To: Presidents & Secretary Generals of all ETU Member National Associations Dear Friends, Dear Taekwondo Family, On behalf of the Austrian Taekwondo Federation I am proud to have the great pleasure to invite you and your athletes to participate in the 5th ETU European Under 21 Taekwondo Championships, which will be held in Innsbruck, Austria from 26th – 28th September 2014. We would greatly be honoured by your presence at this event, which will be one of this year‘s most important athletic events in Europe and will take place at the „Olympiahalle“, the venue that some of you and your athletes might already be familiar with from the annual Austrian Open. Rest assured that the European Taekwondo Union and the Organising Committee will do their utmost to ensure the success of the Championships, and will try their best in order to offer all participants a high quality competition – with the best international referees from all over the world to guarantee high level transparency and fair play. The Organising Committee wishes good luck to all participants and we hope that all of you will have a wonderful time and a pleasant stay in our country. 8. Age Category:

Only athletes, who were born in 1994, 1995, 1996, 1997, 1998, are eligible to participate.

10. Award Presentation:

Individual Awards: 1st place – Gold Medal & Certificate 2nd place – Silver Medal & Certificate 3rd place – Bronze Medal & Certificate (Two 3rd places)

Trophies for National Teams: The 3 first ranked teams in respectively female and male category as well as in total will get a trophy each. The ranking position of the teams will be decided by the Olympic Point System.

All contestants and team officials participating in the 5th ETU European Under 21 Taekwondo Championships will receive a certificate of participation.

11. Financial Conditions for Participation:

Round trip airfare and accommodation of room and board shall be borne by the participating National Association.

The entry fee of € 80,- (euro) per competitor (male and female) shall be paid to the following bank account:

The participating federations may as well pay the entry fee cash at registration, but in this case, the entry fee will be changed to € 100,- (euro) per competitor.

12. Applications:

To register your competitors and your team please log in to the internet subscription on:

www.tpss.eu Deadline: 31th August 2014 Please upload the pictures of your competitors and officials. Online-Registration only! Any registrations per e-mail will not be accepted. If you have any problems registering, please contact [email protected].

In addition to the mandatory online-registration please fill in also the List of Team Members Form and return it to the Organising Committee ([email protected]) until 31st August 2014.

13. WTF / ETU-Recognised Taekwondo Uniform (Dobok) and Protective Equipment:

The participating contestants shall wear the WTF / ETU-recognised Taekwondo uniform (Dobok). Apart from the trunk protector all protective equipment must be brought to the competition by the participants for their personal use (shin guard, forearm guard, groin guard, hand protector, headgear, mouthpiece/gumshield, DAEDO sensor socks). All equipment must be WTF-approved. Daedo PSS will be used in these championships. Daedo Body Protectors will be provided by the organiser. All athletes must supply their own Daedo sensor socks. Wearing of the WTF / ETU-recognised Taekwondo uniform and protective equipment will be checked at the inspection desk before entering the contest area. Any contestants wearing unrecognised Dobok and / or protective equipment shall not be permitted to compete! 14. Medical Control:

Use of drugs or doping by any chemical substances prescribed in the WTF-Regulations for Doping Control is strongly prohibited. The ETU will carry out medical doping tests among the winners at random sampling, and any winner who refuses to undergo the testing or who proves to have committed a breach of the regulations for Doping Control shall be removed from the final standings, and disciplinary actions will be taken. 15. Indemnities:

It is the responsibility of each National Association to ensure that their contestants have filled in the participation forms correctly and have signed them, thereby indemnifying the organisers, the officials and other contestants from any claims of injuries, losses or otherwise arising in the course of participation in these championships or any activities linked therewith. It is the responsibility of each National Association to ensure that sufficient insurance coverage has been taken out for all officials and participants. Participants without proper participation entry forms and without sufficient insurance coverage will not be allowed to compete.

Please, fill in the Personal and Group Indemnity Forms and return them to the Organisation Committee ([email protected]) until 31st August 2014.

16. Head of Team Meeting and Drawing of Lots: The head of team meeting and drawing of lots will be conducted by ETU officials prior to the competition in the presence of officials and representatives of the participating nations. The draw will be carried out for all weight categories electronically. 17. Weigh-in: The weigh-in of the contestants takes place on the previous day of the respective weight division they compete in. During the weigh-in, the male contestant shall wear underpants and the female contestant shall wear underpants and brassiere. However, the contestant may weigh in nude if he/she wishes to do so. The weigh-in will be conducted once. However, one more weigh-in within the time limit of the official weigh-in will be granted to those contestants who did not qualify the first time. 18. Closing Date for Entries: Closing date for both, online registration and the receipt of the appropriate team member forms (Personal and Group Indemnity, List of Team Members, Flight Schedule), is 31st August 2014. Entries received after the closing date will not be accepted. You can find all necessery forms also on our homepage www.u21-innsbruck.at under „Registration“. Strict compliance with the ruling is required. 19. Transportation: Round trip airfare of the teams shall be borne by the participating National Taekwondo Federations. The Organising Committee will arrange transportation from the airport to the official hotels and back as well as the local transportation between the official hotels and the venue, Olympiahalle. Transportation will be only organised for the teams that have made hotel reservations through the Organising Committee. Please, fill in the Flight Schedule Form and return it to the Organising Committee ([email protected]) until 31st August 2014.

20. Accommodation: Please find all information about the official hotels in the appendix as well as on the official homepage www.u21-innsbruck.at. Accommodation charges for room and board of the teams shall be borne by the participating National Taekwondo Federations. Deadline for hotel reservations through the Organising Committee is 15th August 2014. Please note that hotel reservations that are cancelled after this date will be fined with 50 % of the total hotel reservation cost. Hotel reservations that are cancelled after 20th August 2014 will be fined with 100 % of the total hotel reservation cost. Please, fill in the Hotel Reservation Form and return it to the Organising Committee ([email protected]) until 15th August 2014. As room allotment is limited, your room reservation request will be treated according to the space availability at each hotel. 21. Payment of Accommodation: All payments of accommodation should be made in cash in € (Euro) at on-site registration to the Organising Committee. 22. Others: Each participating team must bring two delegation flags with size of 90 cm x 130 cm and CD of the national anthem. If you do not bring these items, we cannot guarantee that your anthem and flag will be presented at medal ceremonies.

23. Visa: If your National Team Members need visa for Austria, please return the completely filled-in Visa Details Form to the Organising Committee ([email protected]) and be sure to inform the OC of the location of the Austrian Embassy to which your team will apply for visa before 15th August 2014.
