    First year anniversary for theglobal and Asia Pacifc benefciarycommunication programmeWelcome to the frst editiono the Outreach newsletter o the IFRC global beneciarycommunication (BC) programme which is lead by the Asia Pacic zone oce.

    The purpose o this newsletter is to provide updates on BC developments and capture ac-

    tivities underway by ever growing BC colleagues rom around Asia Pacic and other regions.

    This year has seen the IFRC global BC team participate at international networking events

    with partners such as the Google and CDAC. The IFRC organized a Global Beneciary Com-

    munication Forum in early July 2012 and towards the third quarter o 2012 two regional BC

    positions were created or the South Asia and South East Asia regions.

    In this edition, we highlight some o the ongoing country level BC activities and we encour-

    age you to contribute to uture editions..

    Global beneciary communi-cation forum, 9th & 10th July

    2012

    The global benefciary communication orum heldin Geneva between 9 and 10 July 2012 attracted 61 par-

    ticipants rom National Societies, IFRC and partner or-

    ganizations such as InoasAid and the CDAC Network

    Communicating with Disaster Aected CommunitiesNetwork (CDAC).

    The purpose o the workshop was to build consensus

    on how to mainstream BC in the Red Cross and Red

    Crescent Movement.

    The workshop reviewed outcomes o IFRC BC activities

    globally, captured and analyzed lessons learned; and

    identied strategies on how to position BC within IFRC

    and National Society programming.

    GSMA disaster responsevendor catalogue

    The Global Systems in Mobile Association (GSMA),recently launched its rst issue o the GSMA Disaster

    Response vendor catalogue, under its disaster response

    programme. This catalogue compiles a list o available

    vendors who have products and services which may

    be useul and are available or the mobile industry

    prior and during disasters. Among the listed vendors

    is the TERA (Trilogy Emergency Response Application)

    system made available through the IFRC. For urther

    Society joins the ght against

    cholera

    Mobile cinema tours: The Sierra Leone Red CrossSociety utilized a creative mix o communication

    channels and tools to develop awareness in com-

    munities on hygienic practices to ght an outbreak

    o cholera. The mobile cinema team which consists

    o sta and volunteers visit the worst aected com-

    munities to screen educational movies, and engagewith people in discussions to explain how cholera is

    spread and how it can be can prevented.

    The mobile cinema tour has reached more than 1,000

    people and attracted crowds o 350 to 400 people per

    Red Cross nar Salone takes to the airwaves: Aswell as the cinema tours, the society launched another

    weapon in the ght against cholera. The National So-ciety has taken to the countrys airwaves in a bid to

    provide people with inormation and advice on pre-

    venting the deadly disease. The hour-long radio chat

    show will broadcast live every week tackling a range

    o dierent issues rom cholera to malaria and food

    prevention.

    Red Cross nar Salone, which means Red Cross in Si-

    erra Leone in Krio language, is hosted each week by

    communication ocer, Patrick Massaquoi, who said

    This show will be crucial in reaching people with

    practical and useul inormation which they can useto improve their health and well-being. The speed o

    radio allows us to be closer to the population and the

    act that they can call in on toll ree numbers and ask

    questions makes it interactive and gives a voice to our

    listeners.

    TERA developments in NepalThe Nepal Red Cross Society, IFRC and two localtelecommunication operators, NTC and Ncell, have

    agreed in principle to rollout the TERA system in

    Nepal. The National Society has proposed that the

    initial pilot will be embedded within the Koshi Basin

    disaster preparedness programme. Contracts are cur-

    rently being prepared or the national telecommuni-

    cation operators and National Society.

    2013 BC plans in Pakistan

    The Pakistan Red Crescent Society (PRCS), IFRCcountry delegation and the IFRC global BC coor-

    dinator recently met to discuss how to continue

    the development o beneciary communication in

    Pakistan. During the week, discussions were held

    with both the society and IFRC sta to look at how BC

    could become a sustainable part o their operations.

    Discussions were also held with a local wireless car-

    rier, Telenor to re-engage with the deployment o theTERA system.

    Sri Lanka Hour of Humanity

    Three years ater the civil war ended in northern

    Sri Lanka, amilies have returned to their lands to

    re-build their lives. The Sri Lanka Red Cross Societys

    (SLRCS) Kilinochchi, Jana, Vavuniya, Mullativu and

    Mannar branch sta and volunteers are supporting

    these amilies to rebuild their houses, attend to lostlegal documentation such as birth or land papers as

    well as providing livelihood assistance. These activi-

    ties are part o the societys post confict recovery

    programme (PCRP).

    To enhance the dialogue with the amilies and to bet-

    ter understand and respond to their needs, volunteers

    and sta went through a BC workshop in mid-Sep-

    tember that ocused on whatis BC, why we need

    to engage with communities and equip volunteers

    and sta on how to integrate BC into programme

    activities. A simulation exercise and a number orole plays helped the participants to understand the

    techniques on baseline assessment; dissemination o

    inormation; dialogue with communities; analysis o

    inormation gathered and nally delivering a com-

    and tools.

    24th October 2012 the National Society with IFRC sup-

    port launched a talk back radio show called Hour o

    Humanity.

    This interactive talk back radio show is aired on Yarl

    FM in Tamil language. The show eatures interviews

    with Red Cross sta, volunteers and community mem-

    bers, and a question and answer session on current

    Red Cross activities. The response to the programme

    has been positive with 15 listeners calling in with en-

    quiries on general and technical inormation relatingto the Red Cross post confict recovery programme and

    the new Indian housing project unded by the Indian

    Government.

    Haiti : A pocketful of information

    The IFRC in partnership with the Haitian Red Cross

    launched a ree call - automated telephone line provid-

    ing much needed health and emergency preparedness

    inormation to people nationwide across Haiti.

    The interactive voice response (IVR) system, dubbed

    Teleon KwaWouj in Haitian Creole, is also able to col-

    lect inormation. Callers can register their experiences

    and opinions through their telephone keypads.

    Jean Ricardo Dur, a 22-year-old student, living in theBainet, a city in south-eastern Haiti, is one o the many

    people who have dialled the 733 Teleon KwaWouj

    number. My area is ar rom any big city or town so

    getting inormation is not easy. With the IVR system,

    all the inormation you need is right here in your pock-

    et said Jean, holding his mobile phone.

    BC Staannouncements

    Two regional BC positions have been created within

    the Asia Pacic region.

    Caroline Austin, who managed the BC programme in

    Pakistan in 2011 recently took up the position o re-

    gional BC delegate based in Bangkok. Caroline will

    work with IFRC country oces and National Socie-

    ties in South-East Asia (SEA) to develop programming

    across the region. Carolines email address is caroline.

    Louise Talyor, a ormer BC delegate who managed the

    Canadian Red Cross BC programme in Haiti, will soon

    join the regional delegation in South Asia as the re-gional BC delegate. Louise will be based in Delhi and

    will hold similar responsibilities as Caroline in sup-

    porting the IFRC and National Societies within the re-

    gion. Louises contact details will be shared once they

    are available.
