a} CPAO informed thatas on 08.08.2013, 71,334cases (34,733 pre-1990and 36,601 pre-2006), ofCivil Ministries/Deptts, arepending for revision.Approximately, 82% workof Civil Ministries/Departments have beencompleted. Efforts arebrinh made to approachthe pensioners throughadvertisements, however,as pension has alreadybeen revised by the banks,response from pensionerswas not encouraging.

To strengthen themonitoring at the level ofthe Secretary of theadministrative Min/Deptt,this item has been made apart of the monthly D.O tothe Cabinet Secretary.

b} Ministry of Railwaysinformed that they havecompleted the revision of5,87,035 out of 10,93,772cases.. Hon'ble MOS (PP)desired that the Ministry ofRailways should giveadvertisements in

Fortnightly monitoring of pendency ofPre-2006 cases is being done at DOT(HQ)level. 29985 cases are pending as perreport for fortnight ending 15.01.2014.

All out efforts are being made forissue of revised PPOs to pre-2006 retireepensioners/family pensioners within the timeframe stipulated by the Ministry.

By 31st March, 2014, 17.5 lakhCorr.PPOs would be ready in respect of armedforces pensioners.

To simplify the pension sanction andissue of PPOs, a 0.0 reply has been sent toMoS(PP) from Raksha Mantri on 03.11.2013.A Committee headed by Secretary (ESW) islooking into the matter for developing anIntegrated Pension Management System forarmed forces pensioners.

Hon'ble MOS(PP) addressed a D.O letterdated 10.10.2013 to Hon'ble M/o Health &FW for opening a dispensary at Panchkula.Hon'ble M/o Health & FW has informed videDO letter dtd 30.11.2013 that it would not bepossible to agree to open a dispensary atPanchkula.

Regarding empanelmentof hospitals, the Ministry ofHealth & FW informed thatin smaller cities, theempanelment of hospitalshas been done only inthose places where CGHSdispensaries are available.This is because thenumber of patients in suchcities is sizeable.

~ CGHS empanels pvt. Hospitals only inthe cities where it is in operation, as amatter of policy.

A proposal was sent by % Telecom on20.12.2013. D/oP&PW has communicated its'No Objection' to the proposal subject to theapproval of Deptt. Of Expenditure. 0/0Telecomm. has referred the proposal to 0/0Expenditure on 08.01.2014. Approval of 0/0Expenditure is awaited by % Telecomm.

6. (23.2) Extension ofbenefit of upgradedGrade Pay to pre-2006 retirees of 5-12grade.

Ministry of Finance hasinformed that the gradepay of Rs. 4600 is not thecorresponding grade pay inrespect of the pre-revisedpay scale of Rs 6500-10,500. This grade pay isthe corresponding gradepay of the upgraded postin the pay sca le of 7,450-11,500. Thecorresponding grade payfor pre-revised pay scaleof 6,500-10,500 is Rs.4200, since the benefit ofupgraded pay scale is notto be given to the pre-2006 pensioners, thepension of pre-2006pensioners who retired inthe pay scale of 6500-10,500 cannot be fixedwith reference to theminimum of fitment tablewith grade pay of Rs.4600. PensionersAssociations informed thatthere are some CAT ordersallowing benefit of gradepay of Rs. 4600 to the pre-2006 pensioners whoretired in the pay scale of6,500-10,500. It wasdecided that since thematter is sub-judice, thefinal decision would betaken subsequent to courtdecisions.

(23.4) BroadBanding of DisabilityElement for Pre-1996cases.

(23.7) Extension ofbenefit of OM dt.28.1.2013 w.e.f1.1.2006 instead of24.9.2012.

The matter wasprocessed and referred toMoD(Fin) for concurrence.But MoD (Fin) returned thematter back for knowingthe financial implicationsinvolved. CGDA, expressedits difficult in furnishingthe requisite information.MoD(Fin) was persuadedto process the matterwithout the financialimplications. The case hasbeen referred to M/oFinance by MoD(Fin) inMarch,2013. The DESWhas been in constant touchwith the D/o Expenditureto get the case finalized.Secretary (Pension)requested the Ministry ofFinance to expedite thedisposal of cases.

Review petition against the order dtd.29.7.2013 of Hon'ble Supreme Court wasdismissed. Hence, a Curative Petition is alsobeing filed in the Hon'ble Supreme Court

An SLP filed against order dtd 29.4.2013 inDelhi High Court has been tagged with CivilAppeal of 2011 file by MoD. Next date ofhearing is 4th Feb,2014.
