Dear John:

We have read with interest your report to the Village Board ofNovember 8, 1965 relative to the sidewalk improvements in HillsideAve. and East Main St. Although the report's subject is "Statement ofPosition by Village President Blanke on Signing Specification Documentsfor Project 26-CS," the majority of the items contained therein haveno connection with this project at all. These comments refer tosituations which exist at various locations in the Village and deal withconsideration of Village policy and have no relationship with mattersof engineering judgment or performance. Similarly, no relationshipexists between these subjects and the improvements on which we wereauthorized by the Village Board to perform engineering services.

Remaining items which refer to engineering aspects of thisparticular project were of such little significance that little would begained by reciting them here. Past correspondence from us relativeto the submission of estimates of cost, submittal of plans to the VillageBoard, contacts with the Chicago & North Western Railway relativeto the crossing at Hillside Ave. , etc. , are available in the file to pro-vide all the necessary background for this project. Commentsconcerning the index map on the cover sheet of the plans and criticismof us for the omission of the estimate of cost in the specificationbooklet, which, in fact, is specifically prohibited under new Staterequirements, are of minimal significance.

We have become aware of an apparent difference in opinionbetween you and the members of the Village Board relative to thisproject and it, therefore, appears to us that your report was intendedto embarrass the Village Board by leveling unjustified criticism of ourfirm for the services which we have rendered on this project.

The decision on financing of any public works improvement beinga matter of Village policy rests, of course, with the governing body ofthe municipality. The Village Board has, by past action, made adecision on the means of financing of this project and after deciding onthe scope of the work to be done authorized us to proceed with thenecessary engineering services. This we have done to the best of ourability. It is extremely distressing to us to be made "a victim ofcircumstances" by being the recipients of public criticism when yourapparent differences on this project are, in fact, with the Village Board.

Re: Communications Control Center

Gentlemen:

In accordance with our recent discussions, Motorola is pleased to providethis proposal for one Communications Control Center.

This complex will consist of three console desks connected by two 45degree angle fillers. The center desk will have two 3-drawer pedestals;the left hand desk will have a drawer pedestal on the left side with adrawer mounted 40" typewriter extension containing a stationery storagerack mounted therein, and the right hand desk will have a 3-drawerpedestal on the right side.

Seven of the eleven panels created by this console complex will beblank. Of the four remaining panels, one will be pre-punched to accept48 switch/light elements for burglar and fire alarms. (The switch/lightelements and the wiring of same is not included in this proposal.) Therewill be one radio control panel in the complex which will include adirect reading cyclometer clock, speaker with volume control, V.U. meter,selector switches for four frequencies (Police, Point-to-Point, Fire,and Local Government), call/mute switches for four receivers, automaticpre-timed "All-Speaker Mute" switch, intercom switch, alert tone switch,transmit indicator, transmit bar, and P.L. Monitor bar. In addition, ahigh quality microphone and dual pedal footswitch are included.

One monitor panel will be provided which will include three speakerswith volume controls, one call/mute switch for the State Police receiver,one siren control switch, two electric door lock contool switches, andone lobby alarm switch with buzzer. (The above switches will befurnished and connected to your existing functions--our proposal isbased on your supplying the actual siren control, door locks, and alarmcircuits to which these switches will be connected.)

Operation of the control center will be such that the audio from allreceivers will normally emanate from the monitor panel speakers exceptthe receiver of the selected station. This audio will be on the speakerof the radio control panel.

The third panel of the main console shall contain one fifty-leaf quickreference rand and one drawer of each console desk will contain one trayfor 3 x 5 cards.

This entire facility, completely installed, can be furnished, as described,for a total of $9,788.77• Shipment will be f.o.b. Barrington, Illinois;and complete installation can be accomplished within six months afterreceipt of firm order.

Five year "Conditional Sale" terms are available, and on this basis, themonthly payments would be $212.09 per month for sixty months beginningafter complete installation. Pre-payment privileges are available withthis contract as outlined in the attached schedule.
