BACKGROUND

Refrigeration technologies are essential for the cold food chain managementboth on land and in marine applications. In September 2016, the MontrealProtocol Technology and Economic Assessment Panel (TEAP) Decision XXVII/4Task Force update reported that 70% of the global fishing fleet continues touse hydrochlorofluorocarbons-22 (HCFC- 22) as main refrigerants. In keepingwith the mandate of the Protocol, HCFC-22 is currently being phased-outworldwide.

RAC technology management in the mobile marine and fisheries sector has acritical role in meeting the phase out targets specified by the Meeting of theParties (MOP) to the Protocol and ensuring sustainable environmentalpractices in their RAC applications. Refrigeration, freezing, ice making and air-conditioning equipment are fundamental for mobile marine and fisheryoperations as well as sustaining economic livelihoods. The most commonlyused alternatives to HCFCs are Hydroflourocarbons (HFCs). While not ozonedepleting substances themselves, HFCs are potent greenhouse gases that havehigh global warming potentials (GWPs). The global concern on widespreadadoption of HFC based technologies led Parties to the Montreal Protocol toreach an agreement to phase-down of HFCs at their 28th Meeting of theParties on 15 October 2016 in Kigali, Rwanda.

This international conference will focus on the practices of the industry in themanagement of existing systems, advancement of energy efficient systemsand long term refrigerant selection in marine refrigeration and air-conditioning (RAC) technologies. In keeping with the ongoing developments ofthe Montreal Protocol, the conference will address the different aspects,mentioned earlier, in conjunction with eliminating/minimizing the use ofeither HCFC or high-GWP HFCs as refrigerants, and the relevant obligationsunder the Montreal Protocol as well as other international policies andgoverning treaties.
