Solutions that work

as you watch some of the confounding games-manship that passes for leadership both in

state and national legislatures, you may findyourself feeling a sense of De Jovu and with goodreason, you’ve lived through this before, duringthe woods wars of the 80s and 90s, where the bat-tle lines changed from that of public policy andcompromise to imagery and “no compromise inthe defense of mother earth.”

While the 70s version of “no compromise” madefor good headlines, passionate television, andgreat drama, it’s yields demonstrably poor publicpolicy, a very myopic point of view and does littleto truly resolve an issue. Much of the legislativetraffic jam we’ve seen come to pass in recentdecades were spawned from this era of no com-promise, and particularly as it pertains to ourfederal forest’s health: it’s been a disaster forcommunities and the forest.

To make matters worse the resulting “no com-promise” shift was not only about drafting lawsthat changed policies but expanded to punishyour enemies, real or imagined through onerousfines and voluminous regulations. Thus lawmak-ers have dramatically changed their underlyingprinciple of compromising to make things work“to our way or the highway” including punish-ment. little wonder our system has problemsmaking progress.

The result: we’re no longer seeking solutionsbut paying off constituencies, and punishing op-ponents, while kicking the can down the road. af-ter three or four decades the emphasis has shifteddramatically from deliberations (seeking solu-tions) to the sort of legislation that gave us what’sreferred to as “Obama care” rammed throughwith NO pretense of cooperation, behind closeddoors, then rushed to a vote, giving a whole newmeaning to “transparency.”

Not too surprisingly people were, and are, up-set at the “chicago-style” ramrodding, which is

becoming commonplace. Two-thousandpage documents arejust the beginning,what comes next iseven more pages orrules, regulations, andin the case of Obamacare a huge new bu-reaucracy. That isprogress?

While the mediamoans about partisan

politics, they take no ownership of their acceptedpractice of spinning rather than reporting thenews, self-censoring reporting that should bedone, ignoring the naked lack of transparency,while subduing any hint of outrage at a processthat dutifully casts a pall over any opposing pointof view. This is the watchful eye of skepticism?

The politics of today was spawned from the im-agery of the 60s and 70s used to conveniently by-pass compromise and fact in favor of the warmand fuzzy image de jour. Thus the rise of politicalcorrectness, which promotes censorship in thename of enlightenment, eliminates debate, andstifles criticism and in so doing erodes the veryfoundation of our freedom... all under the umbrel-la of the “progressive” movement.

Too frequently what’s sold by the press as com-promise reminds us of the concessions pushedduring the timber wars: “What’s mine is mine,what’s yours is negotiable” also known as “let’scompromise and you’ll do it my way.”

For our country to prosper, all sides need to beheld accountable to the same ethical standards,far beyond the swamp standards of WashingtonDc (or chicago) but to the standards of mainstreet business. The presses culpability in allow-ing the process to sink to this level while adoringone side and abhorring the other does not pro-mote either fair play or accountable solutions.

as to the November election for president, weneed to consider competency, over imagery, andaccountability over delivery. Our issues as acountry deserve more than a politically correctglossy cover.

Acceptable bigotry

For a country that espouses religious free-dom our beloved media (and other political

entities) have done their utmost to bring one can-didates religion to the forefront again and again.regardless of his (or her) individual affiliationsthe president’s job first and foremost is to lead

our nation, hopefully with some degree of faithand guided by a greater sense of right and wrong.yet how often religion comes up again and againis little more than a culpable bigotry selectivelytolerated by a media obsessed with their own im-portance beyond that of the country.

To bring this into perspective, in spite of thebigotry of the time, the american people in factelected John F. kennedy as our first catholicpresident.

in fact during the 1960 presidential campaignkennedy’s being a catholic was cast as a majorissue with the media fanning the flames that “theVatican, the Pope would be calling the shots.” Wesurvived the unfounded fears then, and in factshould we elected a Mormon to the office, we ex-pect the significance will again only be of impor-tance to the bigotry shown so nakedly in the me-dia.

The elected “class”

the rhetoric during the election season hashistorically emphasized the candidate’s being

“one of us” and “representing” the common good,which resonates with the original concept of ournation’s founding where members of the legisla-tive body “serviced” the electorate temporarilyand was not elected for life. Members had an oc-cupation within the boundaries he or she repre-sented prior to election and they would return toit following their term (or terms) in office.

unfortunately reality, as demonstrated in reallife, notes many if not most of the legislative lead-ership sets a tone in action that’s embraced andaccepted by the majority of elected officials, whichby example demonstrates the very attitude thaterodes their “service to the country” to “servicingthemselves first,” and has both created and con-tinues to perpetuate the legislators as being anelite class above those they represent.

Thus when congress passes laws that affectbusiness and industry (rather it be safety stan-dards, hours of service, the rights of employees, toname a few) those laws frequently exemptcongress. how convenient. how contemptible.

The most recent and publicly galling examplewas congress’ specifically exempting itself fromthe numerous provisions of what’s referred to as“Obama care” because the benefits of congression-al health care (which they retain long after theyleave office) far exceed those of the public they’re“serving.”

as a follow-up to last month’scampaign information, i was

able to speak with John Morgan,who is a republican candidate run-ning for position 2 in the 20th Dis-trict against incumbent ed Orcutt.

Originally from california, Mor-gan has lived in various locales inWashington State. in early 70s hisfamily settled in Moses lake beforereturning to california and around1997 he and his wife relocated to thePacific Northwest. in 2003 he start-ed his own over-the-road truckingbusiness. i appreciate that he tooktime out of his work schedule tospeak with me and discuss his polit-ical opinions.

While never having served inpublic office, he has held the posi-tion of vice president of a local gunclub and is an observer for the De-partment of homeland Security’shighway Watch anti-terrorism/safe-ty awareness program. his interestin serving as the state representa-tive for District 20 stems from en-couragement of those who know himwell and feel that he could incite aneeded change in Olympia; the re-birth of what is right, he callsit.  Opportunity to run for officeknocked at his door when recent re-districting of legislative boundaries

left a vacant seat in the District.Morgan believes there is room for

new blood in the house and with it,creation of new jobs, retention ofbusinesses in the state and solutionsto educational issues. he standsfirmly for a balanced budget, zero-based budgeting and debtlimits.  he’s no shy-violet when itcomes to expressing his opinionsand wouldn’t expect to change hisbrazen presentations and idealsshould he be elected. he supportsterm limits of “ten years being plen-

ty of time to serve”. With fifty-two days left to cam-

paign and the clock ticking, Morganwould like to get out more and min-gle with voters; not an easy taskwhen he is on the road the majorityof the week.  he is trying to workthat kink out, but has also beenplagued by typical campaign woessuch as removal of his signs alonghwy 12 and he told me he has evenhad two death threats!  his re-sponse to that, when asked was,“come get some”!  i don’t know if

that’s a threat or a promise fromJohn, but it leaves one with a color-ful and vivid image!

The message is unmistakable:while the rhetoric is about “equali-ty” and “serving” at the end of theday the majority of legislators, bothDemocrat and republican, demon-strate a clear contempt of thosethey were elected to serve grabbingperks and shelling out the scraps totheir constituent base.

is it any wonder that congressconducts itself with such recklessabandon on unconstrained spend-ing, and governmental growth whentheir own actions are not about“what you can do for your country”

but demonstrably about “what yourcountry can do for you.”

To cure the ills of our nation wemust first look to the individualmembers of the Senate and thehouse demanding they must besubject to the same laws, rules andregulations they cheerfully dump onthe rest of us, from incomes, perks,retirement, rules, regulations andhealth care.

The movement in governmentover the past 40 years demonstratesthe very thing our nation wasfounded to prevent: a caste systemof the ruling and a separate work-ing class.

instead we now have a Presidentin particular who talks about an

open and transparent administra-tion, but whose actions are any-thing but. he talks about coopera-tion and compromise, yet in actionit’s his way or no way.

and the media, rather than re-porting what is actually going on,serves as a mouth organ for Wash-ington Dc and the ruling caste.

To clean up the current messtakes some courage and leadershipfrom those of us who are actuallyout in the world beyond the swampsof Washington Dc, where you mustearn a living, make a profit, and be-yond all other goals, encourages thelegislators to find working solu-tions, not just fund one constituencyover another.

mike O’Neill, best known as“mikey,” doesn’t really like

the title of “truck boss” as he pointsout; he’s the boss of nobody. Maybe“manager” is a better title, as he’sbuddies with all his drivers, ordersparts and takes care of the day-to-day operations of the family truck-ing business.

you might even call him the“guardian” of the business. it says“Mike O’Neill Trucking” on thedoors of the trucks, but this is acompany that’s sort of been handeddown through three generations ofO’Neill’s - all of them happening tohave “Michael” as their middlename.

Mikey has fond memories of rid-ing in his grandpa’s log truck. Tom-my was a single owner-operator,and his son Mike followed him intothe business after serving in theNaVy. “Dad drove for his dad andthen bought his trucks, so i’ll proba-bly do the same when the time isright,” Mikey says.

Mikey, 34, got into the truckingindustry directly after high school.his mom pushed him towards col-

lege, while his dad encouraged himto join the family business. “i leanedtowards dad as most sons do,”Mikey says. “you always wonderwhat the other side might haveheld, but i’ve got no regrets; it’sbeen a great job and provided for my

family and other people’s familiestoo.”

Because he was a little young tojust hop into a log truck and haulover state lines, he started out in adump truck rocking driveways,working on local construction jobsand hauling for a local rock pit. assoon as Mikey turned 21, he upgrad-ed his cDl and jumped into a Macklog truck that had been driven byhis uncle before he moved acrosscountry. it was a steady, though un-exciting, haul between mill yards inBoring, Oregon. Some way or anoth-er, they landed a job in granderonde, between lincoln city andDallas, and took the Mack there to

haul logs for five or six months.That was also the time when theyupdated to their first kenworth logtruck – 1988 model.

“it was so much nicer. it wasn’tfancy, but it went up and down theroad and the air-conditionerworked,” Mikey says. “The oldMacks got bad mileage and ‘stank’because of the smoke . . .they didn’treally care much about emissionsback then.”

a few years later, Mikey’s cousinexpressed an interest in haulinglogs, as did his best friend, so theyadded a couple of trucks to their lit-tle fleet. “it wasn’t really a plan,”Mikey says. “logging had started

picking up a bit, and we knew theguys, and they wanted to drive real-ly bad and were good drivers, so wefigured we’d see what would hap-pen.”

“Back then we would bouncearound some looking for work, andjust pretty much through word ofmouth, we’d get calls from loggersand they’d keep us pretty busy.”

These days, Mike O’Neill Truck-ing hauls almost exclusively for Pa-cific Forest contractors, which logsfor longview Timber. Mike Sr., 58,is off on his own, operating his self-loader, on call for smaller indepen-dent loggers.

The main O’Neill fleet - four con-

ventional long loggers and a muletrain quick-change setup, is all ken-worth and all heavy spec’ed with 18-speed transmissions and 46,000 lbrears with lockers. “lockers comeinto play a whole lot out here be-cause of the weather conditions andthe mud and snow,” Mikey says.“We always want to be prepared. ifour trucks can’t get into a job thennobody should be able to get inthere.

“We have fairly good drivers too,”Mike Sr. adds with a laugh.

When it comes to keeping thedrivers happy with their jobs, MikeSr. jokes that what he does is likeMikey take care of them. in all seri-ousness, the company is like family,and while everyone has a good time,they’re all committed to making itwork out for everyone involved.

The drivers work on percentage,and they get to know everythingabout what a job pays so they knowexactly what they are making at alltimes. a 401k retirement plan andhealth benefits for the crew are inthe works.

“you have to give your drivers alittle added incentive,” Mikey says.“Otherwise, you’re going to havedrivers who don’t want to stay withthe company. We’re looking for sol-id, long-term employees.”

Of course, having nice equipmenthelps, as does adding a few drivercomforts such as “working” air-con-ditioning and satellite radio. anoth-er thing Mikey does as “manager” isto work with individual schedules togive the crew as much home andfamily time as possible.

dRiVER lOnniE JACksOn, from Carlton, Oregon, recently joinedthe O’neill crew. “i’d hauled with them for a year with another compa-ny. Mikey had an opportunity come available and called me up andasked if i wanted it. i said, ‘you betcha!’,” says lonnie, who previous-ly hauled logs for Marson Trucking. He’s a seasoned trucker, havingdriven OTR for more than 20 years, and now enjoys being able topark his truck and be at home every night with his wife and kids. Forthose that think a highway driver can’t hack it in the woods, lonniesays otherwise. “Anybody can do this if they choose to and theyhave a half an ounce of their brain and will listen to people. Anybodywho can drive a truck, and is good at what they do, can drive any-thing.”

“Family time is a top one priority.if you’re not happy with your homelife, you’re not going to be happywith your job life,” Mikey says,adding that his own wife, Sadie, isvery understanding and patient,knowing how much time the truckstake out her husband’s life. any-thing extra, he gives back to Sadie

and their two daughters, irelandand Samantha. he recently tookSadie on a Vegas vacation – his firstin seven years.

in return for a good paying,steady job, Mikey expects hisdrivers to show up on time, do theirjob and treat their truck as if it weretheir own – pretty basic manage-ment philosophy. “if the truck runs,it makes them money and it makesthe company money, and that’s

what we want,” he says. Drivers are responsible for wash-

ing and greasing their trucks. Mikeyand Mike Sr. handle most every-thing else on the repair and mainte-nance tickets. They keep extensivemaintenance records and are stick-lers for oil change intervals. any-thing that they can’t fix, like engineoverhauls and transmission work,they take to Troy’s Diesel in Molal-la. Tires come from les Schwab andtruck parts from Pape kenworth.

it’s not too difficult for Mikey tospeculate about the future of thefamily business. The future, for themost part, relies on him and hisdrivers. “We might think about ex-panding a little – maybe eight to 10

trucks, but that would entail havingsteady spots for the trucks to workand being able to find more gooddrivers,” Mikey says. “Nothing is forsure in this world, but we’ve beentreated good by our loggers, and ifthey’ve got a good spot and they of-fer it to us, we’ll jump on it.”

“if you have enough ambition,you can succeed at anything,” MikeSr. adds.

“My definition of success is hav-ing trucks that work every day, pro-viding drivers a good job, and beingable to enjoy what you do,” Mikeyadds. “There’s really nothing too ex-citing about making it happen – youjust show up, be safe and get the jobdone as best as you can.”

er in the cap of any logger or logtrucker. Being awarded the firstplace plaque for Best load of logsat the 2012 show was especially re-warding to Miriam Murcray - thefirst female to ever take the prize.

“i just started bawlin’ i was sohappy. i just couldn’t believe it,”says Mim, who drivers for a.l.r.T.corporation.

Miriam, who everyone knowssimply as “Mim,” drives a 2003 ken-worth T800 for a.l.r.T. corpora-tion. The truck is equipped with anN14 cummins engine, eaton-Fuller18 speed transmission, double lock-ers, 4:11 rears, drop axle, 240”wheelbase and a 2004 general con-ventional log trailer. She has beenwith a.l.r.T. for five years, and isin the middle position of their three-truck fleet.

Dakota, and i was just mesmerized.it must have been two o’clock in themorning, and he asked me if i want-ed to drive. i said, ‘Well, yea!” i’dnever driven a truck before in mylife, but i got the hang of it reallyquick,” Mim recalls.

after high school, Mim sold autoparts, worked in warehouses as aforklift operator, but thoughts of be-coming a truck driver crossed hermind now and again. “i’d be in thewarehouse where trucks wouldcome, and id be thinking that i

ought to be in one rather than un-loading it,” she says.

She proceeded to get a job inSeattle as a dump truck and enddump driver. Not without a littleuphill pull.

“The people who owned the dumptrucks (to whom the person she’dapplied with was leased) didn’t wanthim to hire me, but he said, ‘BS, ithink she’s got potential.’ he gaveme a chance and i caught on rightaway like i’d been doing it forever,”Mim says.

Of course, working around all theguys, especially the “old boys, ”meant she had to prove that a wom-an could do the job. “They said i

couldn’t do it, and that just mademe want to do it even more,” Mimstates.

“Most of the guys are alright, butthere have been a few over theyears, even up ‘till just recently,that don’t think girls should be do-ing this kind of job. get the heck outof my way – i’ve got it handled.”

“i told people, ‘Throw down adime and i’ll dump the dirt and giveyou nine and half cents change.’”

The first log truck that Mim everdrove was a 1969 kenworth witharmstrong steering. Being a petitelady, weighing about 115 poundssoaking wet, it was a bit of a chal-lenge. But Mim wasn’t about to let

some hard steering detour her fromher goal. “i really wanted to get outof the dirt and up into the moun-tains with the scenery, the animals,the sunrise . . . that kind of crap,”she says.

her second log hauling job hap-pened when she filled in for a friendwho’d gotten hurt. When the friendhad recuperated and returned towork, Mim found a haul with Pacificlogging. When the company wentout of business, Mim drove tankerand flatbed for a couple of years be-fore she got on with a.l.r.T., which

as it happened, Mim got back toa.l.r.T. just a bit too late andthey’d already filled the seat. Buttheir truck boss was so impressedwith her abilities that he talked thecompany into buying a truck for herto drive. “That made me feel reallygood. i’d hauled for a a.l.r.T. offand on for a long time and i knewall the shovel operators,” Mim says.

Mim treats the truck as if it wereher own, keeping it at her house,some 70 miles from the a.l.r.T.shop in everson. any basic mainte-nance that needs doing, Mim han-dles with the help of her husbandMark, who pulls a hayrack forleonard hornbeck Trucking. tions is once again taking a toll onheavy-duty truck quality and cus-tomer satisfaction, reports J.D. Pow-er and associates. in its 2012 cus-tomer satisfaction study on u.S.heavy-duty trucks, the global mar-keting info company says customersare reporting more problems withtheir truck engine.

The study is based on responsesfrom 1,725 primary maintainers ofone-model-year-old class 8 heavy-duty trucks. The study was fieldedin april and May 2012.

Overall customer satisfactionwith heavy-duty trucks declines to737 index points on a 1,000-pointscale in 2012, compared with 751 in2011, primarily due to an increasein the number of problems experi-enced. The study finds that qualityof class 8 trucks that are one modelyear old has decreased, with prob-lem levels rising 9 percent to 223problems per 100 trucks in 2012, upfrom 204 in 2011. Overall quality isdetermined by the level of problems

experienced per 100 trucks, with alower score reflecting higher quality.Much of the overall quality declineis attributed to a higher rate of en-gine- and fuel-related problems,which have increased by 14 percentfrom 2011.

The most problematic engine andfuel problems are driven by technol-ogy that is designed to reduce emis-sions from heavy-duty truck en-gines.

“Following the revised ePa regu-lations in 2007, there was an in-crease in problems and a decline incustomer satisfaction, and we antici-pated the same thing would happenwith the introduction of 2010 ePa-compliant engines,” said Brent gru-ber, director of the commercial vehi-cle practice at J.D. Power and asso-ciates. “emission-related technologyresults in a high rate of problems,particularly with ecM calibration,exhaust gas recirculation (egr)valves and engine sensors. The new,more complex engines are resultingin more problems and downtime.”

Vocational truck customers expe-rience an average of 2.2 unsched-

uled maintenance procedures peryear, resulting in an average of 7days of downtime, while on-highwayowners report an average of 2.9 un-scheduled maintenance procedures,or an average of 7.7 days of down-time.

“engine reliability has the great-est impact on overall product satis-faction, so it’s vital that truck andengine manufacturers work quicklyto reduce the number of problemsrelated to the emission technolo-gies,” said gruber. “The truckbrands of european companies havefewer problems, specifically, thoserelated to the technology required tomeet the emission standards, be-cause they have been using the tech-nology for years in other markets.”

gruber explains that since 2008,europe has had emission standardssimilar to those enacted in the u.S.market in 2010, so manufacturersthat build heavy-duty trucks forthat market have the advantage ofapplying technology proven in eu-rope in its u.S. models. as a result,brands such as Freightliner andVolvo earn above-average satisfac-tion for engine reliability and de-pendability, as well as fewer engine-and fuel-related problems than in-dustry average. On average, truckbrands owned by u.S. companies ex-perience 22 percent more engine-and fuel-related problems than theircompetitors owned by europeancompanies.

The study measures the satisfac-tion of primary maintainers of class

8 heavy-duty trucks that are onemodel year old in two product seg-ments, on highway and vocational.in each segment, satisfaction is de-termined by examining six key fac-tors: cab/body; cost of operation; en-gine; ride/handling/braking; trans-mission; and warranty.

Freightliner ranks highest inheavy-duty truck customer satisfac-tion in both the on-highway and vo-cational segments.

in the on-highway segment,which evaluates long- and short-haul trucks, Freightliner rankshighest with an index score of 750and performs particularly well in allsix factors. Volvo ranks second(739), while Peterbilt ranks third(736).

in the vocational segment,Freightliner ranks highest with anindex score of 789. internationalranks second (766) and Peterbiltranks third (753).

The study also measures satisfac-tion with service received from au-thorized truck dealers by examiningsix factors: service advisor; servicedelivery; service facility; service ini-tiation; service price; and servicequality.

kenworth ranks highest in class8 customer satisfaction with dealerservice for a second consecutiveyear. kenworth, with an index scoreof 804, performs particularly wellacross all factors. Following ken-worth in the rankings are Freight-liner (802) and Volvo (784).

Since its inception in 2005, theprogram has contributed to morethan 100 projects around the state,according to an Oregon Departmentof Transportation press release. Thegrant will help Teevin Bros., whichprovides barge, rail and truckingservices, move products around theregion more efficiently, Oien said ina phone interview Wednesday.

“The program just made a lot ofsense for us because it allows us tobring those three pieces togetherand help Oregon businesses gettheir commodities to market andput people to work in the process,”Oien said.

The new dock will be used pri-marily to load cargo bound forhawaii and lumber bound for cali-fornia, Oien said.

The company, started as a smalllogging business in the 1970s, con-tinues to grow steadily despite thesour economy. “as little as five yearsago we were 15 to 20 employees, andnow we’re in the low 100s,” Oiensaid.

yokohama tire corp. has longbeen helping commercial fleet own-ers and truckers improve their bot-tom line in terms of fuel savingsthrough its innovative Fuel Savingscalculator.

Now the interactive, web-basedtool has received an update, makingit even more beneficial to the truck-ing industry, said rick Phillips,yokohama director of commercialsales.

reduce emissions, increase fuel effi-ciency and save themselves money,”said State Treasurer Bill lockyer.“We have helped diesel truck own-ers through our loan guarantee pro-gram that may not have otherwisereceived financing to upgrade theirvehicles. it’s a win-win for truckersand the environment.”

The loan assistance program pro-vides loans and lease-to-own oppor-tunities (known as Terminal rentaladjustment clause or ‘Trac’ leas-es) to the small business owner thathas 100 or fewer employees and gen-erates $10 million or less in annualrevenue primarily in california.

The program — officially knownas “Providing loan assistance forcalifornia equipment” or Placeprovides additional funding opportu-nities to small businesses in today’stight credit market.

So far the program has been in-strumental in issuing 1,511 pur-chasing loans and 88 leases, totaling1599 financing agreements. Thesefunds helped purchase 1,671 cleantrucks and 183 exhaust retrofits (in-stalling special filters on oldertrucks that capture 85 percent ofthe soot in the exhaust).

The loan guarantee programs aredesigned to assist truckers who areprepared to comply ahead of sched-ule for two separate regulations: thestatewide clean Truck and Bus reg-ulation; and the heavy Duty (Trac-tor Trailer) Vehicle greenhouse gasreduction regulation. Both wereadopted in 2008 and are part of thestate’s overall commitment to cut

toxic diesel emissions 85 percent by2020.
