RE ADOPTION OF FOUR-DAYWORKWEEKIN THEUNIVERSITY
President Emerlinda R. Roman issued Memorandum No. PERR08-07 datedMarch 07, 2008 encouraging all offices to observe the four-day work week forthe months of April and May 2008. The objectives ofihe four-day work week arefor the University to save on utilities and to give persoilnel opportunity to enjoy athree-"day week-end.
Since UPOU Los Banos offices are observing the four-day work week, allother offices of UPOU are hereby directed to adept the four-day work we~k(Tuesday to Friday), 7:00 a.m. to 6:00 p.m. or 7:30 a.m. to 6:30 p.m.) effective April14, 2008. All Learning Center staff shall make the neces?ary arrangements ontheir scheduled day-off through the Office of the Vice Chancellor for AcademicAffairs since they are required to be in the Learning Center from Tuesday toSaturday. The Office of the Chancellor and the Office of the University Registrarshall continue to be the Nerve Centers of the University.
In case a holiday falls on the workweek schedule, UPOUshall observe theregular 8:00 a.m. to 5:00 p.m. Monday to Friday work schedule.

As part of our Annual Medical Examination, all Los Banos-based officials,faculty and staff are enjoined to visit the University Health Service (UHS),UP LosBanos from July 8, 2008, Tuesday to July 11, 2008, Friday for the x-ray, dental andlaboratory examinations. Every employee willundergo the following examinations:
a. Urinalysis c. Fecalysisb. Hgb/Hct d. Chest X-ray
(additional examinations for employees 40 years old and above:)a. ECG b. BloodChemistry
The visit of the doctors and nurses to conduct the medical-physicalexaminations isstillbeing finalized.
May we also remind everybody of the following:1. UHS will accommodate at most 20 employees per day. Everyone is
enjoined to choose a date from July 8 to 11 and coordinate to HRDO.2. Bringyour UPOU IDwhen you visit the University Health Service for proper

. Birthday (yyyy-mm-dd)For employees who will be required to undergo blood chemistry, he/sheshould abstain from taking any solid and liquid food (except water) from8:00 p.m. until the scheduled blood extraction (from 8:00 a.m. to 10:30a.m. only).
May we also remind everybody that all government employees are requiredto undergo the annual medical and physical examinations for their continuedemployment in the Civil Service as stated in CSC Memorandum Circular No. 17series of 1989.
For employee who has an existing membership to a Health MaintenanceOrganization (HMO) and opted to avail his/her privilege, he/she still has to subjectto a physical examination by the University Physician (in this case the MedicalOfficers of the UP Health Service) and the same time, submit the results of thelaboratory examination taken from their HMO laboratory for interpretation (1157thMeeting of the U.P.Board of Regents held on December 19, 2001).
Let us all encourage our co-employees to avail the annual physicalexamination.

Please be reminded that Contracted Services Staff/Non-Government Workers/Job Orders, On-the-Job Trainees, Graduate/Student Assistants should not begiven authority to sign any public document since they are not consideredgovernment employees.
Rule XI Section 2 of CSC-MC NoAOSeries of 1998 defines Contract ofServices/Job Contract as follows:
. Contract of Services covers lumpsum work or services such as janitorial,security, or consultancy services where no employer-employeerelationship exists;
. The Job Order covers piece work or intermittent job of short duration notexceeding six months on a daily basis;
. The Contract of Services and Job Orders are not covered by Civil ServiceLaw, Rules and Regulations but covered by COA rules;
. The employees involved in the contracts or job orders do not enjoy thebenefits enjoyed by government employees such as PERA,COLA andRATA.
These personnel should be supervised by an assigned UPOUstaff who will beaccountable to the Head of Unit.

SUBJECT: WITHHOLDING TAXES FOR CY 2008 AND YEAR THEREAFTER
As a mandatory provision of Revenue Regulations Nos. 2-98 and 10-2008 dated April 17,1998 and July 8, 2008, respectively on the substituted filing of income tax, allwithholding taxes from compensation during the taxable year must equal to the incometax due on the same year.
In view of the above, the corresponding withholding taxes for income tax due during theyear will be deducted from compensation of all UPOU employees.
Should your net take home pay cannot accommodate the reQuired withholding taxes,and/or the withholding taxes not eQual to your tax due, said amount shall be deducted.from whatever benefits and lor any remunerations due to you during the taxable year.
In any instance where the compensation still cannot accommodate the necessarywithholding tax (due to receipt of other taxable remunerations towards the end of thetaxable year), any deficiency that would result therefrom must be paid/deducted from thecompensation in the payroll periods (until March) of the succeeding year. A duly si2l1edpromissorv note has to be accomplished for this purpose.
The anticipated compensation until the end of the taxable year will be computedbeginning October 2008 to come up with the estimated amount of total withholding taxfor the year. Any excess deductions of withholding tax shall be refunded to concernedemployees immediately after the taxable year.
Attached is a pro-forma authorization letter for the necessary deductions of withholdingtax from your remunerations, for you to fill up and sign. Kindly send this back to the

SUBJECT : PAYMENT OF THE REMAINING 50% OF YEAR-END BONUS ANDCASH GIFT
Please be informed that the payment of the remaining 500/0of year-end bonus and cashgift for the year 2008 is scheduled on November 18, 2008 (Tuesday).
You may recall that in the meeting held in Puerto Azul, Tamate, Cavite last May 26,2008, it was agreed that all tax dues for the year shall be deducted from anyremunerations and benefits that will be granted during the same year. This is to complywith Revenue Regulations Nos., 2-98 and 10-2008 dated April!?, 1998 and July 8, 2008,respectively which require that all withholding taxes from compensation must equal toincome tax due of the employees.
As per Revenue Regulations, other taxable bonuses/benefits rec~ived during the year,e.g. centennial bonus recently granted by UP is subject to income tax and consequently towithholding tax. Since the amount of centennial bonus is substantial, this amountincreased the taxable income bracket of the employees and/or exceeded the allo~ablenon-taxable benefits. Thus, the deficiency on withholding taxes has to be deducted fromwhatever benefits each employee will receive during the year, which include theremainini! 50°A. 13thmonth Dav and cash i!ift. Kindly refer to Memorandum No. MFL-08-028 dated October 9, 2008 relative to the withholding taxes for CY 2008 and yearthereafter for your guidance.
In view of the foregoing, the remaining 50% of the year-end benefits may not be receivedin full by some concerned employees. The Accounting Office shall provide eachemployee the computation of tax due in January 2009. Thus, any queries regarding thismatter can be discussed after issuance of the said computation.
