) for setting upauthorised recycling centres to scrap them scien-tifically. It had said the scrapping of vehicles ina scientific manner needs to be taken up on or-ganized basis as the current capacity is hardlyadequate.

American visas were not outsourced in 1964. Theconsulate issued them. It was a formality in mycase since I was going on an invitation from

Henry Kissinger’s Harvard international seminar. Allthe same, after my papers had been inspected and ap-proved, but just before the visa was actually issued, theconsular official rattled off a little spiel about my neverhaving been a member of the Communist Party or any‘Communistic’ organization. Assent was assumed.Trump administration officials who think they arefrightening China with the threat of not only revivingthat ritual but also putting teeth into it don’t realize howroles have been reversed. They are mired in a past thatrang with Ebenezer Elliott’s rhyme, “What is a commu-nist?/ One who hath yearnings/ For equal division ofunequal earnings,/ Idler or bungler, or both, he is will-ing, /To fork out his penny and pocket your shilling.”The prejudice of that jingle may coexist with the ideal-ism of a few starry-eyed Indians for whom communismis still the creed for the poor. But Communist Party ofChina members are lords of the earth. Ideology is only ared herring the Americans are dragging across the trailto distract attention from the real tussle over power andprofit. Gazing upon Moscow airport’s glittering shopwindows in the twilight of the Soviet regime, MargaretThatcher mused that only the rich could afford to callthemselves communist. The Soviet Union’s dissolutionsoon afterwards sparked off the grab for privatized Stateassets and the rise of notoriously wealthy oligarchs.Even a cursory glance at the list of their as well as Chi-na’s holdings in Britain — media, water, energy —makes one wonder what — if anything — the nativeBriton can still call his own. “How much of Europedoes China own?” the BBC asked last year. The Chi-nese also own about $1.1 trillion in US debt. Suchwealth insulates people from travel restrictions. If onepassport fails, they can buy another. Bombay Dyeing’sNusli Wadia did not come to any harm for his entangle-ment with the police for allegedly registering as an Indi-an national in a hotel while holding a British passport. ADublin taxi driver proudly told me that “an Indian”, Pal-lonji Mistry, is Ireland’s richest man. The 17th KarmapaLama, Ogyen Trinley Dorje, has acquired a Dominicanpassport for “ease of travel”. So, when a New YorkTimes writer claims that a US travel ban on CPC mem-bers and their families would affect 270 million people,he cannot mean the taizidang or princelings (children ofparty veterans) who have become prominent since the1980s when Deng Xiaoping’s dictum, “Rang yi bu fenren xian fu qi lai... Let some people get rich first”, un-shackled China’s economy and created tycoons.

India and Africa: Acompassionate partnership

The global outbreak ofCovid-19 has sent theworld into a state of pan-

ic. Nations are battling a pan-demic that is disrupting worldmarkets, stalling global trade, challenging emergencyhealthcare preparedness, dis-rupting normal lives and test-ing the resolve of the politicalleadership. In Africa, the pan-demic’s effect has been debili-tating on the sectors of healthand economy. According to areport by the United NationsEconomic Commission forAfrica, with no interventionsagainst the virus, Africa couldsee 3.3 million deaths and 1.2billion infections. How isAfrica facing the colossal

challenge? The healthcare sys-tem in Africa is fragile.WHO’s report on Africa’shealthcare facilities mentionsthat Ethiopia has just threehospital beds per 10,000 peo-ple; the Central African Re-public has three ventilators forits entire population; evenSouth Africa, which has one ofAfrica’s best public health sys-tems, has fewer than 1,000 in-tensive care unit for a popula-tion of 56 million. Covid-19has brought new challenges toan Africa saddled with endem-ic diseases like HIV, tubercu-losis, malaria and ebola, thefour other infectious killers inrecent times. On the econom-ic front, the pandemic has

pushed sub-Saharan Africainto its first recession in 25years. Areport by the UN Eco-nomic Commission for Africahas warned of severe econom-ic pain across Africa, withgrowth shrinking between -2.1and -5.1 per cent in 2020. Thedouble shock of the pandemicand dropping oil prices is alsoexpected to adversely affectthe oil-rich economies ofNigeria, Egypt, Angola, SouthSudan and Gabon. As a resultof fiscal pressures, leaders likethe Ethiopian prime minister,Abiy Ahmed, have called forwidespread debt relief andother financial assistance fromEuropean and internationalpartners.

July is the perfect monthto watch Loving Vincent.Three days from now, on

July 27 — but 130 years ago— Vincent van Gogh shothimself in the chest with aLefaucheux revolver. Therewere no witnesses to the‘suicide’, but it is believedthat the bullet had been firedeither in a wheat field — vanGogh used to paint there —or inside a barn. Vincent diedtwo days later; “The sadnesswill last forever,” were hislast words to his brother andconfidante, Theo.

In Loving Vincent, Doro-ta Kobiela and Hugh Welch-man, the directors, decide toleave a few splotches ofpaint on the rather neat can-vas of Vincent’s death. Thereare suggestions that an uglyrow between Dr Paul Gachet— Vincent found him “ec-centric” — and the artist inwhich the medical man hadaccused van Gogh of being aburden on his beloved broth-er may have led to Vincentpulling the trigger. The nee-dle of suspicion also turns, briefly, towards a local ladwho bullied Vincent and wasknown to possess a firearm. But Loving Vincent, whilefollowing each suspicioustrail, leaves it to the viewersto draw their conclusions onVincent’s demise.

Where Kobiela andWelchman are far less am-biguous is in their interest inexploring Vincent’s fascina-tion with stars. Loving Vin-cent is a stunning exampleof technological and artisticwizardry: every single frame

— 65,000 of them — usedin this animated, experimen-tal film is, in fact, an oilpainting, put together withcare and skill by over 100artists emulating the tech-niques used by Vincent. These cinematic framesrecreated from Vincent’s art-works form many of thebackdrops of scenes, withtwo significant conversationstaking place under starry, starry nights. In the first,Joseph Roulin, van Gogh’sfriend and drinking partnerin real life, is seen — well —drinking with Armand, hisson, outside Café Terrace atNight, the first of the threepaintings that comprise vanGogh’s Nocturne series.Loving Vincent ends with

another conversation be-tween father and son, thistime under a Starry Nightover the Rhône. Vincent fin-ished this painting, a sublimeportrayal of gaslights shim-mering on the Rhône’s royalblue waters, in September1888, a few days after he hadcompleted Café Terrace atNight.

Vincent’s interest in thedepiction of stars and the in-terest of Kobiela and Welch-man in this aspect of vanGogh’s artistic sensibilitymerit closer scrutiny. A cur-sory glance at some of themost astonishing, enduringportrayals of the night inWestern art at least in theeighteenth and nineteenthcenturies would reveal that

artists usually paid scant at-tention to stars. ClaudeJoseph Vernet (Night: Sea-port by Moonlight), HenryFuseli (The Nightmare),J.M.W. Turner (Fishermen atSea), Francisco Goya (TheThird of May,1808), Jean-François Millet (HuntingBirds at Night), HenriRousseau (A CarnivalEvening and The SleepingGypsy) J.A. Grimshaw(Nightfall on the Thames),among others, focused on adiverse set of elements —clouds, moon, sky, sea, dreams, iridescent torches, even war and revolution —but stars, inevitably, are ei-ther absent or appear as anafterthought on their canvas. When they do cast their dis-

tant light, such as in LieveVerschuier’s painting of anight in Rotterdam or inRousseau’s A CarnivalEvening and The SleepingGypsy, these specks of lightseem to serve — predictably— an ancillary function. Ablazing comet mesmerizedVerschuier’s artistic eye;while the eye of the viewer isdrawn towards man, beastand moon in Rousseau’s cre-ation. Millet’s Starry Night,as the title suggests, is per-haps a rare exception.

The relative obscurity ofstars, as opposed to such oth-er celestial beauties as themoon, within the artistic vi-sion of the time is all themore peculiar because of thedevelopments that were tak-ing place in the world of as-tronomy then. HistoriaCoelestis Britannica, JohnFlamsteed’s magnum opuscomprising an impressivecatalogue of stars, shonebrightly in 1725; WilliamHerschel — he discoveredUranus — came up with acatalogue of star clusters in1781; the discovery of aster-oids and spectroscopy fol-lowed in the next century. These advances, of course, have to be seen as a continu-um; stellar astronomicalwork had been accomplishedby the Ancient ones too. TheBabylonians discovered thelunar eclipse; the first whiffof the Heliocentric modelcame — centuries beforeCopernicus — from Greece;the Islamic world con-tributed the first astronomi-cal observatories. Yet, art re-

tained its blind spot. What did our man, Vin-

cent, make of stars? Or of histhree paintings with thosebejewelled night skies? Hisletters to his brother, won-derfully edited by IrvingStone in Dear Theo, dropsporadic, cryptic, but pro-found hints. In an obliquereference to Café Terrace atNight, Vincent confessed tohis brother that “… [H]avinga terrible need for — dare Isay the word — religion... Igo outside at night to paintthe stars…” A letter to hissister offers a more detailed, but also prosaic, description:“I was interrupted preciselyby the work that a new paint-ing of the outside of a café inthe evening has been givingme these past few days. Onthe terrace, there are littlefigures of people drinking. Ahuge yellow lantern lightsthe terrace, the façade, thepavement, and even projectslight over the cobblestonesof the street, which takes ona violet-pink tinge. Thegables of the houses on astreet that leads away underthe blue sky studded withstars are dark blue or violet, with a green tree. Nowthere’s a painting of nightwithout black.” Indeed, colour and luminescence —gaslights were in vogue —are also critical to compre-hend Starry Night over theRhône that van Gogh de-scribed in another letter toTheo in which he made hisexcitement with kindred andcontrasting tones quite evident.

The Rose Tree

'O words are lightly spoken,'

Said Pearse to Connolly,

'Maybe a breath of politic words

Has withered our Rose Tree;

Or maybe but a wind that blows

Across the bitter sea.'

'It needs to be but watered,'

James Connolly replied,

'To make the green come out again

And spread on every side,

And shake the blossom from the bud

To be the garden's pride.'

'But where can we draw water,'

Said Pearse to Connolly,

'When all the wells are parched away?

O plain as plain can be

There's nothing but our own red blood

Can make a right Rose Tree.'

It is entirely possible that had theBharatiya Janata Party not succeeded intoppling the Kamal Nath-led Congress

government in Madhya Pradesh in the weekprior to the Covid-19 lockdown in March, the Ashok Gehlot government in Rajasthanwould either have collapsed or been on thebrink of collapse. The BJP’s success in Mad-hya Pradesh owed almost entirely to its abil-ity to exploit the internal strains within theCongress and draw the group led by Jyotira-ditya Scindia to itsfold. A similar exer-cise was contemplat-ed in Rajasthan, thanks to the rift be-tween the chief min-ister, Ashok Gehlot, and his erstwhiledeputy chief ministerand Pradesh Congresschief, Sachin Pilot. However, havinglearnt a lesson or twofrom its experiencesin Bhopal, not to mention Imphal and Pana-ji, the Congress High Command left the cri-sis management to the experienced oldguard. Consequently, using all the politicaland state resources at his command, Gehlotmounted a ruthless, no-holds-barred opera-tion that left his rival cornered. Barring alast-minute reversal, it is likely that the chiefminister will win the vote of confidence inthe state assembly. For the moment, theCongress government in Rajasthan seemssafe.

The implications of Gehlot’s success inthwarting the challenge of his much youngerrival in state politics have shaken the Con-

gress ecosystem. In the aftermath of theCongress’s first defeat at the hands ofNarendra Modi in 2014, there was a beliefthat a generational change in the party wasoverdue. It was felt that the BJP had suc-ceeded in securing a disproportionate shareof the votes of the under-35s owing toModi’s connect with the aspirational urgesof the young. To counter this, many Con-gress strategists argued that there was no al-ternative to projecting Rahul Gandhi and his

team of young inheri-tors. They would, theargument went, pres-ent a more vibrant andwholesome face of theCongress and eclipsethe old guard who hadcome to be associatedwith corruption andinefficient statism.

To be fair, theCongress did respondto these impulses, al-beit patchily. Rahul

Gandhi was elevated to the top of the pileand, although the old guard wasn’t margin-alized, their strategic importance dimin-ished. It was in this context that Pilot, whohad cut his teeth as an energetic and brightminister of state in the Manmohan Singhgovernment, was despatched to Rajasthan torevive the fortunes of a state party that hadbeen decimated in the assembly election of2013 and the parliamentary election nextyear. On his part, Pilot did what few expect-ed entitled inheritors to do: he totally gaveup Lutyens’ Delhi and immersed himself inthe thankless task of rebuilding the Congressat the grassroots.

This is a riskyventure for the BBC becausenever before has anyone inthe UK tried to put onprime-time drama with onlyIndian characters.

A few questions wereraised about whether a whiteman should have done thescreenplay, but it is unlikelyanyone could have done abetter job than AndrewDavies, whose TV adapta-tions include War and Peace,Les Misérables, Pride andPrejudice and Middlemarch.Having seen episodes oneand two, I can say it doesn’tfeel the drama has beenwritten by a foreigner. Inany case, Vikram and Mirawere at hand to “Indianize”the dialogue with snatchesof Urdu and Hindi and in-clude some ghazals as well.

In the cast of 113, TanyaManiktala, a fresh face, isperfect as Lata, for whom

Tabu as the se-ductive courtesan, SaeedaBai, almost steals the show. The Calcutta scenes, featur-ing Amit Chatterji, hisflighty sister, Meenakshi, and the rest of his Angli-cized family, are delightful. This is what 1950s’ Calcuttamust have been like whenthe aristocratic set dressed togo out for dinner and danc-ing — and the occasional af-fair.

Oppn cries foul asGoa govt readies formunicipal pollsPANAJI: The Goa government's nod tohold elections to 11 municipal bodies onOctober 18, at a time when the stateadministration is battling to keep incheck the sustained spike in Covid-19cases, has attracted ire from theOpposition. With nearly 30 personsdying following infection by the deadlyvirus and nearly 1,500 active casesreported in the country's smallest state, the Opposition has now accused theruling BJP-led coalition government ofbeing affected by "election fever" in thetimes of a pandemic. The controversyerupted after State ElectionCommissioner R.K. Srivastavaproposed October 18 as a date forholding of elections to 11 municipalcouncils in the state, which the ChiefMinister Pramod Sawant-ledgovernment has accepted. According toSrivastava, the Commission had torecommend a date to the governmentbefore the expiry of the five-year tenureof the elected council of the 11municipal councils, in sync with the law."We had proposed October 18 as thedate for holding elections to 11municipal councils. The governmenthas approved and agreed to that date.Elections have to be held 15 daysbefore expiry of their tenure by law,"Srivastava said. The State ElectionCommissioner also said, that in itsproposal to the government, it had alsoincluded a rider related to thepandemic. "We hope the pandemicsituation improves by then. If it doesnot normalise, then the Commissionwill take a call at an appropriate stage(vis-a-vis cancellation of polls),"Srivastava said. This is not the firsttime that the medical emergencytriggered by the Covid-19 pandemic, has threatened to disrupt pollschedules in Goa. The stategovernment was forced to cancel theZilla Panchayat polls in March, afterthe central government ordered theJanata Curfew across the country in itsbid to arrest the spread of viralinfection. The Opposition however hascriticised the state government of tryingto "impose" an election in a state, whose people are busy battling thepandemic. "This government is sufferingfrom election fever. All they think aboutare elections and not the suffering of thepeople due to the Covid-19 pandemic,"opposition party Goa Forward presidentand former Deputy Chief Minister VijaiSardesai said.

NEW DELHI: As the India-China face-off along the Line of Actual Control (LAC) in Ladakh remains unresolved, Pakistan is carrying out military exercises at its air force base at Qadri in Skardu of occupied Gilgit-Baltistan region. Top official sources told a news agency that Pakistan's Chief of Air Staff, Air Chief Marshal Mujahid Anwar Khan visited the base on Friday to hold some important meetings and oversee the military exercises. His visit comes at a time when China's People's Liberation Army (PLA) troops remain in an eyeball-to-eyeball confrontation with Indian soldiers along the LAC in Ladakh. Speculations are rife in Pakistan and China that the two allies may attack from two fronts - Jammu and Kashmir and Ladakh, respectively, and simultaneously to occupy vital parts of Indian territory.

However, Pakistan's state radio claimed that Khan visited PAF Base Qadri at Skardu in Gilgit-Baltistan on Saturday and not Friday. "The Air Chief witnessed various operational activities at the base including rapid deployment of fighter aircraft and combat support elements. He was also briefed about the ongoing development works at the base," Pakistan radio said. Talking to air force personnel, Khan said that Pakistan was watching the geostrategic developments in the region. The air chief claimed that India was making massive military procurements. Pakistan Army has been continually violating a ceasefire along the Line of Control (LoC) in Jammu & Kashmir for last several months.
