The undersigned is directed to refer to this Department's OM of
even No.dated io" June, 2011, enclosing therewith a copy of
Ministry of Home AffairsOM No.27011/64/2009-R&W dated 21st
April 2011, requesting theadministrative Ministries/Departments to
furnish the information regarding thenumber of cases in which a
Central Civil servants sustain injuries and boardedout on account
of disability attributable to Government service during theperiod
1.4.2010 to 31.3.2011 (copy enclosed). In spite of reminders dated
s"September, 2011. 4th October 2011, 2ih October 2011, zs" November
2011,io" January 2012, 6th September 2012 and lih December 2012
(Copiesenclosed) some of the Ministries/Departments have not yet
furnished therequired information (list attached). It is therefore,
requested that theinformation in respect of your
Ministry/Department may be furnishedimmediately by 10th May 2013.
If no information is received by that date, it willbe presumed that
your Ministry/Department has no such cases and file will
beprocessed accordingly.

Office Memorandum
The undersigned is directed to say that families of the Central
Civil servants includingCentral Para Military Forces now known as
Central Armed Police Forces (CAPF), who die inperformance of their
bonafideduties and the Government servant who sustain injuries and
aredisabled or incapacitated on account of causes which are
accepted as attributable to or aggravatedby government service, are
eligible for pensionary benefits under the Central Civil
Services(Extraordinary Pension) Rules. Further, in terms of
Department of Pension & Pensioners' Welfarea.M. No.
45J55/97-P&PW(C) dated 11/9/1998 read with OM No.
38J37/2008-P&PW (A) dated2/9/2008, an ex gratia lump sum
compensation is available to the families of Central
GovernmentCivilian employee, who die in the performance of their
bona fide official duties under variouscircumstances.
2. The question of granting lump sum ex-gratia compensation to
the personnel belonging toCentral Armed Police Forces (CAPF), who
are boarded out of service on account of disabilityattributable to
or aggravated in service, had been under consideration of the
Government for sometime considering the hardship being faced by the
disabled Central Armed Police Forces (CAPF)personnel.
3. Accordingly, Ministry of Home Affairs vide their OM No.
27011/64/2009-R&W dated 21stApril, 2011 had issued instructions
for the personnel of Central Armed Police Forces (CAPF). Acopy of
that OM is enclosed.
4. The feasibility. of providing similar ex-gratia lump sum
compensation to Central Civil• servants covered by CCS (EOP) Rules
is being examined in this Department.
5. It is requested that the information regarding number of
cases in which a Central Civilservants sustain injuries and are
boarded out on account of disability attributable to
Governmentservice during the period of 1.4.2010 to 31.3.2011 may be
sent to this Department. Thepercentage of disability in each case
may also please be indicated.
6. The requisite information may kindly be furnished at an early
date.

2. The question of g(anting a lump sum ex-gratia compensation to
,person.ne!belonging to CAPFs, who are boarded out of service on
account OJ disabilityattributable to or aggravated in service, has
been under consideration of theGovernment.
3. It has now been decided that such CAPFs personnel, who are
disabled in theperiormance of their bonafide official duties under
various circumstances and areboarded out from service on account of
disability attributable to or aggravated inservice shall be paid ex
gratia compensation amounting to Rs. 9 lakhs for 100%disability.
For cases with less than 100% disability, the amount of
ex-gratiacompensation may be reduced in proportion to the degree of
disability, e.g., for 50%disability an ex-gratia compensation of
Rs. 4.5 lakhs will be payable. However, aminimum of 20% disability
will be the condition for grant of ex-gratia compensation.The
proportionate compensation would be based on actual percentage of.
disabilitywithout any board banding provisions as contained in
DOP&PW OM No. 45/22f?tl-P&PW(C) dated 03/2/2000. ,~~
4. The other terms and conditions for admissibility of ex-gratia
lump .sumcompensation pertaining to the circumstances, specifies in
DOP&PW's OM NO.45/55/97-P&PW(C) dated 11/9/1998 and No.
38/37/08-P&PW (A) dated 02/09/2008will be applicable to decide
each individual case by the Administrative Ministriesconcerned in
consultation with their Financial Advisers.

5. This issues with the concurrence of the Ministry of Finance,
Department ofExpenditure vide their UO No.1 (5)/EV/2009 dated
13/4/2011 and DOP&PW 10 No.33/5/2009-P&PW (F) dated
21/4/2011.
6. These orders will apply to all cases of CAPF's personnel
boarded out on orafter 1/4/2011 on account of disability
attributable to or aggravated in service.
