YOUTH PROGRAMS

HOT FOR ALL - SAVE-THE DATES! A series of webinars have been developed to provide an overview of the program and detailed instruction related to specific YSF program content areas. Installations CYP Directors are responsible for ensuring that CYP Professionals responsible for the implementation and execution of YSF programming attends these trainings. This will include Youth Directors, Assistant Directors, Youth Sports and Fitness/Teen Coordinators, and direct care staff who are responsible for assisting executing YSF program initiatives in youth, teen and SAC programs. Participation in the following webinars meets annual training and continuing education required to maintain the NAYS Certified Youth Sports Administrators (CYSA) certification. Chapter 7 of the Navy YSF OM provides additional information related to personnel training requirements. Region and installation administrators with oversight of the Child and Youth or Morale, Welfare and Recreation (MWR) programs are encouraged to attend the Introduction webinar which will provide an overview of the manual.

BGCA Triple Play Grant Awardees - Congratulations to NSA Annapolis, NSA Indian Head, NAS Patuxent River, and Joint Base Annacostia-Bolling for receiving the BGCA Triple Play Grant funded in part by the WellPoint Foundation. Each installation will receive $14,255.00 to implement a comprehensive, year-round program including: Triple Play Daily Challenges, BGCA Healthy Habits, BGCA Health and Wellness National Initiatives, and training for CY personnel from the Spillett Leadership University Triple Play Online Distance Learning Course.

BGCA USTA Award Recipient - We are proud to announce that the USTA-BGCA Award Committee has selected the recipient of the 2013 Incentive Award Contest as Command Fleet Activities Yokosuka. CFAY's application proved they have gone above and beyond the initial goal of the USTA Pilot Program. CFAY is currently delivering tennis to over 40 youth participants twice a week and has seen a huge increase in demand for the sport. CFAY plans to continue throughout the year and has implemented a tennis summer camp as well as a youth and adult tennis tournament. They described how their hard work toward this program has been able to help bring military families together and overcome the cultural and language barrier of living overseas. Congratulations to all staff, volunteers, and participants for contributing to the success of Yokosuka's outstanding work.

CAREER FORUM

TEEN EMPLOYMENT PROGRAM FY14 Commander, Navy Installations Command (CNIC) Child and Youth Programs (CYP) (N926) is offering Navy Teen Employment Grants for FY14. CNIC has expanded this year round Navy Teen Employment Program to include regional and installation opportunities for local grant match support to expand work hours opportunities for teens. The Teen Employment Position Descriptions is included in the FY 14 Teen Employment Policy Letter and

funded outside of the budget model as a grant funded program. Regions and Installations may offer employment opportunities year round and requests funds by quarter

(N926 funds for up to 25 hours per week for 12 weeks). Teen employees may only work up to 20-25 hours per week unless local match funds are contributed to fund

work hours up to 40 hours per week. ALL programs must follow Department of Labor Youth and State Child Labor Laws pertaining to age requirements and in-school and out-of-school work hours. Consult local Human Resource Offices for guidance.

Regions may redistribute funds quarterly to align with program demand. Funds may be used to increase the number of positions available within a given quarter, but may not increase work hours beyond 25 hours per teen employee. Funding does not roll-over from program year to program year and supports only labor related expenses.

Curriculum Reminders:

Weekly Planning: It is recommended that Program Leads assist in the development of a planning schedule with the CDC Director and Trainer to ensure primary teachers are provided time out of ratio for the planning requirement. Although it is highly recommended for teaching teams to work together to create the weekly plan, it is acceptable for primary teachers to alternate weeks for planning.

Child Assessment Portfolio Hardcopy: Each child is assigned a Child Assessment Portfolio, which can be kept in an individual file or as a binder with dividers for multiple children. As children transition the Child Assessment Portfolio is passed along to the next teacher. In the event that a child withdraws or relocates, the child portfolio shall remain on file for a minimum of two years.

Child Assessment Portfolio Electronic: GOLD Electronic child portfolios are to transition with the child as he or she moves through the program and across military installations. Electronic child portfolios shall be maintained as archived files within the TS GOLD system for a minimum of one year after the child is withdrawn from the program or relocates. Programs receiving children who have transferred from prior CY programs must conduct a search for the child’s name to locate the archived file. If the program experiences technical problems with the online system and must delete a file prior to the one year mark, a hard copy must be maintained. Every effort must be made by the program administrators to transfer the child’s online portfolio if relocation or withdrawal occurs.

Checkpoint Periods: Primary teachers shall determine each child’s level of progress in relation to the applicable objectives for development and learning and corresponding dimensions as identified in The Creative Curriculum, which take place during progress checkpoint periods in the fall, winter, and spring with an optional checkpoint period in the summer. Be mindful of the fact that progress checkpoints are based on ongoing observations to show how children are developing overtime; it should not be expected of a teacher to have all 38 objectives for children completed each period.

Family Conferences: Primary teachers must conduct parent conferences three times per year; 30 days prior to, or no later than 30 days following, each checkpoint period. When completing the Family Conference Form for IT2 children, primary teachers will complete the following parts of the form to summarize the child’s strengths:

Section 1: Child’s Strengths in Development; and

Section 3: Plans for Development and Learning.

The same process applies for preschool children. However, if a child has emerged, developed, or mastered a content area, this additional information will be included in Section 2 Child’s Strengths in Learning.

Environmental Rating: The CC Implementation Tools used to evaluate classrooms are no longer available at Teaching Strategies Inc. For the FY14 Inspection year the environmental rating for CDC classrooms is exempt and will not be assessed. New CDC Programs and programs renewing accreditation status are encouraged to use the NAEYC Observation Tool to evaluate classrooms and prepare for accreditation. To obtain a copy of the NAEYC Observation Tool, login at http://www.naeyc.org/academy/primary/torch Please direct all questions or concerns to CNIC N926, Nichele Murphy, CDC Program Coordinator at [email protected]. NAP Time Ratio Requirement We have received several inquiries about nap time ratios. During naptime, ratios may be doubled for the purpose of training and is only applicable for ages two and up. Although ratios may be doubled, the required number staff are required to remain on site in the event of an emergency during naptime. In this case, staff should return to their assigned classrooms and immediately assist the staff supervising sleeping children. Pre-toddler and infant age groups are required to have two staff in the classroom at all times. This does include nap times. Please reference OPNAV Chap 12, Section 1.g.2 for more information. NAEYC Renewal and Candidacy Guidance! The following guidelines should assist programs in identifying qualifying Teachers and Teacher Assistants that meet the educational requirements for criteria 6.A.05 and 6.A.06: All opened classrooms must have a direct care staff identified as “Teacher” for a maximum group of

children.

Military Training Modules are accepted by NAEYC as the equivalent to the CDA

Direct care staff with completed Military Training Modules, CDA, AA or higher level degree meets the qualification for “Teacher.”

Direct care staff working on modules without higher level completion (CDA, AA or other degree) will

be identified as a “Teacher Assistant.”

Non-ECE related degrees are considered acceptable if the employee meets the work experience and/or training requirement identified in the NAEYC Teaching Staff Qualifications Form.

Attach copies of all supporting documents that demonstrate the Teacher or Assistant Teachers completion or progress, which meets the educational requirements outlined in the NAEYC Teaching Staff Qualifications Form. For example: Navy CYP Module Tracking Form; College Transcript; College Degree; or CDA Certification.

Additional Guidance: Preschool maximum group size is 24 children, there must be a "Teacher" (Mary Smith: Non-related degree in psychology with 3 years of experience working for an adoption agency as a child counselor- Option K) and a "Teacher Assistant" (Carl Williams: Working on Modules, no prior childcare experience, but completed 36 hours of orientation training- Option B). SAVE THE DATE! “Integrating Content Areas to Teaching and Learning” Curriculum Training We’ve listened to your feedback and requested a revision to the last training topic of “Integrating Content Areas to Teaching and Learning.” The revised training will focus more on the roles and responsibilities of Trainers in how they support the integration of content areas in the learning environment. Please SAVE-the-DATE! Programs should make every effort to participate. Training can be used to fulfill the annual training requirement for “Curriculum Development” for CDC Directors, Trainers and CYP Leaders. AROUND THE CYP

CYP NAF Atsugi - Youth Sports: CYP Atsugi youth sports and the Japanese SKBD (Japanese military command from this base) are coordinating for a youth friendship sports day. The event is scheduled for 19 October. This annual event brings kids from both sides of the gate together to play baseball and soccer with each other. Players will start the day by participating in a clinic hosted by division one players of each sport. They will then break down into mixed teams and play a series of short games. The goal is the integration of kids from different cultures. By mixing teams, we get the kids out of their comfort zones, making new friends and memories that will last a lifetime. After games, players and their families are invited to attend a BBQ with foods from both cultures. Guest speakers for the event will be the Ayase City Mayor, Atsugi Base Commanding officer, and Japanese naval officers from SKBD. The event is a great example of the community building and cultural education only possible in our overseas environment.

CYP at Bahrain hosted a Day for Kids/Worldwide Day of Play Family BBQ on Sept. 21st. Many volunteers from commands and our Keystone Club that helped run the event. In

volunteering for the event our Keystone Club has completed a Year of Service initiative and is one step closer to achieving silver status!

Sunflowers at Great Lakes

Preschoolers at Naval Station, Great Lakes, CDC 3110 experimented with sunflower seeds. In the spring, they started seeds inside and later transplanted to one of the new flower boxes on their recently renovated playground. In another flower box, they planted seeds. They wondered, which would grow taller, stronger, or faster? The outcome showed starting inside made the plants grow faster and stronger, however, both flower boxes produced sunflowers taller than the Puppy preschool class!

The Panama City CYP opened their new Child Development Multi-Age program in one of the Katrina-funded MLCs on Monday, 9 Sept 2013.

Gulfport End of Summer Bash

On August 6th from 1800-2000, Gulfport had a joint CYP event that we called the "End Of Summer Blast 2013". The event was held outdoors behind the Youth Activity Center. We had more than 100 children and their parents/sponsors in attendance throughout the evening. Those who came could

play assorted games and ball field activities, bounce in bounce houses, enjoy grilled burgers and hot dogs, popcorn, cotton candy and juices. The CYP staff was joined by the SLO, FFSC, EFMP and FOCUS reps and there were guest appearances by Sparky the Fire Dog and McGruff the Crime Dog. A good time was had by all!

CDC Gulfport is 365 Calendar Days Accident/Incident FREE (resulting in lost time). As of 14 August 2013With a staff that averages 84 in number, we are very proud of this accomplishment.
