MINUTES OPERATIONS COMMITTEE MEETING THURSDAY, OCTOBER 28, 2021 PUGET SOUND REGIONAL COUNCIL, VIRTUAL MEETING 9:00 a.m. 1. Call to Order and Roll Call Mayor Becky Erickson called the meeting of the Operations Committee to order at 9:01 a.m. Chair Erickson shared that in accordance with the Governor’s Proclamations, today’s Operations Committee meeting would be held entirely remotely. Chair Erickson shared a membership announcement. Councilmember Joe McDermott, King County, was appointed to the committee. See attached attendance roster for members and alternates present for all or part of the virtual meeting. Approve Vouchers Dated August 31, 2021 through October 4, 2021 in the Amount of $873,144.54 Consent Agenda–Action: It was moved and seconded (Pugh/Roberts) to approve the minutes of the Operations Committee meeting September 23, 2021, and the vouchers dated August 31, 2021 through October 4, 2021 in the Amount of $873,144.54. The motion was unanimous. 4a. Action Item – Contract Authority for Transportation Projects Online Application Services Jennifer Barnes, PSRC, shared that the requested consultant contract would support the online application system used for funding competitions and for Transportation Improvement Program amendments. The system allows project sponsors to submit their applications online and manage them at a centralized website, allowing staff to more efficiently compile and review applications. The system has been in place for several years. The consultant supports continued improvements and overall maintenance. ACTION: It was moved and seconded (Pugh/Low) to recommend the Executive Board authorize the Executive Director to enter a consultant contract for an update to the TIP Database and Online Application Services up to the amount of $34,000. 4b. Action Item – Budget Amendment to Add Revenues from Donations for Space Economy Report Update Jason Thibedeau, PSRC, shared that in 2018, PSRC worked with a consultant to develop the Washington State Space Economy Report. The report was developed to help industry leaders, elected officials, policy makers and local economic development professionals to strengthen the commercial space sector in Washington. Because of continued interest, PSRC has started to update the report to reflect recent job growth and highlighting the sector’s economic impact. The total cost of the update is $9,860 with the Aerospace Futures Alliance contributing $5,000. Today’s action would account for additional revenues. ACTION: It was moved and seconded (Tolbert/Pugh) to recommend that the Executive Board approve the proposed budget and work program amendment, increasing the budget by an additional $5,000 as outlined in the discussion below. This increase in revenues is due to a contribution made by the Aerospace Futures Alliance to support the update of PSRC’s Space Economy Report. 4c. Action Item – Increased Contract Authority for Grant-funded Stormwater Parks Erika Harris, PSRC, shared that the Stormwater Parks project promotes stormwater parks around the region to improve water quality and provide recreation for communities. PSRC is providing technical assistance to members on the development

of stormwater parks through a consultant contract. The Washington State Department of Ecology and Environmental Protection Agency are providing additional funding for the project to support further technical assistance and the development of a guidance document. The action would increase existing consultant contract authority due to an increase in grant funding. ACTION: It was moved and seconded (Tolbert/Pugh) to Recommend the Executive Board authorize the Executive Director to increase existing consultant contract for feasibility study/conceptual design for new stormwater parks in high-priority locations in the amount of up to $70,000 (depending on grant funding availability). 5a. Information Item – Review Budget Assumptions for Draft Supplemental Biennial Budget and Work Program (FY2022-2023) Andrew Werfelmann, PSRC, shared that PSRC has been developing the Supplemental Biennial Budget. Mr. Werfelmann highlighted the estimated revenues and expenditures included in the agenda packet, noting that the committee will review a full draft Supplemental Budget in December. Following the Operations Committee review, the budget will be shared with policy boards in January. Mr. Werfelmann reviewed assumptions for PSRC’s contingency fund, looking at scenarios for dues increases in the upcoming bienniums. Members thanked staff for their work to build the contingency fund. 5b. Information Item – Monthly Budget Progress Report 5c. Information Item – Contract Status Report 5d. IN BRIEF Authorization by the Executive Board is required for the Executive Director to enter into a contract in excess of $10,000. A request is being made to authorize a renewal of a software-as-service subscription to an online community engagement platform. RECOMMENDED ACTION Recommend the Executive Board authorize the Executive Director to enter into a one-year software-as-service contract to support the agency’s work program not to exceed a total amount of $20,555. BUDGET IMPACT There is $20,555 in the current biennial budget and work program under Administrative Services. DISCUSSION PSRC has used the engagement platform offered by Bang the Table for the past year to support outreach on multiple planning efforts, including the Regional Transportation Plan, Coordinated Mobility Plan, Regional Housing Strategy, and Regional Economic Strategy. The site is available at engage.psrc.org. It complements the agency’s related engagement efforts, including virtual meetings with community organizations, focus groups, and individual interviews.

Launched in 2020 in part due to pandemic restrictions on regular in-person outreach, the Engage site has offered a central hub for people to engage online with PSRC on planning efforts and share feedback through surveys, quick polls, and stories. This subscription software service offers a suite of engagement tools through one platform, which has helped PSRC to manage multiple projects and easily report on comments received with limited in-house staff resources. This virtual engagement platform is also used by a number of PSRC members, including Bellevue, Mercer Island, Redmond, Sammamish, Sumner and Woodinville. Since the launch in April 2020, PSRC’s Engage site has had more than 8,500 site visitors and over 1,700 survey responses, story posts, and quick poll responses. In early January, the site will host an open house on the draft Regional Transportation Plan, followed by other public engagement projects on housing, funding and equity. IN BRIEF Authorization by the Executive Board is required for the Executive Director to enter a contract in excess of $10,000. A request is being made to authorize a consultant contract, not to exceed $13,000, for hosting and technical support for the agency’s website. RECOMMENDED ACTION Recommend the Executive Board authorize the Executive Director to enter into a consultant contract for website hosting and support services not to exceed $13,000. BUDGET IMPACT The adopted Biennial Budget and Work Program includes sufficient funds for website hosting and support services. The total budget is not to exceed $13,000. DISCUSSION This contract will provide hosting, security updates, and support services for the agency’s existing website (psrc.org) until the launch of PSRC’s new website anticipated in fall 2022. PSRC recently conducted a search for a consultant to redesign the agency website and has selected a new vendor. Until the new website is finalized, the agency will require ongoing technical support, security updates, and hosting for its existing website. This consultant contract for the

Level Emissions Estimation Tool IN BRIEF Authorization by the Executive Board is required for the Executive Director to enter a contract in excess of $10,000. A request is being made to authorize a consultant contract, not to exceed $40,000, to update PSRC’s existing project-level emissions estimation tool. RECOMMENDED ACTION Authorize the Executive Director to enter into a consultant contract for development of an updated project-level emissions estimation tool up to the amount of $40,000. BUDGET IMPACT The adopted Biennial Budget and Work Program for Fiscal Years 2022-2023 includes sufficient funds for this project. The total budget for this consultant work is not to exceed $40,000. DISCUSSION As the Metropolitan Planning Organization responsible for long-range transportation planning and the distribution of federal funds in the region, PSRC is required under federal legislation to submit on an annual basis a report that quantifies the emissions benefits of all projects that have obligated Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds during the previous year. The Federal Highway Administration utilizes these reports to maintain an active database of CMAQ

investments, reviewing trends within the program and other anecdotal information focusing on the program’s performance. PSRC’s original emissions tool was developed in 1994. Working with a consultant, a new tool was developed in 2015, reflecting current assumptions at the time regarding the regional travel network, vehicle fleet and emission rates of key pollutants. A major component of the project was the identification of project types that have historically received CMAQ funding in the region, and the development of appropriate assumptions regarding the change in travel activity (such as vehicle miles traveled, speeds, delay, etc.) resulting from these project types. The tool included assumptions based on a combination of studies and data at the local, regional, and national levels. As a result of this new tool, PSRC was able to provide FHWA more accurate and useful annual reports, as well as provide better information on the emissions benefits of projects seeking PSRC’s federal funds. Given recent updates to the U.S. Environmental Protection Agency’s Motor Vehicle Emissions Software tool, which produces emission rates for a variety of pollutants that are then applied to travel data to estimate total emissions, it is time once again to update PSRC’s tool. In addition, research will be conducted to refresh data related to travel activity and benefits from the various project types funded with PSRC’s federal funds.

DISCUSSION ITEM November 23, 2021 To: Operations Committee From: Josh Brown, Executive Director Subject: Draft Supplemental Biennial Budget and Work Program (FY2022-2023)

The Operations Committee was given updated revenue and expenditure assumptions related to the Draft Supplemental FY2022-2023 Biennial Budget and Work Program during the October 2021 meeting. The proposed supplemental work program would increase the adopted Biennial Budget and Work Program to $32,016,000. This includes the additional revenue approved in October as well as the previously adjusted carryover work from the previous biennium. As a reminder, carryover grant funds are awarded on a reimbursement basis. The funds are earned only after completion of the work. A full draft budget is available online at https://www.psrc.org/about/budget. Beginning January, information on the draft supplemental budget will be provided to the Executive Board, Economic Development Board, Growth Management Policy Board, Transportation Policy Board, and the Regional Staff Committee. PSRC staff will bring any comments received to the Operations Committee at its February 24, 2022 meeting. In March the Operations Committee will be asked to recommend approval of the budget by the Executive Board and in April, the Executive Board will recommend the budget for adoption by the General Assembly to be held May 26, 2022.
