As we begin another excit- ing year for your professional organization, I hope everyone had a happy and blessed holi- day season. Throughout my career I have often been asked the question “What does the of- ficer association do for me and why should I be a mem- ber?” I have responded many ways during the last twenty years; however, I’ve learned the true value is not what the association has done for me but rather what it has done for the Soldiers and Airmen I have had the privilege to lead or serve with, such as young men and women having af- fordable health insurance and modern equipment because of these efforts. Since becoming president the board has prioritized link- ing WINGA resources with senior leader priorities. An example is assisting the WIANG with financial re- sources to secure the next generation of fighter aircraft. This came to fruition with the announcement of Wisconsin being selected as the future home of the new F-35’s. Another strategic priority is the professional development of our members. WINGA has worked hard on this initiative the last two years, with the addi- tion of OPD at the state confer- ence and funding additional company grade officers for the NGAUS general conference last year. These are only two of many areas where WINGA is benefit- ing the Wisconsin National Guard. I encourage everyone to become active in your associ- ation, so we can continue to make a difference for everyone in the Wisconsin National Guard. The planning committee is preparing for a great 68 th annual conference in Eau Claire on 27- 29 April 2018. We have further expanded the professional de- velopment by bringing in guest speakers and we are excited for a great event. I look forward to seeing you all in Eau Claire. As we begin another excit-ing year for your professional organization, I hope everyone had a happy and blessed holi-day season. MG Mark Anderson Promotion Ceremony

BG Mark Anderson, Deputy Adjutant General for Army, was promoted to Major Gen-eral at the State Capitol on 12 January 2018. MG Anderson has been named as Deputy Command-ing General ARNG at TRA-DOC at Ft Eustis, VA; he will continue to also serve as Wis-consin’s Deputy Adjutant General for Army.

WINGA is seeking nominations for the WINGA Recognition Award. Eligibility/Criteria: any person, group, business or firm who demonstrated significant support to the Wisconsin National Guard. Nomination & Selection: Any National Guard Association member may make a recommendation by submitting it through command administrative channels, since each command is limited to only one nomination. Retired members may submit recommendations directly to the WINGA office. The WINGA, Inc. Board of Directors will select the recipient. Nominations are due 15 March and must include the award recommendation form, which is availa-ble on our web site in the awards section under the Members tab.

The Nominations Committee is seeking individuals interested in running for the WINGA offices

of President, Vice President Army, Vice President Air, Secretary, and Treasurer. The term of office is

for two years.

The Nominations Committee provides the names of eligible candidates, which are to be included on

the official ballot, for publication, not later than 10 March. Elections will be conducted at the annual

business meeting in Eau Claire on Saturday 28 April. Members in attendance will cast their ballots.

Absentee ballots must be requested in writing, via email or letter, NLT 28 February. Absentee bal-

lots must be returned to the WINGA Office NLT 23 April.

The duties of these officer positions are:

President—who presides at all conferences of the Association and all meetings of the Board of

Directors. Chairs the Executive Committee and appoints all standing and special committees of the

Association. Exercises all executive powers to carry out the policies of the Association and signs all

contracts, deeds, or legal obligations in the name of the Association.

Vice President Army—who performs the duties of the President during the absence of the Presi-

dent and in the event of death, resignation, or removal from office. Serves as the Chair of the Fi-

nance Committee and responsible for the budget processes and for coordinating all committee activi-

ties.

Vice President Air—performs the duties of the President and Vice President Army during the

absence of both. Responsible for the administration of the Awards Program.

Secretary—is the recording officer of the organization responsible for the records of the Associa-

tion and a member of the Executive Committee.

Treasurer—receives, collects, and disburses all funds of the Association. Keeps regular accounts of

all sums received and disbursed, and shall notify all members in arrears. Makes an annual report to

the conference of the financial status of the Association.

NGAUS 2017—New Orleans 24-27 August 2017

The NGAUS Conference will be held in New Orleans 24-27 August 2017. The NGAUS annual business meeting includes three business sessions (speakers, awards, presentations, reports and roll call of states), Army/Air separate sessions, Officer Professional Development, Resolutions, Elec-tions, Task Force Meetings, and Industry Exhibition. Social events include NGAUS Golf Tournament, Exhibitor Reception, 5K Run, Company grade mixer, warrant officer mixer, Governor’s Reception, Spouse Luncheon, Hospitality Night, States Dinner. Please join us at the 140th NGAUS Conference in New Orleans. Wisconsin has reserved hotel rooms at the Sheraton Hotel on Canal Street, near the Convention Center. Registration for the NGAUS Conference will be in the June Communicator.

SPONSORED EVENTS & ACTIVITIES:

• Conducted a Joint Officer/Enlisted State Conf at the Osthoff Resort in Elkhart Lake, hosted by the 157th Maneuver Enhancement Brigade and attended by 180 members & guests, plus 17 corporate sponsors.

• The NGAUS Conf in Louisville KY was attended by 57 delegates and spouses.

• Mike Hinman, WINGA Board member and Chair of Corporate Relations Committee, attended the NGAUS Industry Day in December in Washington DC.

• Jackie Guthrie, WINGA Legislative Co-Chair, attended the NGAUS Legislative Day in DC.

• Two company grade officers attended NGAUS OPD in Washington DC, to include Capt Jacob Kummrow (Air) and CPT Jeremiah Hellenbrand (Army).

• Seven company grade officers attended the NGAUS Conf in Louisville and participated in Officer Professional Development (OPD). This group of officers included two officers funded by WINGA.

• WINGA facilitated corporate sponsorship for Governor Walker’s “Salute to Service” event at the Executive Residence.

FUNDING SUPPORT:

• Presented Outstanding Company Grade Officer Awards to Capt Kalen Stoddard, CPT Jeremiah Hellenbrand and WO1 Joseph Rasmussen.

• The Shooting Challenge was conducted in conjunction with the State Conf. $2,170 was raised and donated to WINGA. The Board decided to use these funds in support of the 2018 NGAUS Life Membership Incentive Program and NGAUS 2017 OPD.

• Financially supported the Northern Lightening Exercise at Volk Field for $2,000.

• WINGA Board approved $50,000 to support the community engagement initiative for the fielding of the F-35 at the 115th Fighter Wing.

• Awarded $765 in MSC/WINGA Grants to Volk Field CRTC and the 115th FW. AWARDS AND RECOGNITION:

• Presented the WINGA Distinguished Service Award to Mr. Zach Brandon, President of the Greater Madison Chamber of Commerce, in recognition of his support to get the F35 staged at Truax Field.

• The WINGA Awards, Gifts and Grants Committee awarded twelve Baccalaureate Educational Grants of $500 each or $6,000 total.

• Awarded two Presidential Education Grants of $500 to 1LT Brad Kelley and Capt Shannon Med-daugh.

• WINGA sponsored awardee plaques for the Army Hall of Fame and the Air Hall of Honor in the amount of $2,035.

MEMBERSHIP/PROGRAM INITIATIVES:

• New Directors appointed to the WINGA Board of Directors include LTC Myron Davis, MAJ Paul Cusick, WO1 Joe Rasmussen and Col (Ret) Mike Hinman.

• WINGA achieved 111% membership in NGAUS. This accomplishment represents 37 consecutive years of +100% membership in NGAUS.

• WINGA offered a NGAUS Life Membership Incentive Program providing 50% or $500 grant to company grade officers and a 25% or $250 grant to field grade officers. 50 officers took advantage of this program in 2017.

• Our WINGA Resolution Chairs, Maj Dan Statz (Air and Joint) and LTC Myron Davis (Army) en-dorsed 31 Air resolutions, 29 Joint Resolutions and 6 Army Resolutions at the NGAUS Conf.

• WINGA received $1,407 from NGAUS for the 5% “Early Bird Rebate” which was redistributed to the following commands with +100% membership: HQ ANG, 54th CST, 732d Maint Bn, 2-127 Inf Bn, 1-128 Inf Bn, 1-120 FA Bn, 105th Cav, 173d BEB, HHD 426 Regt, and 257th BSB.

• WINGA received a 25% rebate from NGAUS of $22,411 which will be used to fund the 2018 NGAUS Life Membership Incentive Program.

• The WINGA Board of Directors approved funding to continue the NGAUS Life Membership In-centive Program in 2018.

1. NGAUS/WINGA membership dues may be paid to the unit representative or directly to WINGA. Dues may be paid by check, cash or credit card. Checks should be made payable to WINGA. 2. There are three ways to pay NGAUS/WINGA membership dues via credit card. a) Pay online on the WINGA website - www.winga.org - and click on the join/renew tab. b) Call the WINGA office (608-242-3114) and provide your credit card information. c) Stop by the WINGA office during normal business hours (Tuesday thru Thursday/0730-1600). 3. NGAUS Life membership is $1,000, payable in one lump sum or four pay-ments of $250 over a two-year period; WINGA Life is $80, payable in one lump sum or four-quarterly $20 installments. 4. In 2018, WINGA will once again offer an incentive program whereby company grade officers will receive a $500 incentive and field grade offic-ers will receive a $250 incentive toward the payment of NGAUS life dues. This will be on a first-come, first served basis. You must also become a WINGA life member in order to take advantage of this offer. If you are interested in this incentive program, please contact our office. 5. Active Life Memberships continue to count toward WINGA and NGAUS’ 100% membership after the member retires. 6. Major commands receive a 5% rebate for paid Early Bird memberships. The Early Bird Membership Deadline is Friday, 23 March 2018. 7. The second deadline for membership dues will be 25 June 2018. Dues for membership year 2018 will continue to be collected through 1 September 2018. 8. Information on 2018 NGAUS and WINGA membership was distributed to the commands in November. Commands will receive updated status of paid memberships on a monthly basis.

The following individuals have been appointed as officers in the Wisconsin National Guard since the last Communicator (October 2017). Newly appointed officers with no prior NGAUS and WINGA membership receive 1 year of complimentary membership in NGAUS and WINGA. New accessions with no prior WINGA membership receive 1 year of complimentary membership in WINGA. Congratulations to those officers who have been discharged from the Wisconsin National Guard and became a NGAUS and/or WINGA Retired Life Member. NGAUS Retired Life Membership is currently $125 and WINGA Retired Life Membership is currently $15.

1. CHANGE: ARTICLE III. Membership. Section 6. Dues. CURRENT: (1) Active Members. A. Annual dues shall be as follows: WO1-CW3 and 2LT-CPT $5, CW4-CW5 and MAJ-COL $10, BG-MG $20. B. Life Membership for Active Members may be purchased for $80. Current year dues paid cannot be applied toward active life

membership. Four quarterly payments of $20 during a membership year are acceptable as an alternative to a single $80 pay-ment.

(2) Retired, Associate, and Honorary Members. A. Associate and Honorary Members are exempt from dues. B. A retired life membership may be purchased for $15. Current year dues cannot be applied toward retired life membership. AMENDMENT TO READ: (1) Annually, the President will determine and present to the Board of Directors, at a regularly scheduled meeting, the WINGA Inc

dues structure. Two-thirds of board members present must vote annually to approve the proposed dues structure. (2) Active Life or Active Annual memberships for active members may be purchased through the Executive Director’s office.

The ballot must be returned to the Executive Director 5 business days prior to the first day of the annual conference. In accordance with WINGA Inc By-Laws, ARTICLE VIII: Written notice setting forth the substance of the proposed action shall be provided to both Directors and members via the scheduled newsletter or other method no less than thirty (30) days prior to the meeting date. Changes may be made to the by-laws without a thirty (30) day notice if it is to correct spelling, or if the intent or meaning is not changed.

LEGISLATIVE UPDATE by LTC (Ret) Jackie Guthrie

The State Legislative session ends at the end of March. Recently passed legislation and status of bills under consideration: Wisconsin Act 123, DMA Tuition Grants, is effective Dec. 8, 2017 and clarifies that differential tuition must be included in cal-

culating the maximum resident undergraduate tuition charged by UW-Madison for the purposes of determining payments under

the DMA Tuition Grant Program. The Act eliminates the signature requirement of the guard member claiming the grant and the

GPA. Instead, the Act requires DMA to rely on the qualifying school’s certification to determine a guard member’s eligibility for

the grant. Finally, the Act requires DMA to make grant payments NLT 30 days after receiving the certification of a guard member’s

eligibility under the program.

Pending bills: SB644/AB769 Active Duty College Requirements: This bill makes changes relating to the responsibilities of colleges to Nation-al Guard members and other service members who withdraw from school because they are called into active military service. Senate Bill 461/Assembly Bill 552 Red Arrow Clubs: This bill modifies the membership requirements for incorporation of a Red Arrow Club.

The Adjutant General has approved 100 company grade officers/enlisted personnel to attend professional development in a paid status(70 Army and 30 Air). Selection of personnel in a paid status will be determined by the chain of command. Professional development sessions may be attended by any conference attendee. Registration: Online conference registration https://wigcot.eventsair.com/ng18/wing18 via the Wisconsin Dept of Tourism website. There is a $20 registration fee per person. Your meal choice determines your banquet cost. There is no charge for the icebreaker nor for any meeting/breakfast/luncheon. Registration deadline is 13 April. If you prefer to mail in your registration, use the form on page 7 and mail to: Wisconsin Office of Marketing Services, PO Box 8690, Madison, WI 53708-8690. Make checks payable to “WACVB”.

Rooms include a mini fridge and complimentary Wi-Fi. There will be a parking charge for guests of the Lismore as the parking ramp used by the Lismore is owned by the City of Eau Claire.

• Staybridge Suites Eau Claire/Altoona – (715) 830-0800. Group Block is “Wisconsin Army National Guard”. Registration deadline is 9 April 2018. Block includes standard studio suites at the $82 state single rate. 1BR King and 2 Queen Suites are availa-ble at $102.95 and $109.95 respectively.

• Metropolis Resort Eau Claire – (715) 852-6000. No state rate rooms available but they do offer a 20% military discount w/ID. Conference Check-in: Lismore Lobby. Friday from 1500-1930 and 0700-0830 Saturday morning. Your registration packet will con-tain your conference program providing you the location and time for all events, exhibitor information, etc.

Golf Outing: Friday, 27 April at the Wild Ridge Golf Course, 3647 Kane Rd, Eau Claire. Payment will be made with conference regis-tration. Indicate if you have a foursome or if you need to be paired with one. It is not necessary to attend the conference nor be a member of the Wisconsin National Guard to participate. Shotgun start at 1000; registration from 0900-1000. The cost is only $70 for 18 holes, a cart, and includes a box lunch and prizes.

Sporting Challenge: Friday 27 April 0730-1400. Inbrief at 0800, events 0800-1200, lunch 1200, raffle 1230. North Bristol Sports-man’s Club, 7229 Greenway Rd, Sun Prairie. Payment will be made at check-in on day of event. Cost is $40; first 40 registrants receive a special prize. Door prizes, gun raffle, and silent auction. Register via email: [email protected] Registration dead-line is 20 April. While this event is part of the WINGA/WNGEA Conference, the registration is separate from the conf registration.

Friday Night Icebreaker/Reception: Friday 1800-2100. Vendors will be co-located with the icebreaker. Heavy hors oeuvres, beer, wine, and soda will be provided with a cash bar available.
