Ms. Miller gave an update on the Amended and Restated Joint Trunk $ewerAgreement (the "]aint Agreeinent")" She reported Chelford Cify Muaicipal UtilityDistrict {"Chel{ord MUD") sent a revised dra{t o{ the }oint Agreement and that she willpresent any additional concerns cr csmments to the Soard at its regular meeting.

Ms. Miller reported Harris County is preparing an agreement {or the Districtregarding the parkrership for the design and conslruction c{ propased sidewalk andskeet undercrossing projects in the District.

Ms. Mihills presented and reviewed the bookkeeper's repcr! a cspy of which isattached, including the Diskict's bitrls and investment report. A{ter review anddiscussion, Direetor ]ones rnaved 1o approve the bookkeepels rep*rt and the paymentol bills. Director Marinez seconded the rnotion, which passed by unanimous vote.

She stated the 2018 taxes are 98.81% collected as o{ }uly 31, 2A19"A{ter review and discusrior; Director }ones moved tc epprove the taxassessorf ccllector's report and payrnent r:{ the tax bills. Director Marinez seconded themotiort which passed unanim*ustry.

Mr. Camp presented and reviewed the operator's repor! including the billingsuanlrlary and detail report, water productian and accnuntability report, grease frapinspection repcrt, and the customer service repart. A ccpy of the aperatois report isattached. He presenled tc the Di.rectors a list of top residential water users, a copy ofwhich is filed appropriately in the llistrict's of{iciatr reccrds. Mr. Camp reporte}-theDiskict's water accountability fcr the reporting period was 98.7Y*. H* ,e orted onmaintenance and repairs cornpleted during the previous manth and upcomingrnaintenance and repair i.tems.

_ k1r" Carnp reported the blockage in the sanitary line at3703 Xenophon Drive hasbeen cleared.

Mr. Carnp stated repair and painting of fire hydrants in the District is inprogres$"

Director Brcwning r*ported that the Disfrict sign located i.n the northern area o{the District on Green Crest Drive is missing. The Board requested that EDP replace thesign.

Director Hammer reported water is leaking from a back flaw preventer on?Yestpark )rive. Mr. Carnp said EIF will investigate the leak.

After review and discu$sion, Direclor Hammer msved to approve the operator'srepart" Director Browning seccnded th* rnotion, which passed by unanimous vote.

Mr. Camp presented and reviewed a list of delinquent customers to the Directorsand rep*rted the residents on the terminatir:n list w*re delinqaent in payment of theirwater and sewer bills and w*re given written notification, in accardance with theDistrict's Xate Order, prior to the meeting o{ the opportunity io appear be{ore the Boarclof Direclars tc explain, contest, or ccrrect their bills and tc sh*w why utility servicesshouid not be terminated for reason of non*paymenl. Following review and discussion,Directcr Harnr*er moved to authorize terrrrination o{ delinquent accounts in accordanc*with the Disfrict's Rat* Order and direct that the delinquent custorqer list be filedapprapriately and retained in the District's official records. The motion was secondedby Director Browning and passed by unanimous vote"

Mr" Newton updated the Board regarding the installati<x *f lighting at SummitYalley Right-of-lffay ("Summit Valley") and said that the lighting installaticn iscomplete. He reporterl that he anticipates CenterPoint Energv will instail the meter forthe lighting within 7 to 10 i:usiness days.

Mr. Frler,vton next upclated the Saard regarding landscap* rnaintenance oISumr:rit Valley and said the trees have been trimmed and the fence has been replaced.He stated the replacernent {ence will be painted to match the rest of the {ence"

Director Hammer ltave an update on painting of the 29 bollards and repair cf thegate hinge at $un"rmit Valley and stated the project is eornplete.

Mr" Newton reviewed the engineer's repo:t, a copy of which is attaehed.

Mr. Newton reported tlA has rrot received a response from the property ownersaf 3826 Camlin Bend Drive (the "Froperty"\ regarding classificaticn *{ the Property as amalti-unit establishrnent.

Mr. Newtan reported on a request {rom HcuTex Engineering, LLC, for theproposed t-levelnpment of Westpark Mobile Office lccated al147}1Westpark Drive. Hereviewer-1 a capacity availabiiity letter issued by LJA {or the pri:pcsecl devele;pn-rent, acop,y a{ which is attached to the engineer's report.

Ms. Miller updated the Board on the request far out-of-District water andsanitary sewer capacity from Metarcck Lab*ratories" Mr. Newton stated the District isawaiting a response {rorn Metarock Laboratories on a dev*loprnent tirxeline.

The Board directed LIA tc no longer attend the West Harris County kegionaiWater Authr:rity rne*tings cn the District's behalf.

Mr. Newt{.}n gave an update on the repainting of }istrict facilities al Waler PlantNa. 2, including Ground Storage Tank No. 1. He recomrnended lhe Board approve PavEstimate No. 5 and Final ln the ant*unt o{ $48,300.00 to CFG trndustries, LLC, for therepainting of Diskict facilities at Water Plant N*. 2, including Ground Starage Tank No.1, and acceptance of the project.

Mr. Newi*n reviewed a proposal frcm U&, a copy of which is altached ta theengineer"s report, in the arnount of $12,50*.00 plus $500.00 in reimbursable expenses forengineering services relaled to televising the sanitary s€wer lines for a proposed 2019Sanitary Rehab Project.

After review and discussiory Director Hammer moved to (1) approve theengineer's repor! (2) based on the recorunendation of LlA, approve Pay Estimate No. 5and Final in the amount of $48,300.00 to CFG Industries, iiC, for tire repainting ofDistrict facilities at Water P1ant No. 2, including Ground Storage Tank No. L, and acieptthe projec0 and (3) approve the engineering proposal from LIA related to televising thesanitary sewer lines in the amount of $12,500.00 plus $500.00 in reimbursable

Discussion ensued regarding smart water meters. Following discussiory theBoard requested that ABHR contact Accurate Meter & Supply and request apresentation on smart meters at the next regular meeting.

Ms. Miller requested any comments regarding District website updates besubmitted to ABHR.

There were no reports from directors or District consultants.

There was no discussion for this agenda item.

There being no further business to come before the Board, the Board concurredto adjourn the meeting.
